winds are going to be blowing strong throughout the day. gusting up to 45 miles per hour or more out to the west. and even in parts of our viewing area. so a very blustery day with cold temperatures, going to give us significant windchills in the single-digits for much of the day. current temperatures around the region, it's cold, 23 degrees in -- [ lost audio ]

>> reporter: the crews are salting and sanding. the d.c. area has crews out. and the storms seem to stall

here over montgomery county. perhaps that's why it was a little bit worse here. but all of that to say, just take your time and go slowly. it's better than the fender- bender and sideway cars we've seen in the early morning hours. let's get the latest on the morning commute with julie wright. >> it's been busy out there as stacy has been talking about because we have a lot of slippery road conditions. allow extra time on the highway. southbound 270 leaving germantown, heavy, slow and steady this entire trip headed toward 370. more delays out of rockville headed for the lane divide. crash reported on the inner loop at old georgetown road. pace improving toward bethesda. no problems reported on the outer loop. it is slow from 95 to georgia. they just cleared a stalled car off the inbound 14th street bridge.

we have breaking news from baltimore right now. an early morning fire has killed six people. that happened in a row home on holmwood avenue in east

baltimore. firefighters say the strong winds made the blaze hard to fight and firefighters had to be evacuated at one point. we don't know the identities of those deceased. we'll stay on top of this and bring you updates as we get them -- [ lost connection ] [ disconnected from audio line ] ♪

making headlines at 7:24. cathy lanier's future still in question but word is she's expected to keep her job when vince gray takes office. according to the washington post, gray will not replace lanier come january. right now she has 80% approval rating in the city and crime is down. gray hasn't made an official announcement yet but said he will name more cabinet member this is week. hundreds of thousands of federal workers will not see the tax break that most of us would if the tax deal on capitol hill goes through. we're talking about workers that pay into the civil service retirement system. the president's tax cut deal calls for a 2% reduction in payroll taxes but csrs workers don't pay into social security. several unions and tax advocacy

groups are calling for these workers to get a 2% credit on their income taxes or get a 2% cut in their pension contributions. it is apparently that time of year again. flu season. virginia's health department reports flu-like illnesses are up statewide. this year's vaccine is available at local health departments and doctors' offices and pharmacies. it protects against h1n1 as well this year. and president barack obama has signed a new nutrition law. looking at what is changing in the cafeteria and the impact these healthy choices will have on students. also the latest weather and traffic updates on this snow and cold morning. that's coming up next. it's 7:26.

here at fox 5. >> that's super pretty. i love it [ chuckling ]. >> what's the matter, tony? >> not your color? >> share it. >> i think earlier when we showed it, it was still wrapped. now that we see it. >> we think it's prettier now. >> yeah, it's funny. okay. what do you want to talk about. >> you have the giggles. >> just because of that. the snow to the north has dissipated. we have new snow. take a look at hd radar. let me show you out to the west now, seeing some snow showers. out toward reston, virginia, herndon, eldon, sterling, places like that. now getting light snow that has popped up out there. so we'll continue to watch this. again, all of these snow showers that we're seeing are light in nature. now we had a band to our north that was pretty much staying in

place for a long time. so you got a little light additional accumulation in portions of montgomery county. but now looking out at fairfax county and perhaps into loudoun. i suspect not quite into loudoun county. so a few snow showers popped up well to the west of the district. let's go through the advisories that are in effect. there are a number of them. we go to the graphics now. first of all, winter weather advisory in effect for this region until 9:00 this morning. the snow has dissipated but we do have slick conditions out there and the blowing winds blowing what snow that did fall around. so winter weather advisory, including the district of columbia, prince george's county, montgomery county. out to west, that is a winter storm warning for western maryland and portions of west virginia and virginia. a wind advisory. we also have a wind advisory in effect. that is in effect until 10:00 tonight for very strong, gusty winds. it does include washington, d.c., all of the surrounding counties, out to the west winds

gusting up to 45 miles per hour. there's even a possibility here closer to the district. so very strong gusty winds. we've seen them gusting up to 36 miles per hour. windchill advisory in effect out to the west. this windchill advisory in effect until 7:00 p.m. we've got significant windchills here. it feels like it's 10 degrees in washington. out to the west, it will feel like it's 5-10 below zero because of the strong winds and bitter cold out there. current temperatures around the region, we remain at 23 degrees here in washington. 18 in gaithersburg. 21 in frederick. manassas is at 19 degrees. annapolis is at 20 degrees. your forecast for today looks like this: windy, cold, a few snow showers possible, we're seeing that right now out toward reston, 30 degrees and there are the strong, gusty winds up to 35 miles per hour. five-day forecast, tonight bitterly cold. overnight lows in the teens. it will feel like the single- digits, or close to zero. tomorrow, breezy and 32. temperatures remain below normal for the remainder of the week. could see some snow showers on thursday. that's what is happening with

the weather. now here is julie wright with an update on traffic. tony, still very busy out there on the highways this morning. we have a lot going on. especially traveling out to the west coming inbound off of the dulles toll road. that's where we had the stalled car at the main toll plaza. that has cleared. delays inbound in from hunter mill road. also finding delays if you are traveling on the other side of town coming inbound along 66. slowdowns working in from fair oaks toward 123. slow traffic continuing at nutley street to the beltway. the inner loop is congested from braddock up toward 66. a live shot at river road from the beltway towardgoldsboro. and a dusting, i don't want to it that but enough to have slick spots on the road. but better than this morning so we can see pavement. so don't take anything for granted. icy patches out there to look forward to it. this is inbound south capital

street across douglas bridge and all lanes are open here with no other problems reported. that's a check of your fox 5 on- time traffic. we want to revisit the breaking news from baltimore where six people were killed in a fire. firefighters were called to a road in east baltimore and they went inside the home to fight the fire and they had to evacuate and fight the fire from outside. again, six people dipped in this house -- died in the house fire. ages and names of the victims are not known. we'll bring you more information as soon as we get it. another big story we're following this morning, the menu at schools may be changing. president barack obama signed a new law that will overhaul the way our kids eat at school. it happened yesterday -- it happened at tubman elementary school on 13th street in northwest d.c. >> though we may sometimes have our differences, we can all agree that in the united states

no child should go to school hungry. my husband worked very hard to make sure that this bill was a priority in the session and i am grateful to you. >> because i would have been sleeping on the couch. [ laughter ] >> the $4.5 billion bill spans over 15 years and will provide 20 million additional after- school meals and 6 cents per meal to cover the cost of healthier choices. currently one in three children in the united states is considered over weight. joining us marla kaplan, a dietician and director of food and nutrition for d.c. public schools. you're from montgomery county, i want to say good morning to you. >> thanks for having me. >> how big is this for the health of our kids? >> this is wonderful for the health of our kids. in montgomery county we're lucky that a lot of the initiatives are already in place.

and there are areas in the country where the after-school supper program is not in place. the summer meals program is not as expanded as we are. this is huge. in many cases the meals that students receive at school or during the summer meals program are the only meals they receive during the day. >> that's heartbreaking to hear. and i want everybody to hear what we are saying, this might be the only meal that the child gets. and at schools nowadays there is breakfast and lunch and then the after-school meal you are talking about. >> we have after-school snacks. and then we were lucky in montgomery county or the state of maryland to have an after- school supper program last year where we piloted in six schools and it's expanded this year. we feed at the various sites up to 200 and in some cases more than 200 students aday. and we know in many cases what they receive at lunch is the last meal they will receive until the following day and so we're providing the suppers to so many hungry children.

>> part of what the president's proposal or the plan is, this is a little bit more, i believe it was 6 cents to cover the healthier foods and we're talking about foods that aren't heavy laden in sodium and fat. speak to the challenges that that might bring up and how a county like montgomery county will meet those challenges. >> well the 6 cents is huge. to receive 6 more cents for every child that participates in the meal program is huge. it's very difficult with the cost of the meal and the amount of reimbursement and the charge to the students, it's very difficult to meet those costs. in spite of that, every cafeteria has fresh fruit on the line. over 15% of the grains are whole grains. in fact the pizza crust that we serve on friday is a whole grain. so the 6 cents helps us to continue our endeavors and make sure the meals maintain and stay and continue to be healthy

and the sodium is by far the next challenge that we're going to have. in montgomery county, we currently limit the amount of sodium, however their products with cheese that are naturally high in sodium. so where we are going with this is orking with -- working with venders and reformulating our recipes to reduce the sodium in the meals. something we have to do. >> you might think kids aren't going to be resistant to these types of changes or this milk doesn't taste right. but you found they are not? >> no, we had a problem with a hot dog roll. we tried a whole grain hot dog roll and the kids didn't like it and we found one that was white and they are fine with it. if you give it to them, they will eat it. and our milk is only 1% white milk and our flavored milk and chocolate and strawberry are fat-free at the current time. >> at the end of the day, we

hope this goes a long way to making more healthy adults and we heard the statistics about kids being over weight. this is part of the plan for the first lady's plan to get kids in shape. >> i applaud the first lady's plan. it makes our country aware. and the new initiative with focusing on the community allows us to expand the summer meals program because hopefully we'll be able to reach children that are in programs in these organizations and even feed more children during the summertime. >> marla kaplan is from food and nutrition services in montgomery county public schools. thank you for coming in today. >> thank you. for the latest health alerts and headlines go to myfoxdc.com and click on health under the news tab. steve? a huge free agent shocker in the baseball world and it might have a big impact on the nationals. that is coming up. plus the botched extra

real shocker coming out of baseball free agency and the news is that -- not that great for the nationals. the phillies have reportedly landed pitcher cliff see, said to be the prize of free agency. there was a report of a five year deal in the neighborhood of $500 million. he spent part of the 2009 with the phillies and helped them get to the world series. and we're seeing a trend here. or they could go to the yankees

get your white chocolate. >> reporter: so you use white chocolate. and i find you have to be careful not to burn it. >> and once you burn it, it's not any good. so don't burn your chocolate. so mix up your white chocolate and make a snowman, which we've done for you so it doesn't have to dry. so you take your black chocolate and give your snowman, you give him eyes. >> reporter: now maybe this is a silly question, but how do we get black chocolate? >> it is melted into the tube. >> reporter: okay. you've already put it out. >> you can do eyes, a little mouth. and buttons. eyes, mouth -- hey, you're good. leave room for a nose. >> reporter: if you need seasonal help, i'm available.

winter weather not just in the form of cold temperatures either. snow did fall in parts of the area overnight, leaving behind a bit of a mess on the roads. this is what it looked like this morning at reservoir and fox hall roads in northwest washington, just outside of georgetown. it is 8:00 on this tuesday morning. good morning, i'm steve chenevey. >> and i'm allison seymour. we found a good amount of snow in montgomery county. enough to coat the cars. this photo snapped around 2:30 on the streets of the gaithers >> well tony perkins with us this morning. he and tucker have been working hard to get us through the morning. are we done with the snow now? >> not entirely. there are snow showers off to the west. but whatever we see today is light snow shower activity, maybe some flurries and that's it, little or no accumulation. this morning we had accumulation because it was a narrow band of snow just kind of hung over the same part of montgomery county so we did get a little accumulation but for

the most part it will diminish. >> it looked like prop snow. it came off of my windshield. >> it was prop snow. >> it was convincing. >> it takes a lot of work to get out everywhere. >> wish you hadn't blown it. looking at temperatures at area airports, 23 at reagan national. dulles is at 20. bwi marshall 21 degrees. here is the other part of the story. wind conditions. we have a wind advisory in effect until 10:00 tonight. 10:00 tonight for the wind advisory. and that is good for pretty much the entire viewing area. not so much down to the south, but it will still be breezy down there. and off to the west, our winds could gust up to 40 miles per hour at times today. here is a look at the satellite radar. and you'll see some of the snow. the snow this morning has been lake effect snow that we saw over montgomery county. yes, lake effect with the strong northwesterly winds pushing the snow down into maryland. this morning, currently there

are a couple of snow showers around the reston area. 30 degrees for your high today in washington. 31 in annapolis. 32 in fredericksberg. 28 in frederick. 29 in chantilly. very, very windy. more details on the forecast coming up shortly. >> bundle up. tony, thank you so much. let's check in with julie wright and look at traffic this morning now at 8:00. hi, julie. >> very much a busy ride out there on the highways this morning. you'll find the lanes are open. if you are continuing across the wilson bridge. however we do have delays working along 295 headed inbound toward the d.c. line. stalled car out of the roadway so the lanes are open with the activity left on the shoulder. we do have delays traveling northbound. about a 10 minute ride at this point leaving the beltway toward the d.c. line. and again al lanes are open -- open. no accidents to report north of 270. that's a check of your fox 5 on- time traffic. following breaking news now

out of baltimore. an early morning fire has killed six people. this happened in a rowhouse on homewood avenue in east baltimore. firefighters say the strong winds made the fire hard to fight and firefighters had to be evacuated at one point. we don't yet know the identities of those killed. we'll stay on top of this story. we'll bring you updates as we get them. more now on the cold, windy and snowy weather. it is slow-going for commuter this is morning. >> salt is down in many places but till proceed with caution. stacy cohan is live in silver spring this morning. stacy, good morning. >> reporter: good morning. and the roads are improving. you can see the traffic has helped wash off what was the black ice and the snow. on the far right lanes you still get a little bit of it but most of it has pushed off to the side and traffic seems to be moving at speed here on georgia avenue. if you are traveling, watch your sidewalks and parking lots and the side streets because as cars are coming and going, we still see a few slick spots but

it looks like, for the most part, the work of the cars and the work in some places of the road crews is taking effect and things are going to be better, if only this were the last such day. it's just the beginning. back to you. >> stacy, thank you very much. also new this morning, d.c. police chief cathy lanier may be keeping her job. vince gray will not be replacing her when he takes office in january. right now the chief has an 80% approval rating in the city and crime is down. gray has not made an official announcement but said he will name more cabinet member this is week. former maryland lieutenant governor michael steele announced he wants another head of the rnc. he kept his plans quiet to see who else wants the job. he was been criticized not to move the party forward but presided over the elections last month. the rnc will select the next chairman in january.

richard holbrook has passed away. he collapsed on friday during a meeting with hillary clinton. he went through more than 20 hours of emergency surgery on friday to repair a tear in his aorta. on sunday doctors did surgery again but he never recovered. he died last night at george washington hospital. he served as the special on voy to pakistan and afghanistan he was 69 years old. the white house is confident that the new health care law will preside in court. the federal district court judge shot down the provision requiring most people to buy insurance in 2014. the lawsuit was brought by about virginia attorney general ken cuccinelli. two courts have upheld parts of the law. bob mcdonnell is pleased with the latest decision. >> this is a great, positive step for federalism. i think this is what the founders would have applauded,

a limit on government and in favor of individual liberty. >> cuccinelli is in talks with expediting this case to the supreme court. there are reports the high court is divided on the issue. a vote on the tax cut bill is up today. after today's vote, the bill will go on to the house where resistance has quieted down. president barack obama has said the bill will protect middle class families, make businesses more stable and give the economy a boost heading into the new year. the bill would extend the bush era tax cuts and unemployment benefits. 7 minutes past the hour now on this tuesday morning. former secretary of state colin powell says you will be rivetted by the new documentary. >> it tells the story of one of the most savage battles in american history. one of the film producers will join us when we come back. and also under several weather advisories this morning. tony is back with our forecast and we'll find out if there is

we continue to follow breaking news out of baltimore. an early-morning fire at a rowhouse in the eastern part of the city has killed six people. reporter and you rea fiji is live on the scene now. good morning. >> reporter: allison, six people are confirmed dead and neighbors believe the victims are just young children. this fire started just before 5:00 this morning in east baltimore. and when firefighters arrived the winds were so heavy they had to evacuate. when they went back inside the home they found the six bodies. now investigators are on the scene trying to figure out how the fire started. it's not clear if there were working smoke detectors inside. neighbors say an elderly couple own the home and their granddaughter and three great grandchildren often visited them. the firefighters haven't identified the victims. neighbors believe it was those

to putting this film together? >> well it's a combination of things. i have a film degree from the -- from the university of pittsburgh but after graduation i went into the marine corp and i learned about this battle when i went into the marines because they tell you about three battles. world war ii, iwo jima from world war 2 and chosen from kariya to understand what you -- korea to help you understand what you need to be a marine. the odds were stacked against them but they came out on top and they won, they accomplished their mission, they teach you that so that no matter what your mission is or how bad things get there is never a reason to quit. >> before we talk about the film and what went into it, talk about the battle, because when you talk about it, and you mentioned the marines should have lost, marines were outnumbered i believe something in the neighborhood of 10 to 1 in that battle, right?

>> overall, about 10 to 1. 120,000 chinese soldiers versus 15,000 marines and american soldiers. on some hilltops it was as much as 100 to one. and temperatures got as cold as 40 below zero at night. 25 below zero in the middle of the day. so a lot of times the guys were outnumbered, weapons are froze ebb and they can't -- frozen and they can't fire them and it was 10 to 1 odds in hand to hand combat. you can't imagine how horrific was. they were 78 miles outside of enemy lines and there was only one way out on a road with a vehicle and it was fighting every inch of the way until they got there. >> and you said it had not been documented to this point so you took the opportunity to document the battles the marines bought 60 years ago and you found many survivors who were finally willing to talk about this. what was that like, hearing their stories firsthand? >> that was incredible. there was -- we ended up

interviewing 186 veterans from 27 cities and 14 states. we traveled for eight months on and off the road. staying at vfw's marine corp legions and with veterans and we were just amazed that we had done our research that it had been 60 years and nobody had done a documentary about that battle and it meant so much to us as marines that we figured if we don't do it now, it won't happen. >> when you read about this in bootcamp and research it and when you hear from the men who not the battle, what was that like? how did that change or enhance your vision as to what happened 60 years ago? >> that was pretty amazing. we didn't anticipate the response we go from the veterans. because my producer and i were both marines and did two tours in combat. it's not very comfortable

talking about. there are very few people we feel comfortable talking about combat experiences with. and so many told us time after time, listen, the stuff i just talked about, my wife and my kids and my friends don't know and this is the first chance in 60 years i talked about it. so that was an honor for us, because we know how hard it is to carry that weight ourselves. >> not only that but as you said, this is always a tradition to talk about this battle at bootcamp and now future generations can see this and learn more. the seeing is unbelievable. you found this video somehow. i know you did the leg work yourself. how were you able to find the video that goes along with this from the actual battles? >> the stuff that we found from korea, we spent about 300 hours right near here in college park at the national archives, digging through hours and hours of korean war footage until we found what we needed. there is not much that exists because it was 40 degrees below zero, film stock will snap. it doesn't work.
