nbc's chris has the latest on this for us. good morning to you. >> matt, good morning to you. the scene here, far different than what it was just a few short hours ago. protesters remained on the street into the wee hours of the early morning following the shooting of an african-american man that police say was armed and dangerous. but family members say was disabled and carrying nothing more than a book. >> chaos erupting overnight in charlotte, north carolina. after a 43-year-old black man was fatally shot by police at an apartment complex. >> we got shots fired. one suspect down, legacy court. all officers, at 10-4. we've got one suspect down. >> authorities say officers were trying to serve a warrant to a different man tuesday afternoon when they encountered keith lamont scott who they say was

armed with a handgun that we found on the scene, as well. makes some imminent threat to them and because of that, at least one of our officers fired rounds at the subject, shooting him. >> news of scott's death spread quickly, sparking protests near the site of the shooting. demonstrators faced off with police wearing riot gear. >> why do you have a gas mask? i don't have a gas mask. >> clash, officers. >> they're jng cars, stopping traffic. they've got the entire intersection blocked. we're going to need units down here really quick. >> members of scott's family told local news outlets that he was not armed. instead, they say he had been clutching a book while waitinging to pick up a child after school. a woman who has been identified as a family member of the victim had this to say. >> he didn't have no gun. he wasn't messing with nobody. they said hands up. he got a gun.

pow, pow, pow, pow been that's it. >> officials say at least a dozen officers suffered nonlife threatening injuries during the protests. now, that was a street sweeper just came by a few moments ago cleaning up some of the debris, the rocks, the bottles left over from the overnight protests. now, the police officer who shot scott was identified tuesday afternoon -- tuesday night, i should say, as brenley vinson, the tw department who is also african-american, has been placed on administrative leave pending an investigation. matt, savannah, back to you. >> chris klackum down in charlotte. thank you very much. federal terror charges have now been filed against the suspect in those bombing and bombing attempts here in new york and new jersey. this is his personal journal revealed much more about a possible motive in the case.

miguel. good morning to you. >> savannah, good morning. that new criminal complaint says the fbi began watching ahmad rahami outside of his home the day after the bombing. it says he was worried he would be captured before he, quote, carries off his jihad. >> today, the bombing of public places, new details emerging from his criminal complaint. the fbi says ordering materials to build bombs in june, buying some stems items on ebay under his own name. the day of the bombings, rahami drove himself into manhattan through the lincoln tunnel. the ieds injured approximately 31 people in new york. one victim had to have multiple ball bearings removed from her body. after a shoot-out with police, investigators say they found a bullet pierced journal on

into the suspect's frequent visits to pakistan and afghanistan. in 2011, rahami married asia bi by raham had i. she was living in pakistan and granted a visa to enter the u.s. overseas when the bombing occurred, she's been questioned by investigators in the united arab emirates, denying any prior knowledge of the attacks, according to a senior law enforcement official. >> we have nothing to indicate at this point that she's involved. >> this morning, a clearer picture of the investigators paint as anti-american and ready to kill. >> the criminal complaint also says raham had i watched jihad videos from his social media account and added a family member took cell phone video of him inside his backyard using incendiary devices. back to you. >> thank you. nbc news analyst once served as the deputy national security adviser under president george

>> good morning. good to see you, matt. >> you were asked about whether raham had i acted alone or whether he had help. we're 24 hours further into this right now. based on what you've heard or read, are you moving in either direction on that? >> it's clear there's more suspicion around the family, especially given the information about this individual crow taken at the home two days prior to the attack. which seems to be some sort of test of the incendiary device. so that begins to raise questions as to whether or not the mi and certainly suggests, as we talked about yesterday, matt, that this was not a hermit terrorist. this was an individual who was still living with his family and not hiding his views. >> even as you say that, juan, we know there was tension between the son and the father. and knowing about unusual activity is different than helping someone. >> absolutely right. and we've got to be very careful about that. but no doubt, authorities are looking very closely at the

and, matt, as we've seen over time, these terrorists, even if family members aren't aware, sometimes have social networks of some sort that are supporting the cause. so i think we have to be careful about the lone wolf narrative and mythology because often these are individuals that have some degree of support. >> and we now know, juan, that there was contact with this individual in the sense of talking to the family members after a report about a domestic violence incident, databases, the fbi said it did an assessment, which is less than an investigation. the fbi never spoke to rahami itself. does that seem like an oversight now? >> well, given what's happened, it does. it seems like talking to him would have been helpful, perhaps checking into his travel records more deeply would have helped, as well. the fbi in some ways is whipsawed, though, because they

intelligence investigations, but they have to protect constitutional rights. their guidelines require them to close investigations and these preliminary investigations if there is is not evidence that raises suspicions. so they can't just keep lists of people that are potentially problematic. they have to have a reason for that and that, really, binds what the fbi can do. >> juan serrati, thank you very much. now to the state of the presidential race, just 48 hillary clinton delivering an address in orlando today, laying out a campaign for what her campaign is calling an inclusive economy that benefits all americans. donald trump is holding a rally in toll told, ohio. >> and clinton is outspending her rival in advertising dollars by a five to one margin. today, the clinton campaign has poured more than $96 million into ads, trump's campaign just

"the washington post" reporting trump spent $258,000 to settle various lawsuits. that includes a deal with a golfer who made a $1 million hole in one during a charity tournament at one of trump's courses, but later settled for $158,000 because of a rules dispute. that payment reportedly coming

tulsa, oklahoma. janet shamblian is there. good morning to you. >> good morning. these videos have touched a nerve well beyond tulsa. they are sparking, rather, frustration and anger all across the country. and now, this morning, for the first time we are hearing the officer's side of the story. who tests in tulsa as a wave of outrage grows this morning over the death of terence crutcher. >> why is he being treated like a nothing wrong? >> videos of the unarmed father of four being shot by officer betty shelby stirring anger. from the campaign trail, hillary clinton tweeted, this should be intolerable. and basketball player dwyane wade tweeting we must show our strength as a black community more. for more than two minutes, no one goes to check on him. he died later at the hospital.
