>> and i'm scott wickersham. steve udelson got some new data on what this storm will be like. >> in the carolinas, that was pensacola. that storm continues to march along the gulf coast and it does have its sights set on the carolinas. there are all the big storms, just got word that the tornado watch may be issued for the atlanta metro within the next half hour. as these storms quickly march off to the northeast. we have reports of 20 tornadoes tonight. now a lot of them are unconfirmed. they have to send out site surveys. one of the things, that conveyer belt of warm, moist air. one of the things i'm keeping an eye on is the batch of rain over south carolina along i-26. this represents the leading edge of the warmer, more moist, and more thunderstorm conducive air that will be arriving tomorrow.

mountain 7 to 10:00 a.m. the metro, tomorrow afternoon, the greatest threat far and away, damaging winds. any one of these showers to pass through could produce damaging winds. by 8:00, 9:00 in the morning, there it is through boone and morganton, charlotte, metro right around lunchtime and then it pushes very quickly off to the east. and again, threat tracker focusing on the damaging winds, can't rule out a quick spin up tornado. i'll show you all the ingredients for this outbreak when i come back. >> as steve mentioned, national weather service teams will head out to document the damage from the 20 possible tornadoes in the south. this is damage left in parts of louisiana outside of new orleans. high winds ripped the roofs off buildings and homes and a the charlotte fire department is one of north carolina's seven rescue teams that will be on stand by tomorrow to respond to emergencies related to the storm. we'll be getting updates overnight on the system and get

morning on eyewitness news daybreak starting at 4:30. >> breaking developments, charlotte mecklenburg school leaders outlined their top priorities when it comes to student assignment. eyewitness news reporter, elsa was there when they approved new goals. elsa. >> reporter: the board approved the goal 7-1, but only after board members formally addressed the fears parents feared over the last several weeks. they all acknowledged the fears over busing and the desire to put something that addresses that in the goals. board member, rhonda lenen was the one member who voted against the goal saying they weren't necessary and they are driving some of the fear. however, not all board members agree. >> we got to tell this community we do support the neighborhood schools that your child will be assigned a guaranteed seat. until that happens, i don't believe the community, no matter what we say up here

>> we're talking about aspirational goals. big, wide open, positive, this is what we're reaching for. >> one of the things they do for me is they -- they recognize that student assignment is a matter of justice for all. >> as for the goals, the board intends to provide choices and equal access. maximize resources, reduce schools with high concentrations of poverty. provide options for students in under performing schools and expand successful schools and programs. now this assignment process is far from over. the next step, creating principles. they will be able to be more specific. they can talk about things like magnet options and neighborhood schools. reporting live outside the government center, elsa, channel 9 eyewitness news. thank you, elsa. and within the past two hours, the charlotte school board

time line in their search for a new school superintendent. the board will start working on that time line beginning on march 8. members previously said they think that they will need a full year to find a replacement. the board voted to extend the current superintendent through at least june 30 of next year. >> channel 9 uncovered a plan that could eliminate city, trash removal for several charlotte homeowners. >> alexa investigated this proposal and the impact it could have on taxpayers. alexa. >> scott, erica, officials are supposed to meet and discuss this topic as early as friday and residents i spoke with here told me they hope the final decision doesn't end up costing them more money. this is where residents here in uptown roll out their trash for pick up.

it's a very small community. >> tonight, leaders of community association management are concerned after talks the city may eliminate trash removal service for some homeowners were budget reasons. we spoke with the president for the community association by phone. >> they are having to pay out of pocket to contract with a third party for trash and recycle service. >> derek green showed us an e- mail exchange with leaders of solid waste service. the proposed change would affect all complexes with more than four units, including those receiving rollout service from city crews as well as on city contracted collection service. >> tonight, solid waste service stressed a proposal hasn't been finalized. during two upcoming forums.

>> having a higher fee outside of what you normally pay in taxes is justridiculous. >> and a spokesperson said nothing will be voted on until may. reporting live uptown, eyewitness news. >> thank you. breaking news out west in nevada. in the past 20 minutes, may be some problems at one las vegas caucus location. threes are live pictures as republicans are caucusing about who they want to be president. across town from this caucus site, there have been reports tonight of double voting, very long lines, and they might be running out of ballots and turning people away. that's not good. caucus results are expected to come in in the next hour. we'll bring you final numbers on eyewitness news starting at 4:30 tomorrow morning. >> the democratic primary is saturday.

pictures will help track down the people of kidnapping a pizza delivery driver. a man and woman kidnapped the papa johns delivery man last night and drove him up i-85. they made him withdraw banks from three different atm's and he ended up 80 miles away. he walked into the police department, or he had been kidnapped. >> the governor is vowing to fight the bathroom policy part of charlotte's nondediscrimination ordinance. we told you the vote happened last night at 11:00. >> the governor told me that he is making good on his vow to take action if city leaders pass the nondediscrimination ordinance. the part of the law allows people to go to the bathroom of

>> this is one tool that the city is using to fight a dangerous problem we've been investigating for months. illegal liquor houses. police gave anchor allison latos exclusive access as they patrolled known trouble spots. >> reporter: a team of cmpd officers allowed us along to see their efforts to stop illegal liquor houses and the violence that can accompany them. police tide four homicides and 14 shootings to the illegal operations. a double murder on north hose kins street. in october, four people hit by bullets on west boulevard. >> sometimes they are deep in a residential neighborhood or we may not otherwise know about. >> a tip led police to a new investigation on winchester street. deep in this north charlotte neighborhood, we saw cars packed on the street.

hear music and see people going in and out of a business. >> people were shot at this location. actually a motorcycle club is what they call it. and they actually, their business permit is a repair shop. >> police arrested steven bailey in november. >> that investigation led us to charge the motorcycle president for selling alcohol without an abc permit. >> officers charged james harris, the owner of this home on honeywood avenue with selling alcohol without a permit. police say cars packing the streets block emergency access. so they turn to other tools like parking tickets to chip away at the problem. police found 17 illegal liquor houses with pool tables and makeshift bars so far and they'll keep patrolling neighborhoods looking for the next one. the illegal liquor house investigations can be length thy. before officers get warrants.

so they are prepared and chief meteorologist, steve udelson says we are starting to see areas of changes. >> the showers are starting to fill in along and north of i-26 into the upstate and mountains and that's going to start to push our way. there's the look, you can see the showers crossing 321 toward shelby, 11:30, rock hill 11:50. gastonia around midnight. you can see the powerful storms off to our west and this flow of warm, moist air. that's what those showers represent. the leading edge of our carolina wedge saying bye, that opens the flood gates to the warmer, more humid air. you know exactly what i'm talking about. we've been in the 40s all day long. but it hasn't risen either. it will soon. fog continues to be an issue across the carolinas tonight. both of these things will take a major change overnight as the warmer air floods in. it tells the entire story.

morning, mid 50s in most of the charlotte areas. 40s to 50 north of charlotte, but this warmer, more moist air, much more conducive for strong to severe storms. wake up forecast, no question, rain gear necessary, umbrellas, raincoats, and keep your weather radio on or for your free app that wsoc has. if there are warnings, you'll be the first to know. hourly rain chance for the noon. up in the high country and it quickly moves out tomorrow afternoon. one of the things you're keeping an eye on, those strong winds. florida tonight, watch what happens as the day goes on tomorrow. by 7:00 or 8:00, and these areas you see shaded in white, those are 70-mile per hour or

5,000 feet up. any potent showers or a rumble of thunder would take those winds and drive them down to the ground. damaging winds far and above the greatest threat. the moisture starting to return. by 6:00 a.m. it's from charlotte points south and envieds everyone. low how quickly it gets booted out. the one thing we need to keep an eye on, oftentimes it did disrupt the moisture. more than likely, we went see a solid squaw line. more scattered. but any of those storms could produce damaging winds. your focus will be in the mid to upper 60s at that point. out toward fort mill, again, late morning lunchtime, the best chance of the showers and storms gone by the evening drive, some crazy weather up here. morning showers and then
