the number of federal workers making more than $150,000 has increased ten fold over the past ten years. and it looks like salaries might continue to grow. the president plans a 1.4% across the board pay raise for more than 2 million federal workers. joining us this morning, daniel add cot from the federal employee association. appreciate you coming in when most folks have off. appreciate you coming in. >> thank you. >> let's talk about this report and the numbers we're seeing. they came from the government, office of personnel management. what do these numbers mean and what does the average person who doesn't work for the federal government make it? >> the numbers came from usa today and we have problem because they don't put it into perspective or context. there is only .003% of the federal work force who earn incomes over $150,000 and
7:18 am
literally they are the rocket scientists at nasa, the brain surgeons at the v.a. and a big chunk of these individuals are doctors at the veterans administration who are earning salaries way below what their colleagues in the private sector are earning. >> and it's funny, daniel, that was like the last thing i was going to get into. but let's talk about that first. because when someone sees those numbers and they think those fat cats, they are making all of the money. but say the percentage again, the high-ranging six figure number. >> for individuals in the federal government earning $150,000 or more year, they are -- it's 0.003% of the entire federal work force at that level. >> had they chosen jobs in the private sector, would they have that same sort of cap on their salary? >> no they wouldn't. >> so this is the other side to
7:19 am
this story, in all fairness. >> well the study concentrates on those would work at the department of defense and these are the folks that are top tier talent at the d.o.d. they are preventing the next terrorist attack. they are responsible for a budget that is about $700 million a year. they are responsible for procurement and acquisition. and 2.8 million people that are on active duty and reserve. if you're going to have those folks run an agency, you need to have the highest talent because they are directly competing against folks going to work for boeing or northrup grumman or general dynamics and if you go to work for a defense contractor, i don't know if i want to say the sky is the limit, but certainly they're going to be offering much more than salaries above $150,000 a year. >> when we are talking about the majority of the work force, we're talking about maybe administrative positions or those type of positions, would
7:20 am
you say that would be the area where the federal government worker makes out better than the average administrative assistant? >> not necessarily. i think the bottom line is the federal government tries to act as any other employee to provide competitive salaries regardless of what the position is. and there has been a lot of very inaccurate information and apples to oranges comparisons made to things like the heritage foundation and the catoe institute regarding the federal work force where they don't take into consideration the extraordinary mission that federal workers have and they tend to be more highly educated. there's a greater need for managers and professionals. people stay longer because they care about the mission and the extraordinary task that the congress and the president and the american people put on federal workers. >> let's talk about the presumptive next speaker john boehner. he's taking this on and saying we need to make a freeze on all new hires, make a freeze on
7:21 am
pay. the reaction to that from you, sir? >> well unfortunately i think this is more about politics than good human resource practices. at a time when the federal government is going to be called on to do more and more, especially in terms of trying to find ways to combat fraud, waste and abuse in the federal government, the people that know how to do that the best are federal employees. not to mention the policing of our financial industry, executing two wars. this really sends the wrong message to the very people on our front lines that are taking care of all of these problems. >> daniel addcock with the retired federal employees. is it narf? >> it's narfe. >> thank you. problems being solved across the globe and citizens

veterans is declining but the percentage of women is rising. joining us is fernando rivera. thank you for joining us. let's talk about the homeless veterans. we just heard the statistics. it is declining, but do you find that to be the case? i know it's still a number much larger than you would hope? >> absolutely. our secretary under the president's charge has put on a full-court press to drive down homelessness among veterans. in 2008 we estimated about 131,000 homeless veterans across the country. today that number is down to 107 and we hope by 2010 as our programs continue to mature and grow to be down below 60,000 homeless veterans. >> now before we talk about women specifically because that's a big problem in itself, for any veteran out there who either is homeless, runs the risk of being homeless, i know one of the problems is sometimes getting that information to these people, specifically if you are
7:35 am
homeless you may not have access to the tv, the newspaper, whatever it is that you would get -- the internet to get the information. what is the easiest way for people to find out about this information so that at least they're away what programs are out there to help? >> absolutely. we have tremendous out reach programs in the v.a. and work closely with community stakeholders and community agencies. at our medical centers we hold homeless standdowns where we partner and reach out. we have a homeless 24/7 hotline number, 1877-aid-vvet and that is available for services and we have a good program for communicating with other agencies that support -- provide support services to other homeless citizens other than homeless veterans. >> to what do you due the
7:36 am
decline in homelessness? what is reducing that number? >> i think awareness. the v.a. is very much a family. a family that partners with community agencies and partners at all levels. at the state level, at the federal level, at the county level. and what we're seeing is an awareness that this is a problem that we can tackle, a problem that we can make progress on. it is a difficult population, a difficult patient population. eliminating homelessness is not just providing housing. it's providing employment, providing education, providing health services. that requires a comprehensive support system that includes the department of labor, the department of education, the department of justice and of course the department of veterans affairs. >> let's talk about specifically female veterans who are homeless, because this continues to be a problem. you might not think about it that much but the number of fee

peal soldiers has been on the rise and marines. some estimates of 6,000-7,000 women who served the country that are sleeping in cars or shelters or are homeless. >> i think we have more women entering the military to serve our country and as they leave the military they are veterans by status. they are part of this veteran population that we had not seen before in previous conflicts. our challenge is to provide the programs that are going to track them to v.a. care and services and going to make them aware of the services that they have earned, this they are eligible to receive. we have a wonderful program coming up november 19th at the d.c. va medical center called lady's nice. where we invite our female veterans from the community and
7:38 am
do outreach in the homeless sectors as well and provide a variety of services to include employment services, health checkups and we do a little bit of pampering. and we do cosmetics on the nails, on the face, pedicures. this is our second time doing the program. we had music in our lobby. the president's own brass quintette came and played and we had a wonderful corporation from our partners in the community, our partners in the federal sector so that we could offer a comprehensive set of services to this specific population of veterans. so that they understand this v.a. is their v.a. they've earned it, they put their lives on the line for us so that we can enjoy our freedom and we could do no less. >> it's very important and great programs out there.

the mayor has to take on all of those things in conjunction with the council. but without a lot more money to spend on it. >> right. your contributions to the district is widely recognized. are there lessons from the past that can help you as you move forward and advise the new mayor? >> well, we are not in the situation that tony williams, when he was chief financial officer, before he became mayor, and the control board, which i chaired were in. that was a desperate financial situation. nothing desperate about this. but at the time the control board did a thorough look at what the city was spending on, cut a lot of positions, and probably went too far on some things. but that's not the situation we're in now. the city is in much better shape.

year. really pop on tv. and this is our alternate jersey on saturdays and sundays and pipes on road. and then again the piping and the curly w. and red, white and blue, our colors and then subtle changes to the gray. for all of the jerseys the gold has been removed as part of the color pallet. they are red, white and blue and washington still remains on the front of the jersey. >> the word national not appearing this year. by design? >> you look at the primary logos an on the left side of the sleeve was the curly w. is washington nationals. i felt it's important when you look at all of these uniforms, i believe we're the only uniform in baseball where the curly w. representing our fans and our team and our city is on every jersey. and that's unique in sports. over 30 ways we waited here for baseball and it's our way to honor the past and the tradition of the 1930s and 40s when they had the curly w. and to be a forward look to be

inclusive of our fans here in washington. >> and tyler is wearing which jersey? >> our new home jersey. you see the equity of the brand and what we're doing if the curly w. it's funny, when we talked about this and we talk to a lot of fans over the past year and what they told us was they love the curly w. they want to see more of the curly w. and what you see with the new home uniform as well as the others ises is simple and clean and sleek. it's easy to understand. and so when someone looks at the curly w. they'll have that image of young talent, authentic and up and coming team. >> and we have some video of the fashion team and you were modeling the jersey last night. and do you have a -- i know you're superstitious. does it matter? >> i like the white one i have. and at the end of the day they tell us what to wear, we go out there and do our thing. >> and if you're going to be

superstitious. >> it's like an undershirt or something. >> what do you do in the off season to make sure you stay sharp? >> more of the same. kind of getting in the weight room. i just got in the weight room a couple of weeks ago and hopefully work out harder this off season and get even better than last year. and i guess that's the ultimate goal for every player out there and hopefully more of the same this year. >> do you try to stay away from setting specific goals, just go out there and play hard. >> yeah. you don't want to get caught up in that stuff. just stay the course and workout and do the right things and it should take care of >> t later on today. >> the only place to get these jerseys is at the team store, the centerfield gate at 8:00 a.m. to 6:00 p.m. and we have a couple of guys, clifford, and zimmerman signing autographs at the store today. after the 17th, starting after this saturday, monday through friday at the team store 10:00 to 5:00 every day through the end of the year.
