right now -- cars are underwater in baltimore and washington dc-- as they deal with high winds are a problem in pennsylvania. three people were killed when a tornado hit the small town of waverly,virginia. florida did not get 10 news reporter isabel mascarenas shows you what's left after a tornado

but even that wouldn't put enough in the tank for the counties transportation needs development drove this problem...so now the wheels are turning in how to pay to fix it. in hillsborough county, jonathan petramala, 10 news wtsp in hillsborough county, "48 cents a gallon" goes to federal, state and local taxes. commissioners have more workshops scheduled on the budget. new information this morning about a story that concerned a lot of you. this is about a reportedly missing 3-year-old clearwater boy taken in a stolen car.

mom and dad are facing charges... accused of making the whole story up. investigators say it turns out the boy had been at day care. the police chief's upset the parents continued the charade for 3 hours... using resources to find the child. that included a chase up us 19, tracking the suspected stolen car with gps. that driver is now in jail for not pulling over and putting others in danger. the boy and his 4- year-old sister are now in their grandmother's custody. time now for headlines around the nation and the world. this is your 60 second scan. flint may soon see some help. the senate has reached a tentative deal to supply 250- million in aid to the city.

money would go to "fixing and replacing" the city's pipes. the white house is considering "nevada governor brian sandoval" to fill the supreme court vacancy. that's according to inside sources. the republican is a "former federal judge"-- but stepped down from the bench in 2009-- to run for governor. in florida: three pregnant women have tested positive for the zika virus...after they traveled abroad. health officials also say the number of zika cases being spread through sex has increased. spreading through latin america. scientists are studying the virus' possible connection to birth defects in babies. 13-people have been sick--and five were hospitalized after a salmonella outbreak. health officials believe it may be linked to "alfalfa sprouts"-- produced by sweetwater farms. no one in florida has gotten sick. the company has issued a nationwide recall. a brand new mexican restaurant is closed after a 10news investigation leads heath inspectors to find rodent droppings-- in

great deals are sometimes too good to be true. and 10investigates found another instance where it's most definitely the case. today-- investigative reporter noah pransky finds salesmen-- not just trying to sell you something at a marked-up price-- but you may be opening the doors to your home-- to someone with a questionable past. 5:56:24 "hey mike remember me? noah pransky from 10investigates." this gentleman is michael best.a salesman who wants to pitch you on an expensive water

"it's not a scare tactic.it's a free service!" he's also a convicted felon, with outstanding charges still pending. "it's a free public service." we'll get back to him and his free service in your home - in a minute. when you buy a new home in west-central florida you'll be inundated with postcards offering free housewarming gifts; private companies promising gift cards to home depot.tar get.walmart! basically, money for nothing! but, 10investigates found that not only are the offers often too good to be true.but you never know what kind of person you'll be allowing into your home. "wanted to see what the housewarming gift was that might be available?" we responded to three of the offers to see how hard it would be to get those free gift cards. "i don't have to buy anything, right? they'll just give me the gift card there?" simple enough! so we outfitted our new home.and ourselves. with hidden cameras. the first company to visit came to us through florida suncoast services, who we learned, is under investigation by florida's attorney general. "how long would this take?" on the phone, the operator told us we'd only need to watch a

home's water and answer "six quick questions." but when the technician showed up. he wouldn't give us the gift card unless we sat through a 90- minute presentation. we politely declined. our second salesman - from guardian water services - wins the honesty award!...for telling us right away, he didn't think a permanent water system was right for us. "why did you decide to do the right thing?" "we always do the right thing. we always tell the truth about it. this is not hide-and- seek. ." he also warned us about other companies that rely on those postcards.... ... companies like "best waterworks systems." we were told without their product....our water was "dangerous!" " a health concern?" on the other end of the call was michael best .a convicted felon, who defrauded a number of elderly victims in manatee and sarasota counties between 1999 and 2004. he never repaid those victims, skipping out on $80,000 of court- ordered restitution. in fact, the state revoked his driver's license over it...yet he still showed up to

model black lexus. now pushing water filters, best gave us a lengthy - and sometimes aggressive - pitch. when we finally convinced him we weren't buying a $6,000 system...he got agitated and left. "hi, this is courtney robinson." we had 10news anchor courtney robinson respond to the call too. and best repeated those same untrue claims about dangerous tap water. "ammonia in my water!?" but the city of tampa's water routinely exceeds quality standards. and when best pulled up to give his pitch in-person. . . . we stepped in to ask about his convictions and restitution owed. "it's been dropped" "the case was dropped?" "it's all dropped; it's all done." "you were convicted, right?" "right. i've done my probation; i've paid my due to society." "did you pay the restitution? what do you tell the people who may see you driving in a new lexus?" he then drove off with a suspended license backward down the street. now, best did give us a free walmart gift card.... for all of five bucks. we didn't even get
