good evening i'm reginald roundtree. >> thank you for joining us i'm courtney robinson. this could be the difference between life and death. in tonight's big story we are taking a look at the decision law enforcement officers have to make on a daily basis. there are many good cops all across the country. >> over the past few years we've seen a number of police officers who have been involved in >> reporter: in november 2014 12-year-old tamir rice was killed after police were called about reports that he had a gun in a playground in cleveland. the shooting has caused racial tension throughout the country. in september a white female officer shot and killed an unarmed black man in tulsa. betty shelby shot terence crutcher after he was not responding to commands and was

degree manslaughter. last july a man was shot in minnesota when police say he reached for something. the girlfriend captured most of it live on facebook saying he was licensed to car ray gun and was reaching for his i.d. many people say the reasons we're seeing more of these shootings are because of more people who have cell phones. they're able to video tape things. but what seems to be going wrong? is it racial is, i brought in a team of law enforcement experts to try to go over as closely as possible, the police shooting that left an innocent 12-year-old dead. now, we want today try to find out what went wrong in this state and what cops could have done differently. here are their opinions as we recreated two years after it happened. our first scenario takes us to

>> we wanted to reenact this scenario with our team of experts. we asked the retire fbi agent westerfield with the pinellas county sheriff's office to watch the reenactment and to give us the assessment. the officer in the passenger seat jumped from the patrol unit firing immediately. shooting and killing the young boy. >> what is the first thing that popped out at you that concerns you? p too close, way too close. >> way to close. >> reporter: both law enforcement veterans say that the officers should not have pulled up directly to the suspect. and that the two-man unit was placed in a compromising position. >> you don't have a lot of space to do your decision making. you can come up with a bad decision. not only to put their partner in danger, but if that was an active shooter that he would turn around and started shooting. not only would they need to be accountable for those operatives in the line of fire.

fired and where do they go in that neighborhood? somebody else has been shot. >> reporter: do you think this is a training issue? >> it is a training issue. >> no question about it, absolutely. it's a training issue. >> reporter: in the next reenactment, we approach the suspect and the scene differently. >> get down on the ground, drop the gun. >> reporter: at a much safer system. >> turn around, put your hands on your head. don't move. >> you don't have a lot of space to do your decision making as you could come could come up with a bad decision because you feel so close to the subject that you have to do something. >> and now this shooting was deemed justifiable by prosecutors. but the city of cleveland ended up paying the family of tamir rice millions of dollars. in the end though the issue of additional training should be addressed by the police department and hopefully to prevent another tragedy like

tonight at 11:00, we look at case of an unarmed man in tulsa who were shot and killed by an officer there. >> so eye opening. thank you, reggie. every presidential campaign has big promise attacks to it. some may be bigger than others. mark rivera is here who shows us what donald trump has laid out already at the top priorities in his first 100 days. mark? >> yes, the president elect donald trump is going into his presidency, sitting pretty at least we think as he's got a republican majority and the u.s. and he has a republican majority in the u.s. senate. and the presidential honey moon, yeah, that's going to start right now. and these are some of the big things that they are going to bring in the next 100 days. and the american energy in the infrastructure act. and it will be a trillion dollars worth of investment to

and of our nation. and the other big thing, the end of illegal immigration act and that is the wall with mexico, folks. with the full understanding. and to appeal the affordable care act to help with their savings account to purchas state line with a lot of questions here today on just how they are going to need to get things done and that it also comes down to how much resistance that they need to see from congress, you know, you would seat difficulty that governor rick scott and the republican has had working in florida with a fully republican legislature. and right now i'm working on a piece at 6:00 and about florida. an importance here with the power to predict the election and the state that might be taking our play.

people were shocked by the win, polling. many of them were leading up to the election night showing clinton with a lead and an easy pass for victory. with one poll after the other showing clinton with a lead over trump. and that is a big reason why some of them >> and i saw that those predictions have led some people to not trust their polls. >> when it comes to the national polls, i don't because of the polls that they would use and i don't think that they will be reflective of the national population. >> reporter: they say that the polls weren't really wrong that most of them were showing a statistical dead heat since the convention and that is exactly

and that they are somehow accurate to within a percent or something and they just aren't. >> reporter: most polls would have over a 3% margin of error meaning either candidate could be 3% above or below. for something called the social desirability index. >> and what may have happened and probably did is that a fair number of trump supporters were not willing to tell pollsters that they or have seen this happen in some elections before. >> the people would be very quiet about it until it was anonymous. >> reporter: and while the polling is being heavily criticized today that you have to remember that it is not an exact science. it's up to all of us to understand the polls before we make a decision based on what it says. in st. petersburg jenny dean. >> now they say that polling will still have a place and a

the people might be more skeptical about the results. >> with the election one thing you've been keeping an eye on today, the stock markets that have been up and down. financial advisor steve overton told 10news this morning. >> and so if the markets collapse by 10%, which would be really a lot and that usually takes a year, they might only be down by 2% and that it will certainly be a young person. so you look at your individual situation. again it's important not to react in their moment. that you'll wait until the dust settles the calm. >> overton says that what we saw this morning after the markets opened that usually they will dip going into the election and then they will

brooksville area. half an hour to 45 minutes for you seeing another quick sprinkle. not all of it is making it to the ground, but it is enough for wet roads out there with one little sprinkle just south. and then the northern side of the skyway will be falling apart. so you may have seen a spot or two on your windshield on the way home, but there is not much out there. same thing from sarasota. even venice with a little sprinkle left over that there is still a chance for some of almost midnight tonight. we want to push that back just a little bit, but that will be the nature of it. they will not really help you outta much with their grass and plants, but they will be sitting offshore where they will likely stay there for the last couple of frames where they will be sinking southward. that'll continue through the overnight hours. there's the frontal boundary that's coming through. with it, of course, mainly passed up through tallahassee at this point. but that will have the cooler and drier air behind it. in fact this is the atmospheric

and that's friday and into saturday even sunday. that's really dry air. we actually use satellites to take a square meter on the atmosphere that will look straight down on it. calculate how much water is in that and then that could give us a number had. one to two inches. in the summertime that's two inches, why they get those storms to boil up. in this time of the year we will get a very dry air and that is why we would have the rainy season and a dry season, at least that's one of the reasons why. there's the sun trust financial building downtown, tampa over to sarasota and still a beautiful sunset, but quite a few clouds out there this evening with the winds that did turn a little on shore along the coast here today out of the north and the northwest with not a lot of wind coming off the water in the mid-70s. look at our air temperature, 70 in crystal river. same thing in new port richey. 73 in clearwater and sarasota and mid-70s in polk county right now. tampa checking in with 76. tonight we'll go down through the 70s, back into the low 60s

and then hernando, citrus county you'll be in the mid-50s tomorrow morning. we'll be cooler. that's the leading edge of the cooler air that's coming down behind the front on thursday afternoon. friday afternoon a lot of sunshine both days with a lot of sunshine. in fact let's continue that trend all the way on through your weekend, shall we? 80 if we are lucky. most of the areas in the upper 70s to the near 80s for tomorrow. boating conditions, there will be a little breeze first thing in the morning, but that will calm down for you. 10 knots in the afternoon. geney north and northeast moderate chop on the bay with two-foot seas in the afternoon. for your low tide before sunrise 4:24. high tide at 10:00 in the morning and another one at 11:00 at night. coast air will stay across the northeast, but it does move in through our area, kind of over the next several days. instead of those mid-80s, we will stay in the upper 70s through your weekend and even next week another front will be coming through on monday night and tuesday and that will be a better chance for you on
