all travel lanes are now open heading inbound. you can take the normal route. south, we had a disabled vehicle near 77. not seeing a big delay here as traffic volume is light. lots of room to move around. this is what it looks like on 77 heading in south charlotte. no accidents or stalled vehicles coming out of york county. stephanie? right now in the breaking news center as cmpd investigates the fourth shootping in less than 24 hours. overnight police say someone shot a woman in this northwest charlotte neighborhood. joe bruno is live outside headquarters. joe, she's the fifth victim in a series of shootings. >> reporter: 24 hours in charlotte have been filled with violence. police are trying to figure out what led to all of the shootings now. >> we made this map to show you where they were. the first shooting injured two people. police found one person shot at a gas station off brookshire boulevard and another victim at his home on mcginn grove drive.

bullets were fired in his car, shattering the glass and cutting his body. the second shooting was off the plaza in a shopping center. police say a man and a woman were shot in a car. both victims were taken to the hospital with major injuries. and the third shooting happened around 8:00 off barrington drive in east charlotte. the victim's girlfriend told us her boyfriend was walking back from the store and he was shot in the leg. police say he will be okay. overnight there was a fourth shooting. this one happened near brook tree drive in northwest charlotte. a female victim was shot in the leg and drove herself to darby avenue and eventually the hospital. and i just checked in with the duty captain here at cmpd headquarters. he tells me so far only one person has been detained and no arrests have been made in the other cases. reporting live at headquarters, joe bruno, channel 9 eyewitness news. and police across north

missing 15-year-old girl. an amber alert was issued yesterday afternoon. dixie mae bailey is 5 '4", weighing 114 pounds, blue eyes and brown hair with orange streaks. police say she may be on the way to atlanta. hundreds of people have shared the teen's picture on our facebook page to help police find her. you can do that by going to our page and looking for the story. this man faces a judge today, accused of murdering a pregnant teen nearly four years ago. >> we told you about the arrest yesterday on eyewitness news at 5:00. we're live outside the courthouse in uptown and angela, police say brown was the last person to speak with the victim. >> reporter: that's right, and we should learn more about the case after darnae brown's appearance here at the mecklenburg county courthouse today. according to warrants in the case, investigators say that brown was actually supposed to meet up with the girl the night of the murder, but they never did. now, channel 9 learned from

in custody on unrelated charges when he was brought down to cmpd headquarters for an interview that led to the murder charges. four years ago, the 17-year-old was found dead at a park in charlotte. now, she'd been shot in the head three times. she was also two months' pregnant with her second child. at the time, police say that the e-mails showed that she thought brown could have been the child's father. brown has been charged with murder and murder of an unborn child. we are asking police -- continuing to ask police for more details in the case. now, channel 9 plans on speaking to the homicide investigators in the case later on this morning. reporting live at the mecklenburg county courthouse, angela hong eyewitness. and budget priorities for next year. this is the third of the sixth community engagement meeting that the district is hosting

april. they expect $27 million in new costs next year for salary increases, more students and other things. the next meeting runs from 6:00 until 7:30 at independence high school in east charlotte on patriot drive. last night, another town in north mecklenburg county sent a message to cms about a student assignment plan. the davison board of commissioners passed a resolution, asking leaders to guarantee every student in their neighborhood schools. they say the district's proposal to send thousands of students to different schools and predictability for parents. they say wherever you live is where you should go to school. huntersville and cornelius unanimously passed a resolution tuesday night. there was also a letter sent to the school board. leaders will address the proposed resolutions tomorrow night.

since you went to bed, republican ted cruz won the idaho primary, donald trump won the hawaii caucus and democrat bernie sanders won in michigan in what's seen as a big blow to hillary clinton's campaign. trump took three states altogether, hawaii, michigan, mississippi. cruz took idaho. for the democrats, clinton and sanders each won one state. sanders took michigan, clinton won mississippi. trump and clinton addressed their supporters. >> i don't think i've ever had so many horrible, horrible things said about me in one week. [ laughter ] $38 million worth of horrible lies, but that's okay. it shows you how brilliant the public is. because they knew they were lies. >> if you work for me and if you vote for me, i will work my heart out for you. i will work every single day.

beatles producer george martin died at his home in england yesterday at the age of 90. he did so much work with the group, ha ewas considered the -- he was considered the fifth beatle. he also worked with celine dion and cheap trick during his long career. ringo starr says god bless george martin, peace and love to his family. and checking out a new va healthcare center in charlotte. it's on park road in south park. there will also be a town hall meeting for veterans at the center starting at 2:30. there will be outpatient services. the hospital will continue to offer other services, too. more than 1 in 10 veterans encountered long waits at the hospital late last year. carolina panthers defensive end johnson is preparing for another season with the team. espn reports that johnson and the panthers agreed to a three- year contract. the team released him last week

vicki graf will tell us about that and when we could see fog this morning. police are investigating two shootings outside of a vfw post in salisbury over the weekend. >> this is not the first time this area has seen violence. witnesses say two groups got into an argument at the vfw on old wilkesboro road saturday night. they were kicked out. then a few minutes later, a man and his brother were shot. devin mcgee died at the hospital. it's the same area where 13- year-old treasure kingster was killed during a gang shootout after a party in 2007. >> we have to get control of this violence and people don't want to admit that it's gang- related. >> some leaders say they're hoping to fill about a dozen police officer vacancies with qualified officers to help make the streets safer. the city is also decided to give a $1,600 pay raise to existing officers hoping it will help the city better compete with other agencies in

cmpd is asking for your help in finding a 14 -year-old girl who disappeared. take a look. police say michaela hutchison was last seen odor carver road in west charlotte a week ago. brown hair. employees in a kansas factory will return after a deadly shooting spree there two weeks ago. on february 26th, police say an employee shot and killed three people and injured 14 others. police shot and killed forbes that day. family will be able to work through their emotions today before operations resume tomorrow. new developments this morning, military service members could get a refund check from the department of education. we told you last week a federal report found the department conducted a flawed review of whether student loan servicers capped rates on loans to military personnel.

of thousands of servicemen and women between 2009 and 2014 on student loan payments. some are being charged than the locked in 6 percent rate while they were on active duty. >> we've told them that they're going to take care of them when they're deployed. this shouldn't have happened. >> the department of education did not say when the refunds will be issued. happening today, kannapolis city schools break ground on a new school building. our partners report the ceremony will be at the current middle school property, which the new building will be part of, that's on oakwood avenue. this is an idea of what the finished construction will look like. leaders say it will expand the middle school from two grades to three, adding 400 more students. it's expected to be finished in august of 2017. and community college could be expanding. school leaders are discussing possibly buying the property where the music venue, the double door inn, sits in elizabeth. the school already bought the

and charlotte town avenues, adjacent to the double door inn. leaders have until june to finalize plans. weather and traffic every 10 minutes. here's vicki graf in severe weather center 9. we're yesterday. >> that's right, stephanie. it's already a warm start to the day. 54 now in charlotte. 53 in shelby. 48 in chesterfield. i also just checked on visibilities across the area. we're starting to see fog developing in chesterfield so be aware of that as you head out this morning. could see patchy fog, but it will already start to lift by 9:00 and look at the temperatures, low 60s. as we head to lunchtime today, 72 degrees. might be a good afternoon to enjoy that lunch break outside and going through the late afternoon, highs today in the mid- to upper 70s, so, well above average. some high clouds will move through later today, but all in all, a nice day. your neighborhood forecast for chesterfield, warmer, as well, as we head toward the day, 74 degrees and by the afternoon,

so that's a sign of the warmst that is going to stick around really over the next several days. we're going to stay dry, as well. right now, live early warning doppler 9 is quiet across the carolinas, but we're seeing clouds from tennessee and keeping a close eye on this major storm system to the west. this is going to bring flooding rains across texas, louisiana and arkansas, as well as stronger storms. that same system, that's eventually going to impact us later this week. tomorrow, we will see more clouds, so mostly cloudy skies, still warmer, though, and still holding off on the rain, but we will see that rain chance building back in later in the week. as far as temperatures, though, we stay well above average through the weekend with highs getting into the mid- to upper 70s through friday and then once we bring the rain chances back for saturday and sunday, we will see the temperatures in the lower 70s. so, still above average, but not quite as warm as what we will see over the next several days. your threat tracker through the

security for schools statewide. the plan focuses on the role of school resource officers. the plan outlines four specific training recommendations, including more sro training sites, a greater focus on cultural diversity, positive intervention and crisis prevention. new school principals will receive training and new classroom discipline regulations. guidelines for school officers were discussed after the cell phone video was released last year. it shows a richland county deputy throwing a student in columbia to the ground. south carolina school superintendent says teachers should only ask officers to intervene when students are classroom misconduct. new this morning, there is a bill in the senate that would keep details of lethal injections in south carolina a secret. they would include what's in it, who sells it and how much it's costing taxpayers. carolina department of

up. it's a video that sent shockwaves through the community and now channel 9 learned this officer seen punching a suspect will not face charges. the technique, the chief says, the officer used correctly before arresting the suspect. well water near a local farm now deemed safe to drink after people spent a year using bottled water. the reason the state is confident it's not dangerous. good wednesday morning, i'm stephanie maxwell. >> i'm john paul. let's check on the first forecast now. vicki graf in severe weather center 9 on a very mild morning. >> in the past couple of minutes the temperatures updated and it's warm to start the day off at 54 in charlotte. 48 in chesterfield. 53 in statesville and low 50s in jefferson. boone is the cool spot at 39 degrees. yes, you don't have to worry about the layers this morning, maybe a light jacket, but warming quickly. fog will be a problem this morning.

miles per hour. further south to 485 towards the university area, it's 73 miles an hour and just a 6- minute ride. the officer seen in this video here punching a suspect will not face charges. >> the chief spoke publicly about the video. joe bruno is live to explain why he says the officer was not at fault. joe? >> reporter: the police chief says when he first saw the controversial video, he knew he was going to lose sleep, but after reviewing the body camera footage, he says he's able to clear the officer of any wrongdoing. the original video shows an officer repeatedly punching a hit-and-run suspect in the back several times. the chief says he won't be releasing the body camera footage because it's part of the internal investigation, but he did show us how hard it is to handle suspects who don't cooperate. police showed us how they strike suspects to loosen

allowing officers to take control of the situation without hurting the suspect. putny says he has a long way to go to build trust with the community and a video like this can hurt any progress, but he also says he has to have the trust of his police force. >> at the end of the day with a criminal suspect who flees, the cops have to get them. i have to support them in doing that. >> we reached out to the suspect, malcolm elliott and his family, but didn't hear back. joe bruno, channel 9 eyewitness news. a mother is behind bars accused of playing a role in her 5-year-old daughter's murder. the girl died in 2014. police say her skull was crushed. the boyfriend at the time was charged with homicide by child abuse and is out of jail awaiting charges. now the girl's mother is charged with aiding and abetting a homicide by child abuse. deputies have not said what new evidence led to the charges.

is appealing to the state supreme court after a ruling in a deadly street racing crash in mecklenburg county. it all started in 2009. the 2 were street racing on york road when they hit and killed driver cynthia fir. last month, the court of appeals awarth the victim's family $3 million. the court says d.o.t. should have predicted dangerous conditions on that road and installed a traffic light there. fir, her 2-year-old daughter and a passenger in the car, 13- year-old hunter holt, were killed in the crash. both atkinson and standstill pleaded guilty and served their time. after more than a year of using bottled water to cook and drink, state health officials say families can now use the water from their wells. the north carolina department of health and human services says it's canceling the do not drink recommendations for two contaminants found near the ponds.

all new this morning on daybreak, a local singer was invited, then uninvited to perform at a church because of her sexuality. the diocese of charlotte is hosting the gala for hope event this saturday. it's aimed at raising money to fight poverty. this would have been the third time that cat williams performed, but church leaders say her same-sex relationship goes against the church. >> marriage can only be between one man and one woman. we as a catholic organization have the rights to represent our faith and what we're doing essentially is exercising that right. >> the church says it owes williams an apology for the booking confusion and will still pay her, but she says this is discriminatory. she says many are canceling donations to show support.

>> the state democratic party has tried to tie the governor to donald trump to hurt his re- election campaign. the governor didn't take any questions after his speech. today, channel 9 will speak with the tsa about increased security ahead of spring break travel. the agency predicts 7 percent more travelers this year compared to last. so far this year, officials in our region say agents found 13 lotted guns in carry-on bags. the tsa worked to increase security after a government report last year thought it missed mock explosives and weapons during tests. airlines for america will reveal the forecast for spring travel. it represents several major u.s. airlines. they will also release a review of the operations and finances for 2015. count on channel 9 to bring you more on travel security and expectations today starting at 5:00. cmpd is recognizing one of its own for making a positive

when officer rick door recently responded to a call at south side home apartments, he met erin cunningham, a single mother of five, as you can see in the pictures. she's able to keep a roof over her family's home, but couldn't afford to furnish their apartment. she says the children were sleeping on the floor for more than six months. he starth making calls and teamed up with a non-profit charity, that's for kids, to help them get back on track. >> finally got comfortable with me after numerous meetings and once she realized where my heart was at and what i was trying to do, it was like a light switch. >> sometimes they're really here to really help and there are more good than bad, you know? i used to think of the police -- only wanted to take the kids and lock them up, but they really care. >> they helped furnish the apartment for the family and formed a strong bond with cunningham. >> i bet. and now the kids don't have to

it's gotta be d's. 5:45 now. a belmont high school teacher who pleaded guilty to having sex with a student won't have to spend a day in jail. >> she will have to give up her teaching license. her deferred prosecution let her walk out of the court with two years of probation for crimes against nature. a charge she can later have removed against her record. the mother of the 18-year-old who was already graduated from the high school is not happy with this sentence. >> i think it is way too late. i was hoping and praying an example could be made of her so it doesn't happen again. >> the teen says the two had sexual contact before graduation. helton says it happened after when what he an adult. the -- when he was an adult. the da says if the case went to trial and a date couldn't have

have been no punishment and helton would be teaching again. the burke county sheriff wants his staff to make money changes and make more money. the sheriff made a request to commissioners on friday asking for a pay raise for employees at the sheriff's office. he requested that each employee's annual pay be increased by $3,000. he said right now he's struggles to hire or keep employees because the wages are so low. the classic movie "dirty dancing" will be remade here in north carolina and you can be an extra in it. the production company starts filming this spring spring, looking for 900 extras from north carolina. it will be a three-hour tv special right here on abc. abigail breast lien and debra messing will star in it. >> the phones will start ringing in a second. >> my wife wants to be on that show. >> i know every dance move. >> that doesn't surprise me. >> i love that movie. i will be in line with all the people. if you want to compete with me
