are beginning to build off the northbound 95. so accident in place northbound 395 north of edsel toward landmark. i have two right lanes squeezing by and now slow past the franchionea parkway toward the scene. and sluggish between merryfield. and the barricade situation resolved according to police. that's a check of your fox 5 on- time traffic. now to breaking news in montgomery county where k-9 units helping police search for an arsonist. somebody set a whole bunch of hay bails on fire. it broke out at a school and then headed to another location with more hay bails on fire.

we'll update you when we t ah ve moreatnf rmoion. and a 13-yeaol d rmrlgishot overnight. >> this helped on frederick douglas place in southeast and sarah simmons joins us live. >> reporter: good morning. police tell us several shots were fired this morning. about 12:30 this morning gunfire erupted here in southeast. a 13-year-old was shot in the back through a window at this home right here behind me. and just looking around, we have been able to see there are several bullet holes around the house as well. the 13-year-old girl was been treated and released. it's unclear who the target was. police though were here earlier this morning with k-9s searching for a suspect which we understand they have not found at this point. we do just talk with a neighbor who says they heard gunfire around here yesterday and several days before that. besides gunfire, she says cars

have been vandalized earlier in the week and it's an area that has been revitalized in the last several years but she says she still doesn't feel safe. >> i said two days ago, someone is going to die before someone takes notice and now a 13-year- old is shot. >> reporter: she said she had heard shot fire that's went through her window as well so she is will the not immune. she told us this is an area in a stretch of roadway where there seems to be issues that they have had, mentioning there is a playground back here and the children don't play back there. that's where adults actually hang out. so at this point she says they are looking for more security from the police and hoping somebody can do something to

help them make them feel more onsa . >> rl . is >> sarah simmons live in southeast, thank you for that. now to a developing story overseas. a targeted palace in kabul before the election. no one was hurt. one of the several candidates was in the palace. a suicide car bomb exploded outside of kabul today, killing three people. and newspapers are praising jim webb's trip to free money american there. the commentary appeared in all three state run newspapers for the area. the meeting includes rare meetings of top military leaders. the russian navy has arrested eight men who hijacked

a russian cargo ship. the ship andit's 15 russian crew members were found safe off the west coast of africa on monday. that's where the ship was supposed to dock three weeks ago. the suspected hijackers were detained without incident. the obama administration has another health care headache this morning after hearing that a government run health care option was not essential to reform. liberal democrats that backed the administration, the white house inow doing backtracking. kelly wright has the story this morning from capitol hill. >> reporter: well there is more on the health care debate. liberal democrats are putting pressure on the president to not abandon the public option of health care reform. they are now saying you can't do health care reform without a public option. while president obama is leaving the door open for the

public optons to possibly be dropped. the co-chairs of the congressional black caucus are taking action. stating in a letter to kathleen sebelius, that a robust public option is essential. representative barbara lee stating that recent comments about the obama administration officials are deeply troubling. any deal without a public health care insurance plan like medicare is not health care reform. at monday night town hall meetings in colorado and california, democratic professionals discussed the option. >> we don't have some special wonderful plan that is better than others. it is a good plan. if the public option is a choice for me, i would consider. >> i'm not willing to write off the public option because there are some people that are discouraged about it. >> reporter: but bl dog democrats and republicans believe a co-op plan is the best option for moving forward. so could a fight be brewing for

when members return in september? indeed it is a possibility. one offers one suggestion from florida, saying it would be an excellent idea to start all over. he cannot support the bill at its current rsion. saying congress can make the bill better. anthony wiener of new york says the president could lose 100 votes in the house if the public option is not included. in washington, kelly wright, fox news. now to the local commute, where a project to ease congestion is being pushed back. d.was working on a third lane to the h.o.v. lane from dumfries to the entagon, but there are worries

former south korea president and nobel peace prize winner keith jong-il has died. he was best known for his efforts to reconcile with communityist north korea. he was 85 years old. michael jackson died nearly two months old and now he'll finally be laid to rest. his father says he will be buried at forest lawn cemetery near los angeles on august 29th. that would have been his 51st birthday. >> and we just got back from vacation and it was a michael jackson fest all the way. the girls would listen to nothing else. he is alive and well.

through silver spring toward georgia avenue, and then the pacive prompts. southbound 95, 295 good out of laurel. but inbound 50 traffic slows out of 202 out of cheverly into northeast. a crash at edsel road, and fire and rescue items on the scene. big delays off of northbound 95 for those traveling out of newington north of 7100 and continuing up toward the accident scene. north of edsel road the pace improves toward the 14th street bridge. that's a check of your fox 5 on- time traffic. making headlines. high fashion heist in montgomery county. the suspect caught on camera accused of stealing a designer dress from saks fifth avenue. >> police had video of the suspect, but they didn't know whether it was a man or woman they were looking for. gurvir is here with the story. >> reporter: this is a bizarre story.

it is that surveillance video that tracked down the shoplifter. the suspect, jonathan bradley was sswoman. on ik. ledea lwoman. on july 30th store security he took a chanel dress valued at about $2,000 and put it in his bag. a security offer stopped bradley on the way out. >> when the subject was exiting, he was approached by a loss prevention officer and shortly after that there wasn't a trugle, it was just conversation and the person -- the loss prevention officer was distracted by another person who was exiting and at that moment he was pepper sprayed in close range face, nose area. took off took o ladffey running toward e train station. police caught the suspect and he is now charged with theft, destruction of property and assault. a mug shot shows of bradley

the government now anticipating a delay in millions of doses of the swine flu vaccine when it becomes available in october. we're talking 45 million doses instead of the 120 million first predicted. but 20 million more will be shipped every week after that until the government gets the full order, 195 million doses in all. those considered to be in the highest risk group are expected to receive a swine flu vaccine first along with school-aged kids and that group includes

pregnant women, elder adults and those with asthma and the delay is being blamed on manufacturing issues. >>and virginia is trying to calm swine flu fears with a new hotline. governor tim kaine says the health department is expanding the call center to handle questions about the virus during state business hours. people who have questions can call the toll free number. it is on your screen. it is 877-275-8343 or send an email to the health department website. investigators will be watching what happens with inflation and home reports that will be due out today. jitters about retail sales led to a drop yesterday with the dow down 186 points. it begins trading at 9135 this morning and dow futures are up

about 65 points right now. nasdaq shed 65 yesterday. nikkei was up yesterday. and less people are riding the metro. the ridership dropped by 2.3% in the month of july. bus rider shop droved by 4%. ridership was expected to grow by 3% this year. metro is not sure whether the deadly accident or troubled economy is to blame. one woman sick with her car might think about her commute after getting stuck. yes, this is a real picture. the driver got stuck near the top of a draw bridge in wisconsin as it opened you need to see this. you see the car at the top of the screen. the bridge operator noticed that car and after a brief conversation, the driver went on her way. >> it is now 7:25. coming up next, we'll check today's top stories. plus there is less than three months to go until the election day in virginia. and new polls show the race for

maximum sustained winds blowing at 100 miles per hour. it's a big hurricane. about 200 miles across and still well out to sea. but we are following the projected path of bill. let's show that to you as we go to the graphic. here is where people or the folks at the national hurricane center think bill will go. this is subject to change anywhere within this cone here. up to the west, northwest. and everyone is wondering, will it hit the united states. if it does, at this point on this track, we think that would be anywhere from the delaware, new jersey area up to new england. but again, we don't know. it could take a turn further out to sea. we have to wait and see how this develops. but we'll see heavy surf with the system starting later this week along the atlantic -- the atlantic coast and the beach area. let's take a look at the current conditions around the region. 74egrees right now in

after that with more hay bails on fire this morning. we'll stay on top of the story. now to the race for governor between mcdonnell and creigh deeds. polls show mcdonnell ahead with 3 months to go before the election. for the latest numbers, we're joined by scott rasmussen, who always has what is on the voters mind. scott, good morning. >> good morning, allison. >> and if elected today or if you had to go to the polls today, who would you vote for and this is volk using -- focusing on virginia voters and the numbers show a clear leader in this. >> that's right. mcdonnell has a 9 point lead. 47-38. and we pushed people for leaners and it doesn't change all that much. and this has been a growingly -- growing right after deeds won the primary. he was ahead by a little bit in

the race. a month ago was mcdonnell by three and now he's up by 9 points. that's a great trend for the republicans. but still three months to go and the campaign really begins in earnest after labor day. >> and you got into specifics about the issues and why people are leaning the way they are. and you asked about taxes and said which candidate do you trust more on taxes. this is a really big margin here of who voters trust on taxes. >> that's right. now republicans typically have a modest edge on taxes. clearly mcdonnell has a big edge here on the issue is it's becoming more and more important. last fall barack obama barraged the state with promises to cut taxes. right now only 6% believe they'll get tax cuts under the obama years so it becomes more of a state issue. >> making it broader now, you ask the question which candidate do you trust more on government spending.

again, you have to just stop and say wow when you look at these numbers. mcdonnell, 46% of people polled said that they trust monnell more. 24% with deeds. >> that's right. and again, tax and spending issues are becoming very significant in this year. when you look ant those two numbers, you say how on earth could the race be only a 9 point advantage. and that's because there are other issues out there. >> and one of the other issues is abortion and op people weigh in on who they lean more toward on that subject. >> yes, and the abortion numbers are closer. and this is not as big of an issue as taxes and spending and doesn't have the same type of impact as something like say transportation. >> and with the transportation question, in a related poll, you asked how to pay for transportation and you asked the question, do you favor or oppose privatizing state-run

liquor stores and 42% were in favor of this. >> yeah. theyenerally like the idea. i think what that really says is anything that can help lve the transportation oblem without raising taxes is a good solution. >> and the last one you have to question president obama as role in some of the numbers and you ask about how you vote for governor, how important is it as far as the performance for probama and here the numbers are closer. 28% saying very important, 23% saying not important at all. >> that's right. and the reality is right now obama, his numbers are slipping statewide. in virginia 48% said they approve -- 38% in virginia say they approve of the way the president is doing his job and that gets back to a divided number and state. where thpresident's numbers go might have a impact but this november it's mcdonnell versus

road. that's a check of your fox 5 on- time traffic. new this morning, flying bullets hit a 13-year-old girl inside of a home. now some neighbors say they are ready to pack it up and move. it happened this morning on frederick douglas place in southeast d.c. and sarah simons is on the scene with our top story. sarah, good morning. >> good morning, allison. it does appear we do have some developing situation behind us. if you take a look, there has been a number of police cars driving through the neighborhood. we just saw this man that was down on the ground and an officer that appears to be taking him into custody. and welso see this man that is running through the neighborhood right now that police are chasing after. we do not know though if this situation is related to the shooting of a 13-year-old girl this morning. but as you mentioned, there are many neighbors who say this is really the last straw at this point. the good news being though that the 13-year-old girl was treated and released. but of course this is obviously

still unr investigation and a very active scene out here as police continue to look for someone. again, the people you just saw, we're not sure if this is related to the shooting from earlier this morning, but police say, just to get you up to date on that shooting from this morning, that several shots were fired at a home on frederick douglas place. a 13-year-old was shot through a wind oar. it's unclear if she was the target. several bullet holes were visible from the outside and police and k-9s have been on the scene searching and we do have police appearing to be looking for somebody right now. we don't know if there are any suspects in custody. we don't know if this is related to it, what is unfolding in front of us right now. but one neighbor thought this was an up and coming neighborhood but now she doesn't feel safe here. >> we've begged for security for over two years. there was security when the houses went up and they were

million doses instead. following that initial delivery, officials expect to deliver an additional 20 million doses a week until the goal of 195 million doses is fully realized. on the state level, health officials are saying all of the chips will be in place once the vaccine is available. >> think we're doing a great job at getting ready. by the time we need to be ready, we will be ready. >> reporter: those considered to be in the highest risk group are expected to receive a swine flu vaccine first, along with school-aged children and that includes pregnant women and health care workers. those with asthma are also at the top of the list. doctors are finding that adults over the age of 60 could be partially immune from the virus. scientists believe there could be exposure to the virus in 50s when swine was prevalent. but they increase that seniors

varah simmonist er a very active e venscin southeast wher someone shot a 13-year-old in the back inside of a home. >> it happened on frederick douglas place southeast. sarah, last time we talked to you, there was quite a bit of activity going on. have you sorted that out? >> reporter: i think so, steven. you saw the scene unfold behind us, there was an active scene. there are still some police officers here. there were a couple of money running through the neighborhood, away from police. and while we were here, one of them was detained and another one continued to run from police. now i talked with an officer a moment ago to figure out what this was in regards to. he mentioned they were patrolling the area because there have been a nuer of burglaries and problems with vandalism in the neighborhood and they were watching and questioning people standing around in the neighborhood that they said they know from previous patrols that they don't live here. when they went to question them, they started running from

police. so that's what nece -- that's what it's about. we don't know if it's related to the shooting at about 12:30 this morning. there was a 13-year-old girl, but we found out there was a 14- year-old girl who lives in this home that was shot in the back this morning. there was gunfire that erupted and bullets went through a window here,hitting the girl in the back. she's since been treat and released. i just spoke with her mother and her daughter who is here right now recovering moments ago. they are quite shaken. they say this is not the first time that their houses about had been hit by bullets. this is the second time. her daughter very upset. the mother very upset, saying she does not feel safe here. she will be talking with the apartment community -- or the rental community office to see what can be done because she doesn't feel safe and this is beginning to become an even bigger problem. especially now that we have a

he was just chowing down some -- some carrots. we're going to do this with the help of our chefs. travis, we're starting with the carrots. and last hour we did baby food for instands and now we're moving on up to toddlers. >> yeah. we're up to about 9 months or a year. certain things you want to introduce until the kids are olderment and we took some diced carrots andadded some orange juice for citrus and sweetness and some brown sugar and dried ginger. and we cook this down so he can chew it and gum it down a little bit. and once we do that -- the first time i would make this, i would probably do it without the ginger because you want to introduce an ingredient as a time to find out what your
