so glad you're with us on this -- at 7:00 on this wednesday morning. >> it is wednesday morning. >> after that redskins game on monday night it threw me off. i'm steve chenevey. >> and i'm allison seymour. folks may be wondering what time it is because power is out because of last night's storm and that is having an impact on anne arundel middle school because they have no power. >> and storm damage in the district. this is the naval observatory. a big tree came down at mass and edmunds street. and heavy wind damage of the brentwood shopping center. they have a home depot with damage to the outdoor garden section in a storage area. nearby homes had roofs torn off. rhode island between 4th and 12th street is closed because of trees down. and to maryland, where firefighters have established a

command center. they are at the scene at fleetwood avenue, a neighborhood that experienced 80 mile-per-hour winds at 1:00 this morning. the national weather service plans to be out there today to investigate whether a tornado may have touched down. that's in baltimore. >> and i told tucker earlier, i'm a heavy sleeper. around midnight i woke up to the thunderstorm and the winds and everything else. it was really coming down pretty hard. >> not me. >> allison was sleeping in. >> i was knocked out. >> it was raging last night. very impressive line of showers and thunderstorms moving through. but they are north and east of us. but we have to deal with the wind in the wake of the system this afternoon. i'll show you the line of showers and thunderstorms as they roar on through the region. and watch them develop off to the north and east. and got news in the forecast is we should deal with a lot of sunshine. the showers and thunderstorms are out of here but in its wake we'll have some very blustery conditions out there. winds could gust in the order

of 45-50 miles per hour during the course of the afternoon. we have a wind advisory issued by the national weather service. gusts 45-50 miles per hour. here in the district, all of the counties in brown. so most of north central maryland and much of virginia under a wind advisory from 9:00 a.m. this morning until 4:00 this afternoon. and it's all because of this system. the frontal system moved through but the area of low pressure off to the north and west is continuing to deepen and then that's allowing winds to wrap around it. 55 at reagan national. plenty of humidity. look at the humidity -- 83%. winds out of the south and west at 8 miles per hour. the forecast today not half bad. milder temperatures with highs in the low to mid-60s. it will be windy at times out there throughout the afternoon. things will quiet down later today. that's a quick look at the forecast. we'll look at the weekend in a couple of minutes. back to you at the desk. the storms left debris

across roads. >> and left high-standing water so proceed with caution this morning. sarah simmons is live from arlington where there is a tree downright behind you. sarah, good morning. >> reporter: good morning, allison and steve. we're hearing about a lot of trees, maybe limbs down in the area, but this one is pretty startling. this is george mason drive. 15th and 16th street, and between those two it is shut down because of the massive trees and you can see it is still on power lines here. now crews have been out throughout the night after this storm rolled through, just before 1:00 this morning, so they've been working on trying to assess the situation. you can see that it appears that the power lines are still what is holding this tree up barely. so police are trying to direct traffic all morning long. you can see in some areas where the pole has been snapped from the weight of this. they've been out here and it looks like there is a tree crew that has arrive and perhaps their getting close to doing

something with the tree but at this point it is making traffic a mess. people are having to cut through the neighborhood to get around because george mason drive is a busy street during the morning commute. this is the intersection is right next to the virginia hospital center for folks that live in the arlington area that cut through here, you know where we are talking about. and this is an issue for power outages as well. let's look at the latest numbers for power outages. pepco is reporting over 1200 customers without power. bge is reporting over 13,000 customers without power right now. so they are in the process of trying to get the power back on to folks as quickly as they can but even if you don't encounter trees down in the roadways, there is still leaves down in the road -- on the road and the roads are still wet so that's a slick condition on the morning commute. live in arlington, sarah simmons, back to you in the

studio. and let's get the story on the roads from julie wright. >> good morning to you guys. i heard steve mention a portion of rhode island avenue is closed between 4th and 12th streets with a tree down across the highway. some travellic able -- traffic able to get by. montgomery county, north of university boulevard still tied up with a tree down. southbound 270, the wreck after montrose road pulled over to the shoulder so lanes are open. southbound 270 on the brakes passing germantown and through rockville toward the lane divide. lanes are open on the beltway as you travel in each direction of the wilson bridge. inbound on the dulles toll road, the pace improving. the work being done at the overpass is cleared however beulah road is blocked off until further notice. delays on the inner loop at 236. a stalled car reported in the

left lane there. that's a check of your fox 5 on- time traffic. to the latest now in the chandra levy murder trial. the fate of the man accused of killing her rests in the hands of a jury. in just a few hours jurors will begin to deliberate to decide if ingmar guandique killed chandra levy nine years ago. the jury must make the decision with little evidence. there is no dna connecting him to the murder or eyewitnesses. however prosecutors say his death fits the pattern of other crimes he committed in 2001. attorneys made their closing arguments yesterday. amanda hanes got upset toward the end. sher voice cracked and said, quote, justice is what needs to happen. chandra has been waiting nine years. new details in the prince george's county corruption scandal that has resulted in the arrest of jack johnson and his wife and nine other people.

a prom innocent business man and his wife were heard committing bribes to public officials and an immigrant smuggling operation. they are charged with witness tampering and destroying evidence by taking payments from investors for federal money from a federal housing program. the makers of the drink four loko say they will no longer put caffeine into the drink. the fda was ready to ban it today. in a statement the company said it's pulling caffeine and two other ingredients from the drink but it does not mention the recent incidents of students hospitalized after drinking four loko. later today on capitol hill both democrats and republicans voting to choose leaders in the house of representatives. heath shuller of north carolina challenging nancy pelosi for leaderment it's likely she will

remain in the top spot despite the election losses this month. the world cannot seem to stop talking about the royal engagement. prince william deciding to marry kate middleton. gurvir joins us with a look at the royal wedding. and now we know more details about the ring. gurvir? >> reporter: the ring. and maybe a little bit more about how he proposed. it's an event that people in england has been waiting for eight years. they will head down the aisle next year. they are talking publicly for the first time since he popped the question. >> reporter: prince william and kate middleton standing hand in hand among blinding flashbulbs. addressing the media for the first time. kate middleton giving limited details on how he proposed during a vacation in africa. >> it was very romantic.

back now on fox 5 morning news. take a look at that. we weren't the only ones to get hit with the high winds. we call it wicked weather around here. this is video from west trenton, new jersey, where overnight the storms flipped over some small planes. and we're told that the roofs were ripped off buildings at the trent mercer airport. you can really see the power there. >> the planes there and knocking down trees here. >> kind of bad. >> a surprise. we saw the thunderstorm activity developing yesterday but not this intense this time of year. particularly during the nighttime hours. so a lot of energy and the

winds and severe thunderstorms, possible tornado north and east of baltimore, very impressive stuff. around here today, much quieter weather, as far as rainfall is concerned. we'll have a lot of sunshine but still very windy at times. the winds could reach dangerous levels at times during the course of the day today. let's get to the numbers and we'll talk about the wind advisory. and here is the bright spot in the forecast, it's nice and mild out there. feels tropical. a little humidity out there. >> when you say tropical, i think humidity. >> it is. it's humid. 55 at reagan national. dulles and bwi marshall 54. our highs today in the low to mid-60s. that's not bad. and let's get to the winds. these are sustained winds, 10- 15 across the area. 15 in frederick. hagerstown 23. they recently had a gust of 33 miles per hour and it is across this region that we have a wind advisory going into effect this morning at 9:00 a.m.

through 4:00 this afternoon and expectations winds will gust 40- 45 miles per hour later this afternoon here in washington. the reason why, look at your satellite radar. to the east of chicago, an area of low pressure pushing into the great lakes and that's wrapping up and continues to deepen and the winds are wrapping around it and thrown back into the mid-atlantic behind our frontal system which brought us the thunderstorms overnight. so we are windy at times here today, no doubt about it and that's why we have the wind advisory. most of the country fairly quiet and through today we should see a quiet weather pattern emerge into the weekend. right now the weekend looks fantastic. and wind advisory going into effect at 9:00, windy at times but mild with highs in the low to mid-60s. and by friday highs in the low to mid-50s. but with out door plans this weekend, saturday and sunday has sunshine and temperatures in the low 60s. not as warm as last weekend but it should be nice and dry.

we have the activity. 236 incident tieing up two right lanes. massachusetts avenue is reopened and busy cleaning up a tree from that area. george mason drive has a tree down. and calvert drive has construction. you can access rock creek park from calvert this morning. that's a check of your fox 5 on- time traffic. still more fallout for the redskins loss to the eagles. the nfl now looking into accusations that leron landy spit at an eagles player. an nfl spokesperson said they will look for video evidence. but it turns out donovan mcnabb's contract not what we thought it was. the $40 million is not the guaranteed part. he will earn $3.75 million this year but the skins have the option of releasing him after the season and paying him no

monther. if they keep him he would get a $10 million bonus. feel free to hide your eyes. here are more of the monday night highlights and that's if you're an eagles fan. and they racked up 600 yards and won by 31 points. this came after the redskins had more than two weeks to prepare for the game. >> you're embarrassed. it's tough to take. especially when you worked so hard to win within the division. you went out there and they come in here and make some big plays right away and all of a sudden they're about 250-300 yards in the first quarter. that doesn't happen very often, especially with our football team. let's talk more about it. the sports junkies from 106.7 fm the fan. here is my question for you, you guys have all played in sports at one point in your life and you've been in the place where you've gotten blown out and sometimes you say i

would rather get blown out than lose at the last minute. but those aren't games in front of the world. how do the redskins respond to this? >> i think i would rather lose a close game then get humiliated on national tv like they did on monday night. >> and you mentioned the fact they lost by so many points. they've allowed 30 points in four games. dead last in terms of yardage in the league. >> but the thing is that it's just one game though. you have to remember that, steve. it's one game and they got their doors blown out but then next week -- you know how this league is. parity is the key and they're libel to come out -- liable to come out and give tennessee a great game. >> and what do you do as coach to right the wrongs this weekend. they beat the eagles before and this is -- obviously michael vick didn't have the game he did on monday night and now you

have tennessee with one of the best running backs in the league and so where do you start? >> you pray, steve. that's what you do, you pray. >> if i were shanahan, the first thing i would have done after monday night is i would have gotten $100 bottle of wine and drink it at home. but after that, you have to compartmentalize the loss and move on and focus on tennessee and have a better effort on sunday against tennessee than on monday night. >> you have to get a pash rush too. orakpo has had a decent year but other than that they haven't gone after a quarterback. >> and i think if you're a coach and you're mike shanahan, it's like me against the world mentality. nobody believes in us, they saw us get embarrassed on monday night and they think tennessee will embarrass us again and you can use that as a motivating tool even at the professional level. i love being an under dog. >> the wine might make you do better but it doesn't do anything for the rest of the team and the play on the field.

but this is a crazy season this year across the nfl when you look at the nfc east and what dallas did to the giants. do the redskins still have a shot at either winning the division or getting a wild card. >> i don't know if they can win the division. they still have -- >> wait, are you serious? do you think they are going to win the division? >> they are the worst team in the league. >> i'm trying to stay positive. i did not say i think they will win the division, but i'm saying do they have that chance? >> no. they're not a good team. they have a chance to win every week because it's the nfl. you see upsets every week. but they're a mediocre team. they're likely to win this week and then lose the next week. you can't predict it. >> and if you look at the nfc south you'll probably have two teams outside of whoever wins that division contending for a wild card spot, meaning the nfc east just getting the division

most of the heavy stuff happened overnight. >> a frontal system came racing through overnight and that brought the gusty winds and the possible tornado north and east of baltimore. so good news is we got that out of here. but the bad news is we're dealing with a wind event during the day. i know it is bright out there but it is windy. >> how much? >> 45-50 miles per hour winds. >> that's very windy. >> i know. very windy conditions. let's get to it. i'll show you why. i'll show you last night's storminess. i backed the satellite radar up a little bit and you'll see the shower activity, and you'll see it develop and race right through the district and points north and east and now it's north and east of new york city. so the showers and thunderstorms out of here and we're left with sunshine. it doesn't look bad out across the washington area. currently an area of low pressure causing the problem, right here off to the north and west of us, up into the great lakes and you can see it right

there and it's deepening. and that's why we're dealing with windy conditions this afternoon. that's the tough part of the forecast. it should be a mostly sunny day today and warm. our high temperatures later today will be in the low to mid- 60s. so that's not too bad after enduring temperatures in the 50s yesterday. 55 at reagan national. fredericksberg 56 degrees. mounds not bad, hagerstown 51. 52 in martinsberg. the worst of the winds off to the north and west. and hagerstown at last look had a wind gust to 33 miles per hour and we're getting an update of 30 in hagerstown. 20 in frederick. gusts today. and patuxent naval air station now 20 and down in ocean city, 24. so very breezy and blustery out there and because of that we have a wind advisory. this goes into effect at 9:00 this morning through 4:00 this afternoon. i mentioned the winds and showed you why and it's the

counties in brown. so most of north central maryland, northern virginia and then out to west virginia until 4:00 this afternoon. forecast a good one. more sunshine than yesterday and warm. high temperatures 63 degrees. just have to deal with the winds during the course of the afternoon, gusting to about 45 miles per hour. you want a nice five-day forecast? going to be a good looking five- day forecast. clouds tomorrow and if you have weekend plans outdoors, go for it. look at the sunshine saturday and sunday. high temperatures a few degrees above where they should be, about 60 or so both weekend days. so a good looking forecast weekend. and now let's get to some on- time traffic. george mason is blocked off with a tree down. but at massachusetts avenue has been reopened and rhode island reopened between 4th and 12th street northeast and that's where trees were down. and behind me, germantown slow to the lane divide.

dominican republic. the ethics committee will deliberate on punishment for the lawmaker which could range from a sense use to a reprimand. and back this morning, they are joining us peter fenn and jim innocenzi. good to see you. >> good to see you again. and the election is over because we're all back. >> and we're ready to go on vacation now. >> and we can complete sentences now. >> and not drool. >> you have a little bit more rest. but let's start with charlie rangel. so this decision, he walks out of the proceedings because he said he doesn't have counsel there. in the end he was found guilty of these -- violating these ethics in the house there. peter, just let me ask you, what kind of message does this send, what does this mean for the legacy of charlie rangel? >> it's tough. here is someone who has been in congress an awful long time and chairman of the ways and means

committee. and the prosecutor said, look, he wasn't in there to enrich himself and he didn't do anything illegal but tease were clearly serious violations. and my sense of it is that he had to pull back from the theatrics, he had to take his medicine, whether they censure him or whatever they do. he just got re-elected. so i think it's too bad for a bad career and it's sloppy stuff and dumb stuff and the bottom line is he shouldn't have done it. >> jim, now at the full ethics committee, what do you think will happen and what's the perception? >> i think the perception -- that they finally found him guilty is a clear thing. but this guy is 80 years old. he still works under the rules of the house in 1960 or however these guys did it. and they did an awful lot of things that back then weren't considered to be unethical and today they are. and he hasn't changed his m.o.

and so i think that america wants to see this kind of thing. if you're doing something wrong or perceived to be wrong then it needs to be something -- i think it may be more than a slap on the wrist, peter. >> censure is pretty rough stuff. but this process of this new commission, it took forever. and as said said, look this is pretty clear and it's not complicated. you don't have to do a lot of investigating. he didn't file a lot of stuff. so get out and take care of it. and this is the message -- you have to police your own and they should do a better job at it. >> and another issue sort of related. the american people have spoken, they say they don't want any more earmarks, getting rid of this fat and mitch mcconnell coming on board and saying, okay, i'm going to get with my group and try to put an end to this. is this really going to happen? speaking of how we do business since the 60s, will it happen?

>> sure. you better believe it will. mitch mcconnell got this message. and he was in favor of earmarks and now he's flipped. he said maybe it's not a big deal in terms of the bottom line of the budget but it's a big deal to the american voters and so i think it's a start. and i think it's a good start. and if we start with earmarks who know what we can do. and this is easy stuff. this is an easy one. as clair mccaskell from missouri, the democrat has sponsored legislation to eliminate earmarks. mccaskell said this is easy, everybody should be behind this. >> and the interesting thing about this, allison, is that there was a growth in earmarks but still less than one-half of 1% of a federal budget. but traditionally projects around the country would be judged by the executive and they would weigh the benefits

of them and they would recommend them. and then the congress, has decided, boom, we're going to get into this and everybody will have a piece of pie. and what happens is seniority reigns and if you have power, you get power of the purse. i think it's a good thing. and president obama said forget it. but the crazy thing is republicans were nervous because of course not being in charge of the executive, these things are now going to be made by the obama administration. and if the republican wins, then by the republican administration. >> i think it's a good thing. >> i totally agree. i think the notion there should be bridges to nowhere, this is where it came from. folks said, come on, it may not be that huge, but it's indicative of washington. and we don't like it, get rid of it, clean up. again, clean up your own house. >> i think it's a good thing. and actually i think it puts obama against his own party in this case because democrats have -- nancy pelosi is not

screaming we have to do this or get rid of earmarks. >> but it will pass. democrats are voting for it, and it will pass. >> if it doesn't, they're fools. >> you might say that any way. >> there aren't any more fools left. >> after january you, might be right. >> in the last couple of seconds, i want to talk about what is happening in alaska. we might see a decision. a twist on what we've seen in other races. but let's talk about these full body scans at the airport. there is the race there -- i'm sorry, mikulski, we'll see what happens in alaska. but the full body scans. this is a case where the government is trying to keep us all safe but the american people saying enough is enough. we're going to protest, we're not going to fly over the thanksgiving holiday. could this be a grassroots effort that will turn over some legislation from the tsa? what can we see here?

medal of honor. president obama presented at ward to staff sergeant salvador hunta today at -- at the white house yesterday. he was serving in afghanistan in 2007 when the taliban ambushed him. he took charge in a desperate situation. >> i'm going to go off script here for a second and just say, i really like this guy. [ laughter ] [ applause ] >> i think we all just get a sense of people and who we are. and when you meet sal and his family, you are just absolutely convinced that this is what america is all about. >> he received -- rescued a wounded soldier that was captured by the taliban and got

if you're familiar with baltimore thaer on needwood avenue. an area that saw 80 mile-per- hour winds this morning. the national weather service plans to be out there today to determine if it was a tornado that touched down in baltimore overnight. and this is what it looks like in northeast washington this morning. heavy wind damage in the parking lot of a shopping center on brentwood road. that center has an aj wright store and home depot that had damage to the outdoor garden section. and nearby homes had parts of their roofs torn off and some cars in the area had windows blown out. also rhode island avenue between 4th and 12th streets is closed right now because of trees down. that's not the only place down trees are blocking off roads. >> a perfect example is where sarah simmons is. in arlington a tree fell on to a power line. >> reporter: well ever since the storm rolled through early this morning it has certainly been quite a mess out here on the roadways. leaves are down in the roads left on the trees and trees also down on power lines.

for instance, if you look back here, this is 16th street at george mason drive. you can see the massive tree down over the power lines. we have dominion crews and tree crews here on the scene assessing the situation, but this is having an impact on the morning commute as george mason drive is closed between 15th and 16th street and it will be that way throughout the morning. and it's creating havoc of power outages in nearby home. and the virginia hospital which is right here at this intersection, we're hearing reports of power outages in the doctor's offices and they're having to call patients and cancel appointments this morning. so it's a mess for neighbors and businesses in the area. and keep that in mind for your morning commute, there will be leaves on the road and possibly trees and other debris and downed lines on the roadway. so keep that in mind. in arlington, sarah simmons,

with the corruption scandal hitting the county hard, all eyes are now on incoming county executive rushern baker. he joined us in studio last night to address this controversy. >> i think the only way i can respond as the incoming county executive is to be focused on the job of what the citizens expect me to do and that is make sure we have quality health care, make sure that our schools are taken care of, make sure that we provide a tax base. in addition to that, they want to make sure this government is going to work on december 6th and that's what i'm going to do. whatever is going to happen to the johnsons are going to happen. the justice system will play out. but people want to know that government is ready to work on december 6th and that's what i want to assure them. >> johnson has less than three weeks left in office. yesterday we talked about suspicious sales of property and now questions about the man

running the day-to-day city administrator. his commute is work is 60 miles round trip and some are upset about footing that bill. maureen umeh has the story. >> reporter: quitting time on a monday and michael downs is on his way home. fox 5 going the speed limit can't keep up with his 2010 chevy impala as it headed up route 50 toward the eastern shore. more than an hour later we find the car parked in his drive way, 80 miles away from where he works as city administrator for new carrollton. >> is this okay? >> absolutely not. >> reporter: this long-term resident questions the 160-mile commute to rock hall. >> why do you care about this? >> because i pay taxes in the city and it matters to me. >> reporter: guidelines provided to fox 5 by downs

himself said any employees with a take-home must live within a 30-mile radius of the city. downs told us in an email, an exception has been made in my case. i reside 36 miles from new carrollton as the crow flies. >> if his car can't drive that distance, it shouldn't be up to us to pay that fee. >> reporter: fox 5 found downs has been stopped three times since last summer in city vehicles for reckless driving, failure to display registration card and going 80 in a 55-zone, all church he pled guilty to. >> i'm uncomfortable with the situation. >> reporter: this is a new carrollton city council member and said council never signed off on any of his take-home cars. it's all been done at the discretion of the mayor. >> it's not illegal to do this, but it just does not seem right. >> reporter: the mayor did not

8:14 now. let's take a look at stories making headlines this morning. a multi state prostitution ring busted here in our area. the u.s. attorney's office said five men face charges for running brothels in maryland. men are accused of transporting prostitutes from virginia and d.c. to these locations. prosecutors say all five are illegal aliens. three years after prince william county put it's immigration policy into place, a new university of virginia study shows it's working. in 2009 there were 3,000 to 6,000 fewer illegal immigrants compared to 2006. however the study could not determine if the study had an effect on violent crime rates. the company that makes four loko is pulling it off the market. just as the fda was meeting today to ban it. the makers are removing the caffeine and two other ingredients -- i guess they're

that's a check of your fox 5 on- time traffic. 8:18 now. the 112th congress taking shape. today both parties picked their leaders for next year. and yesterday republicans voted a limit on spending, including a ban on earmarks, allowing lawmakers to steer money to their pet projects. joining us now, susan parichyo and let's talk about this. what does this mean in the process? it is something the old guard did and evolved over the years? to put a moratorium on this, what does that mean for congress? >> that means direct spending r two years in the house and sen at. they've decided the public sees earmarks as pork barrel spending. you might remember the bridge to nowhere in alaska. or money for tattoo removal or

how to reduce the smell on pig farms, things like that. the public has gotten wind of all of this stuff and it's begun to anger people because the deficit and spending is out of control. exit polls in this last election showed this was the number one concern among voters, the deficit of $1.3 trillion, the debt $14 trillion. and so you have congress responding. and republicans say they are taking the lead, not to direct spending to pet projects in their home state. but this only makes up 1% of the entire budget so there is question whether this will do anything to reduce the deficit. >> when we are talking about a budget for a federal government, it is still a significant amount of money. but you're saying it's more of a move by republicans bay saying we're focused on cutting spending at some point in some

way. >> and they're saying we heard the electorate on november 2nd. this ang thaer threw out the -- this anger that threw out the democrats and republicans in the senate and they heard them and are stopping the earmarking process. but it's a moratorium and only two years lock and it's not enforceable. if there are republicans or democrats that want to earmark spending to their home states, they can do it and some probably will. >> harry reid came out and said i kind of understand this but at the same time i'm worried about my people back home. i'm put in office to represent people from inform and i'm make sure they get what they need. so he doesn't seem that they are on board with this plan. what other democrats do you think will come on? >> not many. udell and mccaskell will not

happy with it. but they need to direct spending back to their state. if they leave it up to the executive branch, the states in the middle of the country won't get as much attention asity states on the east and west coast and they feel they protect their turf and get money back for critical road projects or schools and so it's a tricky thing for democrats. >> and this is orientation and we have tea party candidates. and is this where they say let's make our statement now? >> the earmark moratorium is -- because of the tea party movement, because mitch mcconnell the minority leader wasn't on board with all of this until they get elected. they came up to the senate and signed on to the moratorium and that sent a signal to republican leader thy is a they need to get on board to and so

maryland state police are hoping autopsy results will help put clues together after a disturbing discovery. a state highway maintenance crew found a body inside of a cardboard box along interstate 70 next to mile marker 48 near braddock mountain. no word on whether the victim is a man or woman or cause of death. police are checking other agencies to see if the victim is on any missing person's list. another report on bp and the oil spill. this one from a group of technical experts saying the oil giants missed and ignored warning signs that caused the biggest off shore oil spill in history. the 28 page report said bp did

second. here is the big picture. we have the line of showers and thunderstorms as it developed late yesterday afternoon. and see it racing through the district and points east across the bay and off to the northeast. we're losing the last frame but the showers and thunderstorms -- that is a cold front and it is now up towards boston. it's out of here. we're now dealing with the area of low pressure. right there, we're going to lose it, but there it is tracking up to the north and east. and that continues to deepen and as it does we'll get wrap- around winds later today. so windy today. blustery conditions. even though warm conditions with highs in the low 60s. when you talk about winds gusting to 45-50 miles per hour at times today, it will be very blustery out there. 26 the last wind gust at patuxent naval air station. 22 at dulles. hagerstown 24. and we've had winds over 30-35 miles per hour this morning in hagerstown so expect a windy afternoon as the winds continue to come in from the west and the northwest. wind advisory in effect from 9:00 until 4:00 this afternoon. i mentioned that we could see gusts up to 50 miles per hour.

and who knows what will happen. the closing arguments were very interesting yesterday. they started at around 11:30 and it went all day. because the prosecution had first bite of the apple, then the defense took about an hour and a half. and then the prosecution got to do a rebuttal close. so it lasted all afternoon. and the jury didn't get charged, as they call it, by the judge and that is the reading of the instructions until late in the afternoon. so they didn't do deliberating yesterday. they'll do it all today. >> they have a lot to consider when they do go into -- behind closed doors. no dna here, no eyewitnesses here. they went through charges being dropped. where do they begin as far as trying to figure out what to charge ingmar guandique with and now they have an option, if not first-degree murder they have an option for second- degree murder. tell bus that. >> they went from six charges down to two. he's facing first-degree felony murder. that's what the jury is considering. if they do not find him guilty

of first-degree murder, they have the option of finding him guilty of second-degree murder which is called a lesser included. that was one of the surprises in the trial. yesterday the judge said he would allow that. and that is now in for the jury's consideration as well. but those other charges that were dropped, attempted sexual assault, attempted robbery and kidnapping, those are all discharged. >> do you think the defense just had to spoke holes in everything they did. did this play out the way you think prosecutors thought it would? >> it definitely didn't for us, because we saw many, many things as it led up to trial. all of this evidence that the prosecution said they were going to get in or try to get in and there were arguments and motions and hearings for months leading up to the trial and we heard about all of this stuff going to be presented and then

ultimately it wasn't. and so really what it comes down to, allison, is two major pieces of evidence here. they have the circumstantial case that the prosecution said they have against ingmar guandique. they say it's very strong, that he can -- that the attacks that he pled guilty to is similar to the attack on chandra levy. but there is unknown dna found on her tights when tested by a private lab in 2008 and it does not match up with ingmar guandique. and there is no forensic evident that points to guandique and that's what the defense was telling the jury yesterday. there is nothing that can tie him to the crime. it's just this circumstantial evident and then the questionable testimony of roe mando morales who is a gang member and spent 30 years in the life of crime and the defense brought that home time and time again yesterday saying to the jury, this is what you haveith, this is what you have to get by.

interesting ice exhibit today. and you're always doing this, but today it's ice. >> reporter: we're giving you the first look. and right now we're giving you a look through about a foot- thick piece of ice. it is amazing. and look at how clear it is. it's amazing what the sculptors can do and the experience they have created. and you're getting behind the scenes action. rj jones is the show producer and so you're charged with making this happen. >> i'm in charge of working with the artists and having them come over and create this. >> reporter: and i know they worked for three months to carve it out and now there is this maintenance. so tell me what they are doing? >> every morning they go in and spray everything down. and they are spraying it with a clear distilled water so every time they come through it looks

fresh. >> reporter: and i know you're keeping it a constant 9 degrees and if you don't do that, everybody likes to touch it and it would aware over time. >> it does indeed. they come in and add a new sheen to it to make it pop with color. and we have some detail carvers that come in and sharpen all of the edges on everything. >> reporter: so that's a daily thing from now until january 9th when the exhibit is here. >> absolutely. >> reporter: and we touched on this briefly in the last hour, the three different types of ice and how they choose to use which one, depending on what they need? >> well we have colored ice that we use a lot of different ingredients. some of it is just simply food die. and it's shipped here already died in about 320-pound blocks. >> reporter: but the ice, when you are working with it, no matter whether it's the clear or foggy kind or the colored kind, it's all the same when you are working with it as a medium? >> that's not true. what we do is the crystal clear

ice is the longest to make. the 9-degree temperature makes it fall off like crystal when they chisel it off. so when the texture comes together and when they make it and sculpt things, it falls off like crystal and they are able to sharpen things up and that's why it has to stay at a 9 degrees temperature. >> reporter: and there are areas where they fuse ice together. >> they use water as a glue. >> reporter: and let's talk about sculptures in china. >> well in har bin china hosts an international ice festival every year and people from all over the globe come to this ice festival and it's 30 acres of essentially skyscrapers of nothing but ice. and it's just absolutely a -- amazing. and so we bring these artists from harbin to come in and

recreate dr. seuss. >> reporter: and that is no easy task. and let's talk about producing the show from beginning to now. >> well our -- we have individuals that create this and this is how it starts out. and what we have to do is we have to explain to the artists the grinch because they don't understand the culture and they've never seen the grinch. so they interpret it as the green monkey. so we have some challenges in having them cre create the grinch and not having it look like a monkey. >> reporter: and had you to work with the dr. seuss foundation as well. >> we d. and they approved the designs and they come and approve what is created today. >> reporter: and as the show producer i know you had expectations and you probably saw it as it was going along but when you funnelly saw the whole final experience what was your thought? >> this is my second year of doing brink and it takes my
