thanks for being with us this tuesday morning. i'm steve chenevey. >> and i'm allison seymour. and the tears for redskins nation this morning. >> it's monday, after game day and the whole nation had to watch that. pick up the pieces and move on, right? >> tony perkins is joining us now with better news. >> well i was looking at the computer getting the latest updates and eagles just scored again. >> much like the rain, they haven't stopped. >> still going on. well the rain continues too, folks. we have rain showers across the region. and so shall we through the day today. let's take a look at hd radar and show you we've had more rain move in during the last 30 minutes. many of you now seeing rain. not so much south and east of the city, but pretty much everywhere else rain showers moving through. this is how it's going to go through the day. period of rain, some of you will get it but others won't. but if you don't, then an hour later you will. so intermittent showers moving across the area all through the

day. let's go to the graphics. your satellite radar composite, more moisture out there. a day long event and well into the nighttime hours. much more precipitation off to the south and west where the area of low pressure proside -- presides. and it could bring heavy rain to those out to the west and maybe some thunderstorms too. right now 51 in the nation's capital. 49 in dulles. 49 in baltimore. forecast for today, clouds and periods of rain, high only about 56 degrees. now i say only because we were getting used to highs in the 60s but our average high for today is 57 degrees so we will be right about where we should be for this time of year. that's a look at the weather. now let's get an update on the drive in. julie has that. the wet pavement not happening the -- helping the drive. southbound 270, clear right now. no incident reported out of

rockville however it's a slow go out of germantown headed to the split. not only in the main line but the local lanes. and traveling 395 from washington boulevard past the pentagon and in bound toward the 14th street bridge, d.c. into the 14th street bridge street bridge, car blocking the left lane and slow into the pentagon parking and delays out of dale city. in newington, heads up of an accident crowding the left side. that's a check of your fox 5 on- time traffic. this might have been the best action of the night, before they even rung the bell. emotions high in the pregame warm ups. i think that was pacquiao out there. and both teams got involved and both sides quickly broken up. let's just say, it they were on the -- if they were on the

executive building in upper marlboro with the latest this morning. sarah? >> reporter: well fbi investigators say these developments are all part of an on going probe. they are not saying how they are related to the jack jackson case, but all of that part of the investigation. but now we have three prince george's county police officers that are arrested in connection with this probe. two of the officers arrested, sergeant richard delabrer and corporal chong kim. investigators searched 11 different locations, including tick tock liquors. the owner, amrik melhi and the sergeant and corporal are charged in the first indictment. the liquor store owners would pay the officers in exchange to ensure safe transport of untaxed alcohol and cigarettes. now the police chief, after

hearing of this, very upset about the allegations, calling this a disgrace for the department. >> i'm outraged at the disgraceful conduct demonstrated by three of our officers who tarnished our badge for their own greed and personal gain. >> reporter: now in the second indictment the officer sin isa simic is charged with distributing cocaine and the use of firearms for drug trafficking. at this point all three officers are suspended without pay. they do face up to 20 years in prison if convicted on these charges. fbi investigators believe this could be the beginning. this could be more arrests on the way. live here in upper marlboro, sarah simmons. back to you, allison. as we talk more about this case we're joined by professor paul butler from george

washington university. good to see you. we hear more and more about this every single morning. how deep do you think this runs? >> the federal prosecutor rosenstein said it's an on going investigation and there are many different plots. so first we have the major politicians, now we have the big business owners indicted and police officers, so who knows where it's going to go next. >> what is interesting is the more we talk with people, the more people said essentially this has been rumored, something similar to this had been going on. why hasn't anybody stepped up. >> the prosecutor said this was a four-year long investigation and there were search warrants served before, so everybody in the county knew this was going on, which makes you wonder about the stuff that is apparently on the videotape. if people knew they were under investigation, why would they do stuff like this? >> let's talk about the information we have learned.

and when we started this out on friday, the big news broke with the county executive jack johnson and his wife and money they had in their possession or trying to get rid of it. how does that play into the whole admissible into evidence and how critical is that toward trying to get a conviction in this -- in this case. >> well it's sexy to hear about people shoving checks or having money in their bra. the substance of the charges are likely to be bribes, taking money in exchange for government services. so that's the real crux. so we'll wait and see what the evidence is there. >> you worked as a federal prosecutor for a long time and how do you see this playing out, how much more will we learn about this and how damaging may these charges be to the individuals charged? >> they will be incredibly damaging if they are proven. i met rod rosenstein when he

was a baby lawyer doing public corruption so he knows how to bring the cases. and they hired one of the best lawyers in the country, billy martin and it's a clash of the titans. it looks bad for johnson, you have to admit that, but you are innocent until proven guilty and we'll have to wait and see what happens. >> and we'll step away from the legal aspect. how damaging is this for prince george's county from a perception standpoint. >> it looks terrible and we have to admit that. we have to think about race. prince george's county is the preimminent african-american area and to have damaging charges against elected officials looks really bad. >> paul, thank you for being with us this morning. >> great to be here, steve. >> thank you. the defense rests in its case in the chandra levy murder trial. and fiery moments for charlie wrangle. why he walked out, coming up. and as we take you to

that's where you get the rain, off to the west. severna park getting rain showers. and this is moving in a northeast direction. and as we've mentioned, the areas with the heavy rain are to the west and that's what we're seeing right now. here is a look at the national map. most active weather in the country is in the eastern united states. that's a pretty vigorous storm system down to the south. you can see the main thrust of the storm is still well to the south, hence the day long call for rain showers through the region today and through tonight as well as a matter of fact. i think overnight it finally begins to dissipate. right now reagan national reporting a temperature of 51 degrees, relative humidity 89%, winds out of the northeast at 5 miles per hour. your five-day forecast, high today about 56 degrees, more rain through the day and at night. some heavy rain to the west. could be a couple of thunderstorms late this afternoon or during the evening

hours. tomorrow 63 and breezy. and then thursday 57, friday cooler and 54. saturday looks good at sunny and 59. we'll take that. that's a good day. that's the latest. >> just have to get through today. unfortunately for folks backed up into the city, it's a problem this morning. julie, what is going on? >> 395 northbound across the 14th street bridge, that's where we had the stalled truck on the d.c. end of the bridge. that's finally cleared. delays from the beltway headed northbound and slow traffic crossing the potomac. the outer loop of the beltway very slow from college park through bethesda. inner loop of the beltway slow toward 95. the problem was a disabled tractor-trailer tieing up a couple of lanes that is out of the roadway but the damage is done. southbound along 270, delays out of germantown all the way toward the split. it's heavy, slow and steady. northbound 95 in virginia working up toward 7100 out of newington, accident now confined to the left side of the highway here in the main

line. but delays with you out at dale city. delays in lorton. and that's a check of your fox 5 on-time traffic. the latest on the chandra levy murder trial this morning. lawyers will present closing arguments. yesterday the defense rested without calling ingmar guandique to testify. however the defense did question one of his former cell mates. jose alanis told the court that he never heard guandique say he would kill levy. he had six charges against him and two were dropped last week and another two dropped yesterday. he still faces murder charges. making headlines this morning, veteran new york democrat charlie rangel walked out of his ethics trial. he's facing 13 charges, from

filing late taxes to using house stationery for fundraising. the congressman told the house ethics committee he was not staying for his trial. >> with all due respect, since i don't have counsel to advise me, i'm going to have to excuse myself from these proceedings. >> he let the commit -- left the committee room saying his legal team dropped him this fall. the chairwoman said he has the right not to participate. the panel will resume their deliberation this morning. it may be the end of the line for earmarks. those controversial pet projects could soon be history. this represents fallout from the mid-term elections. doug luzader with more now. >> reporter: republicans may vote on a two-year earmark ban today. voters may not like earmarks but they still have plenty of defenders here on capitol hill. the elections may be over but the anger on capitol hill

hasn't subsided yet. the tea party republicans rallied to end the practice that has disgusted voters for years, congressional earmarks. >> there will be a new sheriff in town and this sheriff is going to listen to the american people. >> reporter: earmarks are special directions on spending bills that are inserted during the dead of night and they allow lawmakers to bring home what many consider to be pork. special projects like the bridge to nowhere in alaska. the final nail in the coffin is senator mitch mcconnell's last- minute endorsement. >> banning earmark is another small but symbolic step to take to show we are serious and to show we are on the way to serious and sustained cuts on spending. >> reporter: and from one of the most prolific earmarkers in congress. and president obama is all for a ban as well. all of this is largely the result of these people, incoming freshman lawmakers who are here because of voter

a soldier from our area has been killed after being wounded in afghanistan. david lutz of maryland hit with an ied november 8th. he was taken to germany to be treated but he died. he was assigned to the 101st airborne division out of ft. campbell and he was 28 years old. and doctors in haiti still scrambling to stop the spread of the cholera epidemic. it's killed more than 1,000 people and sickened tens of thousands more. there are fears that number could grow to hundreds of thousands. one person was killed and six more hurt during two separate demonstrations in haiti. an ohio man accused of kidnapping a 13-year-old girl found bound and gagged in his basement is appearing for arraignment behind video today.

her brother, mother and family friend are all still missing. investigators will continue the search today after pulling a car and suv from a lake near hoffman's home on yesterday. no word on whether the vehicles are related to the case. we have heard from a lot of people in regards to the corruption scandal involving prince george's county executive jack johnson and his wife. but what do the residents of prince george's county say? >> they are speaking out to us and to wpgc, big tigger joins us live with what people are saying. and the latest weather and traffic updates. there is traffic backed up on the 14th street bridge right now as the rain is still out there this morning. we'll check in with tony and get the latest coming up. it's 7:27.

commute during the morning hours. let's look at hd radar and i'll show you where the rain is. it's widespread across the region, particularly the western half of the region. not so much going on to the east of the district, but look at that, it's almost a straight line oddly enough. out to our west, it's really starting with northwest washington, southwest washington and rainfall. and then off to the west, a lot of rain in leesberg, reston, manassas, dale city, a couple of showers there now. and off to the east, not much is happening. severna park is getting rain showers, la plata will get rain and waldorf in a couple of moments. but that's about it. now there is going to be a changing picture. it's been a changing picture all morning and it will be through the day today as the rain showers continue to push off to the north and east. let me show you the satellite radar for the region and you can see the general motion of the rainfall. it's all coming from the south and this is where an area of low pressure is based. it is moving to the north and east but there is a lot of moisture out there for this

system to work with, including some areas of heavy rain in tennessee, kentucky, places like that, back into arkansas. most of that will track to the west so we won't be getting the heaviest rainfall amounts. although in some regions you could see a pocket of heavy rain here and there. let's look at the future cast and we can show you how long we expect this to last across the region. it is certainly through the day today. you see the split we told you about. noon, everyone is getting rainfall across the area. and during the course of the area today has more. and in the nighttime hours could see a heavy batch of rain come through. fine tomorrow during the day and thursday getting some clouds building in here. and the temperature around the region, 52 in d.c. 50 in quantico. cambridge is at 52. forecast for today, cloudy

skies, periods of rain. 56 for the high. five-day forecast looks okay. tomorrow will be a breezy day, for the most part rain-free. maybe lingering showers early in the morning and breezy with 63. and 57 on friday, cooling off. 54 on saturday and we rebound back into the upper 50s with sunshine. that's what is happening with the weather. now here is julie wright with more on the morning rush hour traffic. very much a busy commute. and i'm hearing from d-dot there is a crash at florida avenue in northeast washington. it's heavy, slow and steady for the anacostia bridges. and for those continuing from 109 out of hyattstown toward the split, you'll find the outer loop is congested. 66 on the slow side this morning. delays out of centreville and 7100 to 123, nutley street to the beltway. eastbound braddock road where we had the crash. some traffic able to get through at the scene.

that's a check of your fox 5 on- time traffic. our big story of course, the corruption scandal involving prince george's county executive jack johnson and his wife. it has expanded now. nine more people have been arrested in connection, including three county police officers and business owners. charges include paying the police in a scheme to transport and distribute untaxed cigarettes and alcohol in maryland and virginia. and drug and gun conspiracy charges too. while the defendants are being held waiting detention hearings later this week, johnson has been going to work with an electronic monitoring bracelet. the feds say more arrests could be made. well for more on what prince george's county riz dents are say -- residents are saying, big tigger from wpgc joins us live. always good to talk to you. good morning. >> hi, allison. >> and i know that often radio is the first line when folks want to speak out about what is

going on in the community. tell us what residents of prince george's county have been telling you. >> a lot of them are outraged, surprised, disappointed that the place they call home is now the subject of scandal and the subject of the big federal probe about corruption in the county. a lot of people quote, unquote, supported jack johnson and to hear the allegations come out, whether they're true or not, is quite damaging to our county. >> and tigger, just to put it all on the table, there have been rumblings about corruption but no one has been proven guilty of any charges. >> right. >> but with this going on, and with the progressive nature of the county, are residents embarrassed, are they mad? what are they saying when they call and are telling you how they feel? >> i think a lot of people are embarrassed. some people are surprised.

i travel a lot and when people ask me about d.c. and maryland where i live, i'm quick to tell people, pg is the most affluent african-american county in the country and i feels that like a thing of pride for people who live in our county to be a part of that. and when you put this kind of black mark on the county, it is embarrassing and i think a lot of residents are feeling that way. >> what needs to happen now. there is a new administration coming in and i don't want to get too heavy with the whole political side of it, but are residents saying that they see a change coming and that county will bounce back and away from these charges? >> well, i mean, unfortunately for executive-elect baker, he's got the barack syndrome. he's walking into a big mess now that he has to -- instead of having a., b., and c. to do, he was to work through this to get on the right track of going

where he wants to go. again, the county has had its ups and downs like any other county, but hopefully executive- elect rushern baker can do what he has to do in order to restore the luster to prince george's county. >> now i know, tigger, you could be, but you're not the county executive but i'll give you a minute to tell us what is so wonderful about the county, because i think that we're looking and putting the whole county in the pocket of this -- these charges. so i want to make sure that we get equal time. you choose to make prince george's county your home and so do a lot of other people. can we talk about something positive going on in the county? >> i think in our county, most of all for us to feel like it's home and we don't feel that there isn't any part of the county we can go and not feel safe. again every county faces challenges. i think the new wegman's which

jack johnson just opened is part of bringing upscale shopping and the upscale experience to prince george's county is something people appreciate. i think they're doing a little bit more with the roads, trying to get the roads together. again, schools could always be better. a lot of things could be better. and more importantly, the redskins could have played a lot better last night in prince george's county. >> well no one is going to argue with that. and we don't need a trial to determine that they are very guilty of not winning that game last night. any way, just want to ask you, because you touched on something that is interesting, we have seen so much development in the county there. are you getting any calls of people worried that won't continue now maybe with the microscope on the county a little bit more? >> haven't gotten any calls about, it but it definitely has to be a concern. we've been very progressive in home and business construction in our county. a lot of things have been built, rebuilt, made better.

just twisted out there. he has killer arm strength and that's why he was the number one pick in the nfl draft. because when you match his legs with that arm, you don't have a chance. and landry had little chance here. one false step to the outside and that's all it takes for a guy like desean jackson to to the inside -- to get to the inside and he's gone. but it was the michael vick show. how do you stop him? defensive coordinators around the league is going, what, he can throw with accuracy -- good luck. so six touchdowns that he accounted for, four passing, two rushing, 413 total yards for one guy. this is the nfl. this isn't college. he's not getting a heisman trophy. you can do that against al corn state. that summarizes the night for redskin fans. how do you stop and pull the hat right over your eyes and don't look.

work. johnson spoke to reporters before entering the county administration building yesterday morning. now while he didn't answer questions about his case or the police officers' arrest, he did mention the support he's gotten from members of the community. >> there are a series of related investigations, this case and the case announced on friday. these are among the series of investigations. these two cases have one important feature in common. they allege that police officers violated the trust of the people of prince george's county, sold their authority and joined with criminals to commit serious criminal violations. >> now johnson has only three weeks left in office and said that he will finish out his term, spending the remainder focusing on budget issues. steve. and the man elected to take over prince george's county, rushern baker, spoke out since the arrest. baker said despite what has happened over the past few days he wants citizens in the county to know his administration will deliver a first-class government, one that puts the

cell phone and the damage is -- it's hard to understand how much damage was caused because he made that one decision. >> yeah, and it's a split- second decision. and i guarantee you, whatever he was talking about is not as important as the life of that 13-year-old that was killed in that accident. and there are stories like that all america. 5,500 people died last year as a result of very dangerous distracted driving behavior and half a million people were injured. they can be prevented. >> and what is the text message? >> it's nonsense. >> it's distraction.gov and the first three series made available today. but you're rolling them out as they come along, come into you. and they don't just deal with cars. this is -- this goes across the line here in deferentiallies. >> we know pedestrians are hit in walkways because somebody is not paying attention because they are looking down at their blackberry or on the cell phone. and we know that people are injured in cars because some

driver thinks that that message is so important that they can't wait until they get to their destination. and as you said, a bus driver -- in california 28 people were killed because a train driver was texting while driving a train with a lot of people on it. it's this kind of very dangerous behavior is what we have to stop. >> senseless. >> it really is. >> so it includes cars, planes, trains, commercial vehicles. some of the commercial vehicles, huge lethal weapon. they can't do that. >> when you think of a car of a 4,000-pound or 5,000-pound car under your control and you look at a blackberry and you go in four seconds the length of a football field, there is no good that can come of that. >> and we see the seat belts and the buckle up and do you think your number one priority will be met with we put that phone away. >> we'll save lives and
