a massive winter storm is brewing and is forecast to bring more than a foot of snow and howling winds to the east coast by friday. the system has the potential to close roads and schools, canceled flights and cause power outages. the hardest hit areas would be dc, philly, new york and boston. it is that time, today marks the first day of the tax filing season. con artist tried to take advantage of you. the biggest phone fraud in irs history is growing. here's what happened. crooks call you, they threatened to arrest you for not paying your taxes, that scam costs victims more than $20 million in total. rick snyder delivers his state of the state speech tonight. amid growing anger over the state's response to water contamination crisis. the water supply was tainted with lead after the city water source was switched to save money. >> as adriana diaz explains, many are struggling to survive this crisis.

demonstrated outside governor rick snyder's home monday. many say his low response to flint's contaminated water is criminal. >> he should have switched it back over to detroit water as soon as he knew of the contamination. >> reporter: volunteers and state troopers spent the holiday in flint handing out water bottles and filters along the street named for the civil rights icon. >> thank you. >> you're welcome. >> reporter: thousands of others like patricia markel -- they are making daily trips to distribution centers. >> we have to do that. we are low income. know what i'm saying? how do we survive? >> reporter: in an article published monday, the national journal asked snyder if comparing to bush's management of katrina is unfair. he replied no, it's a disaster. as soon as he found out the lead was coming from the water, he told people to stop drinking it. >> that is bull.

says flint needs more than emergency declarations. >> what happens after the water filter is gone? we still going to have the lead, the pipes, the poison, other stuff. >> reporter: governor snyder is expected to lay out a detailed plan. hundred are expected to protest at the statehouse. adriana diaz, cbs news flint, michigan. president obama signed an emergency declaration but denied snyder's request for a disaster declaration based on the legal requirement that such relief is intended for natural events, fires, floods, or explosions. breaking down the five things you need to know about this water crisis. hard to believe but flint's drinking water was contaminated with lead back in april 2014. anyone who has had the water since that date has been exposed. experts say the risk is greater for children six and under. there's no safe level of lead

but the impact is considered most severe on developing brains and nervous systems of children and fetuses. when does someone intervened? in october, the state stepped in but not until january 5 a state of emergency was declared. another week for the national guard to offer help. finally, now that there is a federal state of emergency, $5 million in federal aid will go towards the crisis. in tallahassee, the lines have been drawn over regulating ridesharing companies like uber and lift. the house bill that was friendly to the ridesharing companies appeared ready for a vote but the senate says that legislation conflicts with local law. right now it has been tabled and could come up again next year. a former taco bell executive recorded attacking his driver in a drunken stupor is now suing for $5 million. benjamin golden's countersuit against the driver -- he blames the driver for getting hurt

winners will be announced january 28. a lot of controversy surrounding the academy award nominations. today, the president of the academy promised changes and quickly. >> as don champion explains, it may not be enough to quiet the calls for people to boycott the academy awards over it's all white acting nominees. >> reporter: the president of arts and sciences is promising more diversity. >> we're all disappointed. i mean, thursday was a little bit of a shock. >> reporter: in a statement monday, cheryl boone isaacs wrote of this year's all-white acting nominees, i am both heartbroken and frustrated about the lack of inclusion. her response comes amid calls for a boycott of this year's academy awards, actor jada pinkett smith says she will sit out the ceremony. >> begging for acknowledgment

snow fell as far south as homestead and flakes fell on the sandy shores of miami beach. >> [laughter] >> many shivering floridians woke up and saw the sky in total amazement. flakes landed on their faces. by 9:30, the snow was over, temperatures began to rise and just as quickly as it came, it was gone. >> as so often happens with tampa bay weather. >> it tends to do that. >> right now absolutely gorgeous, not a cloud in the sky. it's really setting the stage for a cold snap for us tonight. not expecting snow, we are to drive for that. sunspots, we'll get below the freezing mark overnight tonight. that is going to be citrus, hernando and parts of pasco county. right now seeing a lot of 50s out there, 58 in tampa, that's going to fall with our next check at 6:00.

river, starting off tomorrow, those numbers are going to look quite different. we're in store for a lot of upper 30s even around the bay area, northern half of pinellas likely see an upper 30s tonight, right around 39 tampa international. below freezing temperatures, citrus, hernando and eastern parts of pasco county. that's where the freeze warning goes into effect at 1:00 tonight. sarasota manatee county, you will hang on barely to those 40 degrees bus, but we can see then as we head east of i-275, we start seeing primarily mid- there's that freeze warning into effect at 1 am, expiring at 9:00 tomorrow morning. what do the freeze warnings mean? not only are we going to get temperatures below 32, but seeing that for an extended period of time. sensitive plants especially pets need to be brought inside tonight. then you can put them right back outside, 9:00 tomorrow morning when the temperatures start to rise. high clouds through the

a really chilly start tomorrow morning with temperatures for most of the area, in the upper 30s. the reason is we finally got that very dry air in here, we've got two points in the 20s indicating not much moisture to work with. as a result, even the high clouds we saw are moving out during the overnight hours and really setting the stage for the temperatures to drop quickly, but at the same time we see lighter winds tomorrow and that's going to help to warm our numbers up into the 60s during the afternoon. temperatures drop quickly tonight. heading to amalie arena for the tampa bay lightning game, take the jackets. it's already chilly. by the end of the game, the 40s. also tracking another system moving through on friday. ahead of that, we stay quiet but that's going to bring our next potential round of thunderstorms. the good news is severe weather north. i don't want to tell you we couldn't get a couple stronger
