tampering. >> and then there's the battle over whether to confirm the permanent schools chancellor. we are live in the news room with both angles of this story. good morning. >> reporter: good morning. the acting chancellor has called for increased security during testing. and asked the inspector general to investigate. now the timing of these allegations of possible cheating couldn't come at a worse time. she is still must be confirmed by the city council and the community is pushing back. the possible cheating scandal involves the dramatic rise in test scores at several washington, d.c. schools after evidence surfaced of a large number on tests. that led to allegations that there may have been cheat. now she announced a plan to combat the cheating for the next round of testing that begins on monday. and at a community hearing,

people said she is too closely tied to her unpopular predecessor. >> she was, seems to have been the hand picked successor from reid. and from the secretary of education rather than going through a thorough process. our 40,000 kids deserve to have the best possible person. we believe there is someone out there more qualified for the position. yes, we do. they haven't looked hard enough. >> they have not looked. >> i do support her. i do support her. and so that hasn't been said. that doesn't mean we shouldn't ask the tough questions. >> reporter: she says if evidence of cheating is found, she will act swiftly, but so far there, is no proof of test tampering. some of the new security measures will include sealed test booklets, extra staff monitoring the testing, open -- monitoring the testing and

tests will be shipped back as quickly as possible. and now there's a cheating tip line to call. >> thank you. and we are following a developing story out of montgomery county this morning. police are looking for two missing teenaged girls. police say the 17-year-old and the 15-year-old were last seen wednesday afternoon outside of richard montgomery high school. they are believed to still be together. arrests have been made in the murder of a university of maryland student. police think robbery it was motive the january murder of justin overcast. he was shot to death in his home in college park. the two suspects are charged with first degree murder. one is being held in maryland without bond. and the second was arrested in the district and is awaiting extradition. it's judgment day for a virginia man who murdered his wife and two step children. he will be sentenced today for the shooting death of elizabeth

dean and her two children back in 2009 in triangle. her family wanted prosecutors to seek the death penalty. he pleaded guilty and as part of the guilty, he will get life in prison with no chance of parole. we continue to monitor metro. and just as the sergeant city is trying -- as the agency is trying to improve, they could get cut in funning. metro's general manager also says that old ticket machines might not be replaced in metro stations and would look shabbier. there's a push for national safety standards for mass transit system. and yesterday a deligation reintroduced the safety act of 2011. that calls for the

transportation department to establish federal safety guide lines for the nation's rail system. the maryland congresswoman led the delegation and she spoke with fox 5 about why it's taken so long to establish a national law. >> governments in our metro area for example and around the country would have the capacity to monitor the standards and set the standards. but when you have a different system in every single state and every single region, it really becomes difficult for the industry to actually produce to a standard of cars, or railways and systems that will actually enable us to have a set standard across the country. >> we are monitoring metro 24/7. if you see something you think we need to look into, send us an email. the washington, d.c. mayor is set to present his 2012 budget proposal to the counsel later today. the district is facing a $322 million budget short fall.

the mayor has been tight lipped about how he plans to close the gap aside from warning there will be significant cuts. he has not ruled out tax increases, but it does not appear likely that he will propose a major hike. the deadline for government shutdown approaches. senate majority leader harry reid says republicans and democrats have agreed to cut $33 billion for the rest of the fiscal year, but they have yet to work out the details. meantime, tea partyers are urging them to keep their promise to cut $100 billion from funding. >> what a tremendously difficult job they have. i'm sure it's not easy trying to negotiate with the tea party screaming in their ears. >> the president has set the debate out entirely and democrats have the nerve to call anyone who expresses concern extremist. if you're wondering where the

tea party came from, look no further than that. >> the senate passed a measure that would block salary payments to members of congress and the president if there's actually a government shutdown. and there's a similar measure pending in the house. government funding is set to expire a week from today. president barack obama continues his push for reducing america's dependence on foreign oil. today the president will visit a ups shipping facility to look over clean fleet vehicles. the president will then deliver a speech to workers. it's likely that the president will also comment on the march jobs report that just came out. it shows unemployment down to 8.8%. now that's the lowest level in two years. employers added 216,000 jobs last month. in the developing conflict in libya, the united states says nato bombing has destroyed 25% of miramar gaddafi's

armored forces, but the rebels have been in full retreat for the past couple of days. meanwhile, two members of miramar gaddafi's inner circle have defected in the last couple of days and a senior aide is in london holding talks with british officials. the losses by the rebels come as u.s. air strikes are wrap up, but the debate in congress continues. >> many lawmakers are growing uneasy with the conflict. and we have more now from capitol hill. >> reporter: the white house is further drawing down u.s. involvement in libya, but there are real questions now about whether the rebels there can survive. it's up to the rest of nato now. u.s. air operations come to an end tomorrow. even the rebel forces seem to lose ground each day. >> it's very disappointing what you have told us here today. >> reporter: the decision wasn't exactly welcomed by many in congress. as the chairman of the joint chiefs and the secretary of

defense tried to explain. >> we believe that our allies actually have the capabilities to continue to degrade his military capabilities. >> reporter: it's no secret that gates wasn't crazy about the libyan operation from the get go. miramar gaddafi has dug in. and government organized a protest yesterday. >> you keep talking about human rights, but you keep bombing our citizens. we are here not afraid. >> reporter: some apparently are afraid. miramar gaddafi's inner circle is cracking with another top official fleeing, joining the foreign minister. the miramar gaddafi government tried to explain his absence. >> he has diabetes and high blood pressure. we hope that he will recover and if he of course decides to come back, he is most welcome. >> reporter: and to the east where rebel leaders struggle against better equipped and better trained forces, the

question lingers, will the united states or another country step in and provide arms to even the odds. >> reporter: and the pentagon says while miramar gaddafi forces have suffered big losses, compared to the rebels, they still have ten times the number of ground force. fox news. turning now to the late nest the disaster in japan. radiation readings have varied so much that japan's nuclear safety agency is ordering a review of samples. officials say the levels of radiation looks suspicious. they point to yesterday's reading showing ground water was 10,000 times normal. engineers say there appears to be an error in the computer program that's used to analyze the samples. bcu heading to the final four. students and fans and alumni are very excited. dave joins us next to talk about the big upcoming game and the university president. keep it here. we will billion right back. difference there. how are things in houston? >> things are incredible. it's been a great ride for us and what an incredible national spotlight on bcu, one it really deserves. >> any in your wildest dreams? did you ever think we would be having this conversation? >> you know, i really did anticipate it. if you look at that time players and their desire to succeed, they had nothing to lose unless they lost and they knew and it it brought us to the point where we are there. is a great team. >> we saw the criticism that some of the national media had to say, even being included and then the run they have gone on, one said it's fueled the fire. did you feel that on fire as well? >> to some extent i did. i think most of us just ignored that because we watched these kids through the season and we knew that they were destined for where that are. to some extent though it probably did fuel the fire.

>> i know myself, i'm so proud today and i know that there's got to be literally thousands of people that have gotten in contact with you expressing the same thing. have people come out of the woodwork? >> you know, they really have. and the level of interest is probably unprecedented. alumni giving is certainly going up, at least the major donors and there's no question that there is a level of interest on the part of people looking for schools and certainly no question about the interest generally. world class medical center and school with the number one public school of the arts, ranked very high. we had 11 million hits on our website sunday. >> wow. >> and these things just don't happen. >> and what about smart leading the charge of 33. and everybody saying, he's going to be up for this job and that job and i know you don't want the negotiate in the media, but i guess it's great to have the guy everybody wants

a top charles county school administrator is under arrest, accused of stealing federal grant money meant for low- income children and spending it on herself. she faces federal charges for using money that was intended for school children in some of the poorest neighborhoods. her home was raided in january and again earlier this month. federal investigators say they

took television, computers, ipods and ipads, as well as video game consoles. but roughly 200 other items worth more than $100,000 are still missing. >> i think shocking is, would be our reaction to any employee that would misappropriate any funs that are supposed to be for children, especially the most economically disadvantaged children. >> the misappropriated money was uncovered last october when four computers went missing. she faces up to ten years in prison. two former new orleans police officers are going to prison for shooting and burning an unarmed man after hurricane katrina. one will spend 17 years behind bars and the other 25 years. the federal judge said the conduct was barbaric. members of the family say the officers should have gotten life in prison. the fda is denying any link between artificial food

here, you would not believe it. it's 37 degrees. a great look at the cherry blossoms and the cooler temperatures making them stick around. paul is down there. we're going to check in later. it's a gorgeous shot. tucker here to tell us, is this a good weekend? because a lot of people heading out to look at the time the cherry blossoms. >> certainly better than the last couple of days. not going to be perfect. well sunday is going to be perfect. today hit and miss. the clouds are going to fill back in. tomorrow okay. sunday is the day to go. >> excellent. >> unless you want to go by yourself. >> it does get crowded. >> to me it's like saturday. >> yeah, if you're local and don't want to see the crowds, maybe saturday is the better bet. >> right. you just saw sunshine, starting to see sunshine across the area. that's encouraging, we're going to warm up a little bit. >> a joke right here, right? >> not until the end of the broadcast. our radar, light showers still.

baltimore too. but here in washington, d.c. as i mentioned, we're starting to see sunshine and getting a few breaks in the clouds. here we are inside the beltway, no problems. last of the shower activity. and i think that will be the worst of it today. maybe a left over sprinkle, but generally speaking, starting to dry things out. satellite and radar, let's do it. breaks in the clouds. the bigger picture, there you go. and again, you can see in the last couple frames here, the, see that, clear skies starting to break out. that's an encouraging sign maybe sunshine. and out to the west, not a lot going on. upper-level piece of energy tonight and that could spark off a few more showers. but at least the trend is an improving one and we should be warmer than yesterday. here's the futurecast. again, computer model doing the best to depict the atmosphere. here at noon, maybe one or two sprinkles a snow flake near the pennsylvania border. but this afternoon, we quiet down and start to clear out for

work in some ways for me. i have been thinking about animal issues of course every day because as ceo of the human society of the united states. and i think have come to have insights on the issues as to why we are doing what we are doing, what makes us care about animals. and one of the ideas in the book is that there a connection with animals called the bond. and it's pet keeping and wild life watching, animal planet on television all the love and appreciation we have for animals. yet in the same society, we have so much cruelty. and we have so much selfishness when it comes to animal, factory farming or puppy mills or clubbing of baby sales for fur. and i try to disentangle what is happening. we have all this goodness, yet all this cruelty. and trying to show a pathway forward as individuals and as society on being better to animals because they matter too. they feel and suffer. and we have a responsibility as

a species and a creature of conscious to do right by them. >> what i love about it is that you don't just talk about, you know, cute fluffy rabbits or these dogs that we love and let sleep in our beds. you're talk about all animals, talk about that a little bit and the approach that you took in the book. >> well, you know, this is a cause for me. and this book is about this cause and about a major social reform movement that is trying to alert people to their responsibilities, not to be cruel to animals. i mean, there's suffering in the world. nature has suffering, animals suffer. but i'm concerned with the human caused cruelty that exist. and not just random acts, but institutional cruelty, the fur trade, factory farming, puply mills. why are we producing millions of dogs for the pet trade from puppy mills where dogs are

confined in small cages, kept outside when we're trying to adopt millions of animals from shelters. they are perfectlierful, why are we allowing the industry to thrive? why are we killing 3.5 million dogs and cats and the puppy mill dogs are displacing those animals from the homes that are potential adoptive homes. >> the thing with that, you talk about this too is that there's big money in a lot of the different areas and not just the mills, but big money in some of the other areas where we mistreat animals. that pick is so cute. you're calling for a consciousness shift as far as the money trail too. >> you know, i'm calling for in the last chapter of the book the knew humane economy. the economy that doesn't present a false choice. we can honor animals b good to animal, and not sacrifice the quality of lives. when i go up to canada where

they're starting to seal hunt next wethey club tens of thousands of seals, that's the old economy at work, extracting and killing. you can take people up there and have tourism and generate much more economic activity by watching the animals in the nursery of the north. and whale watching, you know, the whaling industry in its wake. you don't have to kill whales to value whales. and i look at different economic industries and say we have a new and better way of doing business so it's not a choice like we have to protect animals at the expense of people. >> and when you pick up the book that goes on sale next week april 5th, you can see, we didn't even get into the way that we kill animals to eat them. >> yeah. >> we can change that too. it's all in the book too. and the book is called the bond. and talk to wayne and see him next week, tuesday april 5th. there will be a discussion, question and answer and book signing. that's on 12th street in

experience on idol. thank you to both of you for joining us this morning. i know it's early out there. let me start with you, were you surprised at the results last night? >> no. i wasn't really surprised actually. i did take one of the biggest risks that i could have. and i knew that when you do something like that, when you totally flip a song, it's like debuting a brand new record. and you can't expect everybody to have the greatest response. you know? and so, but i'm happy. if i had to go back and change anything, i wouldn't. i would actually just keep it the same way because i had a good time and i got to show america part of who i am. >> and how about you? were you surprised what were your feelings last night? >> well, i felt all this mixing of emotions really.

there was so much going through my head. what's going to happen? i mean, i guess, i just, i don't know, i wasn't really as surprised because everyone did so well. so you really didn't know who was going to be in the bottom three. so i guess i wasn't as surprised. i mean, i am happy about my performance though. i dedicated the song to my big brother. and i actually got him to cry. and it was just so emotional that night. and i poured my heart out into that song. and i'm just really happy that i got to do that for my brother. and that i actually, you know, because jennifer asked me the previous week to show more emotion and that's what i did. so i'm happy about my performance. >> well, we wish both of you the ultimate success. we have to cut it short. we thank you for joining us this morning and wish you continued good luck. >> thank you. >> thank you.

you're being dishonest and if you love her, you have to let it go. everybody in your life is being asked to lie basically. you know your mom, dad, people you went to school, people on the street. it's too big of a lie. at the end of the day, she is going to feel more deceived knowing that everybody else knew and she was the only one in the dark on this from everybody that you know. if you indeed want to propose one day and marry her, guess what, your finances are all going to be intertwined including taxes, tough give up your birthday at that point. so this cannot continue if you want a life this woman. that might be a good way by saying you want to spend your life with her and you need to reveal this secret. hopefully two years in, it will be okay. but this might be a deal breaker. you need to look at that and be honest with yourself. but if you want to be with her, you got to take that chance right now. please do it. and 378 of my closest friends
