miles per hour. tirobaetic pressure is on the sero. he adarre yousatellit. r y simp sithow i to you so you can see that there hois nothing going on out there. we have mostly clear skies and a couple of clouds here and there but that's it and it will be a mostly sunny day today. a lot of sunshine, nice afternoon. not very humid. temperatures below normal. topping out at 84 degrees downtown. that's a look at the weather. more is coming up in a little bit. steve, back to you. police are investigating a deadly hit-and-run that happened on the outer loop in the cabin john area. two cars crashed last night. one went over a rail on clara barton parkway killing the driver. the other driver took off and later crashed and reports are she was under the influence of alcohol. let's check in with julie wright. the lanes are open with the pace slowing between new hampshire and the exit for georgia avenue and continuing around from 270 down toward the exit for the cabin john parkway

and the american legion bridge. all lanes remain open. southbound 270 on the slow side leaving hyattstown into clarksberg and delays in germantown leaving 118. no accidents along 29. they were checking for a crash near 198 but have come up empty handed. 395 northbound north of landmark toward seminary road all lanes are open. traffic slowing across the 14th street bridge and the top side of theeltway slowing around from new hampshire avenue into silver spring. that's a check of your fox 5 on- time traffic. we are following a developing story here in our area where more drama surrounding d.c. council member marion barry. >> spokesperson for the former mayor held a press conference late last night, but as she spoke at causer showed up. sarah simmons joins us now with the latest. sarah.

>> it's pretty bizarre but donna watts said she wanted to hear what was be said at the press conference and she wanted to hear what the spokesperson said. well his spokesperson told reports that watts was under psychal trick care and under treatment for a compulsive disorder. this isar barry -- after barry was arrested for stalking. barry called watts unstable. she admitted that the two used to date and told reports that she never tracked down park police and never accused barry of stalking her. the controversy has forced them to disclose information about watts. >> she is currely under the care of a local psychiatrist and has been diagnosed with

compulsive behavior disorder and clinical depression. >> she said i was seeing someone now, a psychiatrist, and that's not true. >> documents show that watts was hired to work for barry in october and was paid at least $10,000. she was a political consultant on his 2008 re-election campaign and started dating him last august. barry is expected to appear in court tomorrow to face the stalking charges. the u.s. attorney will decide if formal charges will be filed. >> sarah, thank you very much. we'll bring you any new developments in the story as they come up and you can check for updates 24/7 on myfoxdc.com. with the memorial now behind us, the world is still waiting to hear exactly what killed michael jackson. his death certificate still doesn't list a cause of death and autopsy result have not been released. he suffered cardiac arrest and died june 25th. it is not clear where

michael jackson's body will be buried either. its jackson family held a private memorial yesterday morning at forest lawn cemetery in hollywood hills and his casket traveled in a motorcade to the staples center. the family has said they want to bury him at neverrer land but that will take some doing. the pop superstar died on june 25th but for family and friends and fans, his death seems like a bad dream. mindy meizell in los angeles with a look back at the events of yesterday. mindy. >> reporter: allison and steve, good morning. we were among the crowd who were allowed inside the memorial service yesterday. we were joined by about 18,000 other guests paying tribute to the king of pop. we were given one of these, a program filled with words from the jackson family and

pictures. but the scene was more about michael jackson the legend and more about michael jackson the man. >> i stand here trying to find words of comfort, solace, trying to understand why the lord has taken our brother. >> reporter: thousands packed the staples center to say so long to the greatest performance in the world. >> it sounded like a million people tried for tickets. it's amazing to have a ticket. >> reporter: and then there were fans that had no ticket but came out any way and hoped for a glimpse. and then there were the stars, the jam son family, maria carey, kobe bryant, magic johnson, the list goes on. >> i used to tease him and i would say, i started when i was 11 months old, you're a slacker. you were what, 5? >> reporter: jackson was 10

years old when barry gordy signed the child progeny. the rest is history. >> he is simply the greatest entertainer that ever lived. >> reporter: nothing was more heartbreaking than paris michael speaking publicly for the very first time. >> ever since i was born daddy has been the best father you could ever imagine and i just wanted to say i love him so much. >> reporter: and with those words, there wasn't a dry eye left in the room. burial plans still remain unclear. there was a private ceremony at hollywood hills with the family but the casket was here at the tapeles sent -- staples center.

a metro train operator suspended for a week without pay after video footagcaught him text messaging on the job. according to the washington post a rider made a video of it. but two more lawsuits claim that train operator john mccainice mill mcand was partially to blame. they blame metro and mcmillan saying she didn't look out for another train and didn't maintain the appropriate speed and failed to activate the emergency brake in time. the lawsuits were filed on behalf of two victims who survived the crash. they ask for $400,000 and $500,000 for neck and back injuries and mental eng wish. temperatures notice upper 60s in most places. look eight look at -- let's look at what is in store today. >> the temperatures starting to climb again. we're at 68 degrees. we're in store for a great day. i was saying earlier, if you can get your lunch outside, do that. whether or not you go back to

of that has cleared so the road is reopened once again. this is the live shot of the beltway at van dorn and again today, like yesterday, from the springfield interchange toward the ex for the wilson bridge into the sunshine, traffic will slow from springfield toward van dorn. the ramp to eisenhower is closed and will be until september part of the long-term consruction project. out of rockville from falls tore the split, lanes are open, be low speed toward the lane divide but accident free. that's a check of your fox 5 on- time traffic. medical professionals, care givers and patients are taking to capitol hill this morning to ask lawmakers to get a grip on health care reformch the nonprofit community oncology alliance says there won't be any real progress unless congress cuts through a snarl of competing coverage options

and reimbursement plans. joining us now is the alliance executive director ted connot with the message he'll be taking to capitol hill today. what is the message toay. >> we have the best cancer care in the world in this country, but the problem is we're in a crisis situation, because patients are having a tough time paying for care and the providers of care are having a tough time delivering that. and unfortunately, exacerbating that is the fact that we're actually running out of oncologists relative to demand. so in this health care debate, the president has done a good job of saying we need to take this country and build on what works and fix what is broken. well our message today is, mr. president, we need to build on the excellent delivery of cancer care that we've developed in this country, but what we also have to do is fix what is broken and one of the things that is broken is the medicare program when it comes

to paying for cancer care. >> the health care reform plan overall, i think a lot of americans say it's so big, i don't understand what this means. could you break it down? how far does the plan and what would you hope to see gained by your effort today? >> i think that in general, what health care reform is what we're talking about is the fact that we have about 46-48 million americans that are uninsured. that's unacceptable. and when you talk about a disease such as cancer care, we really, every american, especially in it country, which is filled with opportunity, should have access to cancer care and health care in general. so i think one of the debates we're looking at is how do we find a way of making sure that those americans who are uninsured or underinsured have access to call health care. whether it be cancer care, cardio vas you'llar disease, diabetes or whatever. and that's part of the big debate. and that costs a lot of money. so that's where we find the debate up on the hill to find

out how to pay for that. >> and i think the fear for those of us that are fortunate enough to be employed, we say, hey, do i have to foot the bill. we hear these words out there, socialism, or government-run health care. put those to rest as far as what we will have to pay and will we see a big difference in our health care? >> i think that one of the things that i -- that we're not focused enough on is actually, we're talking about health care, but it's more about disease care. we have to focus more of our dollars i think on prevention. we can actually prevent a third of all cancers through diet, through stopping smoking and things like that. -- so i think we have to realize this is not about disease care, but it should be in terms of prevention. but the big thing we have to realize is we see with the financial crisis that health care has cost this country. we've seen it with cancer care.

we have a third of the americans out there say if their cancer care were too expensive they would forego treatment. and so i think for this country to deal with this crisis, we have to make an investment but we have to make an intelligent message and that's part of our message today. >> and i'm glad you come here before your stop on capitol hill, because it puts one disease -- cancer, that's just one of the element that's perhaps a lot of people haven't thought of. if you don't go to the doctor regularly because you're not in insured when something big like this comes, where do you go? >> we've been talking three minutes now and in those three minutes three americans have died of cancer. every minute in this country an american dies of cancer. we've done a great job but we still have half a million people die of cancer, but our message today is help a system that is broken and fix the

short his trip to the g-8 sum detroit rush home to more arty protests. they will execute those behind the riots there. demonstrators in western china are demanding an investigation into two ethnic groups into a fight at a local factory. raw meana kadir marched with protestors through the chinese protests. the foreign minister called kadir a terrorist who uses the internet to terrorize. they say the chinese hasped them second class citizens for far too long. for the first time in 25

showed up. a spokesperson said the contract that was awarded to watts last year was legal and said in her words that watts is mentally unstable. watts yelled out that is not true. yterday all eyes were onmm -- michael jackson's memorial. on june 25th he suffered from cardiac arrest and later died but his death certificate does not list a causof death and it's not clear where he will be bury -- buried. yesterday millis watched the tribute to michael jackson. gordy barry called him the greatest entertainer that ever lived. which got a big round of applause. >> it was great to see the images of michael and hear his voice again. those who paid tribute to him

and i only start because there is still nothing going on there. we're in july now, into the -- as we head into the second week of july now, july 8th and still nothing happening. now there is some moisture in the northern gulf of mexico but it's not trap cal in nature. it's associated with a frontal system. showers across northern florida and off the coast of the carolinas but none of that is tropical. there are no tropical depressions or storms or anything like that. current temperatures around the regio 68 here. 69 in baltimore. our friends at ocean city, not reported a temperature at this hour. 62 in hagerstown. still 57 in frederick, so still cool spots out there. satellite radar composite for the region, we mentioned could see a -- you could see a brief shower, there it is. it was in southern to eastern maryland and then blew out. most of the area, as expected,

remained dry. out to the west, our next real weather maker is well out to the west, in the midwest. and this will modify before it gets here but there are rain showers and clouds out here. by the time that works in here it will be the weekend and we'll have heat and humidity in too. bright sunshine today. a great afternoon. highs in the mid-80s and comfortable humidity levels. five-day forecast, more of the same tomorrow, friday. saturday and sunday, summery. temperatures in the upper 80s to around 90. chance of a shower or thunderstorm late on saturday and then in the afternoon and night on sunday. that's the latest in the weather. for a check on traffic, we'll go to julie wright. on the beltway leaving the springfield interchange toward the wilson bridge, the lanes are open but we are dealing with sunshine delays so a lot of slow traffic into the sun headed for the bridge. and live as you make your way from the springfield interchange toward van dorn and

out towards the exit there at the wilson bridge, heavy, slow and steady. and again it's just a sunshine delay. the ramp to eisenhower remains closed until september, part of a long term construction project. the inner loop between the exit for 355 and connecticut avenue, callers tell me two rate lines are blocked off there. southbound 270 on the brakes out of germantown to montgomery village and leaving falls road headed for the split. that's a check of your fox 5 on- time traffic. wall street with another dive yesterday. the dow down 161 points. the nasdaq down 41 points. and over seas in tokyo this morning, another triple digit drop as the nikkei fell 227 points. with all of the huge headlines in the news, it may feel like coverage of the recession and plans to help the economy rebound might have faded us away. joining us this morning is elizabeth williams. thanks for joining us.

we had so much talk and hope for imulus package that was passed, talking unprecedented numbers. and i think people had hopes this would not take an extremely long time to kick in. we saw a nice surge in the market for a while and now a business of a setback. we have the lowest numbers in over two months. what is going on right now? >> well right now the market is reacting to the jobless number that's came out last week. because of the holiday weekend was partly unnoticed by some folks but not unnoticed by the public. here in washington i think the obama administration got a pass on some criticism that they might have normally gotten, although republicans and members of the public are quick to point out that when the stimulus package was passed this year, that it would be $787 billion in spending and if we don't pass this, the jobless rate could soar up to 8% and now it's over 9. and only about

10% of the money has been spent. so it's very slow-moving through the pipeline and a lot of the early gains that we're seeing, the 10% that's been spent, is on things like jobless benefits and things where a pipeline already existed. but some of the infrastructure spending, the energy spending some of the spending that will create jobs hasn't gone through the pipeline yet. >> and i think that's the big concern when you talk about the fact that the warning was out there, if we don't do anything, we do see an unemployment rate which is -- an unemployment rate which is less than it was, but at what point do you think we'll continue to see money going out to pay unemployment benefits. >> they say in another 6-12 months this will take hold. we're at a threshold where a lot of spending is ready to go and it just hasn't started to slow yet. so i think that that's what we'll begin to look for. and particularly, as i said, in the industrial sectors of the economy, and in infrastructure

spending, those sorts of projects that actually create jobs. now we're in summer, so constructiois in full swing. and through november, we'll have that spending hopefully slowing. >> now in the meantime, we're still watching the unemployment rate which we saw at 9.5%, highest we've seen in 20 years. by all estimates we're going to dedouble-digits -- double- digits. how high will it get? >> i don't know. maybe the depth of the recession is folks are ham strung in trying to predict. >> what are we looking at. i know products are looking at second quarter earning reports. and many are concerned about the health care situation. what do you think right now is where we need to focus? >> well health care is going to be a really big deal. these two weeks before the august recess are sort of make or break time for the health care plan.

now what is happening is congress is starting to really press on hospitals, on doctors, on pharmaceutical industry to try and get some cuts that will bring the total cost of the plan down. we're also starting to see horse trading on the public auction, will we have one or some oer mechanism that will force private insurers lower rates and make it affordable. so there may be hidden costs so we have to watch how that will shake out. >> i don't know about you, but this is purely nonscientific, but the feeling that we had in the last few months was that we felt things were getting better and even though unemployment was getting higher, we didn't feel that. are we understating what is going on out there or should we start to feel better about things? >> i think people see a little jump up in the markets. the last couple of days with the exception. and they look at that and they say there are whispers of recovery and when the jobless

numbers come out and everybody knows somebody, a friend who has lost their job or who is still feeling like their in danger of losing their job, that dampens public hopes on the economy. >> and so often we look at jobless numbers trailing but now it's a lead. thank you for joining us this morning. hopefully we'll find some hope in there, allison, but we have to be patient. >> thank you, steve. the next presidential election still more than three years away but there are already front runners. we'll break down a near three- way tie just ahead. and here is a hint. one of the people ott the top of the list, sarah palin. she is stepping about why she stepping down and her next move. that's coming up. the art of getting dirty.

that's a check of your fox 5 on- time traffic. new this morning, an update on a deadly hit-and-run on the outer loop of the beltway in cabin john, maryland. two cars crashed around 11:00 last night. one went over the guard rail near the clara bar ton parkway, killing the driver and the passenger. the other driver took off but later crashed into a ditch just across the american legion bridge in virginia. that driver was under the influence of alcohol and was arrested. both crash scenes have been cleared. and a press conference by d.c. councilman marion barry's spokesperson takes an explosive turn. along with photographers and reporters gathered, the woman at the center of the stalking charges showed up. sarah simmons is here to tell us what happened from there. >> reporter: councilman barry's spokesperson says they were forced to disclose what is the truth about donna watts. natalie woods told reporters that watts was under

president obama arrived in italy 45 minutes ago. doug luzader is following the president's trip and joining us live this morning. doug. >> reporter: steve, good morning. the economy is always kind of first and foremost at any of these summits. global climate change will be a big part of this. and at one point the president is going to sit down, one-on- one, with the pope. the first family arrived early this morning in italy. the next leg on this international tour. and the italians are gearing up for a summit that will garner a great deal after tension. as for the president, he'll be pushing for more international support to rein in iran and it's nuclear ambitions, which follows his efforts in russia to get that country on board. >> the more that russia as well as the rest of europe are invested in that process, the stronger hand that we can play in potential negotiations. >> reporter: but this g-8 summit will goell beyond iran. there is climate change and the push for alternative energy. just as the president is

president obama getting an apology from overseas. the foreign relations commissioner of honduras said he was sorry for a racial comment he made in a tv interview. he said his comment about president obama was unfortunate not and not meant to offend anyone. in the meantime secretary of state hillary clinton met with the ousted president of honduras. military leaders forcedelaya into exile. it shut down the runway to make sure he does not and cannot return. clinton announced that the president of costa rica has agreed to mediate efforts to end the standoff. the chinese president left the g-8 summit to fly home to deal with protests in china. more than 150 people were killed in clashes on sunday. the community party boss is promising to execute those behind the riot deaths.

it is 8:30 on this wednesday morning as we look at stories making headlines. we start in charles county. a toddler who fell into a backyard pool in charles county yesterday has died. the county sheriff's department says the 2-year-old boy's parents left him asleep and in the care of a 14-year-old. his parents called 911 after returning home and not being able to find him. authorities later discovered the ild in the pool. he was rushed to al where he was pnounced dead it morning. the search is on for a maryland woman who vanished from her upper marlborough home. her name is maris wilkerson. police do suspect foul play.

and he was a month away from retirement when he was killed. and the other was two day news his tour in vietnam and his family was left in oceanside and to some personal tragedy there is a son that is still in san diego now. >> reporter: captain, i said that it is still powerful to come down here. there is no one at the wall right now. you don't see anybody there as you often see during special events. tell me how it feels to you to be here? >> being an army brat, you're kind of immune to it. and i know the night that they were killed, dad came tearing in, changing into fatigues and i wanted to go with him and he said stay here and do what you do best and i was dating a french girl and it meant something to me at 17. and i went back to vietnam in '67, but again, you just keep

moving. you don't really think about it. and when ray bose called me up, who has written several books on gentlemen and worked with dad, he said it was the 50th anniversary and i called him back two days later and said 50 years, now it's sinking in. i'm conscious of death now. what else do you say to the other families that are down here or not down here or how about the people that whose name are on the wall and families never come. >> reporter: it's important for you to -- for us to mark this day? >> well i think every day is good. but it's good for public awareness to raise money and continuing education for the public awareness of future generations. i have a granddaughter that hopefully will be down here some day. >> reporter: it's kind of interesting to me too and ironic that robert mcnamara passed away this week and we can't talk about the war

text messaging on the job has been suspended for a week without pay. a passenger on the blue line recorded this cell phone video of the operator back on june 5th and posted it on you tube. that's what was posted right through on you tube. the passenger said the operatear had his cell phe in his lap. officials were made aware of the video. janice mcmillan was not texting or talking at the time of the deadly crash. investigators found it in her backpack. echanics are checking out a southwest airlines plane after a flock of birds struck the engine. there were 137 passengers on board. nobody was hurt. the plane landed safely back at bwi. a bird strike caused the emergency landing in hudson river back in february. time now is 8:42 on this wednesday morning.

us out here on the water and take us out here. and my first question is i know this is annapolis community boating, how are you able to give -- i know you're a nonprofit, how you're able to give this opportunity to people? >> we have five organizations that are partners with us and we're age to use the boats from the organizations -- the boat we're on right now is the day 105 and it belongs to the chessy junior program which teen-agers how to sail big boats and they go out two days aweek. and we have crab, and the brenden program has 14-foot boats that we use for our free sails and an ap list sailing schools helps us with the rainbows. is a lot of people. >> reporter: so we were out here and we've been on the

boat, we hoisted the main sail. we're not putting the jib out because we're keeping our speed down and what are you teaching me now. >> you just did a tax which is taking the bow of the boat through the wind. in order to go up wind its hard to go straight into the wind because it's coming at you and the sails don't work poperly, so you need to zig zag up into the wind and you're tacking each time. and now we're reaching, as the sails are going out because the wind is coming across the beam of our boat, and then we'll be doing a jive, which is the stern of the boat going through the wind. as you go down wind, that's what you do if you jive. >> reporter: so i'm steering a little bit here and kind of explain to me what i need to be thinking and what i'm doing, other than having susan help me. she's my wing man here. go ahead. >> well if you're steering the boat, you are the captain of the boat. so you need to pay attention to where you're headed, make sure that you understand all of the other boats around you and you don't hit them, as you can see

we have a lot of boats in the harbor here. and then also you're making sure that your crew is doing what they need to do and not in harm's way. the sails need to be adjusted. susan is helping adjust the sails. sometimes the skipper, would is the driver, adjusts the sails. and just getting used to staying on course and following where you want to go. >> reporter: so are the classes limited to a certain number? >> it depends on how many boats we can get and how many people can sit on the boat. >> reporter: so how many people generally? how many people can be on this boat. >> we like to take seven people, to two instructors. >> reporter: and they'll get to do everything? >> we rotate them through and everybody gets a chance to drive and gets a chance to trim the sails. >> reporter: i'm pulling this way. look over there, everybody. i want to show you my boat, holly unplugged right there.
