for the eastern u.s. and again, we expand this because i ant to show u yothe frontal system out to the west. it is bringing heavy rain to portions of kentucky right now. all of that continuing to move to the east. more heavy rain in southwestern portions of virginia so. we veha ayogood shot of gettin showers and thunderstorm activity as well. your fect as afor today, plenty of clouds. scattered afternoon showers and thunderstorms. high todayround 90 degrees. some of you will top out in the upper 80s. that is a look at the weather. now let' get an update on the rush hour traffic from julie wright. tony, the big story right now is your outer loop commute for those traveling from the springfield interchange past van dorn and toward the wilson bridge. and again it's part of the long- term construction project at the wilsonbridge where we've lost the ramp at eisenhower and now you'll find that the road has been divided near van dorn with two lanes getting by to the left and the right exit

laneow becoming a right- through lane toward telegraph road and toward the wilson bridge. so already a lot of slow traffic on the outer loop from the springfield interchange working out toward telegraph road. top side of the beltway, slowing toward new hampshire toward silver spring. a typical delay right now. no accidents to report south on 270, lanes are open through germantown at the lane divide. that's a check of your fox 5 on- time traffic. we begin with a developing story out of indonesia this morning. a deadly hotel blast in the city. the president of the indonesia says it was carried out by a terrorist group and arrests are certain to come. 8 people were killed and many were hurt, including americans. they said the bombs went off in

cafes of the hotels two minutes apart. one analyst says its likely the work of an al-qaeda linked group blamed for a bombing at that hotel six years ago. and another story we're watching this morning, pope benedict in the hospital after falling and breaking his wrist while in thealp. they say he fell in his room in a chalet overnight. he is 82 years old and has been healthy during his five years as pope. an argument ends with three people shot, inuding an off- duty officer and a young girl in greenbelt. >> police left not too long ago, picking up shell casings. sherry ly joins us live from greenbelt with more this morning. >> reporter: good morning, allison this. was an argument as you mentioned that spilled out into the apartment parking lot. and the next thing you know,

the bullets were just flying. three people ended up shot. an off duty capitol police officer and a 12-year-old girl. now that wild scene unfolded around 6:00 last night in that apartment complex on greenbelt road. police say two roommates got into an argument inside the building. one of them was an off duty military police officer. when he ran outside to get help, the roommate went and found the officer's service revolver and followed him to the parking lot and fired randomly. a police officer driving by tried to intercede and a 12- year-old girl was caught in the gunfire. and this has some neighbors fed up with the violence that some say has become the norm around here. police don't know how many shots were fired but it's safe to say there were several. what is frightening for many of the people who live in this complex is that stray bullet that hit the young girl inside

of her apartment could have been any of the apartments here. everyone is saying that no one actually died. the girl and the officer we're told should be okay. the girl was grazed by the bullet and not seriously injured. as for the suspect, he is in serious condition but is expected to pull through. live in greenbelt, sherry ly, fox 5 news. >> sherry, thank you for that update. now more details about a chase and shootout near the capitol. officers try to pulled kellen white over for a problem with his tags on wednesday. he sped off, crashed and got out of his car and opened fire on them first. they shot back they say. the officers saw kellen still breathing and did cpr until paramedics arrived. he was 27 and just served time on a drug charge and was on probation. another big story we're following this morng, efforts to provide health coverage to nearly all americans takes

another step forward. the house ways and means committee passed a provision to pay for the coverage by increasing taxes on families making more than $350,000 a year. it's part of the plan proposed by house democrats. that plan just picked up a big endorsement from the american medical association. sonia sotomayor one step closer to becoming the highest latina on the court. the judge once again faced tough critics before wrapping up her final day of questioning. a controversial case involving a group of connecticut firefighters. they claimed reverse discrimination in 2004. the supreme court overturned sotomayor's panel's ruling last month. >> americans have the right to go into our federal courts and have their cases judged based on the constitution and our laws, not on politics or personal feelings. >> you said you were bound by supreme court and second circuit precedent.

traffic past van dorn and toward the exit for telegraph. there is a change in the traffic pattern there. and traveling here at the american legion bridge. both the inner loop and outer loop run without incident at this time. and for those traveling from springfield toward the exit for telegraph, what they've done after van dorn is divided the road. so they have two lanes to the left and one lane to the right and the ramp to eisenhower remains closed and that will be closed through september. again, that's part of the long- term construction project at the wilson bridge. so yes, you can exit at van dorn, but you cannot exit at eisenhower. so the road is divided, o to the left, one to the right getting by. delays off northbound 95 into the work zone. that's a check of your fox 5 on- time traffic. during a speech at the naacp's annual convention, president obama thanked people who paved the way to his

president ceo and who lives in the district as a matter of fact. and last night our chairman julian among who lives in the district was the recipient. and so those are the things we'll focus on. we're trying to use technology to help us monitor a lot of the police incidents that happen not only around the country, not only in the district, but around the country. use the cell phone and the technology that we can use to monitor what is going on and be sure that as a organization committed to civil and social justice that we can do that in an affective manner. >> and there are laws on the books that tackled big things like voting and basic civil rights and the president urged the organization to take on a

broader mission. it seems the health and education disparity is what he's speaking of. >> and income. and that is something we have been working on for a number of years. but we're retooling ourselves, establishing goals and criteria and things that we can do that we can really make a difference. the naacp will be here another 100 years. we won't be here to witness it, but we're around and we'll be a valuable part of the community here. >> we saw the powerful footage of president obama addressing the naacp, saying the people that came before him, that he stands on their shoulders to take this position on. people we've heard of, deboyce, martin luther king, but there are countless other and nameless faces. >> we had a very powerful semin air, i this it's it was

yesterday, general colin powell, jessie jackson, vernon jordan. it was a pan ip lee that was great. it was a -- i think the best thing was the dr. benjamin hooks who gave such an inspirational talk about where we have come as an association and where we need to go. the delegates were on their feet. it was such a jubilent event. and then to have it capped with the president last night, it was a magnificent convention. >> let me end by playing devil's advocate. there are some that say do we still need the naacp. >> we need the naacp more than

funeral services will be held today for a florida couple known for adopting special needs children. they adopted 13 of them. eight people have been charged in connection with the murder which happened during a home invasion robbery at the couple's home in the florida panhandle. police say they have found the couple's stolen safe along with several guns, including one they believe was used in the killing. a california man fang murder charges, accused of

killing his wife on a cruise to mexico. the woman was killed during a domestic dispute in a cabin on tuesday night. they docked yesterday in san diego. and fbi officials were seen carrying evidence from the cruise liner. experts admit it might not be possible to identify all of the bodies found at the cemetery in chicago. four workers are accused of digging upat least 300 bodies and burying them in a field. experts say dna and embalming fluid can alter results. the latest on the condition of the pope after he takes a fall while on vacation. plus the latest on a developing story in indonesia

there is a lot of push back on that because in the number of states when you add federal, city and state tax it's will be up close to 56% and 58% and people are saying is that what you want to too when the top earnings are small businessmen who hire most of america. there was another big development yesterday and that is the congressional budget office, the -- the independent umpire that keeps track of what you do, and they said this will increase health care costs and that was damaging to the president's plan. >> and the president has been saying something needs to be done. who will you talk to. >> we'll talk to the president's budget director. and we'll talk to a top critic on capitol hill, republican judd greg who was going to be the president's republican commerce secretary. and then because it's the 40th anniversary of apollo 11, we'll talk to one of the first two

and you'll notice it has colored lines. and that tells you if it's a fly rod and this is a fly line. and this is 8.5 feet long. and the idea is that you make very narrow loops so that you can put your fly, which is what you're going to catch the fish with and present it delicately on the water. why don't you try it. so grip the rod, hold it in your hands. your thumb pointing forward loosely. i'm going to teach you a four part cast. ithas four pieces. and it's a basic cast you can use anywhere. so he first thing is the pickup. so literally pick the rod up and back cast. stop about at your ear a little bit further back. just about there. and then you'll do your forward cast which is again forward and then down and that's when your presenting the fly to the fish. let's put it together. so it's the pick up, the back

with a simple argument that got out of control. >> police left early this morning. everything is now calm from what was sheer chaos. an off-duty police officer gunned down a suspect, but not before being shot himself along with a 12-year-old girl during a parking lot gun battle last night. neighbors say no one is safe. >> you should be able to have your kids come outside and play. i just -- i don't know. i just moved here, so i don't feel good about it at all. >> reporter: that young girl shot not outside, but by a stray bulletin side her apartment. police say it began with an argument between two roommates, one of them a military police officer ran outside it get help. police say his roommate found the officers gun, and followed him to the parking lot and started firing randomly. >> it makes you feel scared. my family and i live right there on the bottom floor. she got shot through the building and it could have easily came through and hit me and my mom.

in the crash. things got off to an emotional start at the murder trial for banita jacks. she's the d.c. mother accused of killing her four daughters and living their bodies in the house for mons. jacks broke down in tears as her mother took the stand testifying her daughter was a good mother and that harming her children would be out of character. the children's other grandmother on the father's side said she tried to see the kids but was threatened by jacks. the deputy who discovered the bodies also took the stand. the trial continues today. supreme court nominee sonia sotomayor one day closer to the confirmation. she faced tough itics before wrapping up the final day of questioning. a controversial case involving a group of connecticut firefighters took center stage.

imagine standing through 100 mile-per-hour winds. >> gurvir joins us from the university of maryland hurricane tunnel this morning. hi, gurvir. >> reporter: i was here about four year ago or you told me you could with stand -- let's turn this on, the challenge is on because you were out here four years ago and you said you with stood 100 mile-per-hour winds. we're at the glenn l. martin wind tunnel at the university of maryland college park campus. and thanks for letting us be here. and other than just the fascination of being able to step into this, you do research here for companies? >> yes we do. and we do experiments on almost that moves on air or water. and people might be surprised. we do as miami ship type things as we do airplanes, automobiles, occasionally we do buildings and in that respect, the flight relationship to

hurricanes. but for the most part we're engaged in other things, not actual hurricane research. >> and you actually do research for companies, the companies contract out for you and you have staff that does the research. >> we have a full time engineering staff and students who work for us, and we're occupied most of the time doing work for various government agencies. >> reporter: now this wind tunnel i'm about to step into here, how high will the winds go in it tunnel? >> we can run it up to 230 miles per hour but we don't plan to do that with you. >> reporter: i certainly hope not. i know my colleague was here years ago and got up to 100 miles per hour. and we often talk the news about hurricane force winds. what do you want people to know when they come here? >> well one of the reasons that we have done this over the years is we -- first of all,

>> reporter: welcome back to fox 5 morning news. i'm holly morris. a little calmer here than where gurvir is. we're live at lake accokeek on this beautiful morning and we're taking advtage of ll bean's walk on add haven'tures, learning how to fly cast this morning is something you can do too. i want to introduce you to jim nicks who is one of the out door discovery instructors. and i know it doesn't cost much to do the class but how much does the equipment cost? >> it's usually dictated by the fish you try to catch. the fish dictates the fly, which dictates the leader, which dictates the line. >> reporter: there is a lot of dictating going on. >> which also tells you which rod to use, and which reel. and in this case, we're using
