>> we begin with devastating news. the latest on the disaster. the aftermath of earthquakes in inned knee shah and samoa. rescue efforts continue after two quakes that struck within 24 hours killing close to 500,000. in the samoan islands at least 150 people are dead after an earthquake-triggered tsunami swept the island chain. much more on the recovery efforts in both regions in a moment. it's 7:00. let's check in with tony per kins and find more about our forecast today. the pictures from outside look nice. >> they do look nice. we have a good amount of sunshine. our sun is coming up in just a couple of moments. sunrise at 7:04. you'll see the sunrise and a lot of sunshine through the course of the day. not a bad one. as we get off to a cool start. 51-degrees currently at reagan

national. relative humidity at 77%. your winds are out of he north at six miles per hour. here is a look at that satellite ray damplt there are a few clouds primarily off in the western skies not so much in washington or the north and east. and looking at this image. here is what the forecast for today is -- it's going to be a pleasant day. right around 730-degrees. some may top out in the upper- 0sz. we think 70 will do it under mostly sunny skies. that's what happening to the weather. we get you updated. here is julie wright. we're checking out the ride southbound on the pathologist mother washington parkway -- the crew at sky fox keeping an eye on this water main break. and we'll go live to the scene for those traveling northbound. and the inbound lane to the northbound side is the top

right side of your screen. traffic is forced to make that left turn on bell crest to make your way through the neighborhood. >> and the southbound lanes remain open at this time. it is northbound. queens travel that remains closed between 410 with all traffic being forced on the bell crest. and we'll take it back inside. behind me the live shot of southbound 2370 out of rock scbrn dale. active activity around the curve. out of our camera shot but between falls road and montrose road. we have accident ac tit. that's contributing to the delay headed o towards the slip. and the top stretch of 270. and again as you wake your way -- work your way from germantown. and 95 to georgia avenue. in virginia, 395 coming across the 14-g9 street bridge. all of your lanes are open. we also have delays on 66

between 50 and 123. that's a check of your fox 5 traffic. more on our big story this morning. the death toll could be well in the thousands in indonesia after two earthquakes including -- as rescue crews their efforts are well -- >> result of tuesday's massive tsunami. indonesa is reeling after two earthquakes struck the region within the last 24 hours. thousands said to be trapped under collapsed buildings. officials say the death toll will be extreme. recover ri efforts following tuesday's earthquake in tsunami. thardest was the southeast coast of srkszamoa where several tourist resorts were wiped out. those on higher ground were the lucky ones. >> we don't have a head count on the aount of people.

from what we were told, we were told a lot of people that were still sleeping -- >> tourists and locals are among the dead. bodies will being found on the streets and other bodies are being pulled from destroyed homes. >> and i think one, two, three, four. and at least 156789. >> and my cousin was -- >> and you know, and you can look -- he was carrying it all the way back to the ocean. >> supplies were being flown in from neighboring nations including new ouland. red cross relief workers were urging help -- >> the -- an alert was issued following the earthquake, but a tsunami can travel as fast as a jet aircraft, and there were less than ten minutes before these fatal waves hit.

new this morning, o -- >> and are waking up to understooded out basements. water gushing around the street. >> simmons joins us live on the scene with more. how is it going now? >> steve and allison,e do have new information to pass alang. -- along. they did open one of the northbound lanes on queens chapel road. people are able to get through northbound over here. you can see behind me that is the area where the water main break did occur. and the road is buckled. as for the water, it's difficult to see. it's othe other side of the fence. they're still draining the pipe. the water has been shut off. this occurred at 2:30 this morning. if you take a look at the video, the water has been rushing for quite some time after ey got the water shut off. so it's been running through the roads, running into houses -- houses.

we understand that two basements were actually flooded. one family had to be i vac waited from their home. wssc is telling us that this is a 16-inch water main that dates back to 1933. >> we have aging infrastructure. we haven't hit the winter season yet. and there hasn't been a huge fluctuation -- >> and they withstand over time with age, and they break. and it likely would happen today. and with a place that is dating back to 133 it's a good bet that aging infrastructure is the cause of it. >> we know this has been the case in many breaks. aging infrastructure has played a role in that. there are 17 customers without water. they're still working on trying to restore that water. the roads are closed. the imeens chapel road

northbound. the southbound lanes are still open here at queens chapel road. back to you. >> sarah, thank. you. prince george's county police officer recovering this morning after getting shot during an attempted carjacking. this was about 10:00 last night in the 7200 block in temple hills. investigators say two suspects approached the off-duty officer as he was getting out of his car. during the struggle with one of them, the officer was shot in the hand. the officer fired back, but it's not clear if he hit anybody. both suspects fled the scene. police are asking anybody with information to give them a call. also, a deadly shooting in riverdale. this happened around midnight along 56th avenue. police say two men were shot, one of them killed. the survivor's injuries were not life-threatening. as far as the suspects, police have a look-out for three white or hispanic men in a gray honda. an important alert for maryland drivers. this morning, several new laws take affect in the state. they include a ban on sending text messages while driving.

they include new speed cameras and stricter dui sentences. from now on, anyone convicted twice on drunk driving charges will have their license automatically suspended for a year. anyone caught writing or sending text messages while driving now face fines of up to $500. and as for those new speed cameras first tested in montgomery county, they are now being permitted statewide but only in school and construction zone -- construction zones. it's eight minutes after 7:00. just ahead on fox 5 morning news, prime innocent d.c. council member caught in a scandal after his chief of staff is arrested on bribery claims. massive lay-offs scheduled for schools in the district leaving some students angry enough to walk out and protest. we're talking to d.c. mayor about these two big headlines and answering a couple of your e-mails. that's next. so turn reaches the end of the road. what happens to so turn owners. what happens to your car? details ahead on this as well. it's nine minutes after the hour.

. 12 minutes after 7. we're joining once again on this thursday as we are every thursday. >> thank you for being here. >> hey, how are you guys? >> and can i speerk for both of you? we're doing okay. last week we were talking about teacher lay-offs. we're waiting to see the other foot drop where we have students walking out and teachers protesting this. and what's the latest. when can we see these pink slips delivered? >> and nothing is really sent to august in terms of the news. make some cuts to the school system. and listen. and i understand we're under budget pressure. the way i'm going to make the these cuts do not affect children in the classroom the

teachers are these group of teachers every year that are more than you need in the classroom, and so although there will be some cuts, it was something we have known about since august. >> the chancellor is going through the principles and the principles are evaluating all of the performances and the haven't met the standard as much as other teachers. >> i want to get to some of you are e-mails a little earlier than we usually do. and this is along the same line. and one of the e-mails is why are public schools no longer able to provide academy as a service location saying her daughter came home on september

22nd saying a note that there would be a change at your you -- why didn't they let parents know earlier -- in the district that go to schools outside of the district. they're saying they shut this down. we got a couple of e-mails from a couple of different people. why tell us two weeks in the school year this is going to change. >> to move young people back in the city. for years been highly criticized for having to send our kids out of the city. it displaces to the neighbor's school. and they should be in the neighbor's school. and it costs an exorbitant amount of money. that's all part of what's going on here. and being charged two years. i'm sure that's part of the reason. why wait a whole school year to go by if you can make the

improvements right now and i think thkids are going to get an education for it. >> i think that's a concern for a lot of them. they were used to the school they were getting for their special education. and i'm going to make sure they're going to get that type of attention if they come back in the city now. >> and the special education reforms have been handled by the chancellor. and -- they are really meeting some of the demands of individuals -- individual students and their parents, and but also the court that oversees our special education and our compliance of federal law. i want to get to another e- mail. i want to address what's going on with the council. how disruptive is it if in your opinion to have any sort of spot taken off of city business. and chief of staff saying he

took a 15-dollar bribe. >> well, in general, the attorney general, and has asked us not to comment on the specifics of this case and really trying to stay away not only because it's a legal matter and criminal but it's actually an ongoing investigation. and i would just say to the people of district of clrksolombia and mayor that we have a job to do. and no matter what happens, the show must go on. >> let's get to another e-mail. this from a d.c. resident and wife of day.c. lifer. i'm bonderring if you could ask the major -- mayor about support of a bill that would end all benefits to survivors of a member of the d.c. police department killed in the line of duty with less than ten years on the department. >> i know about a piece of legislation, and i think -- and i need to do some more research that the e-mailer may have this confused a little bit with another piece of legislation

that came through in the budget process. that affects retirement benefitsnd how long you vest. and it's a city-wide issue, and we're actually right in the process of trying to clarify and clear it up for police and firefighterso that it will just continue on as it has over the past couple of years. more on that to come. as far as i know, we have a very solid law on what we do for survivorring -- surviving families. as soon as answer officer in accordance with that e-mail, no matter how long they've been in the system, full enefits automatically kick in with the family. i don think there's been any law relating to surviving victims. i think it's been about retirement befits and when it's best and we're trying to make sure there's no impact of firefighters and police officers. >> 30 seconds left. why not end on a high note. d.c. has been named the hippest

radar for the nation. and again, perhaps the most active weather in the nation is right in the mid section move ago cross the mississippi river valley in the upper midwest. some rain showers. maybe a couple of thunderstorms as well as part of another cold front making its way across the country. there's a warm front in advance of that and along a portion of that cold front that's going to influence our air over the weekend bringing us warmer temperatures. when i say warmer -- tomorrow, 75 but more clouds build in. maybe a shower. saturday some periods of rain. maybe thunderstorm activity. maybe a couple of spots of heavy rain on saturday. sunday we clear out, and monday looks god. >> tony perkins, we're just checking out the ride.

i suspect, that has dissipated in most of the area. no reports of widespread fog or anything like that. there were a few spots earlier this morning and the clouds remainely to the north and west. later on, we'll get a couple more moving through here. for the most part, it will be sunshine today. the forecast for washington looks like this. lot ts of sunshine. a nice day. mild. 70-degrees. nice day for a walk. tonight, we cool off again. once again, our lows will be in the 50s and 40s in the suburbs. we'll see an increase in our cloud cover in the overnight hours. tomorrow, we'll have a lot of clouds hanging around. 75. cloudy skies. saturday the same thing. we add a chance of rain showers and maybe a thunderstorm durin the day on saturday. high of 77. sunday some morning precipitation. after that looks fine as well as monday. parson -- pardon me. high of 71 and a good amount of sunshine. that's it for the weather. we have julie wright stanng by with an update on traffic.

>> all right. we're checking the ride southbound on the baltimore washington parkway. that is where you're going to find delays leaving 198 all the way down to an accident south of the beltway. only the right lane is able to get by. that's a good 7-8-mile back out- up. and southbound working your way down towards riverdale. if you were traveling northbound alone -- along queens chapel road. that is due to a water main break. all traffic inbound is being forced to turn on to bell crest. here wre live. big delays leaving college park. 95 closed at 198 and 212 to the beltway. inner loop at the beltway, we have sunshine delays. and it slows to the exit that goes southbound on the baltimore washington parkway. 395 steady right now. the lanes here are open. but it's downtown. constitution avenue blocked off right now between seventh and pennsylvania avenue. that's due to an accident involving a flatbed tractor- trailer. there's a lot of front end damage at this time. that intersection is blocked with police on the scene.

that say check of your fox 5 ontime traffic. well, new york and l. a. -- forgot about those cities. according to the wall street journal, the hottest and hippest place to live in the u.s. is right here in the district. so, why has the nation's capitol become a magnet for hot new talent? >> with the downturn in the financial sector in new york city, the government looks much more attractive to people whether they are taking government johns or private sector jobs that link to the government. >> there is such excitement going on in our city now. the new administration, the rest rawnlt scene is almost rivalling new york now. so, there's lots of really imbued things happening in the district of colombia. joining us with more on why the nation's capitol is so hot right now. washington -- monica, good morning. >> good morning. >> well, i'm glad we had that second sound byte from the chamber of commerce. because when they said federal

jobs, i'm thinking oh, that's not that hip and cool. it's good employment, but we're more than just federal jobs. what do you think has contributed most of this really wonderful distinction. >> well, i would disagree, because i think that one of the things that you hear a lot of people talking about is the obama factor which means that federal jobs are sort of hip right now. d.c. has not only become an important seat for the financial industry, but suddenly, professions that we normally wouldn't have thought as so cool such as nonprofit work or community organizing which d.c. has a lot of are very cool to be in right now. >> very good point. >> again, you did. you put that in the right context. you're right. you might think well, i'm working for the mu new administration. that is a very good point. we're talking about recent college grads. we're talking about the younger set of people might come to the city to look for employment. and also th special somebody or at least to just have a good time for a while. how much does this play into that as well? >> well, i think one of the things is the wall street

journal is sort of discover covering what we in d.c. have always known. d.c. is a great place to live if you're young. there's the revolving door of interns, the group house living culture, and the wide array of briefings that d.c. has to offer which is great if you are a young noon profit worker or intern on a budget. the fact that there's always something for you to do is a really good push for d.c. >> not to mention the whole museum system for the most part. >> right. >> very good point. >> and as you said, this is not new. do you think maybe with the new administration, the spotlight is being shown on us a little bit brio brielter these days. >> absolutely. i can't count the number of times that i've heard people from outside of d.c. talk to me about how cool d.c. is right now, and my response is always right now? and the only thing that's changed is our. and the new un-- influx of people coming in. but a lot of the establishments that you hear being mentioned ke ben's dhilly bowl is a hot

spot. that's been around for 50 years. >> true. >> so now we're getting the benefit of other people realizing what we have had all along. >> okay. i played devil's advocate. i ran into a young woman. she had two jobs. she happened to in this area where we are. upper northwest. she said are you from d.c.? i said, yeah. and she said man, it's hard to meet people here. i don't know anybody but my sister. we moved over here from florida last year. people aren't friendly. i can't get a group of friends going, not to mention dating. and i was listing the places. she was extremely discouraged. so, i'll ask you as someone in the know. if you are just moving here and one of those internings and college grads, somebody working for the new administration. where are the hotspots to go to feel like you can get in on this hip trend? >> you know, i would say that one of the good things about d.c. is that people are interested in a lot of different things. i've heard a lot of people who have met significant others through the kick scbrn ball -- kickball association which is

really big or, you know, a lot of people hanging out at eighth street which has been hip places for younger people for quite a while now. also, because we're sort of a culture, take a class. it sounds geeky, but because we offer so many classes at the usca, you're going to find someone who is probably fun and also a little bit smart also. >> you've got o to -- got to get involved. >> get involved. >> because it's revolving door. dwrowr going to meet friends. they're going to leave, but a new crop of friends is going to move in. people are always looking to expand their horizons. >> watch our station. you might get a good tip. tonight you did get that. i have to ask you one more question. that style writer. do people always look to you for style. do you always have to be just so. >> oh, it is hopeless. i will never live up to the name. tony, they're going to beat the bucks on sunday. the game starts at 1:00. basketball season not underway. the new coach and the wizards still a training camp at bcu. and arei nays healthy this year. he's missed a lot of games and says he's ready to go but he's not going to do something this year. he's not going to talk to us, us being the immediate ya. we're going to shut it down media-wise for the whole season. the help of the team's big three has been a major concern for the last couple of years. the team begins camp without any health issues and has some pretty big goals. >> and competing for a title. that's the goal. that's the beginning of the journey. here at training camp, getting everybody back healthy. obviously we have done that. now we have to compete for a title. >> expect to hear a lot more because we're not going to hear from gilbert this year. last night marked the final home game of whafs a hugely disappointing season for the nationals. 103 losses and counting. but you know what? for the crowd of 24,000 who stayed last night, they got to see one of the best moments of

still a mess. big delays germantown to the split. and of course 66 really in the thick of it now as you travel east of 50 fair oaks in towards the capitol beltway. constitution remains closed between seventh and pennsylvania. that is where we have the crash involved in a flatbed tractor- trailer. that say check of your fox 5 ontime traffic. news on the the west coast as an earthquake has hit central california. the u.s. geological sury shaying this is a magnitude 5- point 1. the quake stroke at 5:01 our time. so far there is no word on any damage nor injuries. meantime, the death toll could be well into the thousands in indonesia as rescue crews comb the countrysides, efforts are underway in the samoas where 49 people are confirmed dead as a results of tuesday's massive tsunami. indonesia is reeling after

two earth quakes strike the region within 24 hours. thousands are said to be trapped under buildings. officials say the death toll will be extreme. in the meantime, recovery efforts are underway in both samoa and american samoa following tuesday's undersea earthquake and tsunami. the hardest-hit area was the southeast coast of samoa where several fourist -- tourist resorts were wiped out. those on higher ground are the lucky ones disblsms we don't have a headcount. but from what we were told, there were a lot of people that were still sleeping at the time of the trkzsunami u. tourists and locals are among the dead. bodies are being found on the streets. others are being pulled from destroit a-- destroy's homes. there are, i think, one, two, three, four six -- >> at least 15 out. and my cousin was so injured. you know, you can look at all

this. and it was scary all the way back to the ocean. >> supplies are being flown in from neighboring nations incliewling -- including new zeal and. red cross relief workers are urgently trying to get help to those who need it the most. the pacific tsunami warning center in hawaii says an alert was issued following the earthquake but a tsami can travel as fast as an airplane. this this case, there were less than ten mnutes before the fatal waves hit. the samoa. a cry for help. as friends and family came together last night to pray for their loved ones overseas. >> i have a beloved aunt that drowned in her home, died in her ome. and there are six people that died in my village. >> when you lose relatives and friends and people that you grew up with, it's always a loss.

>> some of the federal aid could include grants for temporary housing, home repairs, and property insurance loans. here at me and new this morning, some residents are waking up to flooded-out basements because of a water main break. the mishap sent water gushing down the street in queens chapel roads in hyattville. now, crews are scrambling into action. sarah simmons joins us live with more. sarah, good morning. allison, good morning. at this point, the good news is the water has stopped pushing -- rushing through this neighborhood. they are still at this point trying to assess the damage. but the water main break itself did occur right here on queens chapel road. the road is se varily buckled. so you can see there is quite a bit of damage. the water itself was actually contained on the other side of the fence. since then, they have been able to drain the pipe and get the water out of there. take a look at the video from earlier this morning. this break occurred at about

2:30 and the water was rushing into the backyards of a couple of these homes flooding a couple of basements and the rest of it rushing bark down into the roadways. wsoc is telling us the 16-irchl water main dates back to 1933. it's a pretty old pipe, and past water main breaks, that is definitely a factor. at this point, it's really too early to determine what the cause is, but it very likely could be that age was a factor here. now from the looks of the water that you see in the video, you would think it looks much worse than it is, but that is not the case. >> right now we understand two homes are feakted. onhome has about three to four feet of water in the days basement and the other one has a couple of irchls at this point. and blic works and police are working to get those folks out to ensure their safe disbli. now, right now wsoc says there are 17 customers that are without water. it's possible that could

increase as they get in and have to do additional work to repair the danls. at this point, though, most of the lanes are still open southbound here on queens chapel road has been open the entire time. but there is still one lane of northbound queens chapel road. still closed the area of where that road is pretty unstable in that one lain, but one lane of traive is getting by northbound. but repairs are going to take some time. there's a lot of damage that has been done over here. we will bring you more details as they come to us. back to you. >> we look forward to that. thank you. new this morning, a deadly shooting at prince george's county. it happened just before midnight along 56th avenue in riverdale. two men were shot. one of them died. police say the other victim's injuries are not life- threatening. today police are on the look- out for three white or hispanic males in a gray hon da. a prince -- police officer recovering after she was shot in the hand during an attempted carjacking. this happened around 10:00 in

the 7200 block of jaywick avenue. that's temple hills. two suspects approached the off duty officer as he was getting out of his car. during a struggle with one of the men, the officer was shot in the hand. the officer fired back but it's not clear if anybody was hit. both suspects ran off. police are asking anyone with information to give them a call. scpr on thursday morning. talks are already starting this morning over iran's nuclear program. >> will that country be willing to make any concessions at all. a live report from capitol hill coming up. the second amendment says people have the right to bear arms. but do states and cies have the right to ban guns? we're ing to take a look at a new supreme court case. the first of october. that means the laws are changing. there are new ones on the books in maryland. everything you need to know about that including texts and driving. how much will that cost you? we'll tell you coming up on fox5 morning news.

. welcome back to fox 5 morning news. the talks have started now. >> u.s. and iranian teams negotiating sitting down to talk about iran's nuclear program. fox joins us now with more on the this big gamble. doug? >> reporter: allison and steve. good morning. it is a big gamble. you have a lot of countries, six sitting down with iran. 7 cub countries sitting down with this table. the question though is iran be willing to give up much of anything? >> this is just st the start of what will be a long and diffult day of talks. the u.s. joining five other nations all trying to find a way to deal with iran. >> we'll see if the iranians are prepared to start a process to lead to them being reintegrated into the international community of nations or whether they choose a path of isolation. they have a choice to make here. >> the choice to give up what are believed to be ambitions for a nuclear weapon. iran has maintained that its

nuclear test is for -- recent missile tests and the closure of what appears to be the second nuclear development site have upped the stakes. iran could give in just enough to buy more time. >> the other outcome is iran will take a very hard-lined attitude in affect daring president obama to seek economic sanctions. >> the sanctions will be tricky, and china especially could be a hold-out because that country has so many energy deals with iran. but the white house warns that iran needs to come clean and answer specific questions. >> if hey're not dealt with responsibly by the a rain -- iranians, that stronger measures will be developed and implemented to ensure that do. >> and no one is expecting a big breakthrough as a result is of today's talks. this is likely just the start- up of a very long process. the concern is that in the meantime, iran will continue to enrich uranium. steve and allison. >> thank you very much. and another problem in the

hands-free cell phones belong in that category. the transportation secretary will lay out safety recommendations today. distracted driving kills about 6,000 each year. maryland drivers, keep those texts thumbg on the wheel. the new ban on writing or sending texts while driving takes affect today. it's one of several new laws passed by the maryland general asemibli. if you are caught, you can be charged with a misdemeanor and face fines of up to $500 if convicted. and a new maryland speed camera law also goes into affect today, but most systems are not ready to implement it yet. in the coming months, the speed cameras first tested in montgomery county will be turned on in school and work zones across the state. there are some rules. a citation may only be issued if a descrier -- driver is going at least 12-miles per hour faster than the speed limit, and fines cannot exceed $40. it is the right to bear arms. that's how it's written in the

constitution, but what it does not say is whether cities and states can ban hand guns. that's up to the u.s. supreme court to decide. how will th do that? fox's steve brown has more. >> 76-year-old otis macdonald is a longtime chicago resident and has seen crime up close. >> well, somebody was in my garage just a month ago, less than a month ago. police got him. >> reporter: macdonald could have protected his home and himself with his shotgun which looks very much like this one. under chicago law, macdonald must reregister his gun every year without fail. and when it comes to firearms, the city's major has noted for years that chicago has -- >> some of the most restrictive gunlaws in america including a complete ban on these handguns. >> that ban has been in place for almost three decades. >> police. >> reporter: including a continuous police effort to get handguns off the reet. but, now, macdonald is the lead plaintiff in macdonald vs. chicago, and supreme court case this term looking at the constitutionality of chicago's

the amount of people who filed for unemployment last week jumped more than expected to 551,000. the increase comes after three weeks of declines. the number of people continuing to file jobless claims fell to 6.09 million. well, the unemployment rate here in the washington area is on the de-- decline. it fell in august to 6% showing a decrease for the third consecutive month. this news could be bittersweet. here is why. the washington post is reporting some analysts are attributing the decline not to an improving economy but to people who have given up their attempts at looking for work and have dropped out of the labor pool. a popular toy store putting up the help wanted sign. toys "r" us needs a lot of new workers. the company will hire some 35,000 seasonal employees nationwide. that is the same number of holiday workers that toys "r"

good morning, steve. i was just listening to holly talk about cox family farms. if you don't have is a farm that doesn't mean you can't have a beautiful fall garden. our friend eric thomas is with us as he is always for our gardening segment talking about container gardens at this new location for garden district. >> we're here at 1740 northwest, garden district's new location and we're talking about fall gardens. the thing about container gardens in the fall -- >> and i love container gardens. i can't talk enough about them because they are always the best quick fix for people in a pinch or like you say if you don't have a farm. one of the things about the fall -- the fall is a great planting time. it's time to get all of those projects that you can get done
