he has what is happening in the weather this morning. >> good morning. we have a lot of wind out there. we did have snow showers that caused problems off to the north of the beltway overnight. but now with the big windstorm moving in during the course of the day so be ready here for winds gusting to about 45-50 miles per hour during the course of our afternoon. there is your live look at satellite radar. snow showers across montgomery and howard county, frederick county, early this morning and those have dissipate and we're left with a mix of clouds and sun. you'll look out the window and at times it will be bright and you'll say not so bad. but it is definitely winter time with temperatures in the teens and low 20s and a lot of wind. wind advisory until 10:00 this evening. the counties in brown, including the district and downtown baltimore. the exception is central and southern sections of virginia but most of us under a wind advisory. a windchill advisory as well for communities and counties out to west, out into the mountains where it will feel like minus 5 to minus 10 during the course of the day when you combine temperatures with those

winds. currently 23 degrees at reagan national. 20 at both dulles and bwi marshall. our high temperatures today, get ready for a cold one. highs only about 30 degrees. and that might be a little ambitious. up 20s for many of us. could be snow showers during the course of the day. and winds gusting to about 45 miles per hour. more details on the forecast. got a couple of other possibilities for a little snow. i'll have those details coming up. allison and tony. well we are following breaking news out of baltimore this morning. an if early-morning fire has killed six people. firefighters were called to a rowhouse on homewood avenue in east baltimore around 4:45 this morning. they initially went inside the home to fight the fire but the strong winds made it much worse. firefighters had to evacuate and fight the fire from outside. again, six people were killed in this house fire. the ages and identities of the victims are not yet known. that wind that gave firefighters trouble in baltimore also being felt here.

add that to a dusting of snow and it's been a slow-going trip for many commuters this morning. salt is down in most places but still proceed with caution and not just on roads. stacy cohan is live in silver spring this morning with more. stacy? >> reporter: well good morning. and it is finally good out here. if you can take a look at the roadways, just wet now. a few patches of a little snow in the corners but it's gone for the most part. now i did get some calls and texts from folks in montgomery county who were driving through the back roads and told me that some of the back roads were tricky but most people were proceeding with caution. perhaps they took our advice this morning. it is bitter cold and windy out here. and as you were saying, it will be that way for all day long. but it looks like rush hour has wrapped up through here and people are porceeding with-- proceeding with caution. and we saw some skidding and fort worths but nothing

serious. and i heard you talking about more snow. maybe this was our warm-up run. next time let's do better. this morning was a difficult ride with the salt and sand trucks getting out at 3:00 a.m. and they were behind the curve and it's ust caught up now to where everybody can drive smoothly. i'm stacy cohan, back to you. a winter storm is keeping a tight grip on several midwest earn states. >> high wind and deep snow making for deadly road conditions as fox's steve brown reports now. officials are struggling to reach many stranded motorists. >> reporter: icy, slippery, snow-covered roads leaving indiana drivers stuck in the ditch. the cause was a giant blast of arctic air bringing snow and plenty of headaches to states across the midwest. hear from one indiana motorist who had a tough time driving on the slippery roads. >> when i was coming in, i didn't see the snow. it was kind of shiny.

but when i realized, i was already in. >> i got stuck. >> reporter: an illinois driver frustrated by slow traffic. >> we've been on the road an hour and we've made it 8 miles. >> so you're giving up? >> we're giving up and going home and staying warm. >> reporter: across wisconsin -- >> to see it's this far up on the car is ridiculous. >> reporter: the governor declaring a state of emergency for all counties in badger land. they are trying to dig out from piles of snow. >> the corner edgings are hard tore get through and then the drifts are terrible. >> reporter: and all of the shoveling isn't easy. >> and how long have you been working on this car? >> like i said, i think about 20 minutes, probably more towards 40. we're working hard. >> reporter: in the buckeye state, downtown cleveland looking like a winter wonder land. and in iowa, it's so cold it is hampering the work of fire crews. >> at this point we're in the defensive mode and just trying

to keep water lines from freezing and water to the truck. >> reporter: and this weather system has proven deadly. officials attributed at least a dozen deaths in the midwest all to this storm, including an indiana transplant surgeon on his way back home from visiting his wife in michigan. in illinois, steve brown, fox news. in other news this morning, a grandmother and her child are recovering after being hit by a car in rockville. it happened last night at atlantic avenue and veirs mill road. montgomery county police say the 60-year-old woman was pushing her grandson across the street in a stroller when a black nissan struck them. investigators say the victims were not in the crosswalk and the car did have the green light. the car did remain at the scene. the grandmother and grandson are said to be in stable condition. a man is behind bar this is morning charged with felony hit- and-run after a virtual demolition derby on 66.

mohammed teshale was driving a supershuttle van that sideswiped a truck twice and hit five other cars before arriving at dulles international airport. a woman and her child were taken to the hospital and are said to be doing fine. he has been call aid warrior for peace and an advocate for american interest. richard holbrook has passed away. ainsley earhart takes a closer look at his life. >> reporter: the obama's administration main diplomat for the conflict in afghanistan and pakistan, richard holbrook, has died. hours before his death was announced, president obama praised him in a speech. >> richard holbrook has been serving this nation with distinction for nearly 50 years. richard is relentless. he never stops, he never quits. >> reporter: after learning of his death, president obama released this statement. mitchell and i are deeply saddened by the passing of richard holbrook. a true giant of american foreign policy who has made america stronger, safer and more respected. secretary of state hillary

clinton said the country has lost one of its, quote, fiercest champions. he fell ill on friday while inside the secretary of state's office. he had 21 hours of emergency service from friday into saturday to repair a tear in his aorta but remained in critical condition. doctors performed surgery again but he never recovered. his death comes ahead of the administration's plan add sesment of the war in afghanistan. in july holbrook talked about the mission to defeat the taliban. >> you won't win this war by killing every member of the taliban. it just doesn't work this way in this kind of war. >> reporter: he maintained a hectic travel schedule and was in pakistan last month. richard holbrook is dead at 69 years old. in new york, ainsley earhart, fox news. >> president obama also had this to say, saying, quote, he was a truly unique figure who will be remember for his tireless diplomacy, love of country and pursuit of peace.

the head of the republican national committee wants another term. former maryland lieutenant governor michael steele made the announcement during a conference call last night. steele deliberately kept his plans quiet to see who else wants the job. steel has faced criticism for not doing enough to move the party forward but is riding high since the republicans historic mid-term election wins last month. the rny will select the new chairman in january. an official vote on the tax cut bill is expected today. a test vote by the senate passed yesterday without much trouble. after today's vote, the bill will go on to the house where resistance has quieted down somewhat. president barack obama said the bill will protect middle class families, make businesses more stable, and give the economy a boost heading into the new year. the bill would extend the bush era tax cuts and unemployment benefits. 8 minutes after 9:00 now and part of the president's health care plan derailed a virginia court ruled part of it unconstitutional.

the nation's new health care law is headed for a supreme court showdown. what some people call obama care is unconstitutional. and now the white house is bracing for a fight. gurvir joins us with more. >> reporter: the president said he's not terribly worried about this, but if the ruling stands his signature achievement in office could be cut off at the knees. at question is the most central tenant of the president's health care overhaul signed into law with much fan fare back in march. now a judge says the government cannot force people to buy health insurance. >> it's a slam dunk for the attorney general of virginia because it gives him pretty nearly everything that he wanted. >> reporter: critics say the

judge is a conservative but if five members of the supreme court see his opinion the plan is dead. if you can't force everyone to buy health insurance, the rick is too small to include people with pre-existing conditions. virginia is just one of 21 states that have sued. many calling the mandate a broad overreach. >> someone who is sworn an oath to uphold the law, i can't endorse taking away the rights of some people to fund the health insurance for other people. >> reporter: and with republicans in congress threatening a repeal of the health care law next year and public approval for the plan falling. the white house is facing battles on multiple fronts. >> we're confident that it is constitutional and quite frankly of the three courts that have rendered decisions on this question, two have ruled in our favor. >> reporter: and that's true. some judges have ruled in fair -- in favor of the law but the supreme court will most likely have to make the ultimate decision, a pros that's could take a year or maybe even

longer. tony. >> thank you, gurvir. joining us with more on this topic is john cusak managing editor of the hill. and a couple of judges have ruled in favor of the law. connect me if i'm wrong, they were democratic appointees. this judge was an appointee of george w. bush. so is this just a political football going back and forth right now? does it depend on who the judge was appointed by and what their feelings are? >> i think that's a big factor. this is an issue since gore and bush in 2000. so where is this headed? the supreme court. republicans have the edge in the supreme court. now some democrats say even if the individual mandate, which this ruling focused on, is over turned, that doesn't mean the whole law gets thrown out. they can work around that. howard dean made that point last night. they could change the law or change the implementation of it, which is going forward. but when it goes to the supreme court, the justices can do anything.

they can throw out the whole thing if they want to. >> let's talk about a couple of constituencies that are involved here. and when you heard the news this morning, they hear the judge said it's not constitutional, how does that effect most people or does it? >> at this point, no. the administration is continuing to implement it. the judge did not say the rule should be put on hold. so this is a massive implementation. the bulk of the benefits don't go into effect until after the next presidential election. so the department of health and human services have already started issuing regulations and there are a slew of them coming out in the coming months and the house oversight will look to repeal the law. but that won't happen before the next presidential election. but the implementation is going forward. >> but the implementation goes forward but john boehner has said, i won't spend a whole lot of effort on this because it's been debated and it will wind up in the supreme court. so if you're a governor of a

state or whoever is in charge, what do you do? do you just say well my hands are tied or do you ahead and start? i think they have to continue to move forward. >> what could happen is that there could be -- let's just decide. if this is going to the supreme court, let's have them decide it now rather than a couple of years from now when private industries are putting money into the implementation to get ready for this and let's have the supreme court deal with it now. democrats are not crazy about that idea. they'll appeal to another court of appeals. with you eventually i think there -- but eventually this is headed for the supreme court. >> and it's well and good to say let's get certainty here but the process of appeal, and there will be an appeal, that can take a very long time. gurvir just mentioned it could be a year or i would think more before it would get before the supreme court. >> and that's right. and there are dozens of cases across the country. and this is just the beginning of the many legal challenges. and i think the house is going to repeal this law, but of course it doesn't have the

put behind bars out of consideration for his daughter- in-laws and grandchildren's privacy. instead he is said to be conducting a private service at the prison. mark madoff was found hanging from a dog leash in his new york city apartment saturday with his 2-year-old son asleep in the next room. it came two years to the day after his father was arrested. new disclosures from wiki leaks shows the u.s. tried but failed to prevent convenient venezuela weapons. they were shown weapons that were prevented. another cable showed that the state department isn't more concerned that convenience ella might have more fire power but that it might sell weapons to those in columbia or mexico. a suicide bomber who set off two explosions in stom holm over the weekend. police suspect a man was killed and two other people were

killed when a car packed with gas canisters exploded on a busy street filled with shoppers. moments later another plast. he had bombs strapped to his body but the explosives went off early. a man accused in maryland is being held without bond. antonio martinez was arrested last week and charged with attempting to blow up a military recruitment facility in kay tonsville. use done back in court next tuesday. outside of court, his mother had few words. >> tony is not a terrorist. i don't care what the report says. he's not a terrorist. prosecutors say martinez could spend the rest of his life in prison if he's found guilty. 9:23 now. and this morning many woke up to a snow dusting the ground. but the bitter cold and gusty winds are now the headlines. tucker is coming up next with more on what we can expect today. plus -- the unemployment rate in

exertion raises demand. for heart patients that could cause chest pain. >> patients with heart problems when exposed to cold wind up in the emergency department, or in the holiday season people are trying to finish last-minute shopping and maybe they exert themselves more than they might otherwise. >> reporter: even people without heart disease, cold can raise the blood pressure. and anyone with high barometric pressure -- blood pressure needs to dress warmly. and in hailing the cold winter air can trigger spasms in the lungs and so take medication before stepping outside. >> people with asthma, em fesseema, are exposed to cold air, they will complain of wheezing and feel more breathless. >> reporter: and ray nothing's disease can limit the blood throw to the hands and feet and

county too. >> tucker barnes is here. >> it was enough to have the wind blowing around it like a snow globe. it's possible to see a couple of light showers or flurries. that was an impressive band coming down from lake erie. it made it down into the washington area. today's theme is a lot of wind. and i have to confess, i don't like wind. >> i don't either. i like it when it's like 90 degrees. >> and a nice summer breeze. i'm with you, allison. i like cold, i like snow, i like the summertime weather but the wind i can do without it. we have a lot of it in the forecast today. winds gusting out of the west and forth at about 29 miles per hour here in washington. 31 in quantico. manassas now 38. how about frederick at 23. hagerstown is 29. so you get the idea. with winds out of the north and west we have a wind advisory in effect until 10:00 tonight for

most of the area. that includes the district and baltimore. and most of north central maryland and portions of west virginia and western virginia. the exception here is south and central virginia. it doesn't mean it won't be breezy or windy for you too, you're just not under the wind advisory. and winds gusting to 45 plus miles per hour. so temperatures in the teens and low 20s with winds out of the west at about 30, it doesn't feel warm. it feels like single-digits across much of the region. here is a look at your satellite radar. snow showers overnight. right across central sections of maryland here into montgomery and howard county. and then they've had a chance to dissipate and we have a mix of clouds and sun out there today. and it will be a decent afternoon as far as sunshine and dry. we just -- in talking to tony, we mentioned a few more snow showers and snowflakes in the forecast. that will be the worst of it today. cold again tonight, bitter cold. temperatures in the mid teens and single-digits and then we'll start a moderating trend into the middle and end of the week. but it's still not going to warm up any time soon in a big

way. 24 degrees at reagan national. 23 in annapolis. gaithersburg is 19. hagerstown is 19. and again mix in the winds and it feels like 2 or 3 degrees in places like hagerstown with winds out of the north and west at 30 miles per hour. and partly sunny skies here and cold. and 30 degrees and winds out of the north and west gusting to 45 miles per hour. so a very cold afternoon. many communities in the upper 20s later today. here is your five-day forecast. cold tonight, 18 in town. maybe single-digits off to the north and west as winds lighten up. tomorrow 32. 36 on thursday. we're going to cloud up again and watch a southern stream storm, a clipper system that could bring us more showers by thursday afternoon. friday and saturday a little better but still the average daytime high should be in the middle 40s and we're not anywhere close to that. that's a look at the weather. back to you at the desk into cathy lanier's future still in

question but the word is she's expected to keep her job when vince gray takes office. according to the washington post, gray will not replace lanier come january. right now crime is down. gray hasn't made an official announcement yet but said he will name more cabinet member this is week. the mayor elect is trying to fulfill a campaign promise. vincent gray claimed he wanted to bring jobs to the district to reduce the high unemployment

rate. he's trying to make good on that. he hosted a job creation summit at a downtown law firm. karen gray houston was there. >> reporter: willie may madock is looking for work. we found her outside of an unemployment office in northeast. she's frustrated. >> there are not that many jobs out there for the skills i have. >> reporter: that's the same complaint of many standing in unemployment lines around the country. >> they say you are oar qualified -- over qualified and then under qualified. it's like a catch 22. >> i want to thank the university presidents here. >> reporter: inside the law firm arnold and porter, vincent gray looked for answers and got responses from business leaders about obstacles they encounter in hiring. >> for one, felony record for the applicants, the second is cannot pass a fifth grade math aptitude test and the third is cannot pass a drug test. >> reporter: the mayor elect wondered how to get around the problem of criminal records, especially in areas of extremely high unemployment like ward 8 with an unemployment rate of nearly 30%. gray said many ex offenders need a job. >> i need a job. >> reporter: this man was helped by a joint city-federal program. >> they made sure that i stay employed. >> reporter: and then there is a matter of jobs going to non- d.c. residents. at the summit, a wal-mart vice president said they hope to

build four stores in d.c. and want to hire district residents. >> the soft skills still present a problem. so folks understanding how to fill out an application and filling it out completely. >> we have some people right now with skills. there are people in the district of columbia that can't read, write, add and subtract and i'm tired of people saying that. >> there were no final solutions at the job summit but there was clearly the beginning of a conversation. new mayor is hoping that will lead to new businesses and that it will spur job growth and reinvigorate job training. well we asked and you delivered and boy, did you. we want to thank you to everyone who pitched in for our stuff-a-truck food drive on friday. >> it was great. and so many of you responded to help the capital area food bank. the final numbers are in. this year we set a if you
