meteorologist bobby deskins. bay area juvenile detention facilities bay area juvenile detention facilities are supposed to be putting troubled teens on the right path. but, we've uncovered problems on the inside... prompting hundreds of 911 calls. there are 10 of these state-funded facilities in the bay area.. all privately run by the company "g-4-s". 10 news reporter kendra conlon is digging deeper into

you to fix it. we've seen the aftermath from riots... fights and escapes caught on camera... inside bay area juvenile detention centers... staff arrested accused of sex acts with the teens. leaders have been calling for change. recently, 2 teens escaped from the tampa residential facility through a hole in the fence... only to be captured days later. 2 workers got fired, two others punished. it's the latest in the long list of problems for company g4s. we wanted to know... just how many times police and deputies have been called out to these facilities. here's what we found at this columbus drive complex: from 2012 through mid- january... 291 calls... 70 percent of the cries for help..

founded. reports of child abuse.. assault... sexual battery... and here at les peters academy... from 2013 to 2015, tampa police handled another 71 calls. representative kathleen peters and the department of juvenile justice tell me with offenders having unlimited access to the dcf abuse hotline, they expect everytime there's an accusation of child abuse it will be investigated.. and staff should err on the side of caution when deciding to call law enforcement. g-4-s tells me it has a plan to make sure an escape - doesn't happen again. i asked the state for a copy and was told - it's still being finalized. in the newsroom, kendra conlon, 10 news wtsp the governor has requested an additional nearly 13-million dollars in this year's state budget to repair

what happened exposed gaps in its planning system. another round of recalls related to takata airbags is underway. the three largest german automakers - daimler, volkswagon and b- m-w are recalling 2- and a half million vehicles because of faulty airbags. these recalls involve newer model-years. the problem is blamed for 11 deaths worldwide. developing in st pete -- the person suspected in a 20- thousand dollar art heist was caught on camera. and now police believe they're closing in on the thief. this is surveillance video of the man who took the sculpture from the chihuly collection. it was returned, in a box... tuesday morning. officers say they've gotten evidence from the box -- they found traces of d-n-a... including hair follicles. police are also still reviewing surveillance video taken from inside the museum. pinellas park police are looking for leads in an animal cruelty case. a severely neglected dog was found this week

trucks from patrolling bar and restaurant parking lots overnight. now, as investigative reporter noah pransky tells us...other communities want the protection too. most of us agree, that if a bar or restaurant customer has more to drink than originally expected...we'd like him or her to stay off the roads. which is why elected officials in pinellas county are now telling us they'd like to copy the ordinance the city of tampa has on the books! the ability to leave your vehicle outside a bar or restaurant you've patronized without the fear of an overnight tow could lead more intoxicated drivers to find alternative ways home. and st. pete councilman karl nurse wants to bring similar amnesty programs to his side of the bay. "we would need to use a version of their ordinance, but also some system that allows people to leave their cars in parking garages or on street parking." despite problems with predatory towing, st. pete police haven't issued a single citation in the last
