and scattered afternoon showers and thunderstorms. about a 40-50% chance ofthat activity. high in the upper 80s to 90 degrees. that's a look at the weather. now let's get an update on this morning's rush hour traffic from julie wright. that's my song and here we go. inbound new york avenue slowing to bladensberg road and toward the third street tunnel. into accidents on the 11th street bridge, just volume delays. an accident at watkins, follow police directionto get through. south along 270, a crash south of montrose but before tuckerman lane and toward the split. that's where we have the accident activity and that's jamming up your commute out of rockdale toward the lane divide. eastbound 66, a lot of slow traffic for those inbound from vienna toward the beltway. the lanes are open and the

inner loop will slow between annandale and merrifield. that's a check of your fox 5 on- time traffic. despite threats of attacks by the taliban, voters are headed to the polls in afghanistan. >> results won't be final for days but if the vote count is too low it could threaten the legitimacy for the election and that could mean a big problem for the president's plan. >> we can't get a good picture on the violence going on in afghanistan because the foreign ministry asked the media not to broadcast any violence, worried that will scare away voters. police manning police stations and 60,000 american forces in afghanistan, death threats by the taliban kept many from voting today. bombs and rocket attacks each -- even closed some polls

today. >> and hamid karzai is seeking a re-election. he may not pass the 50% threshold to avoid a runoff vote against abdullah, abdullah. >> i ask many to come out and vote so that afghanistan can be a more secure, more peaceful and a better country. >> some voters are angry over the increase in attacks over the past three years. this voter says she wents the president to stop the innocent killing of people. >> you have problems of insecurity in afghanistan and very difficult access to the country. you have very weak institutions so this is a very challenging election. >> another problem, one candidate called for a halt in the election because he was able to wash off the ink that voters dipped their ink into so they can't vote twice. he said this isn't an election,

it is a comedy. and a problem for our president a. cording to new washington post abc poll, a majority of americans don't see the war in afghanistan worth fighting. >> gurvir, thank you. we could learn in the hour whether there could be a decision made in the locker be bomber. the 57 former libbyan officer took part of the pan am bocking back in 1988. all on board and 11 people on the ground were killed and a news conference is expected this morning. president kennedy has sent a letter to those in massachusetts asking that the filling of his seat be changed. he says he has no change in his

condition since he was diagnosed with a malignant brain tumor last year. kennedy wants leaders to speed up the current regulations whiccall for a special election within five months of a vacancy. new this hour, montgomery county police are searching for a girl who has been missing for four weeks. 12-year-old genesis terseo was seen at her home in silver spring. she's a latina female, 5'7" and long brown hair. her guardian has been out of the country and that's why it took so long to report her missing. now to fairfax county where a medical assistant is accused of crossing the line in the exam room. police say that he inappropriately touched women at a doctor's office in chantilly. now they want to know if there arother victims out there and matt acland joins us live with the latest.

>> reporter: that is the big question, are there other victims out the? right now we know of two women who have come forward talking to police. police have filed those charges. the women basically saying they came to this clinic and they were inappropriately touched by a man who worked here. police are telling us that man is jorge sanchez. he was arrested on two countses of sexual batry. police believe it all went down inside the chantilly specialist office. the owners have been open with the media as they discuss the alleged crimes. they say in a 24-hour period three female paents complainted about -- complained about sanchez. when they first got the complaint sanchez was not allowed to have any contact with women in the office. the two victims are 27 and 28 years old. the crimes happened between july 20th and august 6th. >> it is very disturbing because i didn't know it was

going on. i mean, i haven't experienced anything but niceness from this man. >> she was devastated. this is a devastating, in vasive blow and it's not only were you sexually assaulted, but good god, in a doctor's office. >> reporter: we are learning that sanchez was arrested in hagerstown. he turned himself in and was taken to the fairfax county jail. authorities this morning are asking anyone who may have come to this office in chanlly and may have had contact with sanchez, they would like to talk to them to see if there was any other inappropriate behavior that took place inside the clinic. back to you. >> matt, thank you. there is no evidence that counselors worried the virginia tech shooter would become a violent person. recently discovered records show that seung hui cho denied homicidal thoughts to a school counselor about a year and a

half before the massacre on campus. one report from 2005 shows he had been hospitalized -- for suicidal thoughts but he denied it, saying it was just a joke. president obama continues to lobby for his health care overhaul. this afternoon the president will speak with conservative radio talk show host michael ferncautious. then the president will address liberal activists at organizing for mesh, based at the democratic national committee. and we should get an update tomorrow on the cash for clunkers program. so far auto dealers are used up to nearly $2 billion and are on pace to exhaust the funds by early september. the obama administration is expected to announce tomorrow whether it will put the brakes on the program then. some dealers are worried they won't be repaid by the government but transportation

a major loss in the news world. a pioneer in the business don hewitt passed away. he was the creator of 60 minutes and produced the first ever televised presidential debate back in 1960. he invented queue cards for broadcasters. 7:15. we want to look at our forecast so we're turn to tony perkins. >> i'll tell you about our weather here and across the country. north warm one today across the region with the highs in the upper 80s to around 90 degrees.

no accidents down south at the wilson bridge. branch road, authorities on the scene of a crash there. that's a check of your fox 5 on- time traffic. more now on the presidential election in afghanistan. polls there will be open for about ten more minutes. the results of this election could reach far beyond afghanistan's boards, all the way to decisions made here in washington. for more insight, we are joined by ronald newman, former ambassador to afghanistan. thank you for joining us. we have heard reports of some scattered violence across the country. will this impact the results at the poll? >> say that last part again. the results of the poll you said? i think some positives, some negatives. most positive things i this are the degree to which the election was contested and i believe the afghans are beginning to have a say in their government and the involvement of winning and government. negatives is more violence than

when i was there in the elections in '05 and clearly a heavier taliban effort to thwart the voting. not clear yet how people have responded to that and some serious worries about fraud. we'll have to see how that plays out. >> and i think that's the big question with the f violence. do you think that will be impacted and folks will not come out or based on your experience from being in that country, will folks still want to come out and cast their ballot? >> i think there is no question people want to come out. i just don't think we'll know probably what the reports of the last couple of hours and the next hour or two will be, but i suspect a lot of polling stations will remain open will be crucial because generally what you see, and i saw it in iraq and al jeeria as well, is people take a while to see how things are going and then come out in larger numbers. and women tend to come out much more in the later afternoon after they've done what they consider household duties and

taking care of lunch f the family. so you often see much heavier women's vote in the later hours. >> president hamid karzai is the favorite in this election. any chance of an upset though >> afghanistan is a country that specializes in surprises. so i wouldn't guarantee anything until it'over. i think the biggest two questions will be turnout, and the legitimacy of the election, which ultimately is something afghans themselves will decide. >> regardless of who wins, talk about what we can expect for future of u.s.-afghan relations. >> well i think the future of relations is good. the issue we have to worry about is a war right now. we have underresourced the war in troops and money and personnel and unlike a college test, you don't get to take the same test over, it gets harder. so i think we have some rough

day as head of us. i think we are on the right direction now. but we're late getting there. >> we have put some attention recently into the troop surge as of recent times. and focus on that quite a bit. in your opinion is that working, are more troops needed there? is it a different tactic that is needed there in afghanistan? >> i think we are starting to see some things work. i think you're looking for much too rapid an answer for things that take time. and above all, we're going to have to build much larger afghan security forces. current security forces are less than a third of what we have in iraq. >> and we talk so much about the united states effort in fighting the taliban. what is hamid karzai's efforts in dealing with the taliban? >> i think he's very concerned. he has made some efforts to negotiate, but not to give

anything away. i think karzai's problem, he has very weak hands. and i think this is very symptomatic of working in afghanistan. the trash truck is coming up the street. i think karzai has pleased and displeased many but it is a very rough job he has. he has a very weak hand in terms of controlling either money or force. i don't know too many politicians that are prepared to be terribly daring when they have very weak hands. >> mr. newman, we'll leave it there for now. we appreciate you joining us this morning. ronald newman, afghan ambassador from 2005 to 2007. >> thank you very much, steve. 7:21 right now. 75 degrees. a local member of congress wants to create a gun-free zone around the president. plus so much for the all you can fly deal you might have heard about. if you didn't cash in, you

as the health care debate heats up, so does the battle over gun aws. in arizona, this man, you might have seen the picture, carrying a gun outside of a rally where president obama was speaking was a dozen people who headed out to protest there and in new hampshire armedch a secrete service spokesperson said they had no proximity to the president but eleanor holmes norton is calling for protection from guns around the

president. the delegates established a bill to establish new procedures on how trial evidence is used. prosecutors must make forensic examiners available r defense cross-examination about lab reports they prepared. virginia law had put the own us on the defendant to subpoena the scientists. the jet blue all you can fly pass as prompted so much response that the airline has sold out. customers paid $599 for all of the flights you can take between september 8th and october 8th. the jet pass includes flights from 57 cities and more than 600 daily flights. there were some conditions but now it's too late. >> good deal though. it is 7:26 right now. coming up next, we are checking on today's top story plus weather and -- and we continue to get d.c. region ready for back to school.

7:30 eastern time. you can see hamid karzai dipping his finger into the ink and casting his vote. he said he was able towash off the ink. and violent attacks let to closing of more than a dozen polling sites, but karzai is still favored to win. senator ted kennedy is looking on to the future of congress without his presence. he sent a letter to massachusetts leaders asking to make a law to make filling his seat a speedier process. a letter was sent tuesday, but his aids insist there has been no change in his condition since he was diagnosed with brain cancer back in may of 2008. while democrats hold a potentially filibuster proof margin in congress, the outcome of the health care reform bill could hinge on one single vote. you could be waking up a

believe now at the national hurricane center is it's going to continue to go to the northwest. we don't expect it to make landfall in the us. if it does, it will be in the extreme northern portions of new england, maybe canada or nova scotia, someplace like that. but we will get the large swells along the east coast, from north carolina to points north. current temperatures around the region. 75 degrees here in washington. 73 at dulles airport. hagerstown is at 74 degrees. in ocean city, apparently it's 82 degrees at this hour. here is a look at the satellite radar for our region. and once again we see clouds with us this morning. there was some precipitation yesterday. some scattered showers and thunderstorms as expectedch we don't have any of that this morning but we could see that later today. forecast for washington for today looks like this: a high of about 90 degrees. more clouds and sun today and again a chance of scattered

incidents out of newington and springfield on to 395. 395 traffic slows from the beltway up toward landmark and again at the 14th street bridge. that's a check of your fox 5 on- time traffic. just over a week of summer left, and students in montgomery county schools, classes will resume on august 31st. dr. jerry weiss joins us this morning with what parents and students need to know before going back. first of all, go out tthe second annual fair before you go back to school, right? >> absolutely. we have a big fair for all of the parents and citizens to come in. we have a lot of inner agency cooperation in montgomery county. so we have hhs, all kinds, police and fire, coming to this fair. and we're going to tack a look at everything we have available for students. >> and also just some good information as you said for parents as well, and that will be on august 29th, right on the campus of the school system. >> we want parents to push

this. because that will heltheir children. push the children's expectations, push our expectations. we want every child college ready when they graduate. when they walk across the stage, i want them to have more than a party on surday when they get ready on monday to go out into the world after that big party on saturday, i want them prepared. >> and we're looking at something that the school system has sent out. i personally got two for my kids in the system. seven keys to college readiyness and we're talking about 5-12. you say it starts in birth garten. and getting your child into a good preschool and we're opening preschools lots and training preschool, getting them ready, reading by th end of kindergarten and on track. now this is a pathway, something i didn't dream up or our people didn't dream up. we looked at our 91,000 gradates thahave been there since i have been there, the last ten years, this is the pathway they seem to take. if they graduated from college, when they got out with a

bachelor's degree within a certain period of time. >> and i'll just say, kudos on the physical -- the information that you sent out. it's nice. you can keep it. it's a sturdy material. you're supposed to look at it as a reference material so kudos to you on that. and the operating budget, we've been talking about the down economy and what the stimulus money can do. and in montgomery county because perhaps you thought ahead you have a bit of money to work with, let's say. >> we think 3-5 years ahead. we have a very supportive community. we know we need to keep a great teacher in every classroom and we want to keep our programs going because they work. we've proven that by the college graduation rate. we're number one now in the country of the large schools on high school gradtion rates. get them out of high school and college and get them prepared. so i'm sure we'll try to work through the best we can with the budget situation. and it's going to be difficult this year. >> as it has been for most --

for most systems. how has class sizes -- have class sizes been affected? >> no. buzz our wonderful employees gave up $90 million of their raises and helped us reorganize. they helped us build the budget, so they're constructive partners in making the school system work. that doesn't happen everywhere in america and i'm proud of our people. >> the federal stimulus money, were you able to benefit with it. >> we put it in with our poverty children and we wanted to keep our pupil-teacher ratio the same across the district and we wanted to help them with better lunches and materials and teachers and then we did something with the special needs students, to help them get better academic achievement because we want our special ed students to graduate and go on to college. so more hours-based staffing and we did that in the middle school with 15 more middle schools who have a better staff ratio for those students.

>> let's talk about the other buzzword coming up this time of year is vaccinations. and also now swine flu in the mix of that. how are you approaching making sure kids are ready inoculation wise and with swine flu. >> carefully and with constant communication. we have worked with our health department. they think they can get 370 nurses and assistants in there working on the vaccinations. we're going to put out a schedule. we'll do it in a routine basis across the system. be sure that you get your child vaccinated for the regular flu. then we'll try to figure out what the regulations are when the new vacine comes out and we'll do our best to not interrupt school, help your child and kee informed. >> we have to end it there. thank you for coming in. >> i always have time for you. >> thank you for joining us. tomorrow on fox 5 morning news, we'll get the latest on prince george's county when we

we to you about this one earlier, the woman in africa that was pregnant with 12 babies, but it turns out that's a lie. the 30-year-old woman claiming to be expecting six boys and six girls is not pregnant and claims the woman is suffering from mental problems. medical records could not be found experts say a 12 baby pregnancy is nearly impossible. and out of track and field, this is caster seminnia. she won the 800-meter race,

know when a decision is announced. also new this morning, montgomery county police searching for a young girl who has been missing for nearly a month. she is 12-year-old genesis terseyo. she was last seen at her silver spring home back on july 25th. her guardian has been out of the country, which is why there was a delay in reporting her missing. no word on who she was staying with during the time the guardian was out of the country. police are calling this case critical. >> a medical assistant in fairfax county is accused of crossing the line in the exam room. police say 49-year-old jorge sanchez inappropriately touched women at a doctors office in chantilly. and now they want to know if there is more victims out there. matt acland joins us from fairfax county with more. matt. >> that is a big concern this morning, police want to know if there are any other possible victims out there. right now there are two women that have come forward, a 27

and 28-year-old. both saying that they were inappropriately touched here at this clinic behind me in chantilly. as you said, jorge sanchez was arrested for two counts of sexual battery. police it went down inside the chantilly specialists office. the owners of e clibbic have been -- clinic have been open with the metedia discussing the crimes. they say in a 24 hour period they got a complaint about sanchez and as soon as they got the first complaint they no longer allowed her to work with a victim. the victims with 27 and 28 years old and the crimes happened between july 20th and august 6th. it through me for a loop. she was numb. i think she didn't know what to do. he had walked out to see another patient, and to get a supply and she begged him, please don't leave me alone and quickly said, i was molested.
