south of harrisberg, some of the rainfall just a little bit heavier. but the good news is we'll get a break by this afternoon. so if you're not a fan of the rain, you'll get some sunshine by later on. let's go to our weather map and see what is going on overall. as far as the true view is concerned, this shows the big picture because i've been talking about the fact this the moisture is coming up from the south and that's what is happening. and that will continue to the course of the day as well. the same as yesterday was. at the maps and temperatures for the area. not bad this morning, 67 at national airport, 65 in dulles, 65 at baltimore this hour. winds are picked up. 13 mile-per-hour winds across national officially. 8 at dulles and 7 at baltimore. and overall for today, around 70 degrees and lingering clouds

about midday. by 4:00, 72 degrees and then more sunshine than cloud coverage with most of the wet weather out of the way. some may be lingering through extreme areas of southern maryland and to the far west. the weekend forecast, you have to keep the umbrella handy and we'll give you the details on that coming up. d and who meantime, the is keeping the eye on the roads other than the wonderful juvenile. >> oh, wow, change you. wonderful? i usually have to write that down on a queue card for tony and give him money too. a slow go from manassas to centreville, 29 approaching and passing 7100 toward 123, that's what we're noticing here and more delays on nutley to the beltway and on 66 all lanes are open. the beltway between annandale and merrifield, a slow ride and

southbound 270 on the brakes out of hyattstown to the truck scales and deys in germantown toward the split. outer loop slows 95 to georgia and inbound pennsylvania avenue to minnesota avenue accident there tieing up the left lane. that's a check of your fox 5 on- time traffic. to a developing story. supreme court justice ruth bader ginsburg waking up in the hospital this morning. she checked in yesterday as a precaution. the 76-year-old said she felt faint. it turns out she had low blood pressure. she had surgery for pancreatic cancer in february but otherwise said it be doing okay. now to a stunning number of plots to attack the u.s. brought to light in the past 24 hours. >> they span the country, from new york city, to illinois, texas and even our area at quantico.

some still in the planning stages but for others the people thought they were accused thought they were about to acause real harm. >> i think most of us are surprised to learn about this activity. it's a sobering reminder that terrorists still want to hurt the united states. we learned the fbi stopped three attempts in the last few days. >> reporter: for the past week and a half, the nation's attention has been on that'sy bula cause a, indicted yesterday on a charge of trying to detonate bombs in the united states. bomb making instructions were found on his hard drive and he used a hotel room in colorado to try to cook up explosives before a trip to new york. he got the ingredients from beauty supply stores. his plot included plans to attack the new york city subway and other venues. it has heightened awareness around the country.

but we also learned of three other foiled plots, most recently in dallas where this 19-year-old was arrested yesterday. the fbi said he parked what he thought was a park full of -- he thought was a truck full of explosives in front of a courthouse. a day earlier in springfield illinois another man is arrested for what he thought was a bomb in a van outside of a federal courthouse. that too was a decoy. authorities say michael fentin idolized john walker lindh. and we're just learning that quantico was the target of an attack planned by several terror suspect as rested in july. daniel patrick boyd and hysen

sherifi had planned on an attack. the fbi seized two dozen guns and 2700 rounds of ammunition, including arm or-piercing bullets from boyd's home and there were audios made at his home. allison and tony, back to you. >> extraordinary news this morning. thank you, gurvir. as far as the new york case goes, the fbi called this one of the most significant terror attempts since 9/11. the new york times and associated press are reporting that president obama and the leaders of britain and france this morning will accuse iran of building a secret underground plan to make nuclear fuel. the times reports the facility has been hidden from weapons inspectors for years. mr. obama and the other leaders

are expected to make a statement this morning before the g 20 summit. protestors are making their voices heard at the g 20 sum knit pittsburgh. 19 peop were arrested yesterday in protests. police fired pepper spray and smoke as leaders held court. why the big demonstration? one protestor says it's about questioning your government health care system and everything else. it's all of the talk in e district. the scandal rocking city hall. >> council member jim graham's chief of stuff busted on bribery charges. ted loza accused of taking a bribe from someone in the taxi cab industry. sherry ly has the latest. good morning. >> reporter: good morning, allison. the political ramifications is still unraveling here at the wilson building. jim graham has not been charged

with anything but his chief of staff, ted loza could face jail time for bribery charges and he said he took the money because he needed it. cameras were rolling at a metro board meeting when jim graham excused himself after learning his chief of staff was arrested at home and in the custody of federal agents. ted loza was charged with two counts of taking bribes. >> ts is just an arraignment. this is the first appearance. >> reporter: after he was released from custody, his attorney would not give details about the case except to say -- >> we fully believe once all of the evident has been put in front of a jury, that he'll be completely vindicated. >> reporter: federal agents spent the day searching his office at the wilson building. the indictment says he took $1,500 in bribes from an unidentified person in the taxi cab industry. in a taped conversation he asked after he was handed an envelope, what is this for? just a give? a father's day gift? the unidentified person said,

yes, sir. loza replied, what do you want me to do? he goes on to say he'll talk to public offense number one, which is council member graham. >> i'm going to place him on administrative leave with pay. >> reporter: he says there was never discussion about pending taxi cab legislation. >> i never had a conversation with him saying will you do this or that. >> reporter: mayor fenty said he had not spoking with graham about the allegations. >> not about this matter, but we continue to talk to him about a number of other issues. >> reporter: he was told not to leave the aea and turn in his passport. it's not long before his attorney said they'll knock down the allegations. >> we'll release a statement shortly and that will give you

further information. >> reporter: council member graham oversees the taxi cab commission and recently introduced legislation that would charge the drivers a monthly fee but there is no evident that legislation is connected in any way to these allegations. guam has not -- graham has not been charged with anything. he learned about loza's arrest not from fbi, but from loza himself. and loza was caught on tape taking the bribes. now vincent gray says he plans to discuss e allegations with graham to determine what damage, if any, it could cause the city council. 7:11 now. and coming up next on fox 5 morning news, vice president joe biden set to tour parts of the southeast devastated by floods this week. plus the man set to take over the senate seat of ted kennedy set to be sworn in today. more on his connection to the late senator next. and plus we're talking a new trend in the local housing market.

convicted killer and charles man son follower susan atkins has died from brain cancer in a prison hospital in california. atkins was convicted for participating in eight killings, including the murder of sharon tate 40 years ago. the man named to take over the seat of the late ted kennedy will be sworn in this afternoon. duval patrick named paul kirk as the replacement. he is a close friend of ted

kennedy. he will serve until january when voters will elect a replacement but he said he won't run. vice president joe biden will visit families affected by the floods. the president declared a federal disaster in four counties. the flooding caused ten deaths and an estimated $250 million in damage across the state. >> that's terrible. >> aren't those pictures terrible? >> th are. >> i feel for those folks down there. >> and they continue -- i know there is a continuing threat, particularly downstream into the weekend in some parts of area. and we're a far cry from that. we have some light rain out there today. we'll see heavier rainfl over the course of the weekend but nothing in comparison to what people with dealing with in the south. so here is a look at our max hd fox 5 live radar and we have some widespread showers. some pockets a little bit heavier than others but other than that, not a whole lot going on. we're not talking a lot of

accumulation this morning. that could change into the weekend, because by saturday we do expect to see heavier amounts of rainfall in our forecast. let's go to our weather p then. for today, we're going to see the clouds continuing to stick around as well across the region. and not going to get too much of a break from that. if we can go to max 2. it's 67 now at national airport. humidity is 70%, it is sticking around. another day of it. northeasterly winds at 10 miles per hour right now. and here is a look at other temperatures. 64 at baltimore, 65 at dulles and 63 at fed rick. and the wind is picking up. nothing too much to be concerned with. sunshine by this afternoon once the rain tapers off and moves out. 74 degrees is the daytime high and i'll have the details on the weekend coming up. but expect to keep your umbrella handy. >> gwen, thank you. julie wright, now we check in with our girlfriend to see how the traffic is on this

friday. >> i have to tell you usually friday mornings are light, especially in the summertime and now everybody is back to work and school and now we're stacking around the beltway. wet pavement is what you woke up to this morning. we have a couple of fort worth at 75 and 214 central avenue. we still have lingering delays out there. this is a live shot of 395 as and jammed up leaving edsel toward seminary before you break free. there was a stalled car in the lane towards glebe road. traffic slows again over the 14th street bridge. now in southea, pennsylvania avenue at minnesota there is a crash, stay to the left to get by. and here is the top side of the beltway at colesville, slow from college park toward silver spring. southbound new hampshire avenue at 198, authorities are checking for a crash there. 270 is heavy and slow passing 109. more delays at germantown passing the lane divide. that's a check of your fox 5 on-

time traffic. 7:19 now. sales of existing homes fell last month, dropping nearly 3% nationwide in august. >> however, here in our area economists say the market is improving. beth parker has a closer look. >> here is the living quarters. it's currently three bedrooms. >> reporter: greg is doing something he once only dreamed about, buying a home. it's not just a buy, it's a steal. >> this house listed to years ago at 455 and is now listed at 229. >> reporter: he has a ratified contract in this house in the brightwood neighborhood of northwest d.c. but it was a battle, he competed with three other bidders. the realtor says it's a surprise to some buyers. >> they say you're kidding, there are multiple offers? >> reporter: it's a little flashback to a few years ago when the market was racing out of control. >> it's not 2005 at all. however it's also not 2008. >> reporter: in d.c., single family home sales are up 17% compared to last year. not every house is like greg's

house, selling with multiple offers. but there are certain criteria that are making homes particularly attractive right now. >> it's the ones that are in a condition that a buyer can walk into and say, i can live here. >> reporter: in other words, only cosmetic work to do. >> and probably do hardwood floors in here. >> reporter: the property have to be priced right. green says the local mark set being driven by the $8,000 tax credit for first-time home buyers like greg. but that's not all. >> interest rates are still at the historic lows and there is a demand built up from people who have not made a natural move in their life in the last year and a half and are now saying its time to get into the market. >> reporter: nationwide the market seems to be stable, but it's still fragile. >> when homeowners understand what they're buying will appreciate in value are comfortable to enter the market. >> reporter: greg is comfortable with his new home.

the information there and look under web links. the feist against swine flu will soon have a new weapon. the vaccine will be arriving in two weeks and more than originally thought. the first wave of 6-7 million doses will be in the form of a nasal mist. the shots will follow. 40million doses are expected by mid-october and 10-20 million more doses are expected each week after that. pregnant women, children and people under the age of 64 who have conditions like asthma will receive priority. speaker of the house nancy pelosi holds a health leadership meeting today and hopes to craft the house bill. they want to get it on the floor by mid-october. for the moment the health care fight is all about older americans. house voted to keep premiums for medicare part b. at the current rate. they were set to increase next year but at the same time the senate finance committee refused to close a gap in medicare's drug benefits. it is now 7:25. coming up on 7:26.

some of the top stories we're following this friday. two terror plots taken dow. one right in our own backyard. we begin in texas. a 19-year-old jordanian national accused of plotting to blow up a skyscraper in dallas. investigators say he tried to detonate a fake bomb he got from undercover agents. closer to home, to north carolina went on training expeditions and were planning an attack on quantico in virginia. both were arrested in july. world leaders meet again today in pittsburgh to rein in greedy bankers and toughen global financial regulations. they will gather amid protests. the first day outside the g 20 summit looked like this. police broke up a crowd of

protestors throwing things. police arrested 19 people. creigh deeds has one less person to count on. doug worlder says he can't stand behind deeds because of his concerns on guns and taxes. he was the first elected black governor. he said both deeds and mcdonnell are honorable men and well suited. and mcdowell has picked up an endorsement from the fraternal order of peace, said to have the best record on public safety initiatives. the virginia race has an affect on the obama administration. and that's one of the topics this sunday on fox news sunday. chris wallace joins us now. >> good morning, allison. >> you were talking with bob mcdonnell this weekend and how much of a reflection is this on the white house, where he stands in the polls? >> well, obviously when voters

go in, there are messages they want to send and i think primarily their voting on issues and the specific candidates, but having said that, it certainly will be read nationally. there are only two big races this year because 2009 is considered an off year. one is virginia and the other is new jersey. and virginia's governor race will be read nationally by people. if creigh deeds is able to win, it will be seen as an indication that this red state has not only turned purple, but blue. a lot of democrats have won over the last few years. but if bob mcdonnell win it's will be seen as not so fast. we invited creigh deeds to come on fox news sunday and we would still like to have him but so far he's refused to come so we'll be lking with bob mcdonnell. >> and another topic is afghanistan. we recently got a look at a letter from the top general in

afghanistan saying to the white house we need more troops. this couldn't be a more indirect conflict with the message that the president was really elected on, which is change. but it looks like if we'll win in that country, we need more man power. >> well i don't think you could say his message was, but he said iraq was the war of choice and afghanistan was the war of necessity. he always said this is the war we have to win. and the interesting thing is in march he announced a strategy, fired the general there and put in his own man, stanley mcchrystal. and now six months later mcchrystal says we're in danger of losing this war, we need more troops and is sending a request for more troops but the white house is saying we have to look at strategy all over again and we may not want to

we stand with our temperatures. 67 at national airport. 65 at dulles and 64 at baltimore this hour. elsewhere, 71 at roanoke, take a look at new york at 62 degrees and only 56 in boston. that's where the cool air is. so the frontal system is moving its way to the south of us. it will stall to the south and by the time we enter the weekend we'll see an increase in wet weather, especially into the saturday period, so be prepared for that. by this afternoon the rain will end and wee be back to some partly sunny skies. temperaturesnto the 70s pretty much everywhere. and here is a look at your five- day forecast. we expect to see accumulating rainfall saturday night and into sunday. so if you have any plans, you need to make sure you have your umbrella, because we expect to see maybe an inch and a half. we are at a deficit. and a little cooler and sunday we still have a chance for wet -- for wet weather. not too bad as far as

temperatures are concerned and as far as the rain is concerned. let's check in with julie wright and see how traffic is out there. any improvement. it depends on where you are. if you're southbound on 95 and 295, to accidents to report out of laurel. however in the district, pennsylvania avenue at minnesota, we have a crash. right lane was tied up. again southbound 270 slow out of germantown for those working south of 118 toward the lane divide, finding yourself on the slow side all i wat out toward the split. top side of the beltway is slow from 95 to georgia with all lanes open. new hampshire avenue and 198, authorities checking for a crash. this is the live shot of 66 out in manassas as you continue eastbound toward the virginia visitors center. a lot of slow traffic out here eastbound on 66 leaving manassas, headed in toward centreville. it gets bunched up there and you have more delays 7100 to 123 nutley street to the beltway. that's a check of your fox 5 on- time traffic. >> julie, thank you so much.

the redskins opponent this weekend is the tough, hard- fighting -- no, it's the detroit lions. [ laughter ] >> the lions have lost 20 in a row dating back to last season. now while the game looks like a give-me, if they lose it could cost jim zorn. and we join the men from the fan 107.5. and gentlemen, i want to make this clear. because allison asked me, there has been no official word that if they lose jim zorn will go. >> no. they never do that. it will be quick and decisive when it happens. and i have to be per snick ety, it's 19 straight losses. if they lose to the lions, total nightmare for the redskins. i believe jim zorn if not on the spot, but not within an

hour. >> if you hate to be per snick ety, why not. >> the lions haven't won since 2007. >> they give up like 140 yards per game onthe ground. they've given up 72 points in the first two weeks of the season. this should be the opportunity for the redskins offense to get going. of course we thought that would happen last time. >> remember, they played the saints and the vikings in the first two weeks. that probably two of the top four teams in the league. >> and at one point they lead the vikings 10-0 early in the game. >> in the first half, yes. >> and that's what i was trying to point out to the guys. for all of the lions ineptitude, they're still a good football team. matthew stafford will struggle but he's going to make some plays. and i think the way the nfl is with parity and everything else, i would say the redskins should win this game eight times out of town. that still means that the lions could win one out of four if

you agree with that logic. this is not a 99% at all. >> and the lions are dress prat, but the redskins are equally desperate. the entire organization could be in for a house cleaning. these are the games the redskin have to win, this stretch before the bye, because it gets much tough. >> >> dan snyder did not assume half a billion dollars, plus or minus, to lose to the lions. >> the redskins should be able to get things going. clinton portis has been flying under the radar. we saw what he'd re and peterson did last week and i think portis should be able to get off this week. >> he has had historically good games against the lions. end found the end zone against them. that couldhange this weekend. >> let me ask you a question,

what if the redskins win but they win ugly like they did last week? >> well there is going to be criticism, but a win is a win. that's what the players are saying now. we heard james lou hall say it. the fans are criticizing them because they don't score a touchdown, but it's a win. but we will criticize, i can promise you that. >> if the redskins were winning impressively and throwing a lot of touchdowns and jason campbell was playing better, people would jump on the band wagon and there could be a fever hitch for the redskins. i think there are doubters and skeptics that people don't believe they are that good. >> it's got to the point where it's not fair, zorn's .500 in his 18 games, that he's week to week. so if he doesn't have an impressive performance week to week, we're going to evaluate his job security ands is sad but that's what it's come to. >> the trouble stems from the 6-

happening in terms of the weekend and we'lhave a look that later on for you. so very unsettled. but for this afternoon as i said, it will at least return to some drier conditions for you. >> gwen, thank you. let's go to julie wright and find out what is happening on the roads. it's been a rough road this morning. >> the wet pavement makes a nasty mix out there. a new accident in virginia, at chadock, a backup leaving rolling road and delays on the top side of the beltway in montgomery county past university boulevard, it remains heavy and slow continuing toward georgia avenue, then the pace improves. you're going to find 270 on the good side on the top side, i should say and it's looking better. no accidents to report and no delays out of hyattstown but traffic below speed at germantown toward the split. in virginia, the beltway is congested in separate stretches leaving annandale into merryfield. this is the live shot of 66 at gallows road overpass. east of nutley street, you'll

connection and in both instances, they were allegedly foiled by the fbi. a gleaming skyscraper in dallas, the 60 story fountain place office tower, according to investigators, it was the target for this man, has am sam ate, a 19-year-old jordanian. he's accused of parking what he thought was a car bomb beneath the building and attempting to detonate it. it was a setup by the fbi. it was jarring to the people here. >> i'm surprised to see it here. >> reporter: but it wasn't just there. about 700 miles away something similar played out in springfield, illinois. where the fbi arrested a 29- year-old convert to islam, michael fton, also known as talib islam, who is accused of trying to detonate a bomb outside of a federal courthouse. >> the fact that this is a plot that was spoiled is a tribute to the fbi.

>> reporter: prosecutors continued to build their case against najibullah causa with connections to colorado and new york. officials say he accumulated household products to construct a bomb. he's been indicted accused of conspiring to use weapons of mass destruction. he was the closest to building a real bomb. in the other two cases, in illinois and texas, they were fakes provided by the fbi. but also in those cases,s two guys involved it try to trigger the device. so if that's the case, there was clearly some intent there. tony. >> and it's all startling news. doug luzader reporting from capitol hill. thank you, sir. the terror throats don't stop there. authorities say they stopped a potential attack on quantico marine base in virginia. daniel patrick boyd and hysen sherifi were arrested back in july. authorities say they had maps of the baseand had even gone on training competitions in rural north carolina weeks before the arrest. the fbi seized two dozen guns

and more than 2700 rounds of ammunition from boyd's home. both men face weapons charges and conspiracy to kill military personnel. the chief of staff for a d.c. council member jim graham busted on bribercharges. ted loza is accused of taking two payments. the conversations caught on tape. sherry ly is live at the wilson building with more details this morning. good morning. >> reporter: this is a political fire storm for council member jim graham. although graham is not charged with anything, his chief of staff is looking at 30 years in prison if convicted of bribery charges. ted loza is accused of taking at least $1,500 in bribes during a federal sting last summer. according to the indictment, loza said he took the money because he needed it. now cameras were rolling at a metro board meeting yesterday when jim graham got word of the arrest. then abruptly left saying he

had urgent city building. he arrived at the wilson building finding the fbi searching the office. loza was arrested yesterday at his home in columbia heights, charged with two counts of taking bribes. he took two cash payments from a person in the taxi cab industry in exchange for inonline over taxi -- influence over taxi legislation. jim graham leads the organization over taxi legislation but says loza had little to do with that and his attorney says he did nothing wrong. >> mr. loza, to my recollection, spoken to me about any element of taxi cab bill that i was considerg. he may have been, and i want to see this information, may have been at meeting where's it was discussed, but i recall no situation where mr. loza asked me to do anything regarding any legislation. >> reporter: now according to

said would you write the screenplay first. and at that point i had the story in my head. so this just kind of worked out. >> and the story being -- it's a love story. >> of course. >> as all of your books are. and they all have such wonderful messages. and it's a love story on money different levels. you have father and child. >> and brother and sister. and the relationship between friends and what friendship means. i think it's a full novel. s it's the longest one i've done and i was pleased with the way it came out in the end. >> it's probably something close to your heart any way, you have five children of your own. >> yes, i do. >> so tell me how that played a role in writing this. >> it's funny, and i get asked that, i've never been a 17-year- old teenage girl, but it wasn't that hard writing her because i do have a 17-year-old. and if you look in the novel, will is very much like my oldest son miles and jonah the

brother is very much like my third son landon. and so you put elements f what you know in there and you kind of understand what they're going through at that age. >> and miley cyrus' character in the movie and in the book is named ronnie. tell me about your relationship with miley cyrus and how that sort of works and how much influence she might have had on her character. >> let me tell you. this is the first time in my life my dghters think that what i do is cool. because i get to meet miley cyrus. it's funny. so i took them down to the set and they're eyes are think big and they get back and they're like dad, we think you should write a book for selena gomez so we can meet her too. she's a nice young laidy. i didn't work with her too much on the story. i went there in august, presented the story and didn't talk to them again until filming started because she was doing hannah montana and has things going on. on the set she was nothing but

polite and cord nall and worked hard. very mature for a 16-year-old and nice young lady. >> and she picked the name of her character. >> that was one thing i wanted to make her feel she was part of the story because i didn't give her any choices and so i said -- why don't you name the main character and she chose the name ronnie which was her grandfather who had passed away. and someone very close to her. so i said, ronnie, veronica and let's go on with that. >> how difficult was it to write the book after you had done the screenplay. >> that was the most -- >> i would thought it would be easy. >> that's what i thought. i thought it would be great. have 100 pages, just add some detail and throw out the novel. no, it was just as hard as all of my other novels. and i don't know why, it was -- it was hard. it's as hard as any of the novels because at my heart i'm a novelist. but i try to write the best novel that i possibly can.

a stalled tractor-trailer finally cleared. inner loop slow leaving annandale toward merryfield. and it's heavy and steady toward the split and again your lanes here are open. top side of the beltway is slow, 95 college park toward georgia avenue. that's a check of your fox 5 on- time traffic. an investigation from the associated press found toxic water at thousands of schools across the country. the a.p. says the water contains lead and pesticide and dozens more toxins. the contamination is most apparent with schools with wells. the problem has gone largely unmonitored by the fedel government. fire hydrants back under the microscope in the district. phil mendelson hosting a public over site meeting today on the status of fire hydrants and water pressure. the problem resurfaced after the home of the mansion of peggy cooper cafritz. firefighters were delayed because of a lack of water

demonstrating that the islamic republic of iran has been building a covert uranium enrichment project near comb for several years. earlier this week, the iranian government presented a letter to the iaea that made reference to a enrichment facility years after it had started the construction. the existence of this facility underscores iran's continuing unwillingness to meet it's obligations under u.n. security council resolutions and iaea requirements. we expect the iaea to immediately investigate this disturbing information and to report to the iaea board of governors. now iran's decision to build yet another nuclear facility without notifying the iaea represents a direct challenge to the basic compact at the center of the nonproliferation

regime. these rules are clear. all nations have the right to peaceful nuclear energy. those nations with nuclear weapons must move toward disarmament. and those nations without nuclear weapons must fore sake them. that compact has largely held for decades, keeping the world far safer and more secure. and that compact depends on all nations living up to their responsibilities. this site deepens a growing concern that iran is refusing to live up to those international responsibilities, including specifically revealing all nuclear-related activities. as the international community knows, this is notthe first time that -- iran has concealed information about their nuclear program. they have the right to nuclear power to meet the energy needs of their people. but the size and configuration of this facility is
