90s as the high across the region. we'll get more on the tropical weather in a bit. right now, here's traffic. we don't have the tropical weather here, but it's important to note, people think they can drive-thru the standing water. that's a big problem with the motorists in the storms. a lot of folks continue to drive-thru that and we've seen in the past, a lot of people have to be rescued because of that. if that were to happen, don't drive-thru it. dry pavement and sunshine, southbound 270 in the clear and no incidents towards the split. lanes on the top stretch and still slowing around the georgia avenue. this is eastbound 66 approaching 7100 in the fairfax county parkway. heavy, slow and steady and that's off of the road to the souther.

northbound, 123, and that's part of the long time construction project. national, and on the gw parkway, lanes are open heading up towards 395. that's a check of the traffic. the push to bring health care to americans is in another direction now. the obama official administration is showing that it may not include a government run insurance program. and we're following the story live on capitol hill. good morning, it goes to show that the angry meetings may have an impact on the health care reform. the obama administration embracing these insurance cooperatives. >> reporter: president obama enjoying a day of touring the grand canyon sunday, but it's a

working vacation. he'll speak at the veteran's of foreign wars national convention in phoenix. still, the focus on health care. he says that the debates are focusing on the loud essives and not the suffer -- loudest voices and not the suffering. >> the public option, whether or not if we have it, that's not the entirety of health care reforming. this is just one aspect of it. >> reporter: if there's not a public option, the alternative is a co-op plan, privately owned nonprofits, offering a co- op plan to the insurance companys is a more palatable plan. >> i don't know if it will do what we want, but we'll look at it.

one died later at the hospital. also, new, a man found dead in upper marlboro. he was found on oak grove road. and that victim is a latino man and his identity is unknown. anyone with information is asked t give the police a call. seven were shot and all were teens. investigators are trying to find out who fired the shots. community leaders are worried things could get worse. >> reporter: the violence between the neighborhood groups shattered the weekend peace. saturday evening, witnesses ran leaving bloody footprints holding their legs, stomachs and ankles. seven were shot and two as young at 14 and the rest 18. >> i'm worried the murder rates are going up. >> reporter: budget short falls are keeping the police officers

out of the neighborhoods. >> we've come a long wa for them not to be there, that's a recipe for disaster. it went out of the schools because of the climates on the streets. i predict something will happen. >> reporter: witnesses blame feuding neighborhood groups for the violence and many believe it's not over. >> when the guys pull up, they reach out the window and point the gun at me. >> reporter: he was reaching out to the groups to prevent retaliation. the effort nearly cost him his life and luckily, he said their gun jammed. >> i didn't know what they was doing and i stood there and i dove on the ground. >> reporter: groups say there are 44 throughout the city that fight, shoot and kill. truces have been met in 17 and 27 are still fighting. it won't take much for it to

>> the police are searching for suspects of shootings in the district. 15 shots were fired saturday evening in the 4100 block of minnesota avenue south east. two of the seven shot are 14 and the others are 18 years old. we're tracking ouble in the tropic. we're watching two storms. claudette hit florida's panhandle, and the winds not so much of a problem. one storm we're watching closely is hurricane bill. it has sustained winds of 75 miles per hour. it could be a hurricane by

it's not expected? >> we didn't have 50 votes in the senate for the public option. they had to tax in the center and the big challenge is to keep enough liberal democrats on board. >> and when we look at this option, it was highly publicized and pushed out there by the white house. they say, let's lean towards the co-ops. how could this differ from the original plan pushed. >> well, stick to the president's principals to keep it from competing with the private plans. it goes towards the smaller government approach and conservative democrats and almost all of the republicans favor it. they've heard a lot of heat about this at the town hall meetings. >> so, for you and i and everyone else out there that

needs the health insurance, does it change who may get it or how much we'll pay. i with, a lot -- a will the of the details need to be structured and some are calling them being like blue cross models. there will be an expansion of coverage and you'll see x million americans getting more and whether or not they'll have to pay more out of the pocket, we'll see. >> and for those denied coverage. people denied coverage because of medical conditions. is that still in there in some manner. >> my suspicion is there will be more regulations in the medical under lying. also, you know, capping and charging out of pocket. that's going to be part of the final agreement and i think

that the insurers are willing to give them that in exchange for anything but the public plan. >> the town hall meetings that we've heard about. the president even said, the loudest are being heard, but that may not be the one that is need the attention. are the meetings going to make a difference or are the politicians looking at, he's are just loud voices here. >> well, you're seeing a difference. the senator is dropping the enof life consultations and that's distorted. it's thrown off a lot of heat and they don't want a side show. i think there's sentiment in the town hall meetings and the loudest voices are heard and there's outside voices organizing these things. to find out how much is real. >> and there were democrats and
