stay open until midnight as . rm normal service at takoma tom. still red line riders should expect fewer and slower moving trains. we'll have more on an announcement expected from metro today coming up in a few minutes. president obama today hits the road to sell his health care reform plan. >> with public support eroding the president took to the airwaves with last night's news conference trying to put pressure on congress and convince the people. did he change any minds. doug luzader has the story from capitol hill. >> reporter: the white house is going to have to change some minds here in congress and throughout the country. the president's health care reform plan has a public relations challenge. the president emerged in the east room of the white house knowing his health care plan could be in real trouble. >> now i understand that people are feeling uncertain about this. >> reporter: and it's not just the public. even many democrats think his

idea for health care reform will drive the nation further into debt. but the president thinks that despite all of the resistance, now is the time. >> if you don't set deadlines in this town, things don't happen. the default position is inner shaw. because it creates some that are unhappy. >> reporter: the president needs to convince the public that higher taxes and more government involvement in health care will have a payoff. >> if we do not reform health care, your premiums and out of pocket costs will continue to sky rocket. >> reporter: the president wanted to focus on health care and reporters largely played along but one question dealt with at rest of a harvard professor in cambridge, massachusetts. neighbors thought he was a

this is where police say the woman was just jugging -- jogging along and someone grabbed her and took her back into the woods where he sexually assaulted. >> here? are you serious? >> reporter: that reaction felt by countless joggers after hearing the news of an early morning attack. >> i'm shocked. it's 7:00 a.m. that's a time my friends and i run with our kids. >> in the city, you have to be careful. it's definitely scary. >> reporter: u.s. park police say a man ambushed a woman hauled a woman into a wooded area and sexually assaulted her. the attacker is described as hispanic, believed to be in his 30s with shoulder length ack hair, stalky, 5'7", and he

wreaked of alcohol. also we discovered this cri warning posted along the same rock creek path. another sexual assault dating back to thanksgiving 2008. unrelated in police say it's too soon to tell. but everybody believes its beauty and enjoyment here can't be over shadowed by the crime. >> i feel the k park is secure. i don't think there is danger here. it could have happened in d.c. or anywhere. >> reporter: and while that tape police was running, a park police passed by here so they are keing a close eye on the area. they are hoping that maybe there was another jogger or someone out walking yesterday morning who also got a glimpse of this attacker and might be able to help with a description. we are told by police that they are currently trying to put together a composite sketch and they should release that to the

painful chapter in virginia tech. meal health records about the shooter have been found more than two years after he went on his rampage. where they were and why did it take so long to find them. gurvir is here with more on that. >> seung hui cho took many lives and since then the virginia tech community has been struggling to know about his life and what drove him to kill. what we knew right away was that he had been to the councilling center three times during his time at have the. the visits were back in 2005. we didn't know what was revealed then because the records were missing. yesterday governor cain announced the records were found in the home of the former director, robert miller. those were made by lawyers for

the victims. miller never shared the information with the center therapist who had seen cho. >> people were aware he sought treatment and people were involved in that treatment and discussions described seung hui cho's mental health. >> governor cain said miller had taken his records and other students home more than a year before the rampage. dr. miller was asked about cho's records but told investigators that he didn't know where those records were. miller declined to comment to the associated president yesterday but families of the virginia tech victims and shooting survivors are talking. a mother whose son was wounded said, deception comes to mind. the records will be made public as soon as possible. and from hat i understand, it is illegal for anyone to remove those records from that counseling center so they should have stayed there. >> still more questions to be answered. thank you so much into coming up next on fox 5 morning news,

woodrow wilson bridge at speed. no problems down from the baltimore area through laurel in toward college park. that's a check of your fox 5 on- time traffic. 7:18 now. the race is on to test a new swine flu vaccine and the national institute of health tapped eight medical centers to do the research including one here in our area. they ll test the shots on volunteers next month. the plan is to give two doses 21 days apart to different age groups. they think some older adults will have some immunity. to give more details, joining us this morning is dr. ivan walks. how will the tests be administered? >> well folks will volunteer and go in and get a shot an

get a second shot 21 days later and then what will be happening is folks ill look at the responses to those shots. are there positive responses such as the body building immunity to the virus or negative things such as people having allergic reactions. so you're looking at the positives, looking at the negatives. if the positives out weigh the negatives then you move on to the next step. >> and when we hear positives and negatives, we shy away. what are some of the negatives we could see? >> when you introduce something new into the body, the boy says i don't like this and mount a response. it could be a mild reaction or something significant. so when people get into this sort of thing, keep in mind, they didn't just draw this and say let's just test it on people. there are a whole lot of things that happen before people are test subjects. >> so you are still looking for

volunteers and people tend to volunteer for studies like this. what is in it for the volunteers? >> sometimes you want to be the first one protested. when i was in medical school we did hepatitis b. testing and it's nice to know i had some protection back then. so sometimes that's it. >> so the testing starts next month, university of maryland medical school, one of the forerunners when it comes to this. but i think the big question is when you get the research in hand, will a vaccine be ready before the fall flu season for the general public? >> there are two parts to that question. the part you stated and the answer to that is we hope so. we don't know. we're rushing. there is a race against time. the second part is, people can do a whole lot while they are waiting for a vaccine. all of the things that we've talked about for several months. and people who have a bad reaction, oftentimes you see in the second line, underlying health conditions. take care of your health, be as healthy as you can, protect yourself and all of that should

be done all of the time. >> is this different. we've talked since the whole virus came out that this isn't necessarily something that may affect those with the weakest immune systems. so do you have to look at this differently when you look at the testing and research. >> i think those doing the testing are looking at things differently. i think we look at it the same. we're going to protect our health, be as healthy as we can, listen for must information and keep in mind, you're underlying good health is your best defense. >> if we normally get a flu shot, would this conflict with this? >> since the shot is not developed yet, i would be speculating. but knowing the folks who are in charge of this stuff, they'll make sure we get good shots and good instructions so last thing we have to worry about is do we have to decide whether their making a good decision. we can depend on them given the track record and they'll tell us. we have it, it's on time, here

you go, this is what you should do. >> and as far as the medical community view on this, do you expect the virus will continue to be a factor or grow as a tractor in the fall and looking into next year? >> i think we're seeing a deline in the influenza and the other kinds of flu right now during the summer. we would expect to see an increase again in the fall like we do every year. and so we will expect more cases, we will expect that we'll have more information in the fall. but again, this right now is acting like seasonal flu. folks should protect themselves the same way. you need to wash your hands and sneeze into your shirt. we have good information now and i expect we'll get more good information as time goes by. >> and from tests as well, which the university of maryland is part of. dr., thank you for joining us. they are looking for volunteers of all age groups.

and 5-10. there are new developmented for metro. they plan to work with a maryland based company to design backup for the train control system. the system that was supposed o prevent crashes like the deadly one last month. later this afternoon gm's john catoe and the metrohealth delegation wiltalk about the proposed $150 million in federal funding for the metro system that well no apology for renounced harvard professor gates. he was arrested last week at his massachusetts home. it was gates trying to get into his own home when he was locked out. he's one of the leading scholars on african-american history showed his i.d. to police he says but was arrested for disorderly conduct. those charges have been dropped but the arresting sergeant is refusing to apologize. president obama had a strong response when asked about the case at last night's news conference.

the 14th street bridge on the brakes from the wreck at south capitol streetch the exit ramp is block and now two right lanes of the southeast- southwest freeway are blocked. they are trying to get that out of the way for you. back inside, northbound 95 you're going to be on the brakes as you head up past the prince william parkway toward route 1 in woodbridge on the occuquan, an accident on the right shoulder. your beltway delays, on the outer loop through springfield, up toward the woodrow wilson bridge and then on the inner loop from braddock road to 66. in maryland, looking pretty good here in college park as you head on the inner loop toward the bw parkway. the outer loop does slow through montgomery county. you'll be on the brakes from 95 in collegeark off and on to georgia avenue and again at the 270 merge. that's a check of your fox 5 on- time traffic. the president will be at the cleveland clinic in ohio today to continue the push for his health care reform.

it comes just one day after president obama held a prime time news conference on this issue. last night he pushed for -- pushed for a bill that would cover all 47 million americans without health insurance. he wants to create government- backed insurance plans as well that would compete with private insurance provideers. the president promises his plan would not add to the deficit and also claimed if congress does not act, 14,000 americans will continue to lose thei health insurance every single day. >> this is not just about the 47 million americans who don't have any health insurance at all. reform is about every american who has ever feared they will lose their coverage if they become too sick or lose or change their job. it's about every small business that has been forced to layoff employees or cut back on their coverage cause it became too expensive. it's about the fact that the biggest driving force behind our federal deficit is the

skyrocketing cost of medicare and medicaid. >> as far as how to pay for it, the president supports a plan to tax families with joint incomes topping $1 million. he says that would keep the burden off those already having a rd time handling costs. julieous hobson joins thus morning with reaction on the president addrs last night. good morning. how are you? >> well. thank you. >> your impression on last night's speech? >> i think he did well. i think people have some impatience and realize that congress is not a fast-moving system. absent deadlines, they wouldn't move as fasts they are. >> that was my next question. why are the deadlines in place? we've been building up to some sort of health care plan in this country for a while and now the deadlines are here. >> well having lobbied this before in 1993 and '94, you didn't have those kinds of deadlines. it dragged out. nothing happened.

you have to have deadlines in order to make them move. it's my sincere belief that some kind of health care reform will be enacted by congress and signed by the president by the end of the year. >> a lot of folks now just average people on the street who might not every make these incomes that the president is talking about, balking at the idea that taxes will go up and am i going to pay for this. poll numbers reflect that. your opinion as far as the real cost of this plan? >> the real cost, ithink in the end, will probably come in somewhere around a trillion dollars. but they'll pay for it. it will be off-set. yes, people are concerned about their taxes. but what has begun -- what is happening in our country is the legislative process has become the political process as in election. so everyone makes exaggerated claims about who will be harmed and you'll lose your position, you won't have a choice. >> it's that fear factor. >> it's fear. you can create fear and then people will say no and then nothing will happen.

this time we absolutely have to do something. this is 17% of our gross domestic product. >> and we're talking about a trillion dollars over a period of time. >> over a a period of ten years >> and it's interesting the ads that we're seeing with the famous couple around their table talking about this plan can work. what should we read into that? because those were very powerful ads when ms. clinton tried to get this same legislation pushed through. >> i think what we read into it, the last time around you had a good portion of the health care community that opposed health reform. this time everybody wants health reform. it costs a lot of money, they want to bring down costs, we feed to deal with quality, 30% of our population is obese, we have to reform health care into to provide better primary care for all of us. >> it seems like a catch 22 situation. in a way, a lot of us are out of work and not having health care for our families and still this price tag at a time when some of us are hurting.

in your opinion, is this a necessary evil at this time? it seems like we're piling on, but yet there are folk that's just cannot afford to go to the doctor. >> that's why we have to do this. for those people who can't afford to go to the doctor, eventually do show up at doctor. they show up in the emergency room where health care is the most expensive. we need to reform health care so most of our citizens, as many as we possibly can, can have access to health care, access to primary care, and wellness so we can make for a better and healthier country. >> are there any changes that could work themselves out in congress that would get this passed at a quicker pace? i guess i'm asking, what needs to be changed in this. surely there are some things that can be tweaked. >> unless you're going to change our system government from three branches to parliament, we won't move that fast. he is especially the senate. they don't move that quickly. >> were you surprised to see

the texas office of michael jackson's office was raided yesterday as investigators were looking for evidence of manslaughter. they took a forensic image of a computer hard drive and took some documents. the doctor was with jackson when he died last month. he's been interviewed as a witness but not as a suspect. police took records from jackson's nutritionist, claiming that he badgered her for anesthesia.

morning, about 24 hours working the story from rock creek park. >> reporter: good morning. it didn't happen too far away from where i'm standing. if you look behind me you might be able to see some of the running trails, some of them go into wooded areas and some are out in the open. this is a place where cars can also travel. this is the area, about 7:00 yesterday, where the woman was joing along. we're told that a man came up to her, he grabbed her and then took her into a wooded area where he then sexually assaulted her. let's take you to video of the area. police did canvass this area but have been unable to -- make an arrest in the case. they are telling joggers to be careful. they are concerned the man could repeat the attack. they say the jogger who was attacked yesterday was able to recall that the man she saw earlier before the attack was

airplanes has cleared the senate commerce committee. the measure included in the faa reauthorization bill who is being fought by carriers who say it will lead to delays and cancellations and more cost to customers. but our guest says there is no excuse for airlines to keep passengers on the ground. kate hannah sat on the tarmac for nine hours. she joins us now. i'm guessing during that nine hours you had time to think about a lot of time to think about the measures. >> about the toilets over flowing, no food, babies screaming and how the united states got to a place they can hold you on a plane indefinitely and there is no law that says they have to provide you with anything. and imagine being stuck in a middle seat with no resources, your phone dies, you can't communicate with the outside

world and you're being treated like cargo, not like human being. >> so you led this fight to get into the senate which passed as part of a flyers bill of rights. what would make things easier for passengers? >> when i got the bill, there is more than just our language in it for passengers. our language says they have to give you optional deplanement at three hours and essential needs the whole time you're on the tarmac, you'll have access to food, toilets and temperature control. the other things that were added to the bill that were a positive surprise for passengers are all of the fees for blankets, pillows, aisle seat, window seat, anything they can think of, all of those fees will be mandated to be posted when you buy your ticket. so you'll know what the fare is

and the unbundled fees. if it's a canceled or delayed flight, that's noted at the point of purchase if you know if the flight is canceled 30% or more of the time, they have to tell you. is it chronically delayed 40% or more of the time, they have to tell you. there will be an advisory committee for rights. i hope to be the cheerman -- chairman of that committee. it's a big bill. it's not law yet, we need people to call their congressman and fight for this. but we're as close as we've ever been. >> i think everybody has their own story about ing stuck on a plane. i know i fell asleep on the tarmac at jfk and woke up an hour and a half later and saw the baggage truck still moving and i haven't left the ground yet. and the argument for passengers is we don't want to be inconvenienced. the airlines saying if their forced to do this by law, you

have the risk of nights canceled and they're going as far as saying it may push people to get off if bad weather so they don't have to follow the legislation. how do you counter those claims. >> well they're not true. they're just simply not true. first of all, no pilot can take off unless he's cleared by air traffic control to do so and there is not lightning within a certain vicinity. so it won't compel a pilot to do something unsafe if the airlines are really committed to safety, it won't happen. secondly, and this is the biggest myth, if you're stuck on a taxiway there are buss that can go get -- buses that can get people off the plane. and if you missed a funeral or wedding or a business meeting or not connected to your cruise because they've decided to warehouse you on the tarmac, you can go home instead of being stuck and being held hostage by the airline. >> this is attached to a must

president obama calling on congress to act fast on a health care reform bill. >> he will continue to push his plan today when he is in ohio visiting the cleveland clinic. now last night during a prime time press conference, mr. obama said he wants a bill that will cover all 47 million americans without health insurance. he wants to create government- backed insurance plans to compete with private insurers and promised his plan would not add to the deficit. he claimed that if congress does not act, 14,000 americans will continue to lose their health insurance every single day. >> if the current trends continue, more and more families are going to lose health care, more and more families are going to be in a position where they keep their health care but it takes a bigger bite out of their budget. employers will put more and

seeing rain showers across southern portions of the potomac river and across the chesapeake bay pushing off into eastern maryland and to the north pushing up toward baltimore and shower and heavy rain there. so scattered morning showers. some of it has been heavy in places. let's take a broughter look at the area and we'll show you the direction of this rain. this is a pretty vigorous storm system off the coast here. area of low pressure out here and we're getting just the western end of that as some rain fills in along the chesapeake bay and the potomac river pushing up to the north and east. out to west, this is another system. now you look at these two and say this is the main problem. not really. this is where some morning we had shower activity. some of this will fill in during the day and bring us rain showers later on today. take a look at the surface map. scattered rain and not everyone will get it but we have a 70- 80% chance of seeing it as the

a local store and employees targeted over a t-shirt. speaking out in support of gay rights. somebody out there doesn't like the message on the shirt. security is stepped up at the store but the store is not backing down. this happened at an american apparel store in silver spring, maryland, and wisdom martin went there to find out more. >> reporter: at the american apparel stores, this t-shirt is on display at all six locations in the metro area. >> american apparel, this company has a certain stance on the rights of all people. >> reporter: but someone didn't like the idea of the legalized gay t-shirt in the front window. an angry person called the georgetn store to complain about the t-shirt. the regional manager spoke with us under the condition of

lot of water that will keep the lawn green, if you don't have irrigation, you have to set yourself up for regular water because it's hot and dry. >> got it. that's the number one tip. what else can we do? >> using organic. everyone is going green. we have great products on the market. this is a dehydrating chicken maneur. it's wonderful, slow release nitrogen that will get into the lawn and build up the composition of your root structure. this is a product called forego plus. a lot of things that happens is that bacteria goes out as we put other chemicals on. this product is going to rebuild the healthy bacteria in your soil. >> so why is that important for getting or lawn looking good?

>> because you want to have the healthy nematodes. if you're soil is not alive it will look like this and not lush and green. make sure you have a healthy soil structure. one of the things i like to do in the summer is do a top dressing with compost, and also go behind, and this is lime, take lime and make sure that you're applying lime to the lawn and watering it in. >> so if you had like one tip, e lime would probably be the biggest. >> the lime would be the biggest tip in helping. but also if you can't go green, in eggplant world, supplying us with all of the things we see here, and this is turf trust. it's one of the best slow release fertilizers. so if you can't get out there and dump the maneur and the lime, put all of the organics on there, this is a wonderful high nitrogen fertilizer that will green up the lawn and it

won't be harmful to adding runoff. which is an important factor. >> that is a big key. because i have to admit, like everything else i want my yard to look good and every spring i get the fertilizer and the dandy line killer and that sort of thing, but that can be harmful to the environment. >> it can be harmful. and this is another company that has wonderful things that are from green light. these two products are very slow release. as it says on the bags, season long control. so in stead of going in three times of year and putting down the chemicals, you can apply it once a year. with the crab grass preventer you do it in the spring. so that really happens. but getting the lawn, the soil firsof all, back to being healthy is very important. >> got it. we have to wrap it. but people are saying do i put
