kidney drugs. the biggest surprise? his own insurance plan was doing the overcharging. his co-pay was almost twice as expensive as paying cash. how could that be? for nearly a year we have been investigating and we have discovered his story could be your story. you think. >> it needs to stop. >> reporter: this pharmacist is too afraid to let his face be shown. he says insurance plans are overcharging. consumers are paying more because they have insurance. >> it is 25% of the claims. >> if people knew what they were going on there would be an uproar. >> reporter: he sought the chargers firsthand what he worked as a pharmacist. now he advocates for him it -- now he advocates for

there is evidence it is happening all across the country. >> these type of shell games go on all the time. >> reporter: he is the ceo for the pharmacist association. he blames pharmacy benefit managing for price gouging. they serviced service the middleman between insurance providers and pharmacies and often they set the price you pay. >> they dictate that price. >> reporter: when you use an insurance card the pharmacist punches the information into spit out. >> they dictate what the pharmacy can sell it for. >> reporter: we have internal records from storm assessment patient information blocked out but you can see how the insurance co-pay was much

>> by me giving this information out i am risking losing my contracts. >> reporter: which explains why pharmacists are sprite so frightened to speak out. what would happen if you were kicked out of the network? >> i would had to shut the doors. -- i would have to shut the doors. >> reporter: threats of retaliation that even have congress asking questions. so if consumers are paying more, who is getting the extra money? does it go to the pharmacy? >> it certainly does not. >> reporter: in fact, insurance companies are pocketing the extra money. in the business it is called a clawback.

at that point wayne wagner slammed her up against the side of the vehicle. >> get on the ground! stop, get on the ground! >> reporter: this is a bad takedown. the violence deputy wayne wagner uses is too much. but he says what happens next is worse. the deputy claimed this woman attacked him. >> i am in a fight. >> officer. >> you are under arrest. >> reporter: the sheriff said the deputy lied saying the woman shoved him and he arrested her for it. >> he demonstrates that she pushed him. it did not happen. >> reporter: the deputy stays with the story for months.

she had a broken a broken shoulder and said she had not showered until march. she was found hiding in the woods in very bad shape. >> these accusations are so disturbing but according to police this is the arrest affidavit. let me read some of the things the 17-year-old girl went through. she was beaten with a metal pipe. stabbed with a knife. whipped with a television cable and she was kicked with boots, with metal studs. she had bruises and sores that were at least two months old. if it is -- as if that was not bad enough. she was also malnourished. exams show she is 20 pounds under weight. she is also losing her hair. enough is enough.

the cdc suspect it was an outbreak of norovirus. those infected could feel extremely ill with continuous stomach pains, vomiting and diarrhea. 86 86 passengers and 18 crew got sick. quarantined in their own cabins as crew implemented a sanitation procedure to keep the illness from spreading. the ship undergoing another thorough sanitation before setting sail friday on another cruise across the caribbean. medical experts say anyone who got off the ship sick can still pass the virus on, even several days after they recover.
