rain shower activity is well off to the north and east. see the light showeaivctity. f o thinkingits pth ie ieatc ellrgwiy get in he twihis afternoon and present the possibility that we could see a few more scattered showers or thunderstorms by mid to late afternoon across the washington area. 69 at reagan national. warming up. humidity 84%. should feel drier today. the winds have shifted out of the north at 5 miles per hour. less humidity than yesterday but still warm with a high temperature of 88, partly cloudy skies expected and the possibility of a few afternoon showers or thunderstorms in the forecast. that will do it for weather. i'll have a look at the week forecast later. here is ali oakley. we've had a number of accidents throughout the area. i'll take you further to the south on 210 around 228, accidents still in play there so it will keep you slow. this is the intersection of new

york avenue and florida avenue. i want you to pay attention to the stop sign. police officers are out on the scene trying to put a generator into play so they can get the signals working again. also near the convention center at 9th and m. street, the signals are short timing so that will be slow. northbound 95, the accident before the fairfax parkway, on the shoulder creating delays across the occuquan. and it's saturated on 395 and the outer loop to the new construction zone. southbound 270 as you ride past the truck scales and it will just be volume there. opened up both directions of 70 in the area between 66 and maiersville. that's a check of your fox 5 on- time traffic. now to a developing stry out of maryland this morning. a helicopter crashed late last night on to i-70 and burst into

flames killing all four people on board. >> the chopper went down on the interstate near hagerstown along the washigton-frederick county line. and sherry ly joins us where the wreckage has been taken. sherry, good morning. >> reporter: good morning, allison. we do know the helicopter took off from the hagerstown reg nall airport but -- regional airport but investigators are not saying where that helicopter was headed. state police say they did receive calls after the crash that there was an overdue helicopter so they have an indication of who was on boardment but because the helicopter was engulfed in flames, they tell us the medical examiner will have to get a positive identification before the names of the victims can be released. maryland state police said a trooper heading to work spotted the wreckage on interstate 70 before 10:30 and thought it was a burning car. as he got closer he realized it was a helicopter and called for help. all four people on board died.

the chopper was a four-seater robinson r-44. it crashed in the median around mile marker 37 near smithsburg and burst into flames. investigators were heading the investigation. there was heavy fog at the time. storms in the area had passed and it is unclear if weather was a factor. the helicopter we're told did not hit any cars but drivers did see what happened and reported seeing a low-flying aircraft. >> there were power lines that were down near the scene that were seen right off. so there was concern about traffic east and westbound. >> there was a couple of cars in close proximity at the time of the crash and i know state police were interviewing those. >> reporter: now it is unclear if the helicopter actually clipped those power lines as it

crashed, or if that had anything to do with causing this crash, or whether when the helicopter crashed the flames from the fire melted the power lines and that's what brought it down. that's all part of the investigation. now i-70 was closed for most of the evening. it reopened at 5:00 this morning. the wreckage has been cleared and the rest of the helicopter has been brought here to this airport. we're told it was put in storage so investigators can look at it. at 10:30 this morning the ntsb is expected to give us a briefing with more information about this crash and perhaps some of the victims. the faa we're told is also investigating. live in hagerstown, sherry ly, fox 5 news. back to you. severe storms rolled through the area last night. it's not clear if weather played a roll in the deadly helicopter crash. >> we do know the storms caused problems all over the region, including in d.c. where it was

a close call for a golfer. danny chance was on the course when a lightning bolt struck. he was not directly hit but was injured and is in serious condition this morning. tense moments for a family in gaithersburg. their house got struck by lightning. a grandmother and 8-year-old son were inside but made it out okay. and a woman tried to make it through water and her car stalled and had to be rescued by d.c. fire officials. more information following last month's metro crash. investigators say problems with the circuits at the crash site date back to 2007. we know a circuit was replaced five days before the collision and now we learned north section had been replaced 18 months ago and showed occasional power fluctuations since then. metro says none of the blips

were enough to prevent the train controllers from detecting trains on the tracks. >> we have not felt any failures. we're going through the wreckage to ensure there were no failures during that period of time. if we find that there were any cases where we failed to detect a train, you will hear this from us. >> metro is promising transparency. the house has approved a bill that includes $150 million for metro. this is the first step in getting the 10-year, $1.5 billion in dedicated funding from metro that congress authorized last year. 256 members voted for it, 168 against. metro hopes to use the money for capital improvements and preventative maintenance. the director of the counseling center of virginia tech is now explaining how he

ended up with seung hui cho's records at his house. seung hui cho killed other students and then himself. the records were packed in a box of personal documents a year earlier in february of 2006. the lawyer says miller opened the box for the first time last week and was surprised to find the records. he took the records to the center the next morning. the dow finally over 9,000. that's the first time since january 6th. in the latest session the index jumped 188 points to 9069. fueling that rally, some better than expected earnings reports and signs that the housing market ght be turning around. existing home sales rose more than 3.5% from may to june. that's the third straight month of increases for previously- owned homes. the median sale price rose in

june. and only one out of three homes sold in june was a foreclosure. the federal minimum wage is going up from $6.55 to $7.25 an hour and the news is getting mixed reviews. some economists say it could prolong the session by forcing small businesses to layoff the same workers that the pay increase was meant to help in better times but minimum wage advocates says it will keep lower income afloat, stimulate consumer spending and strengthen businesses in the long run. mayors, lawmaker, even rabbis all taken into custody, all accused of taking part in one of new jersey's biggest corruption scandals. the details next. and new details about the investigation into michael jackson's death iolving his doctor again. plus even with congress looking out over it every single day, lawmaker have rejected tens of millions of dollars for repairs in their own backyard. we'll talk with the president of the trust for the national

7:13 now. and it appears that a government informant helped to take down an alleged corruption crackdown in new jersey. a real estate developer convicted of bank fraud posed as a cooked businessman. in all 44 people were arrested, including new jersey state legislators, a few city mayors and several rabbis. they say the politicians took bribes and the rabbis were accused of trafficking human kidneys. the target of a manslaughter investigation into the death of michael jackson.

we had the helicopter that went down on i-70 between hagerstown and frederick. it was between 66 over to maiersville. they cleaned up the wreckage but there are tv crews out there. and we've had some signal problems at c. street and m. street -- i'm sorry, 9th street and m street near the convention center and along new york and florida avenue. here we are 270 getting by at clarksberg, no problems. there was a police stop on southbound 270 near the truck scales and this is why you were slow leaving frederick down to that point. when you get down to clarksberg you're in good shape. that's a check of your fox 5 on- time traffic. allison and seif -- steve, back to you. americas front yard has turned into a fixer-upper at the jefferson memorial, the sea

wall is sinking. and with congress looking out over it every day, lawmakers rejected millions of dollars for repairs. yosemite got more funds than the national park but national park has more visitors than the park. what will it take to fix it? joining us now caroline cunningham, the president of the trust for the national ma. good morning. >> good morning, allison. >> let's talk about the money slated to come to the national mall and how could it not. talk about that money and how badly that will be missed. >> the national mall has $400 million in deferred maintenance so that money was sorely missed. the $56 million that was received from the stimulus package, secretary salazar said was a down payment on the long- term problems on the national mall and we were grateful for the down payment and looking

forward to more funds. >> tell me exactly what your organization does as far as maintenance or raising the problem about the need of maintenance on the mall. >> the trust of the nation mall is the authorized partner of the park service and our goal is to raise about half a billion dollars to restore the -- the national mall. we've raise add wearness on the -- raise add wearness on the national and the down payment is a good tart but the trust is to engage the national mall and americans across the country in restoring the national mall. >> it seems this is an interesting case. visitors come to the national mall and we live here near the national mall and we might not think about it, but who needs to go in their checkbooks and try to help the situation? >> well i think its everybody. the trust is a public-private partnership. congress and individuals are putting up money. we think that it's not only

those who can afford it, but i received a check from a group of students in florida, pennies they collected for the memorial. so its everyone and it's america's front yard so everyone should get involved. >> yet pple think it's not my issue, it's the national mall, it will fix itself. is that a part of the problem? >> a part of it. but as congress heres from con stittu ends on the -- constituents on the national mall when they come here, they'll dress it. congressman dicks has been a good supporter. so it's starting on capitol hill. >> we saw the terrible picture on the front page of the post as far as just the extent of the damage, the dry spots when you give that panoramic view. if you can just tell -- it might be too much to go into -- but the bullet points of what is wrong when you go down to

the national mall. what is in disrepair. >> there are three major areas, the sea wall around the memorial is devastated. all of the waterways are fouled and filled with potable ter. last year there were dead ducks and fish. and then the great lawn. that is in a state of disrepair. we don't provide the amenities for the 25 million people who come here and the food facilities and bathrooms. i think those are the major things. >> and how disappointing when you come to the nation's capitol and you want to see the monuments and the mall and i see where this fight is more than worthy. what the next step now? >> america's front yard should be the premier park in the national park service and for our count. our next steps are waiting for the national park service to complete the plan that will happen in the spring and then

banita jacks, the d.c. mother accused of killing her four daughters and living with the bodies for months. yeerday the court heard testimony of how long the girls were dead. a forensic expert who took the stand that said there is no question that britney jacks was stabbed and estimates she was stabbed for six months or more. prince george's county police want you to look at these pictures, they're looking at these guys accused of holding up four different people at gunpoint at bank of america at ms late at night. if you have any idea who the people are, call prince george's county police. and the president will be stopping in virginia soon. not for health care but for the democratic candidate for governor. cre deed's -- creigh deed's campaign announcing the president will attend a rally. four people were killed

a helicopter crash on a major maryland interstate, killing four people north of the district. state police say the commercial chopper wept down about 10:30 last night on i-70 outside of hagerstown near the washington- frederick county line. amazingly no vehicles on the highway were involved in the crash. it's not clear what caused the chopper to go down. state police and the ntsb and into -- and the faa are investigating. top senate democrats says lawmakers will not stop arguing before the august recess. brett wallace is in for us this morning. good morning. >> good morning. >> and all we're talking about

is health care reform and when this is getting pushed through congress. what are you talking about. >> that's the number one topic. we have robert gibbs on fox news sunday and republican jon kyl who is in the senate finance committee and in the middle of the negotiations about what the senate is trying to do. that seems as the best vehicle for any bipartisan support. there is still a pushback from even conservative democrats about how the plan will be paid for overall. we're going to delve down into the details of where this stands. this is not going to get done before the august recess and what the chances are in the fall. >> we showed our hand and showed a picture of robert gibbs from the white house and he will be your special guest this week. >> that's right. and there are a lot of questions for the white house press secretary about strategy, about whether the president, by making the comment about the cambridge police officer's action if the arrest of

professor gates near harvard whether his comments about the police acting stupidly took some of the wind out of the push for health care reform. we'll talk about that and the fallout from that as well. >> including seeing a dip in the approval ratings when it comes to talk about the health care reform package. >> yeah. and the biggest slip is from independents and liberal republicans who had supported the president overwhelmingly. that slip has in recent weeks been pretty dramatic. and right now, according to the fox news opinion dynamics polls, he's at about 54% but he was at 62% and 65% just a few wes ago. >> wall street reporting better numbers than we've seen in a while and you'll be talking about the budget and deficit numbers on the show on sunday? >> definitely. senator jon kyl has talked extensively about where we are as far as the deficit and where we are in the tarp funding, the $700 billion.

the next couple of hours. want to go back to yesteheay rd and last night and talk about the rain totals. about half an inch of rain at reagan national. i know it doesn't look too impressive but that is about double the amount we had picked up for the entire month of july, so about half an inch there. inch and a half at dulles and less at bwi marshall. needed rain because the month has been dry. a couple more chances over the next 5-7 days for rain. so if we don't see it today we might see it toward late sunday and monday. temperatures cooling off a little bit overnight. although we're starting the slow rebound into temperatures. 69 at reagan national. 66 out at dulles. fredericksberg is currently 68. if you want warm weather, ocean city is 77. looks like a nice weekend down there but there is a risk of a scattered shower or thunderstorm later today. but most of the weekend should feature dry weather. got the thunderstorm activity out of here. you can see it. i pushed the radar back 12 hours but it faded off quickly to the east. and we're waking up with very

families and members leading with top military members to persuade for more information of p.o.w.'s still not accounted for. we have guest this is morning to talk about the mission. welcome to both of you. >> ank you. >> let's talk about what is happening this week and how the efforts will continue to work with lawmakers to try to get more information here. >> right now, we've got families from across the country of men who are still missing in southeast asia, gathered to hear the government briefings that tk about what is going on on both the operational and policy side to return their missing loved ones. we have gotten assurance that this administration considers this a priority and we're just so pleased to have set a precedent that the m.i.a. flag is a symbol to know that the code of conduct will be upheld and they won't be left

behind following a war. >> and three decades and there are still some 1700 plus that are missing or unaccounted for. are we still getting word of identities coming in from some of those who have been missing? >> absolutely. just as they were lost on a case by case basis, they're being resolved on a case by a case basis. what is important, my own father was missing in action for 24 years, an air force fighter pilot. i can't say enough about the tenacity and courage of the people working to gain answers. but the vietnamese still have answers they could decide if they decide to open their warehouses to give us access to their archives. my father's case is proof that answers are possible and that they make a difference. >> and you said the word coming in as recently as this week as to some people who have been identified. >> absolutely. yesterday he were being addressed by an admiral who is the specific commander in

charge of m.i.a. activities and one of our family members stood up and said i want to thank you from the bottom of my heart because just yesterday we received an accounting on my brother. >> wow. colleen you mentioned your brother missing in action. carol you have this new book out which is your third on this topic and you focused on families back home in addition to the missing service members but hw their loss is being dealt with back home. >> yes. and it's the story of the founding of the league of families of p.o.w./m.i.a. which looks out and oversees with the government what is happening to the missing. because every president since nixon has said we will not leave our men behind and so the families gathered together and became the band of brothers for the leae of families. and the league of the families is the band of sisters.

it was begun by the mothers, nieces and daughters like colleen of men who have not been identified or accounted for and for the prisoners. and so these women just took on not only our government, but they took on the world. and they went to the united nations and they have changed legislation and they've changed things for the better for all military families today. andthey were very strong women. evelyn grub was one of them, my co-author. >> how much of a challenge is it now that we are reoved from the war to keep this at the forefront? >> well bowe bergdahl is an example of that. when men are taken prisoners we have to let the families know that they are not forgotten. and you flag below the stars and stripes, this is the flag of the league of families. they are the ones who conceived

and executed the first flag in 1971 and the league has been in existence for 40 years. the families have stuck together for 40 years on this issue. >> colleen, you had talked about the fact that some of these governments we're still trying to work with. when you talk about governments such as vietnam, cambodia, laos, is there still work to be done? >> we've had some recent good news which is vietnam has given us permission to put in a u.s. naval ship for none exploratory ship to work on some of the under water cases of losses. i think when you look at vietnamese ability to account for americans still missing from the war, it's great. we have photos of men last known alive in captivity. these are cases that the vietnamese could answer. on the other hand, the families are very realistic, realizing that in every war you -- will have casualties where you won't have an answer. but we want an honest and swift

helicopter crash on 70, that shut us down but now all lanes are open between 66 into maiersville but there are tv crews slowing you down. remember tucker talked about the storms and now we have signal issues. one is 9th and m. street, pennsylvania and southern avenue is also dark with temporary stop signs out and new york and florida avenue with temporary stop signs even our traffic camera went out of that -- at that location. and in virginia, this is the our loop, traffic leaving springfield into thof the wilso you have this accident. it is over on the right-hand side and we have the construction zone that is related to the wilson bridge project, that same location, that is already have the traffic slow. so now you have this incident on the right-hand side. so it's tough out of springfield to the wilson. that's a check of your fox 5 on- time traffic. allison and steve, back to you. >> thank you very much. and coming up, we'll find out what is worth checking out at the theater this weekend.

so a predator doesn't want to eat it. these guy have been reproducing here and we might have you petting one later on today. we also have a leopard shark which are common in the coast of southern california and that's the one swimming through the middle right now. and than we also have a horn shark. and they are unique in the fact that they have a venomous spine on their dorsal fins, the one in the back, the spotted one. they have two venomous spines to hem with defense. >> and now these look small. do they get bigger. >> we have a smaller aquarium, this is -- these animals are perfectly suitedor the size of our facility. these are about as big as they'll get. >> if you don't think that your kids will be fascinated, just take a look down this way because these guys are having a good time talking about it and looking at the sharks and give me an idea of some things going on this weekend and why kids are good to come out and be a

minute. >> tucker, barns -- tucker barnes, thank you. and let's check in with ali oakley for the traffic. >> i'll take you to straight to virginia for the accident over to the shoulder. this is the outer loop of the beltway leaving springfield over to the wilson bridge. this is your accident scene. it's a minor one, but the big complication is that this is in the middle of the construction zone toward the wilson bridge. we've been dealing with it for a couple of weeks and you can see how slow it is leaving springfield toward the wilson bridge and you throw in that accident and it does make the traffic complicated. here the ride through college park. looking good both along the inner loop and outer loop of the beltway. springfield interchange not feeling the impact of the accident at van dorn street. there is a number of signals out in the district. new york and florida avenue, some temporary stop signs out there and 9th and m. street as well. and i guess it's related to the storm. they're working on it.

that's a check of your fox 5 on- time traffic. steve and allison, back to you. a horrific accident on a major maryland highway. a helicopter crashed and burst into flames. four people with are dead and investigators are exambling to find out with a happened. >> the commercial chopper wept down along the washington- frederick county line. sherry ly joins us with more. >> reporter: well, steve, we are just learning more about who was on board that helicopter. advanced helicopter in maryland says three of the employees and a passenger died when the helicopter crashed on i-70. and an instructor at the company which trains pilots and does aerial tours said, quote, we have suffer aid huge loss and our thoughts and prayers are with the families. that helicopter had taken off from the hagerstown regional

airport here. it went down a few miles away. the helicopter crash into the interstate and burst into flames. only thing left was a charred and mangled wreckage. the four people on board died. a maryland state trooper spotted the burning helicopter before 10:30 last night on i-70 on his way to work. >> he observed a fire up ahead. he saw it -- he thought it might be a car fire. he got to the scene as traffic was slowing around him, saw that it was a helicopter and called that into the hager town barracks immediately, requested emergency services. >> reporter: the helicopter, a robinson r-44 four seater took off from hagerstown regional airport but investigators are not saying where it was headed or who was on board. it crashed in the median of i- 70, taking down power lines and shutting down the interstate for nearly 6 hours before it finally reopened. it did not hit any cars but several drivers saw what happened. >> there were some witnesses

relative to a low-flying aircraft in the area of the crash site. >> reporter: ntsb investigators were on the scene and are leading the investigation. the crash took down high tension power lines in the area but it's unclear if the helicopter clipped the lines or if they melted from the intense fire. fire and emergency officials say there was fog and rain in the area last night but don't know if weather was a factor. >> we had storms most of the evening here in the county. some rather intense storms, some lightning and stuff like that and various periods of rain. the proximity of about 10:30, darkness had started to set in, there was some limited visibility due to the moisture and fog in the area esaround th south mounin in the area of the crash site. >> reporter: now the ntsb and the federal aviation administration are investigating. we are expecting a briefing

from the ntsb at 10:30 this morning. the wreckage from the crash we're hold is in storage in another area of the airport here as investigators search for clues into what caused this deadly crash. live in hager town, sherry ly, fox 5 news. back to you. >> thank you very much. and now more disturbing news following ast month's deadly metro crash. a new report from investigators says problems with a track circuit near the crash site date back to 2007. we already knew that the circuit at the center of the crash was replaced five days before the collision. now we have learned another section of the same circuit had been replaced 18 months ago and showed power fluctuations. metro says none of the blips were enough to keep controllers from knowing where the trains were on the tracks. >> we've not found any failures. we're going through the wreckage to ensure there were no failures during that period of time. if we find that there were any cases where we failed to detect the trains, you will hear this

it appear that's d.c. public schools are on the path to making the grade. a report by the governmnt accountability office praised the mayor and chancellor michelle rhee for closing underenrolled schools, improving test scores and developing ways to monitor teacher performance. the washington post criticisms of the system include a lack of planning and transparency in some some staffing and funding. some d.c. students quarantined in china because they were diagnosed with the swine flu are cleared today. they were part of a large group of u.s. students that traveled to beijing for a cultural exchange. eight d.c. area students were diagnosed and held for several days in chinese hospitals and hotel rooms. school officials are kending the trip until -- extending the trip until august 8th so the kids can do sightseeing. applause erupting as hundreds of u.s. servicemen and
