90s. that humidity will start to creep back in as the winds will shift out of the south. the next chance for shower or thunderstorm activity won't arrive until the weekend. by then it will be mighty hot. sunshine this afternoon. winds will be lighter out of the north at 5 miles per hour. more details in a couple minutes. major developments in the sexual assault case against dominique strauss-kahn. the former head of the international monetary fund was accused of attacking a maid in new york city. the prosecutor's case is now in jeopardy. prosecutors do not believe much of what the housekeeper has told them about the alleged assault or her life. one law enforcement official says she has repeatedly lied including about details in her asylum application in which she claims she was raped. she has ties to drug dealing and money laundering. attorneys will be back in court today. now to the big story we're following here in our area. a 4-year-old shot at a maryland playground and police say a 5- year-old pulled the trigger. it happened in a hill crest

heights neighborhood. sherri ly has the latest from police headquarters. >> reporter: right now, the big question for police is where did that 5-year-old get the gun. in maryland it is illegal to leave a loaded firearm where you know an unsupervised child may get their hands on it. witnesses say it looked like it was a smaller .22 caliber handgun that the 5-year-old used to shoot another 4-year- old boy. the boy was taken to children's hospital and is expected to survive. a neighbor called 911 and addressed the child's wounds after the 4-year-old ran to his apartment. police say a 5-year-old boy brought the gun to the playground at his apartment complex around 3:45 yesterday afternoon. police say they found the 5- year-old who pulled the trigger and the gun he used inside the boy's apartment. neighbors can't help but think

just how much worse this could have been. >> went in through here and came through the back of his shoulder. >> there are many people who own guns that we have to understand that the proper storage of handguns is important. police believe the child got the gun from his home. police did question the boy's parents as well as other adults who had ac sees to the apartment. but they are still trying to figure out who owns the gun. that's the latest here. back to you. >> all right. thank you. as you know, police are also investigating a deadly stabbing in hie catville. no word on any suspects or arrests made in the case. we continue to follow a

story making headlines from the airline industry. a man flew across the country on an expired boarding pass that wasn't even his. and his id was a college id card that expired five years ago. but even after an airline caught him once, he was able to get past the tsa a second time and attempted to board another flight. now many want to know how this happened. mary ann rafferty has more. >> reporter: virgin atlantic has explaning to do after a man managed to sneak on a plane last week. fbi officials say the man was sitting in the main cabin when a flight attendant asked to see his boarding pass. all he had was an expired pass under somebody else's name. >> it means there are large gaps in security. >> reporter: officials questioned him and let him go. then on wednesday, law enforcement caught him trying to board another flight using a different expired pass. the search of his bag found ten expired boarding passes, none

with his name. he's been charged with being a stow away and is expected in los angeles court on friday. >> our security agencies take any situation like this seriously, and i can ensure you they are investigating this situation thoroughly. >> the more you get into computers and bar coding, the higher your level of security is going to be. >> reporter: some passengers don't get how the incident could even have happened. >> after 9/11 if someone can get through with that, what recommendation could happen -- what else could happen? >> reporter: workers may have missed an alert in new york. mary ann rafferty, fox news. the minnesota government is shut down. political leaders couldn't agree on how to solve the budget deficit. talks between mark dayton and top republicans fell apart well

before the midnight deadline. dayton is demanding tax increases, but republicans refuse. tens of thousands of state employees have been laid off and state parks are shut down on this holiday weekend. the senate has canceled its july 4th recess. called to work next week to work on the debt ceiling. democrats want higher taxes for wealthy americans to go along with any cuts. republicans asked the president to come to the hill to talk. timothy geithner says he's staying put at the treasury department. yesterday there was speculation that he would leave the obama administration following the current round of budget negotiations. he commutes between d.c. and new york and has a son who is finishing up high school there.

but he says i live for this work. it's the only thing i have ever done. i believe in it. we have more on this bizarre story out of massachusetts. a medical officer says there are no answers yet to explain how no one noticed a dead woman in a public pool for several days. >> they say the incident poses no health risks to the hundreds of kids who went swimming in the pool at the time. ted daniel has more. >> reporter: state environmental police on guard outside veterans memorial pool. no one is allowed inside the fence while the death of a woman is investigated. it's believed she drown sunday, but her body wasn't discovered until tuesday night. at a news conference on thursday, we learned that public health employees conducted an unrelated inspection of the pool only hours before joseph was found

floating on the surface. >> the only thing of note in the inspection report is that the inspector did indicate that the pool water was cloudy. >> reporter: cloudy water. could that be the reason why nobody saw joseph in the deep end? possibly. when someone drowns, their lungs fill with water and they sink. the body doesn't rise until gases are produced during decomposition. keep in mind, the pool was open and packed with children for two days during the time she was apparently submerged. dr. lauren smith with the state department of health says chlorine levels were adequate and swimmers have nothing to fear. >> as disturbing as it is to think about being in the pool there are no significant health risks associated with that. >> reporter: why wasn't she ever reported missing by the friend she went to the pool with? and if a 9-year-old boy really reported she went under water, why wasn't anything done?

>> two dozen state pools have now putt been shut down while safety procedures are reviewed. the washington monument will be open today, but the elevator inside is shut down. last night it broke down trapping more than a dozen people inside. fire crews eventually got it working again and got everyone down. but it's now been taken out of service and anyone who wants to go to the top of the monument today will have to take the stairs. coming up next, we have some commuters news for anyone wanting to get away this weekend.

you got interested in that. >> i became a national spokesperson in 1979. and so for almost 30 years, i worked with adults who could not read. and after so many years, it occurred to me that one of the ways, maybe the only way we could get rid of the problem of adult illiteracy was to create generations of children who were able to read. the the best way to do that is to read aloud to them. i started a foundation. our goal is very simple. we want to get 5 million parents that will promise to read aloud to their children every day through 6 years old for 10 minutes a day. if we do, the problem of

illiteracy will go away. >> the interesting thing is today you'll be at the d.c. main library. that's an event going on at noon. but also you have an event going on with willy tomorrow talking about just business and successes and the secrets of success. talk about that. >> we have been friends for a number of years. we have spoken on a number of events around the country. i heard he was coming and celebrating his 75th. i said i have to do something for wally. he's so wonderful. people want to know him. 75 years. he's learned a lot of lessons and shared a lot of success secrets. tomorrow i'm going to interview him and talk to him. i had him on my xm show last weekend. we're going to talk about success and lessons learned. we want people to be a part of that in an intimate setting.

>> what would you like to share about? some of the secrets you think to success. >> there are no secrets. the secret is there is no secret. but there are some attributes that one needs i think in order to be successful. you have to define what success is to you. it's different for many people. most people think of success only in terms of material things. how much money they can make and what kind of house they got. so you have to define success. once you have defined it, your attitude is important. commitment. you get nothing until you say yes i will. enthusiasm. the only reason you need to be enthusiastic is to

positive people? thank you, guys. we have a few more news stories now. a heads up for drivers. red light cameras are now up and running at several intersections in fairfax county. they are north street at university drive and fairfax boulevard at fairfax circle. they are going to it issue warnings this month, but starting august 1st, $50 tickets will be sent out to runners. also alexandria is also activating some cameras. they are at south patrick and franklin street, south patrick and gibsons, and st. patrick and walker street. they will also send out warnings for a month. your drive could be faster. delaware's toll plaza has opened a highway speed easy pass toll lane. they are just testing it out,

but they are hoping it will reduce congestion. 55% of drivers use easy pass so they can all use the new lane. and if it you're planning on driving over the bay bridge, you might want to hit the road soon. here's a live look as you approach the bay bridge. the maryland transportation authority says the best times to travel are before 10 a.m. and after 10 p.m. saturday before 7 a.m. and after 5 p.m. and sunday before 11 a.m. and after 10 p.m. essentially early in the morning or late at night. if yao headed south to the beaches, be careful in the water. up next we'll tell you what landed one little girl in the hospital.

recovering after being bitten by a shark. it happened on sunday. she was standing in 3 feet of water when the shark attacked. >> i felt something pulling on my leg. it didn't hurt at first. it pulled me down. it hurt. >> when he pulled her out of the water, her leg was wide open. a lot of blood. >> doctors were able to save her leg, but she does have several torn tendons. doctors say she will need several months to fully recover. >> i'm glad she's alive. zoo keepers are seeing signs that mean they could have a pregnant panda. why not take a trip to williamsburg this weekend? we'll look at fun things to do there that involves eating, drinking, and fun. the pregnancy watch continues at the zoo. they are trying to figure out if their pan panda is expecting. they are seeing encouraging signs. she's been licking her paws and pregnant pandas often do that. but the behavior is also seen during false pregnancies. she's also been licking other body parts. so she also did that for several days prior to giving birth back in 2005. so the wait continues. >> that's what i say every time. it would be better not to tell us any of this. because then we report it and we get excited. that's what happens more times
