at 530 john rowe will make a formal announcement. it )s another twist in portsmouth politics as a different city council member battles a fine for speaking publicly about a closed door session. more than 2- thousands signatures in one day -- to recall mayor kenny wright -- from the city of portsmouth. 30;14 were at 90 percent of the way and we )re just going to redouble our efforts an effort that started last may -- according to long-time portsmouth resident and owner of bob )s gun shop in norfolk -- robert marcus -- that picked up momentum yesterday at precincts across the city. mayor wright was in the spotlight last month -- arrested on felony eluding charges after a heated confrontation with sheriff bill watson. marcus says -- with another 300 to 400 signatures -- they will take the petition to circuit court -- and if the signatures are verified -- mayor wright would have 5 days to resign -- or the the city can vote to recall him. 33;22 we are a city in crisis 33;33 if the electorate continues to return people of this nature to city council we are going to continue having what we have meanwhile city council -- is in

councilman bill moody says a second council member -- danny meeks -- is facing a 15-hundred dollar fine -- for speaking about a topic discussed in closed session. the fine was voted into city council rules back in september. moody was the first to pay a fine this year -- after posting on facebook about a discussion over the city )s confederate monument. 22;18 i think fining members of council for communicating with the public is not good it s not a healthy situation and it needs to end newschannel 3 reached out to mayor wright about both matters. he responded in a text message saying he would not comment on personnel matters. rowe )s announcement for mayor is significant because he )s had an adversarial-p&relationship with the city-p&council.

turning now to the weather. the sun made an appearance today on the campus of tidewater community college in downtown norfolk. but we )re tracking more rain moving in. chief meteorologist patrick rockey has the details in your first warning storm team forecast. tracking colder temps, along with rain and a little snow....get ready for a quite ride with our weather over the next few days. we )ll start our thursday morning with temperatures in the low to mid 30s. by afternoon, highs will climb into the mid 40s. we )ll see sunshine for the morning, but by afternoon and evening, clouds will increase and thicken as our next frontal system approaches from the west. that system will bring wet weather our way late thursday night in form of rain first. but some snow will likely mix in with the rain overnight thursday into friday, especially for our inland and northern communities. little to no

tonight we now know jesse matthew will serve four life sentences as part of a plea deal he entered today. newschannel 3 s erica greenway joins us live in the newsroom with the details. this deal means matthew is spared the death penalty. but the victims families say they support it -- because it will keep him from ever going free. in court today -- jesse matthew pleaded guilty to first-degree murder and abduction with intent to defile. the deal -- finally bringing some closure to the

harrington and hannah graham. 4:14 today )s events do not bring hannah back to us of course, we miss her every day and know that many others do too, at times like this one has to draw comfort where one can :24 uvaa student hannah graham went missing in 2014. her remains were found a month later on an abandoned property. matthew was arrested in her case. dna linked him to harrington -- whose death had been a mystery since 2009. the virgina tech student disappeared after attending a metallica concert in charlottesville. her remains were found several months later on a nearby farm. her family says it s been a long and difficult journey to get to this point. morgan )s mom; 6:52 the finality and accountability that has been achieved today with this plea agreement will allow our family to redirect energy into healing and recovery both are areas that we have neglected in our quest

matthew will not be eligible for early release or geriatric release as part of the deal. erica greenway -- newschannel 3. hillary clinton and donald trump claimed big victories on super tuesday -- including here in virginia where both candidates came out on top. democratic primaries by a large margin in virginia. she had 65 percent of the vote over bernie sanders 35 percent. trump edged out a narrow victory over opponent marco rubio here in the commonwealth. trump claimed 35 percent of the vote -- with marco rubio -- right behind him at 32 percent. overall for super tuesday, trump won more states on the gop side and that has trump already looking ahead to his relationship with house speaker paul ryan. sot trump "i )m going to get along great with congress. paul ryan, i don t know him well, but i m sure i )m going to get along great with him. and if i don )t, he )s going to have to pay a big price." sot

wins the republican nomination it will split the republican party and it will basically i think split the conservative movement sot clinton it )s clear tonight that the stakes in this election have never been higher. more voters head to the polls this saturday. folks in north carolina have their primary march 15th. ben carson is effectively ending his campaign for president. carson said in a statement today he sees no path toward the nomination -- and will not attend tomorrow )s debate in michigan. ben carson finished last in the virginia primary vote. a local family wants nine million dollars from a norfolk police officer. officer michael edington is charged with shooting and killing a mentally ill man back in 20-14. the mother and father of david death lawsuit against the officer. in june of 2014 -- latham, a 35 year old mentally ill man,

being threatening with a knife. his family -- who watched latham die -- told a different story. the lawsuit says edington s quote "excessive and unreasonable use of deadly force -- was the result of errors and recklessness." -- end quote the latham family attorney -- spoke exclusively to newschannel 3 about the lawsuit. ( (15:49 we think this was a tragedy that didnt have to happen so the family is looking for justice whatever is available both in the criminal system but the civil justice system as well in response to the lawsuit -- edington )s attorney -- released this statment -- saying quote " it was a tragedy for the latham family but it was a tragedy for edington as well. it was never his desire to fire that gun, he only made that decision because he believed his life and the life of others was being threatened. -- end quote. the last three suspects wanted in connection with the portsmouth murder of a 17 year old have been arrested in georgia.

britt, andre keel, and jalon trotter early this morning. they say all three were hiding out in atlanta. investigation showed that britt, keel, and trotter had all gone on the run together. shot and killed last may on deep creek boulevard. in september -- police arrested five men in the shooting -- but the charges were withdrawn earlier this year. then -- days later -- all of the suspects were indicted by a grand jury on first degree murder charges . two of the men turned themselves into police. britt, keel, and trotter are all in jail awaiting to be returned to virginia. next on newschannel three at six -- honoring veterans of the vietnam war. 50 years later what has changed and how sailors of today are learning from the past. and to celebrate dr. seuss -- newschannel three is reading across america. find out where your favorite faces were joining
