that is the biggest one day drop since february of last year. it comes as the senate cleared the way for final passage of the financial reform bill. >> that's designed to prevent another meltdown. markets overseas are taking a beating. doug luzader is live with more on this. >> good morning, guys. they have a little bit of work left to do. by and large the white house got what it wanted, even if wall street didn't. it's been a tough night on the overseas market. they may have been taking cues from wall street which had the biggest single day drop in a year. all of this as the senate, almost entirely democrat voted to pass new regulations. politically it's a win for the white house. >> the american people will never again be asked to foot the bill for wall street's mistakes. >> reporter: congress plans to create a new consumer protection agency to handle things like credit cards.

banks will have to keep more money on hand. some of the complicated bets that some traders make, derivatives will have new oversight. banks that begin to tail could be liquidated by the government. many republicans see trouble ahead. >> this sets a dangerous precedent that will encourage large companies to take more risks since they will pay any losses associated with that risk on to the taxpayers form in the form of a bailout. >> reporter: left untouched, the mortgage giants that caused so many problems in the first place, fannie mae and freddie mac. combined with uncertainty overseas, investors could be in for a wild ride. >> we could be in for a slightly smaller version of the roller coaster that we went through in 2008. >> reporter: now, the senate has a version that they passed, the house a version that they passed. they have to send that to the

president's desk. the heavy lifting appears to be done. tony and allison. >> thank you very much. coming up, we will take a look at the wall street big board after the market opens in just under 30 minutes. meantime, big changes on the way for fairfax county public schools. >> the school board approved a budget that cuts some jobs and most summer school programs. there are new fees for students. fox 5 sherri ly is live in fairfax with more details. >> reporter: tony, it was a long meeting here and these are tough times for fairfax county school board. for the third year in a row, it has reduced the amount of spending per student. $2.2billion budget passed last night making deep cuts and adding new fees for students. here is what it looks like. next year's budget is 35 million less than this year at a drop of more than 50 million from last year. that means more than 200 positions will be eliminated, most from the central offices. and new fees will be added for

student athletes and advanced placement and ib tests. to make it up, the board cut funding to some problems for at risk students, eliminated summer school accept for mandatory programs and froze 's they fought to eliminate 4 million in new fees but failed so students that want to take ap tests will pay $75. students athletes $100 per student per sport. parents argue that is a hardship they can't afford. >> it means not only school work, not only the academic side of the house but also rounding the child out to become a team player which they experience through sports activities. >> now, the school system will wave those fees for students who can least afford it, the students on free and reduced meal plans. one interesting note, the board

voted to move money in reserve to help pay for salary increases in 2012 and passed a motion that would commit the board to the pay raises. however, the gesture is seen as mostly symbolic because that motion is not legally binding. live in fairfax, sherri ly, back to you. >> thank you very much. in other news, it looks like a proposal to tax sports drink, tea and soda fizzled. mary chay wanted to charge a penny per ounce for the drinks. it will not be part of the budget after a number of council members opposed the idea. they may still consider extending the 6% sales tax to the drinks. there is help for maryland homeowners facing foreclosure. governor o'malley signed a new law giving homeowners the right to mediation. the law is expected to help more people work through financial difficulties to keep their homes.

police are looking into two bizarre incidents at the same apartment in the district. a woman found dead and another injured falling from a window. police say the woman's body apparently was there for several days. but they are not sure how she died. paramedics responding to a call for help arrived to find adjoining man that fell or was pushed from an upstairs window as well. he was taken to the hospital in critical condition. police are not saying if the incident is connected to the body of the woman found. neighbors are stunned. >> a hock to me. it's quiet. >> it's quiet around here. everybody gets along. i haven't seen anything happening like this. >> police haven't said anything about a suspect in either incident. disturbing new details in the murder of a d.c. lawyer. odd needle marks, strange stab

wounds. the revealing testimony describing the condition of robert wong's body. three men are accused of covering up the murder. >> reporter: with pictures of a role out sofa bed, bloody shirt and tough to look at autopsy photos, the prosecution revisited the bizarre swan street crime scene. court observers like the bloggers from who murdered robert wong.com summed up the day. >> i believe the defense held their own but a lot of points were put on the board. >> reporter: here is where prosecutors show the bed where wong was murdered. it showed two small blood stains. prosecutors maintain the black of blood indicated it was cleaned to mislead detectives. autopsy photos show the three small clean cut and precise stab wounds down the center of wong's chest. in court there was a clear reaction.

victor turned away several times from the pictures. >> i noticed he would put his eyes down, not take a look at him. price on the other hand seemed to be like craning his neck to see the photos. >> reporter: the medical examiner testified that three stab wound did not immediately kill, incapacitate or leave robert wong unconscious. doctors believe he was alive for several minutes and should have been able to move but didn't. the medical examiner said it was peculiar, something she hasn't seen. >> in the 45 autopies she has done on stabbing victims, this is the first that she saw no defects indicating no movement. >> there was no defensive moves or blood on wong's hands. translation, he laid there, unable to move at all, even to clutch his bleeding chest. >> it's compelling testimony. it adds to the horror of the night that he could take three stab wounds to the chest and live for a period of time

before he ultimately passed away. >> that was roby chavez reporting. this leaves the question why didn't wong move. there is no explanation but the autopsy did reveal four odd needle marks on his chest, ankle and foot. those who treated him say it wasn't from efforts to save him. prosecutors maintained that he was drugged but have no evidence to prove it. fairfax police are looking for these two men seen in the sketches accused of killing handyman at mansion in centreville. two gunmen entered the garage and threatened a female family member at the home. that's when they got into a fight with the man you just saw and shot and killed him. police believe one of them had a distinctive raspy voice with a nickname slim. they drove away in a white toyota pickup truck. coming up, steroid allegations landing a redskins star in hot water. did santana moss use

you county. why do you think. >> we have a new mind-set on how we address crime. we have reengineered our philosophy and i think it's working in prince george county. >> what else can you credit. that is significant jump -- decrease. >> community policing. we are working with the community members to affect crime. we are very transparent, open. have a new philosophy on how we address crimes. we are addressing auto theft. i think our officers are working hard. >> just to save numbers here, auto theft, which was a real problem in the county is down 30 -- 40%. that is a real statistic there. also 27 fewer killings in 2008 than 2009 as well. violent crime as well as the other crimes, not against a person but property is down as well. >> exactly. we continue in 2010, homicides

and murders are down 13%. homicide unit, closure rate at 79%. a lot of good people are coming to work every day and working hard. my mind-set is about accountability, working hard and doing the right thing in accounting. >> getting folks young is a big issue. this weekend you are doing something special, targeted at the young group that might be interested in gangs or glorifying gangs. >> this is our second year of outexplosion. this came up because i ride around the county with my special assistants. while driving we said let's come up with away that we can showcase our youth in prince george county. we came up with a youth exposure. it actually helps us provide crime prevention tips, showcase the tall lnts of the youth in our county and provide a driven new for kids to utilize energy. >> you see the information there. it's an actual thing going on,

event tomorrow, 11:00 to 3:00 p.m. at the tabernacle church. i want to get to another article recently in the gazette. you are talking about staffing levels. everybody has been hit hard, jurisdictions with the budget. you are doing this with less officers. some of the numbers here. we will show them as you talk about the current staffing levels. are you pleased with that. >> i would like to have a force of 2,000 officers. can you imagine what we are doing, 1600 officers. we are doing this through intelligence. every police chief will tell you that the police chief is a life-style change. it's not a job. i do take the job seriously. i hold officers accountable. we work hard every day. but the community is the key. our community has stepped up all over the county. we are working very well together. >> let's talk about the accountability of course. hard to forget the video back in martha was released. you saw a student that was

unarmed being beat even if by the three officers. there was fallout. four have been suspended. what is the status. are they still suspended. >> these officers are still suspended. we have conducted over 150 interviews. we are continuing to move toward a resolution. at some point there will be due process conducted because of this incident. it's totally unacceptable. this is not what i condone. this is not what the police department is all about. we will police from the heart, do it the right way and there is no latitude with that. accountability comes first. >> all right. roberto hylton, chief of prince george county police. come back and see us. >> i am honored ton here. >> that is a nice thing to say. >> thank you, chief. in other news this morning, 11 states in the northeast are banding together in a push for better rail roads. the coalition is asking for federal help. they are asking for major

it has been nearly a year since the deadly crash on the red line. the national transportation safety board is getting ready to release the results of their investigation. nine people were killed including the emergency operator that hit the brake

just before the train crashed into another. jet blue airlines is disputing a report that one of the copilots was arrested for threatening to crash his plane. the airline says he was removed for health reasons, not for making a threat. he apparently sent his girlfriend an e-mail saying if they didn't make up, he would crash the plane. she called police in time to get the copilot off the plane. the pilot was sent for a psychiatric evaluation. >> i have no comment. >> okay. people on the streets outside of miami got to see quite a spectacle. >> you try to set me up sometimes. >> i was asked your opinion. seemed like something you would want to speak on. >> not too often that a plane is lifted above a city neighborhood. the american airlines jet weighs 49 tons and holds 149 passengers. it drew large crowds. police had to shut down roads

cooler in manassas, 61. did i mention frederick, 70. almost on the hot side this afternoon with highs in the 70s. it will be more summery than yesterday as we watch the winds shift ahead of the frontal system. starting the day with little cloudiness. filtered sunshine at your house. it will be a mix of clouds and sunshine. then the clouds will win out later this afternoon. it won't be entirely summery day. out to the west, the greens on the map, that will be our weather into the weekend. here is what will happen. an area of low pressure, out to st. louis, the spin in the atmosphere, that will push up into the great lakes and lift this to the washington area. i want to take a look at futurecast and time out the rain for you. no problems today. by late this afternoon, if you are out tonight, no problems. just clouds. we will look at tomorrow.

river walk landing was developed by york county as a destination for locals and tourists to come. we have, of course, the historic battle fields, the victory center for the historic part as well as main street, shopping, nine stores of varying products here and the river walk restaurant. so, we look at ourselves as a destination for touring, for shopping and for dining. >> reporter: and, of course, great seafood as you mentioned. just drop a line behind us here. >> we have been known to do that. >> richard carr, the lump crab meat, does that come right out of the chesapeake. >> this is lump crab meat. this is local grab meat. we use three different kind of crab meat at the restaurant. there is the special crab meat

or every other piece of the crab other than the claw. that is used in one style of crab cakes that we make. the claw has a great flavor. at din they are time we use the lum -- dinnertime we use the lump. >> this is one of your specialties. let's get going. how do you whip this up? >> we start with the cause for the crab cakes, one egg and about a half cup of mayonnaise. the seasoning is white pepper, coleman's mustard, a little tabasco. >> love that. gives it a kick. >> simple. we want the crab to be the dominant flavor. we make the sauce just to bind the crab together. >> got it. we use the majority of the crab

cake at night is made with lump. but we have to add a little bit of special crab meat to it to keep it together. so, there is no filler -- >> what makes it stick. >> other than the sauce and the special crab meat that we put together. so, there is no vegetable or bread crumb filling. just crab meat and sauce. we will take this and we serve a lot of crab cakes. >> i bet you do. >> any other specialties here? >> all the seafood is -- the scallops are local scallops. everything we try to do is a simply as regionally as possible. >> i'm looking at the breeding. it's different than what i'm familiar with. >> this is pinko bread crumbs, japanese style. >> is that better than the stuff you would find -- >> it's light. it doesn't absorb into the

that's better than it was. it's doing better by the second. the dow opened down this morning. you can see what it's doing, fluctuating but looking better. that follows yesterday's drop. markets in asia took a pounding overnight. economists say we are in a correction period after markets lost more than 10% since the highs of last month. you may notice an influx of cyclists on the roads today. that's because it's bike-to- work day. here is one of the pit stops this morning at the market square on king street and alexandria. earlier this morning bikers headed to gnats park for -- nats park for prices and nats tickets. >> cool. >> a little incentive forgetting out on your bike. actress lindsay lohan, lelo, posted $100,000 bond so she won't be arrested. >> where did she get the money?

what did you feel when you saw the pictures. what was the plan of attack. >> first to not give her too dramatic of a change that she wouldn't feel comfortable and really want to use the look we gave her. we wanted to soften the hair color and give her an outfit that is casual because she is working from home and give her a look that she can walk around town in and have her comfortable and use the makeup to give her a lesson and show her how to brighten the eyes and give her a natural look. >> there she is getting hair. >> hair done there. >> you will see a picture of her doing shopping. there is one of the first purchases. >> how involved was nancy in the process. you have to feel comfortable. >> she was extremely involved and helpful in the process. nancy knew what she liked and what was going to be most comfortable on her. it was nice to have her ab real participant. >> she was -- was she a willing

participant. >> she was. hopefully we didn't put her in anything too far out of her element. we took her look and bumped it up a bit. this is nancy monohan. look at you. you look gorgeous. how do you feel? >> i feel great. i feel like a new me. >> i have to stand up with you. i feel it's rude to sit down. this look, we are all in the cardigans now a day. this updated look. tell us about it. >> i will start with the hair. joe from salon joseph took nancy's hair and kept it a medium bob but he added a few more layers in the back to soften it and put highlights in it. >> i like the highlights. >> brittened her face. kim applied foundation. she says don't put too much makeup on if you are feeling like you are starting to look older, you want to keep the makeup light and she used neutral tones and less eye makeup and just more on the lids than the lower. for the outfit, we gave nancy

an alternative to wearing a t- shirt. we put her in a blouse which is in but it hugs her figure well and the cardigan gives shape to the outfits. the chopped jeans are trendy but we gave her a waste on the jean that she was more comfortable with. would you have picked that for yourself, the little capri jean. >> capri but not jens. >> we went back and forth on the height that would be best for nancy but keeping the show to a neutral color. you are seeing a lot of this nude, tan, cream. it makes her look taller in a cropped pant by using a lighter shoe. we used the accessories to bump up the look. the necklace brightens the outfit up and brings us up to look higher up at her beautiful face. the cute bag from a neat buy
