clouds are going to be hanging around today. >> and we do have clouds to start the day off keeping temperatures on the mild side yet again. they just updated to 62 in charlotte, 63 in shelby and 60 in boone. leave the winter coat at home today. it's going to stay fairly cloudy but still warm. by 7:00 low 60s by 9:00 upper 60s and that's well above where our average high should be this time of year. we make it to 79 degrees today and there is the threat for a few isolated showers later today. i'll take you through the latest future cast to show you when the rain will arrive and how long it will stick around. ten minutes. let's look at the drive with mark taylor. >> dealing with one issue up north and a stalled vehicle not expected to have a huge impact. look out for huntersville concord road around old

77 from mooresville to huntersville 65 miles per hour less than ten minutes and if you are heading out closer to town by the john belk freeway a light amount of traffic flow heading southbound and the state line heading northbound out of york county heading up towards charlotte. no issues. stephanie? >> right now i'm in the breaking news center. we were on scene after a man was shot twice and car jacked in west charlotte about two hours ago. joe bruno is with police as they search for evidence and the suspect and you just got some new information for us, joe? >> yeah i am told the victim is going to be okay. he was shot in the arm and leg and taken to the hospital but in the past ten minutes police have really shifted their investigation. what startth here at roseland avenue where the victim was looking for help. they are still not sure where he was shot. they shifted the investigation over here to turner avenue where they just picked up

the markers stretch for about 900 feet down to rosal's ferry road where the victim was taken to the hospital. if you check out this video we shot we were on scene as they were loading the victim into the ambulance to bring him to the hospital. the victim was a security guard working when he was shot in the arm and a leg by a man who also car jacked him and the car they are looking for is a silver toyota controlla. they do not have a suspect description. they are trying to work with the victim in the hospital to learn more about what led up toto the shooting. continuing to be here live on the scene with any new information that we get from police. reporting live in west charlotte, joe bruno channel 9 eyewitness news. >> this is the 6th shooting in charlotte just this week. yesterday someone shot and killed michael jefferies junior in east charlotte. two other people went to the hospital. he was stepping in to help his mother while she was arguing with her boyfriend.

will be charged. six people were hurt in four shootings across charlotte tuesday. police have not arrested anyone for those shootings. duke energy is dropping prices for everyone north carolina. by next year bills drop on average $3.11 a month or around 3% because the company is saving money on natural gas at their power plants. we asked about regrouping the cost after last month's wind storm. they have not ruled out asking for a rate increase down the line. parents have a lot of questions after cms board members laid out the results of the student assignment survey. >> dozens of parents packed into the board meeting. tina terry is live outside the government center in uptown to break down those results. tina? >> yes good morning. this is a copy of that 250 page report that school leaders here were waiting to receive.

survey results of more than 27,000 people. board members are considering how best to improve academic schools. the respondents found most important in the school 80% said the staff. 75% said school environment and 67% said location and how close schools were to home. some parents concerned about the possibility of busing students further away are left with a lot of questions. >> it was slightly skewed to say the least but i think they kind of started realizing that this evening depending on how you manipulat the data is going to be how you take away or have something to take away from that. >> yes and several meetings are scheduled to further discuss student assignment. coming up in 20 minutes we tell you how local towns are responding to the survey. reporting live from uptown tina terry channel 9 eyewitness news.

today a federal panel will hear arguments about whether north carolina lawmakers should again redraw the districts. they mapped after being ruled racially bias and opponents say the new districts are still unfair. the new map puts alma adams greensboro home outside the district boundary so she said she'll run for reelection and move to charlotte. >> you'd have to get to know new people. that's always a challenge for anybody running in a race. >> alma adams does not live in charlotte. how can you represent people when they have no relationship to them. >> malcolm graham is running against adams. congressional primaries until june 7 so tuesday's votes in those won't count. the judges hope to rule about the maps by next friday.

presidential candidate ben carson is expected to endorse donald trump after last night's g.o.p. debate in miami. >> he mostly stuck to his policies as did ted cruz marco rubio and john kasich. trump suggested to pull u.s. military support in germany and south korea and end common core. marco rubio asked about the comment islam hates us. >> did you mean all 1.6 billion muslims. >> i mean a lot of them. >> i know a lot of people think he says what people wish they can say but presidents can't just say whatever they want. >> people are scared and we faced terrorist attacks and president obama lectures americans on islam phobia. >> rubio is done with the personal attacks on donald trump. today presidential

try to rally in raleigh about accountability, immigration reform and the primary is on tuesday. hilary clinton is leading in the polls and promised to fight the state's voter id law. >> we are not going to be intimidated by these restrictive rules being imposed unfairly and i would argue unconstitutionally. >> clinton said she would work to increase teacher salaries and expand early childhood education. american airlines has signed a ten year lease with charlotte douglas airport. the world's largest airline has been in contract talks with the city for several months. the previous lease was set to run out this summer. that means charlotte will be able to keep it's status as american's second largest hub. city council documents show the airline has agreed to invest in $500 million to future expansions at the airports

according to the charlotte chamber american airlines employees more than 10,000 people in the queen city alone. it has 150 non stop flights from charlotte to destinations around the world. charlotte douglas' hub status is the reason they are here. the new lease will still need city council approval. it is on the agenda for monday night's meeting. over the next few months people in york county can share their thoughts on what roads need the most improvement. leaders are touring the county through august to come up with a list of pennys for progress a one cent sales tax program to fix the roads. it will go up next year. a $400 million attempt is now on the states house. the senate gave approval yesterday. they take money from the general fund instead of raising the gas tax.

nothing bill and people could expect bad roads today tomorrow and in the future in the state. democrats say this bill does not address the state's long term funding needs. the carolina panthers have resigned joe webb to a two year deal. his agency tweeted earlier this week he had signed the deal. webb has not played qb for a snap during the regular season but has done well returning kick offs covering punts and playing wide receiver and running back in a pinch. the team signed gradkowski to a three year contract backing up kalil. weather and traffic every ten minutes. here's vicky graf and we are already starting out in the 60s today. >> it is already a warm start to the day and we do have clouds hanging over head but you can still see the uptown skyline so that's the good news there not dealing with fog as

4: 00 in this video you can see two employees fighting. a spokesperson for golden corral said they fired the employee responsible and the behavior is unacceptable. customers agree. >> people bring their family here. to see this is just embarrassing. >> some customers told us they don't plan on returning any time soon saying they don't want their children to see that kind of behavior. right now no one is facing charges. winthrop university says it will install an emergency call box in the parking lot where someone tried to rob a student last week after someone circulating an online petition another student was sexually assaulted in the same area back in october 2014. more than one million tax payers are at risk of losing their 2012 federal tax refund. those tax payers have not filed the returns due about three years ago.

a three year window meaning tax payers have next month to collect more than $950 million. channel 9 looked at carolina and 29,000 people didn't file. they are going to see an average refund of $619 a piece. in south carolina more than 12,000 people didn't file. they would see $633 a person. there is an alarming number of stolen tax returns in the carolinas. the federal trade commission report found for 2014 and 2015 there was nearly 100% increase of identity theft complaints by people of north carolina and south carolina related to tax and wage fraud. even the most cautious person can be impacted. >> you can do all of those things, be safe online and take care of your personal documents and still be a victim of identity theft. >> if it it happens to you

here's vicky graf in severe weather center 9. you are tracking showers for the weekend. >> that's right stephanie. we knew this warmth would eventually lead to rain and that's what we are going to see today. it's a mild start to the day already. i had to double check the calendar it's march feeling more like may with temperatures close to 80 degrees. low 60s out the door this morning and the future cast will warm up quickly even with clouds close to 78 degrees in the charlotte area to lancaster, chesterfield, rockingham at the 80-degree mark yet again. low 60s in the mountains and see more clouds today to lead to some showers later through the afternoon. your neighborhood forecast for chester is going to be dry early on by 5:00 still cloudy close to around 80 degrees but it's after 5:00 after the evening drive when we see the chance for a few light sprinkles. we are dry right now and do have the clouds in place and

little bit of sunshine throughout the day and i am tracking moisture to the west. spotty showers across eastern tennessee. some of that moisture will head our way today and the mountains will see the threat for rain earlier on so by 7 or 8 maybe a few isolated showers in the high country and towards lunch time still dry east of the mountains and foothills but cloudy. temperatures will be warming up quickly through the afternoon. by 3: 00 as the kids head home from school still dry but by 5:00 a few isolated showers along the 321 corridor. you'll notice very few so not many people seeing that rainfall today. as we head through the evening hours a few lingering showers but looking at a better chance for showers really on towards saturday and sunday. sunday is the day to watch closely and that's when we see the best chance for rain. showers will continue to linger on through monday. but taking a look at our threat tracker for the weekend really no problems here.

several stories in the breaking news center. a man shot a security guard device and stole his car in west charlotte. the guard was shot in the arm non life threatening. they found the victim around 3 this morning but they are still trying to figure out where the we just showed you 30 minutes ago officers are looking for clues because that's where the victim started to look for help. they believe the suspect is driving a silver toyota corolla. this happened between trion morning. we are asking police if anyone was hurt. the car is now up righted there and what led up to the crash. be sure to follow both of those breaking news stories and new developments as soon as we learn them.

and mint hill are considering a way to split away from cms aiming to avoid possible negative impacts of student assignment. tina terry is live to explain the concerns some leaders have about this split. what are they saying? >> one leader in mint hill told us she wants to see what did cms leaders here are able to come up with before doing any research on pulling away from the district. now last month we told you the mayor of matthews and leaders in mint hill express interest in forming their own district to avoid possible negative impacts of the cms assignment. leaders like tricia say it would be a massive under taking. mint hill commissioner tina ross is concerned that pulling away from cms could cost tax payers. >> i don't think that we can have a quality school system without a tremendous tax increase. >> yeah both matthews and mint

apartment and condo complexes an opportunity for the city to save millions of dollars by turning services over to contractors but residents say they feel they'll have to pay more fees. government center. information gathered will be presented to city council members at a later date. the group fighting the toll lanes project shared it's research on private toll lane projects across the country. the widen i-77 group discussed other projects that failed and how the toll is set-up in terms of financing. last month was by the texas company created by centra the parent company that's overseeing building the tolls on i-77. >> i very much believe this is a misguided project. it's not going to help. it's not intended to really help congestion at all. it's intended to make money for the investors.

have a report to the governor in the coming weeks about what the transportation secretary learned during a meeting with texas dot earlier this week. tolls will start being built even if centra is not involved. local transportation leaders told channel 9 toll lanes are the best way to manage traffic. years of research backs up their plans for paid lanes across charlotte metro. a north carolina man nearly lost hundreds of dollars in a facebook lottery scam promising a prize of tens of thousands of dollars. it started with a facebook message on tuesday from a woman he had never met. she claimed to be the head of operations for facebook. she messaged him saying he won $52,000 through facebook lottery and sent photos of people holding winners checks with facebook's logo on it but then he says a red flag went up.

if i won something why do i have to pay to get it. >> he never sent the money which is a good thing because facebook says it does not run any lotteries and this is a scam. the bbb says you should not share any kind of information with someone you don't know. a military non profit that helped a local family is now under investigation for allegedly lying about military funds. it's a south carolina based organization that started working with the skip wells organization named after one of the marines killed last july in chattanooga, tennessee. they started questioning how the founder was spending $135,000 of donated money as well as his 20 year marine corps background. >> it's hard to watch her go through the loss of her son and now having to deal with this. >> they are no allowing the marines to set-up anymore

simpson put out a statement and said the allegations of him miss appropriating funds are false and he's never exaggerated his service. a federal appeals court says north carolina can print choose life license plates. you can see the plates on your service right now. they passed legislation allowing the anti abortion plates while rejecting to also make tags saying respect choice. the license plates amount to government speech and that north carolina officials are free to register messages the state agrees with. there are 200 reported cases of the zika virus in the u.s. all linked to people who traveled abroad. health officials asking congress for $1.9 billion to combat the mosquito born virus. a 2500-pound great white shark this week was caught in

quickly pulled ramirez out of the car. >> the thing about it now was it is a pretty crazy thing to do not knowing who this guy was or what was going on really. >> he was punched a few times but was otherwise okay. robert ramirez has been charged at least eight separate times and was actually just released from jail last week after an assault charge. sheriffs deputies in south carolina say there are major questions about how three children ended up in a closet in an abandon trailer. they vanished from the home wednesday. police found the children yesterday morning not visibly injured. they add the closet where the children were found locks from the outside meaning once those children went in the closet there was no way of getting outside. the number of people applying for jobless benefits

right now parents in a gastonia community are on edge after a mother says someone tried to abduct three girls. investigators are reviewing this video of a dark colored car going up and down the street on wednesday. it was recorded just minutes before a 12-year-old girl reported a man drove up next to her and asked if she wanted to make money. that girl took off.
