our maps because if you take a look at the national radar picture, what you're seeing is the stream of moisture continuing to move up from the south. that's helping with our humidity. i know, we don't want to hear about the humidity. but it's still sticking around so today will be on the sticky side. be prepared for that. current conditions. 62 at baltimore, 63 at dulles, the same at frederick and 68 at fredericksberg. and for today, here is a look at your day planner. by about midday, we should see just some clouds hanging around. 71 degrees. and by 4:00 around 72. your daytime high is 74 degrees. so by this afternoon, the wet weather should be totally out of the picture. actually in a few hours, just looking at radar and how quickly it's been moving out and we'll get some sunshine. so a few clouds sticking around but the humidity you'll have to deal with. in the weekend, keep the umbrella hay. we'll have a look at the five-

day coming up. allison and tony. >> thank you. new this morn, the president and the leaders of britain and france accuse iran of building a secret underground plant to make nuclear fuel. they made the announcement before the opening of the summit in pittsburgh just minutes ago. the u.s. has reportedly has known about the facility for several years but decided to go public after found out that western intelligence agencies news of its existence. the three leaders are deand acing that iran open the facility to iternational inspectors. now in addition to the nuclear threat grabbing headlines, world leaders are focus on steps to bolster the global economy. u.s. treasury secretary tim geithner says there is a limit to banker's pay proposal and the group of 20 nations will take over the role of a permanent council on global economic cooperation. [ yelling ] riot crews expect more of

this outside of the g 20 summit as they brace for more protests in pittsburgh. they faced off with crowds last night, shoving some away from their batons. they were hit with teargas as they vandalized 20 businesses. 19 people were arrested. now to a series of terr plots on different citys across the nation, including a site in northern virginia. very high profile site. the first involving an afghan mmigrant from colorado and his allegedco conspirators in new york. >> nudgey bulla zazi is charged with weapons of mass destruction. authorities believe he used a hotel room in colorado to try to cook up explosives a few weeks ago, before heading to new york and that he is al- qaeda trained. authorities have warrenned sports complexes, hotels and transit systemso be on high alert but eric holder suggest there's is no longer any imminent threat.

his father and another man are also charged. another target is dallas, texas, where the feds say a 19- year-old jordanian national parked what he thought was a truck full of explosives in a parking garage underneath a skyscraper. he thought his cell phone would bet on ate the bomb but it he bout decoys from under -- he bought decoys from undercover agents. he is due in court today. and a similar plant landed a man from illinois in jail. michael fenton thought he was working with al-qaeda operatives. fenceon told them he wanted to buy bombs and blow up a federal courthouse in springfield, illinois. he was dealing with the fbi. he was arrested wednesday after he tried to detonate a bomb with his cell phone. and there is also a terror threat hitting close to home. authorities say they stopped a potential attack at a local military base. >> gurvir is standing by now with re -- with details on that. good morning. >> it is scary when it hits

this close to home. target was quantico, virginia. themetropolitans set out to perform a recognizance commission and had a map of the facility. they were practicing military tactics with arm or piercing bullets in rural north carolina. >> i'm glad they caught them. >> reporter: tammy is a retired lieutenant. >> so much comes out of quantico. >> reporter: they face charges for conspiring to kill military personnel and face weapons charges. daniel boyd, and the father of zackaria and dillan was the ringleader of the group. corporal andrew lucko is stations at quantico, not worried. they will take care it of. >> the fbi seized 2700 rounds of ammunition from boyd's home. the indictment says he had arm or piercing ammunition to attack americans.

so it will an interactive show, having political people but having policy makers, people who are engaging the issues. we're talking about educations. i want to here from lawmakers, but also from principals, those knee-deep the issues and we also want to have diversity. you turn on a sunday morning news show, and black folks and asians and hispanics don't exist. i think we're more diverse than the rest of the shows combined all year. >> beginning this sunday. there is a lot to talk about. just a few moments ago the president making the announcement about awry and the nuclear intentions, apparently proof now they're building an underground nuclear fas ill that creates nuclear fuel. the president has turned his attention to international matter this is week with the g 20. and how is that process going? and here at home his popularity

rating has gone down but it's still decent. how is his clout on the international stage and does he have the clout still to influence other leaders? >> well the clout is based upon how the rest of the world is perceiving him in terms of being open and having a dialogue. he got lots of criticism from across the world because they thought president bush was far too arrogant to the rest of the world. the peach to the united nations was critical this week. you said you cannot look to us to do everything and you also have to step up and that's him saying we need partners in this as well. this whole issue ith the nuclear issue shield in europe and satisfying the russians because we understand that they have the kind of pull with iran on this issue. and so that's what happens. when we're dealing with china, trying to get them to talk to north korea. and so you haves to kind of relationships. we have to have those partnerships with other countries. we cannot antagonize and say we need your help when something comes up.

>> and it looks like he did hve some influence with russia this week in that regard. let's talk about the terror busts that are being reported this morning. significant busts all around country. this is very good news for u.s. investigative forces, and does that translate to the obama administration? >> this is good news but this is where it gets murky because of the afghanistan. we're seeing the conflict over sending more troops, the numbers are very low in terms of where people stand, african- americans have been the biggest supports are more against a expansion of the war in afghanistan than anyone else and so the president has a difficult decision. the leaders are saying we need to go in and joe biden is the first guest on the show. but his was interesting. the country 9/11 attacks were launched, we're talking abouspringing our troops out, because the support for the war went down because

supreme court justice ruth bader ginsburg is waking up in the hospital this morning. she checked into washington hospital center yesterday. this was a praution. the 76-year-old said she felt faint but she is now said to be doing all right. doctors say her blood pressure was low for undergoing treatment for an iron deefficience ensy. she had surgery for pancreatic cancer in february. robert byrd is out of the hospital. the 91-year-old democrat was treated for two days after falling in his northern virginia home. tests revealed he had an elevated white blood count due to a possible infection. he was hospitalized in may and june with dangerous infections. senator bird is the longest serving senator in u.s. history. a bribery bust reportedly

caught on tape. >> the chief of staff for jim graham is on administrative leave after being accused of taking two cash payments. so where do things stand now. sherry ly is following all of this, this morning, from the wilson building. sherry. >> reporter: well tony, in a letter just released to his constituents today, council member jim graham said he was deeply upset and sadenned by the arrest of his chief of staff ted loza. he also wanted them to know he did not personally engage in any illegal activity. now the bribery allegations surround taxi legislation. graham is chair of the committee that overseas the taxi cab commission. now there is no evidence implicating graham but his chief of staff could face 30 years in prison if convicted. it's a political fire storm for jim graham. one of d.c.'s most powerful council members. he's not charged with anything. but federal authorities say they've got his chief of staff, ted loza, on tape taking bribes

in exchange for favorable taxi legislation. >> he mahave been, and again i want to see this informaon, there have been meetings where it was discussed, but i recall no situation where mr. loza asked me to do anything regarding any legislation. >> reporter: fbi agents removed several boxes after searching loza's office. he was arrested, accused of taking two separate cash payments for at least $1,500 from someone in the taxi industry. loza's attorney says his client will be cleared. >> we fully believe that once all of the evidence has been put in front of a jury, that he will be completely vindicated. >> the indictment says he was given an envelope with $1,000 cash and told the money is for him. loza then asked, what do you want me to do? and says he'll talk to public official number one works is council member graham.

>> absolutely. i have no inclusion in any illegal behaviors. >> its mayor would not talk about the allegations because he's not discussed it with graham. >> not about this particular matter, but as one of 13 members of council, i continue to talk to him about other issues. >> reporter: graham got word aft rests during a metro board meeting and abruptly left saying he had urgent city business. the council member said he learned about the investigation, not from the fbi, but from loza himself. now this that letter to his constituents, graham reminded people that loza is entitled to the presumption of innocence until proven guilty. loza's attorney said he will release a statement in the near future that may provide more information. according to the indictment it says that loza said he took the money because he needed it. live at the wilson building, sher ly, fox 5 news. >> thank you very much. and councilman graham did find time to vote on the status

of the general manager. they voted 5-1 to let john catoe keep his job. he is getting a three year contract extension. he's been under fire since june's deadly train crash. a sexual assault in broad daylight in a busy area. this happened as a high school student waiting for a bus on fairfax drive in arlington yesterday morning. investigators think someone may have seen this man because the area is crowded. the man tried to kiss the girl on the cheek and kiss her on the mouth and as she wrestled away, he fondled her. a woman's body turning up near the capital yacht club, said to be between the ages of 48 and 50. they are trying to figure out who she is and what happed to her. she was discovered under a dock a little under 9:00 yesterday morning. a three-judge panel in

virginia's appeals court will rehear arguments notice case against zack airous mass owe. the first judge providing over the case retired before a decision was reached. his lawyers claim the guilty plea was invalid because the government withheld evidence that could have helped his defense. joe biden will swear in the replacement for ted kennedy seat. duval patrick appointed paul kirk. kirk is a long-time friend of kennedy's. massachusetts voters will vote for the permanent replacement in jan and kirk said he will not run. susan atkins has died. the 61-year-old died from brain cancer at a prison hospital in california. as a member of the so-called man son family, atkins was convicted for participating in eight killings, including the murder of actress sharon tate 40 years ago.

tell your students. >> what is going on today? i haven't been outside since like 4:30 th morn. the rain is starting to move out. we needed the rain however. take a look at max hd fox 5 live doppler radar and you can see it's clearing. still some lingering through but it will gradually clear away. so we'll have some sunshine before it's all said and done. let's look at true view. still have a real moisture stream pushing up from the south from the gulf and that's creating the humidity as well that we're having in the atmosphere. so we won't have too much of a break from that at all. so be prepared. it is going to continue to be humid. let's go to the weather maps then. as far as temperatures right now at the airport. 64 at national. 64 at dulles. and 62 degrees at baltimore this hour. so a cloudy start with wet weather to the start of your day. as i said, it won't last all day. it will be mild. that cold front will continue to move across our area. stall out to the south of us,

then as we move through into the weekend, that stalled out front will start to gradually move it's way to the north. we're going to end up with some wet weather as we head through into saturday. and we also have a system that will move it's way in from the west as well. and that is going to give us some heavy rainfall as we move through into the saturday night, sunday period. we could even see an inch and a half of rainfall, give or take, so be prepare if you're heading out on saturday. sunday, still lingering showers, not a total washout. temperatures cooler than the last couple of days. we've been in the 80s, unbelievable. but back to dry conditions by tuesday. and monday it looks like we could have another light shower across the area. but we do need the rain so just bear that in find. and now let's check in with allison. an update on the case of jaycee dugard. her lawyer said if there is a

trial for her alleged captors, philip and nancy gur he'do, that she will be a witness. they kidnapped that young woman and held her captive for 18 years, and sexually assaulted her. garrido fathered two of her daughters. authorities are investigating if he is linking to any other missing children. and joining us is michelle gigonna from america's most wanted. good to see you. good morning. >> good morning. >> so back in 1989, another young girl goes missing, kidnapped in broad daylight and this is familiar to what we've heard about jaycee's whole case. tell us about the case you're looking at. >> this is the case of mikaela garret and she was a young girl. and about 21 years ago she was abducted as she left a store. she left her scooter outside. and from what we've learned from investigators, they took her, threw her into a car and

sped off. so this is about 3 years before jaycee dugard. and from that point we've never heard from her since. there have been suspects or things along and investigators have looked at the ability of her case being linked to jaycee dugard but this has not been the case and we're still pushing forward and she could be alive. >> now last week the investigators looking though into jaycee dugard's case were given permission to go and look on philip garrido's property. why? >> there was a search warrant granted to look for clues in two investigations. and so investigators go on the property and excavated the land, did subterrain searches, they tore out walls, they went through, they dug into every portion inside of that house that they could possibly do to

find clues leading to the investigation of the missing women. and philip garrido and his wife nancy have said not to be responsible but they are believing it is similar. >> is it both that they were snatch in broad daylight, sort of the same description of the missing girl. >> it's around the same area. both girls are the same -- have the sim physical qualities. they look the same. even sharon, that is mckayla's mom, says they physically look the same. and also it's the pan -- the manner, the area, the physical descriptions and they were both sort of thrown into a car and sped off. and you talked about mckayla's mom, who has never given this up 21 years later and she has written a book. >> he has written a book.

trouble for actor randy quaid. he and his wife are out of jail this morning after being arrested for allegedly skipping out on a $10,000 hotel bill. these are their mug shots. wow! this is courtesy of tmz.com. why is she posing? the couple had stayed at a hot nell santa -- at a hotel in santa barbara, california, and they were found in texas. they posted $20,000 bail but the bill was for $10,000.

there has been a big find in southeast asia. researchers have discovered 163 new species over the course of a year. take a look. one is he gecko but it looks like a leopard. it has large orange and brown cat-like eyes and leopard spots down the length of its yellowish brown body. and this is a big mouthed frog. that's on old joke. it has fangs and eats birds. very strange. allison has pets, nothing like that, i hope. >> a big mouthed frog? >> yes. >> all right. looking for a loveable edition to your home, and not that creature.
