we'll start with bill. let's look at that radar image we were showing you. bill is a category three hurricane, maximum sustained winds, 120 miles per hour. will e ththe east coast of the united stat? yes. will it make landfal no. that does not look likely. at our ll we see beaches? this weekend we could see rong waves and possibly 8-10 feet and some dangerous riptides. that is a possibility depending on how close the storm gets. the 20-foot wave hike that has been mentioned would be for northern areas like in antucket, where they' thinking could see 20-foot wave action. here is bill as it appears now. the place it will first get an e pa bermuda. rmuda. ct south of is south of hd muda. erthr adahd radar closert o he. hm and ere we have a mixed bag of

still a clear shot from woodbridge toward the beltway. 395 traffic slows briefly at duke street to seminary road. that's a check of your fox 5 on- time traffic. our big story this morning, the cash for clunker campaign is reaching the end of the road, despite some potholes along the way, the program is calling a success. still want to get in on the deal? the government says you have until monday night at 8:00 to get it done. we have a look at the details with gurvir. >> reporter: a senior obama administration official calls the cash for clunkers program one of the most successful economic stimulus programs ever it's burned through $3 billion in a matter of weeks and while the white house and new car owners are happy, many dealers are not. >> reporter: mike is getting a big break on his new car purchase, unloading this 92

isuzu rodeo. >> $4,500 for what i traded in and i couldn't get that for it. >> reporter: and the folks at this auto mall have made 7500 deals so far. >> i think it's helped. >> reporter: the government says there has been more than 457,000 transactions worth $1.9 billion in rebates but getting gas guzzlers off the road has not been without its hiccups. >> they've had to do this very quickly. and they subcontracted to the citibank in oracle and they're rushing around hiring people and trying to get them trained but any startup has problems and this is a startup under a blizzard of paper. >> reporter: forcing many dealers to hold on to their nearly acquid clunkers until they get their money. >> we've been paid 10% but its speeding up. >> reporter: but still the government is failing to reimburse dealers whose

paperworks have flaws. daniel white bought this toyota corolla late last month, trading in her family car. >> they called me two weeks later and said we need the car back and we need the money. >> reporter: and there was a brief lapse in daniel's coverage when her mother changed insurance coverage. >> but i think for four days, that's not fair. >> reporter: administration officials says it's its dealer's responsility to get it right before the customer leaves the lot. as far as reimbursements go, dealers will get their money, but they have to be patient says the president. the backlog shows the program is working, he says. a terrorist released on compassion at grounds. and he returns to a heroes

guantanamo detainees and the justice departments investigating if they violated secrets by being shown photos of c.i.a. officials. tom rie claims top aids to former president george w. bush pressured him to raise the terror alert to sway the election. the bushes former homeland security advisor says this never played a role in the election. and fire does significant damage to a townhouse in silver spring overnight. and it sends three firefighters to the hospital. here you see some of the video fromust a short time ago.

investigators say the blaze was first reported on the deck of the townhome and spread to the home itself on featherwood street. it happened before 5:00 this morning, a little morthan two hours ago. the people inside were ble to get out. three fefighters are being treated for minor burns. kids in the district getting ready to head back to classes on monday. but a controversial vaccine has parents headed into last-minute clinics with questions. with more on what parents need to know, sherry ly joins us from northwest where a clinic will open shortly. good morning. >> reporter: good morning. the clinic here will open up at 9:00 this morning and students can get their shots. one being required is the hpv vacce gardasil. this is one of the first mandates for the vaccine but parents can opt out and many

parents are saying no thanks. several health officials began vaccinating yesterday. gart is ill has serious side affects. this week the cdc said the vaccine is related to 32 unrelated deaths, dizziness and blood clots. it considers the vaccine safe, this year all girls in the the 6th grade above are be vaccinated but parents can opt out with no explanation. >> there are some women that would really prefer to have vac -- vaccine. that should be their choice. it shouldn't be mandated that girls should have the vaccine. >> if there is any concern about the vaccine, we can address that with them. >> reporter: today students who need to get their vaccinations can head to the department of health administration clinic on georgia avenue and tomorrow from 8:00 until 4:00 there are

and joining us now, superintendent dr. william hite with the readiness of this school district and any challenges that might still lie ahead. good morning. >> good morning. >> nice to see you today. >> good to be here. >> i know you are swamped and getting ready for the beginning of school. how is it going? >> it is going well. this is an exciting time for us to welcome 130,000 students back to school. and so we're very excited. we have spent a lot of time this summer preparing schools and preparing staff members for the turn of our -- return of our students. >> it doesn't stop for you guys. >> no, it didn't. >> let's get this out of the way, first. any budget problems to talk about. the superintendent of montgomery county was here yesterday and this seems to be the big thorn in the side. everybody dealing with the down economy. how is the school system faring going into the next year. >> we have made some tough decisions since the last time we talked about or visited that budget and there have been some revenue shortfalls in the state

that resulted in some revenue shortages for us in prince george's county. and that means that we have a reduction in staff of about 700 positions that we did not have last year. however, we were cognizant to try to keep those reductions away from classrooms and schools. >> and we do find a way to least affect the students. let's talk about some good news, including w options for parents. six schools becoming k-8. how does that help with boundaries? >> the board of education last year asked for a comprehensive review and the boundary review was to reduce enrollment, reduce orcrowding and address issues where there was undercrowding and to expand programs with voice. and the six clues that you -- the six schools that you talked about -- as a matter of fact

there is eight schools and they are expanding in prince george's county. we're going to open a new performing arts school in the southern part of the cnty and we also have three other k-8 schools that will be opening in prince george's county this fall. >> and lso too, an expansion of the advanced placement classes, getting those kids ready to move on to the next step. they will eventually leave you and go on tocollege and elsewhere, so you're preparing them at this level. >> for the last few years we've increased the number of students in the advancement places and those are available at every high school and the participation of our students has increased, and not only this, but the number of students grown by three, four or five which translates to a passed score on the advanced placement exam has increased. >> and we have a lot of folks

in our station that have students in prince george's county and we heard about a robotic call to encourage kids to come on out and meet them at the bus and say how did your day go. it seems this is a proactive way of getting parents involved. >> one of our core beliefs is that parents are a critical partner in the education of their student. and so in that regard, we would like parents to join their kids on the first day of schl. they can bring the students back to school. and if parents are unable to bring them to school on the first day, then we would suggest that they meet them when they get off the bus that afternoon. but we want parents to be a crical part of the child's education and we want to establish this practice on the first day with hope it's will be continued throughout the year. >> i want to get to one person that wrote in an e-mail, but the vaccinations and all of that, any word for the parents

of the school year, including the h1n1 vaccine, but theinock you'llations need to be up to date and is that before the first day of scho -- or some leeway. >> we do have some leeway and we're working with the county health department and we're making sure we do have multiple places to go to be immunized. and with respect to the flu, we have been working with the health department to provide for our elementary schools, an opportunity during the school day to have a flu shot. and we would just need parent permission to have a child have the chart. and then once the vaccine is released, we plan to also offer that in our schools as well. >> we're out of time, but let me ashire the view -- assure the viewers, there was a

using this book to counsel end of life decisions to counsel veterans young and old. and we'll talk about it on sunday with the person who did uncover it. i think you'll be shocked when you find out some of the things that health care practitioners of the veterans administration are saying to our veterans. it seems to be leading them if they head in the direction of trouble, some are calling the plug and some are called the death plug. and this is being used for end of life counseling, an exclusive story this week. >> and the big picture here, though, chris when it comes to health care rear -- reform, one of the things was the public option and then we heard maybe we'll scale that back. we have a couple of heavy hitters to discuss that on both sides of the aisle. >> we're going to talk to arlen spector and paul ryan, one of the leading rising stars in the

republican party from wisconsin. the real fight isn't between republicans and democrats, it's among democrats in their own party. because on the one hand you have the more moderates saying, forget this talk about end of life counseling, forget the talk about the public option, let's just pass a striped down health care reform bill, but you have liberals is a -- that say we need a government-run health insurance program to go up against the private insurance programs and this may be our only shot. we had this situation yesterday where you had nancy pelosi, the democratic speaker of the house saying we can't pass a health care reform bill in the house without the public option and then some moderate democrat sen tars saying we can't pass health care reform in the senate with the public option. so try to figure that out. >> i'll leave that up to you and the debate on sunday morning. and i wanted to get your

opinion. the broadcasting world lost a legend this weekend, don hewitt, known for creating 60 minutes and known to your farther. and could you get your inion of what hemeanto your father. >> he was a giant. how many of us on sundays, i have to in my family, i had a gun at my head, but how many families turn on the tv at 7:00 at night and have watched 60 minutes. he invented the program. he gave my father his job. but so many of the things, the teleprompter, the term anchorman, the supers, the little words at the bottom of the screen, so many things he invented. and i'll tell you one quick story. at one point 60 minutes was like a lot of other news shows, it was a good show but not popular but in the early '70s when they put it on at sunday night and it became a top 10

show and it was a top show. and it was fighting to be the top show and this is a while ago, so hewitt and my farther were on a flight, going out to l.a. to win the people's choice award and they were on the plane coming home and my father leaned down to get something underneath his seat and he blacked out and fell to the ground and hewitt said now we'll never catch cheers. evening amongst the general public and most producers aren't generally known to the public, but the public has known the show since the 1970s. so a big loss i industry. let's turn our attention to hurricane bill. bermuda will be the first place that feels an impact from the storm. it's not making a beeline for bermuda but they'll get tropical storm force winds moving in, probably during the next 24 hours and strong wave action as well. for the united states, it does not look like it will impact the east coast or will not make landfall along the east coast of the united states, but it will impact the east coast with strong high waves and for our beaches by this weekend, 8-10- foot waves and the like and dangerous riptides and rip currents as well. so we'll keep our eyes open for

that. and closer to home, current temperatures 79 degrees. 77 at dulles. 76 in winchester. out to the west, delaware, 79. ocean city, 74 or something like that. i stepped outside a short time ago, not loudy here in northwest washington. some the clouds have pushed off to the north. a lot of sunshine right now. that looks good. precipitation is off to west and remains there later on today. we'll get some of that pushing in here. and because of that, take a look. officially, according to the national weather service, we are at a slight risk for severe weather here. some of the storms could have some strong gusty winds and heavy downpours. a slight risk as the day develops. we'll fine tune that and tell you what it looks like we'll see in the afternoon. but the forecast looks like this, partly cloudy, scattered afternoon showers and thunderstorms, some with heavy rain. 92 degrees for your high downtown. then for your five-day forecast, tomorrow, saturday, some showers and thunderstorms during the day and evening. 87 for the hi.

of the fatal crash involving a pedestrian with a reconstruction team called to the scene. so it is the eastbound side of new braddock between singleton and centreville that remains blocked offment westbound, you should be able to find traffic getting through. and i believe that's the live shot from the crew in sky fox. not too much of a delay, but something you need to work your way around for this investigation because it's ongoing. and elsewhere, no accidents to report if you're traveling the top stretch of the eltway. all lanes are open as you work around from college park past silver spring and around towards bethesda. but the slow go is on the outer loop between 650 and 29 colesville road. inner loop of the beltway, in spite of the sunshine looks good toward greenbelt. no accidents on 66. heavy, slow and steady between 50 and 1, nutley street to the beltway. that's a check of your fox 5 on- time traffic. 7:38 right now on this friday morning. and coming up next, we're learning new details in the international manhun that

inbound south capital street, near the nats stadium, broken down car cleared. that's a check of your fox 5 on- time traffic. the cash for clunkers progr is ending now on monday night. caroline shively has more on the story. >> report: you have less than four days to buy that car and the dealer has only that long to submit the 13 pages of paperwork online. that could mean a real crush at car dealership this is weekend and on the government's website. >> as of thursday, 457,000 clunkers have been traded in for almost $2 billion. auto makers are also feeling the impact. gm plans to rehire more than 1300 workers and hyundai has brought back 3,000 workers in alabama. >> we're thrilled it be a spart of jump starting the economy and the car manufacturers, putting salesmen back to work in showrooms, putting mechanics back to work, helping scrap yards finally get some business >> reporter: but of the dealers that have gotten the paperwork

another girl and they start to beat her. the footage ends with a car going on to the sidewalk and appears to hit someone. d.c. police don't know who shot the video nor do they know who put it online, but they are happy to have it. >> i think this video is just outstanding evidence for us to help us proceed in our case. >> two people have been arrested. detectives said it could lead to more arrests. and crews were called to the 3,000 block of heat cove road in waldorf and found deshaun wade not breathing. he was taken to a hospital where he was pronounced dead. the cause of death has not been dale earnhardt, jr. a dozen football players and a coach had to be taken to the hospital. nobody was seriously hurt. police took a look at the field and wanted to see if paint on the grass or a pesticide was blamed, but that does not appear to be the case.

it appears to be the hot weather. d.c. students getting ready to go back to class on monday, but a vaccine has parents heading into last-minute clineibs -- clinics with questions. one clinic will open in an hour in northwest d.c. and that's where we find sherry ly with more details. sherry. >> reporter: we're talking about the hpv vaccine gardasil which protects against a sexually transmitted disease linked to cervical cancer. this clinic will give it out as one of the required vaccines for d.c. schools. but like all vaccines, parents can opt out and in the case of this vaccine, they don't have to have a reason. for last-minute vaccinations, students can go to a clinic on georgia avenue from 9:00 until 7:00. and tomorrow temporary clinics set up from 8:00 until p.m.m. o fchchat s s. ururlsoo p.m. atour schoo. this is one of the vacaccines given out but some parents

aren't taking the risk. >> reporter: students lined up at temporary vac sin clinics around the district to get their school shots. but there is one controversial vaccine one parents don't want their daughters to have. the hpv vaccine to prevent cervical cancer has serious side affects. >> one of the common side askses is fainting and seizures. young girls can't form words hours after they've had the vaccine. >> reporterthis week the cdc said gardasil is linked to 32 unrelated deaths, dizziness and blood clots. although it still considers the vaccine safe. this year d.c. city councilman dated all girls in the 6th grade or above be vaccinated but parents can opt out without explanation, we have information about the vaccine. >> reporter: here the department of health is also taking extra steps to educate parents. >> we have a counseling station that if a parent has a concern

about any vaccine, we'll be able to address that with them. >> reporter: dr. david downing, an ob/gyn says the risks are no greater than any other vaccines. his 14-year-old daughter got it. >> it is an individual choice. i think if you look at it on medical grounds, the benefits of the vaccine far out weighs the risks. >> reporter: it's a risk that rests with parents and kids, not with schools. >> that should be their choice. it shouldn't be a mandate from the d.c. government that 6th grade girls have to have this vaccine. >> reporter: know opponents of the vaccine tried to get the council to delay the mandate but without success. the cdc does recommend the vaccine for girls at the age of 11 or 12 years old, but allison, they do not say whether this shod be mandatory. back to you. >> sherry ly live for us.

can we go back to the vines for second. i like it. whether we talk about the trellis or ivey, you mention ow quickly we grow. how do we keep it from getting out of control? >> the big thing about ivey, you have to be the steward. you have to tell it where to go. it gets a really bad wrap. it's drought tolerant and disease resistant. and when you put in ivey, make sure you put in a place where you have a secure wall or a secure fence and make sure you take care of doing the proper pruning. >> steer it in the right direction. >> y have to steer it in the right direction. the other thng about ground cover, this is a tray of dwarf mondo grass. individually they're nice, but as a grouping, you have a carpet affect, which is a great way to cover up a area in your garden that you may -- that may be unsitely or mayb you just want to take the time not to weed. >> wouldn't we like to have
