night well off the eastern seaboard up north of osd n.to n. still hang problems up there. we do have clouds out to the west with a ixmun sof and clouds today. we'll see a decent amount of sunshine and drier weather expected after yesterday's rain, today will be much more pleasant during the course of the afternoon. 73 at reagan national. notice the winds out of the north and west at 7 miles per hour. so the atmosphere is drier than this time yesterday. humidity is 76%. here is a look at the forecast and i'll have more details about the weekend coming up. partly sunny, isolated shower in the afternoon a possibility. and high temperature about 90 degrees. i'll be back in a couple more minutes with details on the forecast. let's get to julie wright with a look at your area traffic. not so busy right now. we do have lanes open continuing to work around the capital beltway. light and easy at the wilson bridge. north of town delays leaving 95

college park toward the exit for 270. we have popped up behind me. delays past new hampshire avenue toward silver spring. southbound 29 still looking good toward tech road toward university boulevard. 395 northbound leaving edsel and toward duke street, no accidents to report at this time. lanes are open,he pace improves after seminary road and across the 14th street bridge. inbound off of the dulles toll road light traffic leaving the greenway toward wolf trap. that's a check of your fox 5 on- timetraffic. our top story this sthursd morning, a multi-million dollar home in the district ravaged by fire. >> flames destroyed the home along chain bridge road and now eyes are on wasa with problems with water pressure. sarah simmons joins us live with more. >> reporter: there were huge problems with water pressure out here last night. the fire chief dennis rubin confirming with the post that it took them 30 minutes to find

a consistent stream of water and they had to search five blocks away to find hydrants that they were able to get consistent service from. now as you can see behind me, chain bridge road is still blocked off as well as other roads around the area. they're still putting out hot spots this morning. the home belongs to peggy cooper cafritz, a former d.c. school board president who was out of town at the time when the fire broke out. firefighters got the call around 8:15. they called for backup. eventually 100 firefighters we on the scene but they ran into problems with water pressure coming from the hydrant and the low pressure slowed them down. >> we were able to go to plan b and plan c to get second water supply and that takes a few minutes and by that time we were able to contain the fire

and we weren't able to put it out and the fire consumed the house. >> the house went pretty quickly, from the smoke to seeing a 3-story ball of flames, it was about 10-12 minutes and it was very frightening. >> reporter: now you may remember a few years ago we had a similar issue with low water pressure problems. that was at georgetown library fire and wasa at the time said the system needs a complete overhaul and they were going to spend $26 million. >> that's sarah simmons reporting from the scene. we lost her signal there at the end. we'll get more from her in a little bit and we'll ask the mayor about this fire in a few minutes. police in alexandria are investigating a suspicious death. somebody found a man's body in a parking lot on manor road. the man had been shot and stabbed. car was backed into a parking

space with lights on and had maryland tags. investigator have not been able to identify the victim. now to a story we've been following for last yeand a half. the d.c. mother convicted of kiing her daughters and living with their bodies in a row home for months. yesterday a judge found her guilty of four counts of felony murder and three counts of premeditated murder, however she was found not guilty on one count in the death of her oldest daughter britney jacks. she is scheduled to be sentenced october 16th. meantime a hearing is scheduled in the suspected killing of james von brunn. he is said to fatally shooting stephen johns. hate charges have been added and von brunn could face the death penalty. a look at some other big

stories we're following. federal investigators are trying to figure out if adjustments metro made to traffic circuit bonds caused last month's appreciate. they commune -- communicate between the tracks. they replaced a bond five days before the crash. the fender-bender revealed after -- and investigations showedig regular arts -- showed irregular ities between the lines. a driver and passenger got into an argument last set on a metro bus when a passenger tried to snap a picture of the bus number of the driver and then the driver refused to let

and beyond the fire, the other big issue is fire hydrants not working and fire officials wasting time looking for fire hydrants that do work. what is do -- going on? we've seen how this can devastate a home in this way? >> this is just really a sad loss to the family. she's a friend. i've been to this house before and i just want to tell her and her family how sorry i am. i spoke to her last night. luckily no one was injured. although tons of property -- all of the property is damaged or burnt to the ground. i think your questions are extremely valid. and the neighbors have the same questions, but of course even more intense about why something li this could happen, no one knows for sure, is that it's the water pressure that led tohe firefighters not being able to fight it, but that's what they had said.

>> the chief had said that. >> absolutely. so what will happen now is the fire department and the water and sewer authority will look to see what the problem was. and they are the experts. when they come back to us with the information, we'll quickly be able to make adjustments. what ms. cooper cafritz told me, and i think neighbors are saying, is that the water pressure was down for about a week or so and there had been some issues relayed about why they were not responded to, if they were not responded to. that's what the investigation has to look. >> i guess my point would be, if this does happen, this family happened to be an affluent family, that notwithstanding, but this is still a devastating loss, but how can this happen in a citizen of this size and who should be accountable for this

to fix. to me, this seems outrageous. >> it is. and it's happened on a couple of other occasions. >> right. >> but in different ways. the georgetown library fire was a situation where there were fire hydrants close to the library, which were inoperable. the adams morgan fire, the one on adams mill road was more like this one where its with a water pressure issue. so the water pressure of the fire hydrants close to that apartment building was very low, or just wasn't ever built to the capacity that would be needed to put out a fire of that magnitude. they had to go past connecticut avenue to get a fire hydrant that worked properly. those adjustments were made. the water and sewer department put together a whole new way to look at fire hydrants. i think wasa, the water and

sewer authority is looking at new management. they are an interim director. and they'll have to look at it. because i think we know which ones are out now and i think getting them replaced fast enough is too much of a challenge. >> and do you make a pledge to your constituents that you will correct this problem as quickly as possible. you mentioned that water pressure was low in that area for over a week. you've been lucky so far, no one has died but you've lost a lot of property and the problems continue. wasa two years ago said they would spend $26 million to address the problem. how much has been spent, what will be done and when will they fix it? >> the answer to your question is yes. it deserves a full review and discussion. i'm sitting here less than 12 hours after the fire happened and sitting with two other nonfire experts, nonwater experts. i don't have an answer for every question. but to answer your question, we absolutely pledge to make sure that as much as humanly

possible, you prevent something like this from happening. let's let the water and fire department do their job and come back with findings. >> speaking of people doing their job. a fox 5 investigation, you've heard some of the tapes, has turned up 911 dispatchers having personal conversations while they're supposed to be responding to police and fire calls, having attitudes with the police and firefighters calling in, giving out wrong addresses and the like. what is going on in that department? is your office going to investigate what is happening there and try to correct some of the problems. >> first of all, fantastic reporting on the job of fox 5 and your reporters. what i think you've got going on in -- on your tapes is an april 2008 incident, if i'm not mistaken. it's my understanding that at the time there was a review done, an investigation done, and the office of unified communications actually took some action in response to

those tapes that you're now playing. whether or not it deserves a fresh review is always a good question. i think we will look at it and see if the actions that were taken were appropriate, enough for the problems to happen. but i should say that the office of unified communications under director quintana is n agency that has really laid out some aggressive reforms over the past 2 and a half years. not just subjectively. subjectively we're one of the nation's leaders. jurisdictions come through our city to look at not just the facility we have, but the professionalism by which we do things, the 3311 -- the 311 and 911. but the dispatch times all are better than they were, and above the national average. just like everything else in our government, you can make enormoustrides but there are still a lot of things left to

do. this april 2008 incident is one we'll go back and look at again to make sure we made the right decision. >> let's talk about the -- your budget. >> yes. >> because there are many d.c. council agreeing to several tax hikes trying to close the $600 million gap on the budget shortfall. is it fair that the taxpayers have the burden of making up that shortfall if there are other areas, the summer jobs program has come under fire, where money is not being managed as well as it could be. >> again, the short answer to your question is no i have always believed, and i said this during the campaign, i don't think we should raise taxes. i think we have enough waste in the government that we can get rid of that and keep the tax to where it is. and that's the objective part. subjectively, i don't think

it's the right sign to send. nevertheless, i'mnly in charge of one branch of government and we have an amazing city council and these are tough issues. it's not easy to balance a $10 billion budget. and if this is what the council decides at the end of the day, not just me but the rest of the city will have to live with it. >> pinpointing the summer youths job program have come under fire and council members have called for it to be disbanded early, some youth not having enough to do in some wards. in your opinion, from your office, how is this job program going, does it need to be revisited as to how well the program is running. >> two great questions. it's vastly improved over last year, and that's a low bar. and we did not do the job that residents should have expected last year. mainly on administration stuff, which can be huge. we put together a 22,000

employee work operation just for the summer. the d.c. government only has 33,000 people during the normal year. so huge undertaking. largest one in the country. this year under joe walsh, markedly improved, everything is automated, even the kids are getting e-mails. still a couple of glitches. that will happen when you -- we've paying 18500 kids. >> and there year there are no complaints with the pay. >> well there are phenomenal complaints and they're being resolved as quickly as possible. some of them are being resolved and with some of them, you didn't live up to your side of the bargain but most of the 18,000 kids payment has gone very smoothly for. and listen, i don't know what the alternative would be to not having the 18-19,000 kids having a productive 9:00 to 1:00 day. i don't know what they would do in the day if they were not doing some summer jobs and a

a new study finds danger lurking on the roads. according to the government accountability office, hundreds of bus companies ordered off the highway for safety violations are still on the road but under different names. this comes years after a deadly crash on the highway involving a unlicensed charter bus violating regulations. fem oral services are planned for two of the helicopter crash that went down along interstate 70. they worked for advanced helicopter concepts. there is service for george tutor iand kim felix today. the case is still under investigation. a custody agreement has been worked out for the michael jackson case. and plus a multi-million dollar mansion gutted in a late- night fire. we're live with the latest after the break.

welcome back. it's 7:30. fire officials want to know what sparked a fire at a multi- million dollar home in northwest d.c. a neighbor reported the fire around 8:15 last night. problems with the water supply forced the firefighters to go to neighboring areas to access hydrants. the owner was out of town at the time. the house is nearly a total loss. prince george's county police need your help finding a missing woman. 85-year-old charlenea crawford was last seen driving away from her home in temple hills. she called her family from d.c. on her cell phone and hasn't been seen or heard from since. she does suffer from alzheimers ands in need of medical attention. she is about 5 feet, 170 pounds

and was seen driving a dark green four door geo metro with maryland tags. anyone with information is asked to call police. federal health officials have now decided who should get the swine flu vaccine first. a cdc panel says pregnant women and helth care workers should get priority. and children from 6 months to 18 years of age, parents and care givers of infants, nonelderly adults with medical conditions and college-age kids. there is major movement on the health care reform front. house leaders reached a deal with conservative d.c.s paving the way for a possible florida vote in september. the compromise cuts cost more than billions of dollars. the $700 billion bill would offer tax credits to help people buy insurae but unlike democratic proposals it would

not require individuals or employers to get coverage. bipartisan senal negotiates are also reporting progress. the president is taking time out from his health care reform push. today he'll be sipping that beer at white house with harvard professor henry gates junior and james crowley. the president called for a beer summit to help diffuse the racial tensions. they had surfaced since the converse shall arrest. michael phelps bounced back from a stuns log -- a stunni log to set a record at the butterfly. he now surpassed mark spitz with 34 career records in his career. the record comes one day after he was beaten in the 200 free style. >> asterisk by that. >> because of the suit. >> you know he was bitter after that race he lost the day before. >> nobody was bitter. >> well he was determined. determined.

the next several days across the washington area. check out the rain shower activity last night. it's racing off to the north and east. right now it's across new england. they have flood watches up there. for us, not a bad start. some sunshine out there. cloudiness off to west and that will stream in here today but for the most part, conditions should remain dry around here today as we have a little area of high pressure trying to nose in. you'll notice that. if you step outside in the next hour the winds are out of the north and west it should feel better for you during the course of the afternoon and it should for the most part keep the thunderstorms at bay for thursday. so just a few isolated storms out there but my afternoon the heat and humidity will return with high temperatures about 90 or so. not a bad looking forecast. partly cloudy and hot and humid by the afternoon. isolated afternoon thunderstorm is possible but most of us should remain dry. high temperature of 90 degrees. next couple of days, best chance of rain is tomorrow.

lane divide. that's a check of your fox 5 on- time traffic. now another big story we're following, a newborn baby cut from her mother's womb is alive. the baby wasn't born yet and still in the womb when it was cut out. two people are in custody. uma pom reports. >> reporter: authorities are breathing easier today. a missing baby girl cut from her mother's womb has been found alive. a women identified as julie cory and another man are in custody. the landlord found the pregnant woman's butchered body on monday. >> this was the best case scenario out of this tragedy. we have the child and it's healthy. >> the couple were arrested in

new hampshire after friends saw the news report and became suspicious. >> some friends became concerned about how she got home so early after just giving birth. and then of course, as the information came to light on this investigation -- >> reporter: the exact cause of the death has not been determined pending toxicology but investigators are saying the autopsy indicates she's suffered a severe head injury. >> i can't even believe that happened right underneath our noses. >> it's very sad. i feel very bad for her. >> reporter: hanes has three other children and her youngest, an 18-month-old is in custody. and the old children ages 5 and 3 were not living with their mother. family members say those youngsters have been in their grandmother's care. fox news. we have new developments in the michael jackson saga. several media outlets are reporting a custody deal has been reach and his mother

katherine jackson will get the three children. the full deal will be announced later. but reportedly debbie rowe will get visitation and be able to build a relationship with jackson's two oldest children, prince and paris. we'll have much more on the jackson custody case as the story develops. down right bizarre scene at a drive through in manassas. a man armed with a knife climbs through the drive through window, seeing individualo here, robbed a burger king on promenade lane. and you can see the cashier and another employee running for cover. the robber then calmly gos from one cash register to the other grabbing fistfuls of money and then he dives back through the drive through window. for now police are stepping up patrols now the county's late- night fast food restaurants. it is 7:38 now. and it is 73 degrees at this hour. that's perfect football weather. the redskins are back. we're going to go to the first day of training camp that's

shower or thunderstorm. high temperature of about 90 degrees. i'll have more details on our all-important weekend forecast coming up in a few minutes. >> tucker, thank you. now let's go to julie wright and find out what is happening on the roadways. hello, julie wright. >> inbound along route 50, the john hanson highway at kenilworth, follow police direction to squeeze by. that will affect those out of riverdale and cheverly this morning. traffic slowing at bladensberg road and the entrance for the third street tunnel. no accidents at 66. this is the overpass at gallows road east of nutley tree where the lanes are open toward the capital beltway. slowing between 50 and 123 and after nutley street to the beltway. the beltway slow toward merrifield. outer loop of the beltway trying to get past university boulevard, this would be the exit to university boulevard and right at the beginning is where we have a crash. so on the right side of the road there is fire and rescue units on the scene.

this will impact your commute. this is already slow from 95 college park west. so again accident activity, outer loop of the beltway blocked here at university boulevard. that's a check of your fox on- time traffic. allison, back to you. >> julie, thank you. a multi-million dollar home in the district damaged beyond repair. a fire ravaged the home last night sending 100 firefighters scrambling into action. this happens on cambridge road in northwest. they say this could have been prevented. sarah simmons joins us live. >> reporter: not all of it could have been prevented, but some of it. fire officials say it took them hours to get an adequate water supply to the scene. they say it was a huge on -- obstacle for them. cambridge road is also blocked off this morning too. firefighters were called to the

scene at about 8:15 last night by a neighbor and when they arrived there were flames coming from the front of the home. they had to call for additional backup, but then they ran into problems with water pressure which slowed down their efforts. >> this fire was already in the advanced stages when we got there so it was a real fight from the very beginning. and then when it was complicated by the fact that we had inadequate pressure, that just puts us behind the eight ball. >> reporter: and neighbors reportedly have had problems with the water pressure here in recent weeks and say that the sewer and water authority definitely knew about it. but fire officials are telling us this morning, that they were not aware of any low water pressure problems in the area. so you can bet allison, this issue is going to come up as they get set to meet with wasa sometime today. back to you.

>> sarah sim ons, thank you. now wasa promised in 2007 to replace 3500 fire hydrants in the district after water pressure was to blame for the fire at the georgetown library. there is still no break in the suspicious death in alexandria. a man's body was found inside the car of the lloyd's apartments on manor road. neighbors were told the man had been shot and stabbed. the car was backed into a parking space with its lights on and had maryland tags so. far investigators have not been able to identify the victim. in the district banita jacks has been convicted of killing her four young daughters. prosecutors say jacks lived with the girl's bodies in the southeast rowhouse for months. wednesday a judge found her guilty of four counts of felony murder, child cruelty and three counts of premeditated murder. but she was not found guilty on one count of premeditated murder in the death of her

older daughter. attorneys say they will appeal. the sentencing is scheduled for october 16th. she faced life in prison. now to a story, where a baby has been found live after being ripped from her mother's womb in new hampshire. police have arrested two people. julie core's friend's called police when she became suspicious of her claims that she had just had a baby. >> some friends became a little concerned about how she got home so early after just giving birth. and then of course as the information came to light on this investigation. >> now julie cory is only facing kidnapping charges right now. the mother was eight months pregnant when killed. the little girl is said to be in fair condition. now to a developing story

regarding michael jackson's children. there are reprts this morning that a custody deal has been reached. sources say the children will remain in their grandmother's custody. katherine jackson will take care of prince, paris and blanket full time. debbie rowe will get visitation. roe says the kids are better off being raised by the jackson family. there is a court hearing scheduled for monday where a judge will make a final decision about the childrens a future. a metro passenger got an extended ride. now the bus driver faces kidnapping charges that stem from an argument on the d-14 line saturday. metro says the driver refused to let the woman off at bus. when she did make it off, she tried to take a picture of the bus number to file the complaint. that upset the driver. transit police arrested him at the southern avenue station in southeast into meantime, federal investigators still trying to figure out if

adjustments metro made to bonds caused last month crash that help detect trains and communicate data between tracks. the ntsb said metro replaces one of the bonds five days before the crash. a fox 5 investigation revealing 911 dispatchers behaving badly and potentially putting lives in danger. for the past several months we've been investigating complaints about the office of unified communications which runed the call center in d.c. in one instance we heard a dispatcher interrupting an officer in a traffic stop where shun she knew had been pulled over. she delayed her response to a different officer who repeatedly asked for backup at another scene. early they are morning, we asked the mayor about our investigation. >> it's my understanding that at the time there was a review done, an investigation done, and the office of unified communications actually took some action in response to those cases that you're now --

95 college park through silver spring. 95 backing up on the ramp to the exit to the outer loop. checking out the dulles toll road, word of a crash near 23 tieing up the two -- all but the two left lanes. that's a check of your fox 5 on- time traffic. back to you. 8:16 now. money troubles aren't just impacting families, states are having a hard time making ends meet as well and that includes maryland. the governor joins us now with a look at the state of the state. good morning, thanks for coming in. >> thank you, tony. tough times obviously. we have the budget deficits and then the gaps that have to be made up. the board of public works which you sit on just approved $280 million in cuts? >> $280 million toward the $700 million gap that we need to close. >> tell me who will be hit hardest by these initial cuts? >> well we're all going to feel the pain. the first round of cuts were $280 million and the second round is about $400 million so we'll have to look at everything that our state government does. just as every family is hurting right now, we have to be mindful that we cannot undermind that safety net that the family has to turn to when a family member becomes unemployed. so we want to create a strong family safety net and with that, we need to make sure we don't throw education overboard, so we plan to cuts to education but everything else is going to have be

reduced because we have to balance the budget. and we will. we're one of only five states that still maintains a triple-a bond rating in these type -- times but it will be difficult. most of the budget goes to education, health care and public safety. and everything else is the remaining 19-20%. so this will be tough but we hope to do it in a way that will not undermind families. >> and i thought i heard some officials with the university system -- >> let me clarify that. k-12 education. thanks to president obama. he extended to all of the states a life line. were it not for that life line, california would be at the bottom of the passive and would have been there about four months ago. and one of the things the president has allowed us to protect in maryland is k-12 education. that's helping us close this

gap. but even saying that we have gone four years in a row in maryland of 0% increase. but it's going to require a lot of pain, a lot of belt tightening. >> when do the initial cuts take affect? when do we first feel the affects? >> some of them, over the last 2 and a half years, we have had to cut $3.8 billion out of a roughly $15 billion state budget. so some of those affects have already been seen. this next round will no doubt have to -- will affect local govements d they will affect state employees once again who are already working very, very hard, sometimes doing the job of 2 people because of the 2700 jobs that we have eliminated over these last couple of yes. so we'll start seeing those affects fairly quickly. >> is it likely that there may be more state employee furloughs or layoffs?

>> it will probably -- we're talking right now with the heads of the vairous bargaining units of the employees. we owe them that. and we're sitting with them on the last round of furloughs and trying to craft it in a way that does it fairly and doesn't adversely or disproportionately adversely affect those that make less money. we had a graduated furlough before. we'll have to do that again. fortunately we won't have to do what california had to do. our gap is about 5% and california's was 26%. they asked all state employees to give up three days a month. and they put 26,000 teachers in unemployment lines. we will not be doing that. but we'll have to ask state employees to sacrifice once again. >> let's talk about an effort to help families facing foreclosure. obviously there is still many families in this situation and you've begun an initiative to try to get those families some

relief. >> that's right. we're trying to get families the resources they need. our chief judge has recruited approximately 800 lawyers who will give of their services for free to protect the family home. we've alsoib vested approximately -- invested approximately $5 million in nonprofit housing counselors for anybody throughout the state. anybody feels they might be slipping behind in their mortgage should call as n as possible. if you're mortgage is late, don't wait. the time to call is now and you can find out how you access these -- this help by going on our state website, which is maryland.gov. >> and that's where you go to get the help? >> absolutely. >> and we've targeted the nonprofit housing counselors to go where the foreclosures are the greatest. fortunately we're seeing stabilization in home housing. values throughout the country. and that's true in maryland. we also have a lower foreclosure rate than the

nation as a whole. but we're fighting for every home. and i think we need to turn up the heat quite frankly on some of these mortgage companies. country wide now i believe owned by bank of america, wells fargo, they say nobody wins in foreclosure but they sure don't seem to be doing the modifications that the president is trying to press them to do. and i think we need to possibly mandate mediation before foreclosure can go forward. the mortgage companies just are not cooperating as they should. >> governor o'malley, thank you very much. we don't have to talk about it. there is some good news that the state has received stimulus money so you'll hire 112 new police officers. >> and number one school system in america. >> very good. thank you so much. time now 8:22 on this thursday morning. get ready to pay more to shop, gas up and smoke in the district. more on the proposed tax hike ahead. and tips on how to shop now

solo success? >> absolutely. >> at 14? >> at 14 i knew. i always wanted to sing, since being a little girl at 4 and 5 and pretending like i was if the supremes, you know. thereas always my dream. but no one ever really foes how things will pan out. but i've always been a very tenacious person, very hard- working and determined. so that worked in my favor. >> i want to talk about that, because of this hard work. in the mid '90s or so, you took a different career path. and decided you're going to handle everything yourself. the recording process, the distribution of your music and all of that. that's 15 years ago and that's a tough thing to do. what made you do that and how has it worked for you? >> well i went independent and formed ava tone and initially
