plate. it had several people inside. it was spotted at an atm machine. harris was a community activist and police do suspect foul play. this was captured at an atm in prince george's county. a map was seen at an alexandria. atm too long to use harris' bank card. he got a call on the cell phone. harris left in his car. police are not saying who that call came from. the phone was later found on the wilson bridge. harris always went out of his way to help anyone and family don't know why someone would try to hurt him. >> part of me thinks that someone tried to rob him or thinks he has money. if it's money, then call us. if it's jealousy or whatever, then what do you get out of it? >> reporter: police are still

looking for harris' light blue 1994 toyota corolla with virginia tags xkg 8385. police also have a description of that person of interest is seen in surveillance picture. he is a black man with a mustache and small goatey. he has a muscular build and tattoo on his form arm. one inside has numbers and a word written below it. police are looking for that man as well as people inside the van. police are offering a reward in the hopes of bringing harris home. back to you. >> thank you. new this mornings police are investigating a sexual assault in arlington. a female jogger was attacked in the 2000 block of army-navy drive. police say that the suspect knocked the woman to the ground kicking her several times

before sexually assaulting her. if you have any information in this case, you are asked to call arlington police. d.c. police say they are getting close to identifying everyone involved in a fight in northwest that may have killed a george washington university student. witnesses say that patrick casey was hit in the face outside a mcdonald early friday morning. casey was declared brain dead tuesday and his body taken to the medical examiner. much of what happened was caught on surveillance camera but are not willing to say exactly what happened until the investigation is finished. casey was a veteran of the war in afghanistan. in the manslaughter trial of michael jackson's doctor, today, the paramedics who rushed to jackson's mansion the day he died are expected to testify. both paramedics are believed to think that jackson was dead when they arrived but jackson's

doctor insisted that he be taken to the hospital in an effort to be resuscitated. yesterday, a body guard testified that he was ordered to collect vials of medicine to hide them. he reached over and grabbed a handful of vials and reached over to me and said, here, put these in a bag. >> i believe that dr. murray had the best of in tensions so i didn't question his authority. >> maury's supporters say that he was just trying to hide the king of pop's drug habits. there are details about a massachusetts man who wanted to bomb the capitol and the pentagon using remote control planes packed with explosives.

aircraft. some of the workers are charged with selling the pain killers fentanyl and oxycodone. more illnesses, probably more death listed to listeria could be on the way. the bacteria has been spotd in lettuce. true leaf farm has voluntarily recalled bags of lettuce from a distributor in oregon. no illnesses were reported there in oregon. but the lettuce bags were shipped to two other states, washington and idaho. this follows the outbreak of listeria from cantaloupes grown in colorado. coming up, more bad news

after days of sky high inspections, new exterior damage has been found on the washington monument such as loose mortar and cracks but the park service says that the building is structurally sound. the inspection could talk another three to four days. still no word on when ten families in prince william county will be allowed back home. they were forced out three weeks ago after torrential rains from tropical storm lee made their walls crumble. residents met with local officials last night. >> they said that we are responsible for it but i'm not going to pay anything. i'm not going to pay that i don't think that we should be responsible as homeowners to, you know, pay for the wall when it seems like either the builder or the contractor is responsible for the issue that we are having right now. >> engineers are waiting for

heading -- right now, the ramp is still open but this weekend will be shut down. there will be right access only. you're going to be staying to the right. that's a look at fox 5 on time traffic. thanks so much, lauren. >> a new report on the 2009 bank bailout shows that the government vows to pressure some of the big banks paying back the money. watchdog report says that federal regulators with two varying degrees gave in to the banks and will relax some of the requirements for repaying the bail out. the regulators wanted to cut the government's stake in the banks. it could soon cost you more to get money out of your own bank account. >> bank of america has announced fees. >> allison and tony, debit cards are common and they are convenient to use. a lot of people use them for

hat, jewelry, coffee and sandwiches. 2/3 of americans like to swipe with debit cards not credit cards. starting early next year, the bank will charge a $5 monthly fee for using your debit card. customers will be charged $59 if they use the debit card in any given month. they will not be charged if they use their card at an atm. the change comes as the banks adjust to those new regulations that will limit traditional revenue sources. bank of america starts to lose money october 1st when the caps go into effect on how much issuers can charge merchants. people who don't like this should send the clearest message to the bank and take the money to a better bank or a credit union. >> thinks ridiculous and uncalled for. >> there is no right or wrong because i use it every week. i have direct deposit in. that's not fair.

the nonpartisan office of compliance is out with a new report about complaint of harassment and hostile work environments on capitol hill. joining us with a closer look at this report is ed o'keefe, federal reporter with the washington post. good to see you. good to see you. >> how could this be? how can lawmakers not follow the same laws they make? >> they have a congressional accountability act which is responsible for bringing the laws to capitol hill. they have exempted themselves from some of the more popular or basic items of workplace rules. you don't have to post workers' rights in a congressional office. there are no whistle blower protection. most whistle blower says that

whistle blower protection wherever they are is pretty bad. you don't have to keep personnel records that might be required later on if there is some dispute. there is a sense on the hill that there is an appeals process if you feel that you are going discriminated against or passed over for promotion unfairly. >> why would this be in place? was this something intentionally done in your opinion? why is this -- >> it's unclear because this office which essentially serves as the eeoc or the hr office for capitol hill has been pushing lawmakers to do this for years. >> okay. >> but, you know, just like everywhere else -- and this has always been the big complaint, it creates a lot more work, more paperwork, more red tape and why should they have to do it? for whatever reason, through the year, they have ignored the pleas to fix this problem, i think mostly on the belief that, you know, there aren't workplace issues up there.

if you look at the numbers, just a fraction, not even really a fraction of hill staffers have reported complaints as far as discrimination or being passed over for promotion. you see most of these complaints are coming from congressional agency offices, the architect of the cop toll, the folks that keep the place in good working order, the capitol police which, of course, is their big law enforcement agency and other offices which sort of support the traditional congressional offices. >> that was my next big question. do they do this in secrecy? we really do want to help but the rules don't aplay. they found there wasn't a high number of harassment cases. >> if you look at house and senate staffers which is what people think of capitol hill, the number of people who went to the office seeking counseling to say, what are my rights, very signee. part of the reason, they think that is is because hill staffers don't realize that

they have the right to go to this office in the first place. they don't even know it exists. the other part is simple politics. a lot of these people are concerned if they go and accuse their boss or maybe some powerful politician of wrongdoing, it could ruin that guy's reputation, could ruin the staffer's reputation, i'll never get a job again because they wept out and accused of boss of -- because they went out and accused the boss of doing something wrong. >> about how many people work across the hill. >> about 30,000 people work for capitol hill. you have congressional staff office and also in their home state. 8000 live in virginia, 8000 live in maryland and 5 or 62,000 in the district. so that's a pretty big employer in this area. not much in the rest of the

country. >> do you think will will be changed? what do you think will happen? >> they issue this report just about every year and they issued basically the same recommendations, post the rules, work on whistle blower protection, take care of these other issues and every year, congress says, of course, we'll look into this and get to it right away. nothing ever happens. >> the hope is that you see the number increasing and concern and the use of the office on the rise that, perhaps, lawmakers will take in the. they don't even have the ability to send e-mails to people on the hill. pretty soon, they hope they will do that. >> ed o'keefe writes the federal column for the washington post and, dare we say, a friend of the fox 5

because we all knew michael jackson. the circumstances of his death are sad at the least and we want to assign the blame to dr. murray. the tape that we heard of michael jackson talking where his voice was slurred and all of that, it's veryey mowingal to hear. is it significant in terms of the case? >> it may have some bearing because it shows a person under the influence of drugs. could that person really consent, give informed concept to the use of drugs to put him in the state that he was in? i think the prosecutors are slowly going to paint the picture of dr. murray not only being incompetent but criminally responsible for not taking precautions to safeguard michael jackson's life when he was using these drugs which is normally used only in surgery in hospitals, there this is a

very dangerous drug and you have to monitor the patient carefully. they are going to try to show that he was criminally negligent and committed invalue teary map slaughter. >> and they're going to show that the drug is not used in this way. it's not supposed to help you go to sleep. >> this is a very dangerous drug. people take overdoses all the time and doctors tonight get charged. the difference here is that doctor was on the scene helping to administer this drug and should have been watching him, in my opinion, all the time. this drug, when you are on it, you have a thin line between life and death. you have to be careful. >> in fact, there is one trial watcher, harvey levin who thinks that the whole trial will come down to one single word, word abandonment and that is that murray left the room at least for a period of time and during that period of time,

michael jackson expired. is he possibly right in this analysis? >> i think that's going to be a key point. i think that the jury is going to have to keep looking at was the doctor doing something improper? is this something that really rises to the level of a criminal negligence. if it was just medical malpractice, that's just negligence. you have to show that he rises to that level. you know, abandonment may be the key. you know, normally this drug is used in a hospital setting. not here. >> let's talk about the amanda knox case. unless you hear about it on tv, you may have one impression of the case. once you read about it, we have to understand that the justice system and how things works in their courtroom is nothing like what we are used to here. in some ways, it seems like a

in the united states, fur licensed to practice in a certainly state, you have a medical license, you can practice really any field of medicine and/or surgery and the public is unaware of that. >> you would need to check for certification specifically in cosmetic surgery? >> correct. >> plastic surgery? >> yes. >> one thing that this campaign is trying to allow the public to know is that cosmetic surgeons don't necessarily equal plastic surgeons. when you are looking for a plastic surgeon or a cosmetic surgeon, it's very important to make sure that these surgeons are certified by the american board of plastic surgery and they are members of the american society of plastic surgeons because that ensures that that doctor has the highest level of training, continues the level of education and adheres to a high

standard >> reporter: would cosmetic surgeons be more minor things? like injecting botox? >> you need to make sure that that doctor does that procedure often, last the training to choose patients better, that they are good candidate for that procedure and there could be minor any cases. and that could be something minor like remuing a mole to maybe body contour or plastic surgery. >> what steps do we need to follow to be say? >> again, doing your homework for the patient is first and foremost. you want to make sure that that doctor performs that surgery often. you want to ask that doctor, are you board certified? what's your background? >> you want to ask about the risks and complications of that procedure and the doctor should be very up front with you

regarding those issues. another thing you want to fiend out is, do they have hospital privileges to perform these procedures? one of the issues that a left these procedures are being performed in med spas and in the back of doctor's offices. and if the hospital would not give the doctor the privilege to perform this, why would you want to go to see the interest and have it performed in their office is it. >> that's a huge red flag? can you go through others? >> from red flags you want to look for are doctors not being upfront about their board certification. they say they are board certified but not very clear in what field of medicine they are board certified? do they have hospital privileges? because doctors credential doctors for their specific training. you want to see adequate pre- and post-on pictures to make sure that you feel comfortable that they can perform that
