the easiest way is to connect to wi-fi whenever possible. also, turn off any apps you are not using. later today we will learn more about st. pete's plan to keep the rays in the city. the city council will review several master plans that have been in the works for months. these mountains outline options for -- these plans outline options for downtown. emerald morrow explains why the city is pushing so hard for this and why some feel left behind. >> reporter: th this could be the determining factor as to whether the rays stay in the trop in downtown st. pete. one of the biggest assets that the city has working in its favor is all of this land out here. there are 86 acres of land available for redevelopment and the city says it wants to see more than empty parking lots. if they have their way the rays will build their stadium near the current one.

new at noon, a mother and her boyfriend are facing child neglect charges. cayla zarvas and her boyfriend dennis zipprian were arrested fon friday. according to detectives dealership was alone with the girlfriend's son while she work. he left the infant alone in the shower for five to seven minutes. the water was so hot it burned the boy's face and lower body they took the boy to the hospital the next day. there will be permanent scarring and he is still being treated at the hospital. in a scheme, thieves impersonate insect repellants officials -- irs officials. >> reporter: a growing list of

impostors. >> i knew deep down this was really weird, but they kept like giving me evidence, the number that they were calling from was the hamden police. they told me all of my information, my address here and at home. >> reporter: they had done some digging on you? >> yeah, of course. like way beyond digging. >> reporter: calling from a fake number that showed up as a local police station and armed with her personal information the scammers threatened arrest if she did not pay $2,900 for a federal stt >> i don't know. >> reporter: while she may have been fooled into giving the money, her bank's fraud alert system was not. >> never thought it would happen to us. >> reporter: tipping off her father billy davis, who manages her account. he frantically started texting her. he couldn't reach her because the scammers kept her on the phone for four hours. she drove 30 miles to various stores paying in this unusual

each additional card. >> reporter: the scammers tacked on additional fees they claim she owed. in all, she handed over $7,900 in gift cards from target and itunes. during the ordeal her father could only helplessly watch as the fraud alerts rolled in. >> as a dad, a parent, not to be able to help your child? >> it hurt. >> they are very persuasive and aggressive. they into staying on the phone. the most important for you to protect yourself from becoming a victim is knowing the signs. >> reporter: for example, the irs does not call to demand money in a specific form by phone. they don't threaten immediate arrest and will never ask for credit cards or personal information over the phone. michelle miller, cbs news new york. covering polk county, good news for students, families and

we are seeing a bit of a cooldown now. it should be perfect the first week of november when the festival hits? >> that's the reason we changed our date. it is the second annual. november 2nd through 6th. we are excited about the new date and the festival is just gonna be bigger and better than ever. >> bigger tents? >> yes. if you can believe that. anybody who went last year is gonna say, how can you make the tents bigger? we have ten new restaurants coming in. so about 40 restaurants participating in beer night the grand tastings overall. incredible numbers. >> explain how this works. you buy the ticket. you're in the door. it's a free for all? >> yeah. the hardest thing i think is people are used to paying one price to get in the door and then they have to buy tickets to taste anything. this festival is very different. you pay one price and you're done. it's unlimited tastes of wine, food, unlimited taste of beer, and the restaurants, i am not kidding you, the chefs are going all out. you need to come hungry and

pride for them, right? >> oh, absolutely. last year we had awards for the best savory bite, the best sweet bite. they are coming back trying to win the awards again if they won last year. the chefs are going, no way, we're winning this year. >> remind us what the different nights are. >> yeah. so we have tacos and tequila. so that's november 3rd. it is 24 different tastes of tequila, all the tacos you can eat and it's hosted by red restaurant. we're really excited. then friday, our second annual beer night st. pete, last year we had 100 beers plus. this year even more. >> it's gonna be absolutely incredible. some of the breweries are making special beer for this event that you can't ever try anywhere else, never tried before, never will try again. we are excited about that. >> that's very cool. >> and all the food you can eat. and then the main event saturday and sunday, november

did i hear 24 different kinds of tequila? >> yeah, that's cool to have a taco and tequila night. >> yeah, that's cool. >> left-hand november. even cooler than we are look -- and in november. even cooler than now. >> that's true. a nice weekend this time around. we are gonna see a lot of sunshine today. it's kind of warming us up. after the front moves through, we still get the sunshine, but also the cooler temperatures behind it. this i. now. absolutely stunning. we are at 78 now in st. pete. 83 in tampa. there are some warm spots out there. we are getting up around 85 sarasota, back towards bradenton. overall, looking pretty good with a little bit of cloud cover, a little bit of very light rain working its way in highlands county. but dry around the bay area and aside from a little bit of an increase in our cloud cover later on this afternoon largely into the evening no big changes to the forecast. it will allow things to heat up quickly though. so those clouds are going to be

east of i-75 there is a slight chance after sprinkle this evening. you will stay dry for for amalie arena tonight for the lightning game. partly cloudy. any threat for rain is east of i-75 this time around and even those of you that have to drive through that, it's a couple swishes of the wiper blades. i got lost for words for a moment. it is that good. this weekend's forecast. highs 70s both days. are looking to break out the sweaters, fall boots, this is your excuse. down to 58 degrees. around the area we will see some pockets sunday morning where we see even mid 50s up into the nature coast. even if you don't drop below that mark, low 60s. isolated shower are all we are expecting. usually the trade-off with the cold fronts, we get through some thunderstorms. largely moving through the dry front and what little shower

i've seen what can happen as the result of hate. my son matt was murdered in laramie, wyoming, in 1998. he was befriended by two men in a bar they offered him a ride home, and when he was in their car, they robbed him and beat him. they drove matt out to the prairie and tied him to a split-rail fence, then beat him some more and left him for dead. in the aftermath of matt's death, my family saw the best of america in the love and support we were shown. so when i see the hate that donald trump has brought to his campaign for president, it terrifies me. i'd like to punch him in the face, i'll tell ya. ahh, i don't know what i said,

he has been in commercials, movies, and made tv appearances on the wonder years and "buffy the vampire slayer." today the director stopped by to talk about pickle recipe. >> one of the writers, his grandmother used to make the most incredible pickles. when he was a kid he would go into her house and they would be all over the police fermenting. when she passed away she had never given anyone the recipe. they thought what an interesting idea. what if somebody had to steal hess grandmother's top secret pickle recipe? right. >> the movie is in theaters on

i spent many years as a nuclear missile launch officer. if the president gave the order we had to launch the missiles, that would be it. i prayed that call would never come.
