sirens went off. a boy is missing after his mother was found dead and protesters in new york city will not be evicted at least for the time being. why police decide not to kick them out this morning as planned. fox 5 news at 7:00 starts now. >> hopefully things will start to turn as we predict a pretty good weekend. things have to turn first. good morning, glad that you are here with us. >> good morning now to our friend tony perkins with a look at this friday morning forecast. >> good morning to you, allison, steve, everybody. thanks for joining us. we're going to take a look at what's happening with our weather conditions at this time. i do want to let you know that there is a coastal flood warning for part of the area until noon. that include the district of columbia, southern baltimore

and arundel, fairfax. you can see again primarily out to the west and south, although it's now moving into portions of southern maryland, moving across the chesapeake bay not too long from now, heavy rain around thefredericksburg region. some rain showers coming through. take the umbrella with you this morning. temperatures at the area airport. we are in the sixties right now. 66 degrees at reagan national, 64 at dulles, 66 at bwi marshall. your planner for the day will see plenty of clouds. we will see some sunshine but periods of rain again. showers, not quite as intense as yesterday but we cannot rule out some thunderstorms later in the day. it will also be rather breezy as the day progresses. look for highs in the low 70s. that's a quick look of what's

going on. right now, let's if to julie wright and take a look at traffic. >> it's busy on the road. i was told it was going to be busy. southbound on glebe road, we have some activity here on the ramp. lanes are open as you travel between montrose and the lane divide. expect to be about a 40 minute community. route 1200 over at 95, checking for accident activity here. accident report if you travel along i-97 approaching 301. that's a look at the ontime traffic. big story this morning, a woman driving south on i-95 caught this funnel cloud forming on video near the stafford prince william county

line. the severe storms blue through the region. some cars stopped on the interstate right in the middle of rush hour. people nearby said they heard the high wind come through. >> my wife was yelling for me because she could see all the white, i guess tarps on the underand i had water coming out of my ceiling. once it was all over, i came outside and saw all the damage it did in the neighborhood. the national weather service confirmed from the video that a tornado did hit near quantico. they're going to look at the damage this morning. >> tornado. that is a tornado. look at that. >> there were a couple tornadoes reported in two counties in central virginia. the twister caught a six-mile path of destruction. a dozen homes and a school roof damaged and the funnel cloud touched down in louisa county, the center of the august

earthquake. yesterday's stormy weather for the university of maryland college park on high alert but was it necessary? school officials repeated warnings. the problem was that there was never actually a tornado warning from the national service. unfortunate police say they sent the alert after getting warnings from the accu data service. sirens even went off before and all clear was issued. still developing in montgomery county, where is william mcquain? that's what police want to know. the boy's mother was found dead inside their germantown home. the father is under arrest but the 11-year-old is still missing. sherrie joins us now. >> good morning. allison and steve. the amber alert for william mcquain remains in effect. police are doing everything they can to find that 11-year- old boy and alive.

his mother was found dead inside the bet room of her germantown condo. someone who knew her reported her missing earlier in the day. her son william was not with her. police say that william has not been seen in school in two weeks. police arrested mccain's husband, curtis lopez. the 45-year-old was found in a charlotte, north carolina, motel and charged with murder. thethe honda c rv was in the motel. >> mr. lopez was recently seen in the area of ms. mcquain's evidence and was seen removing property from the residence and loading it into the victim's vehicle. >> i talked to him for about 20 minute, just as cool as a cucumber, like nothing is going on. >> and montgomery schools are not saying what effort are made to locate william sips he has

not been in school at all. it took two weeks to report the mother and son missing. by the time someone did, police say that jane mcquain had been dead for 10 to 12 days. that's the latest here in rockville. back to you. let's tack a look at the morning's other top stories now. metro says it's increasing patrols after a series of armed robberies in the parking garage of the suitland metro station. the transit agency's most recent attempted robbery. the suspect is described as 5'2" in his recally 20s with black dread locks. the leesburg man accused of spying for syria is in court. the judge will decide if

mohammed swaid will remain in prison. he is accused of spying for syria on protests. syria denies this, but britain has warned syria against intimidating pro it isers. annual the showdown between police and protesters -- and the showdown between police and protesters in new york city will not happen. protesters say that the move was a way to just ban their ban for good. they sent out tweets to have supporters join them that, indeed, happened. for now, the clash between the protesters and the police has been avoided. today is the last day for congressional committees to suggest ways to trim the

deficit. the so-called debt super committee has been receiving a flood of vice, the majority run by democrats. the advice was to create jobs, raise revenue and avoid making damaging cuts to programs that they say are key to an economic recovery. president barack obama is headed to michigan today to pitch congress' approval of a major trade approval between the u.s. and south korea. the president of that country will join him. the trip is a chance to draw attention to the auto industry's recovery after an $80 billion general bailout for chrysler and general motors in 2009 less than three months now before the first votes are cast in the gop primary and still a lot of in decisiveness at the polls. at least eight candidates have seen the polls soar. some say that's a reflection on

hundreds gather for a candle light vigil and prayer service last night to honor the memories of eight people gunned down in a shooting rampage at a california hair salon. 41-year-old scott decry is responsible, upset over the custody of his son. before the shooting, scott appeared before a judge asking for more time with his son. the judge denied the request. mistakes in radar facilities more than doubled and runway errors also doubled since 2008. the f.a.a. says that the increases are from better reporting about mistakes.

weighing two tons were taken down by crane. pieces of structure were damaged in the earthquake back in august. the cathedral is scheduled to reopen on november 12th a house committee has struck down an amendment that would allow visitors from other states to bring concealed weapons. eleanor norton holmes was surprised that the amendment was defeated so soundly. a poorly timed snowstorm, an earthquake. that led to people having a hard time getting out of d.c let's flashback to january. the gridlock that we saw during the rush hour snowstorm. and then cell phone videos taken minutes after the earthquake in august. downtown d.c. streets packed with people.

substantial when i came in later. >> and people were walking in their little outfits. >> it's cool. it's fun. fun to watch. >> let's take a look at what's going on out there we're going to start by going to our graphic and showing you the latest sentinel radar. this is light or moderate rainfall. we have seen heavier rain, for example, not far from hard wood, a little heavy rain moving across the region. let's take a look at the slight radar, and you can see there is more moisture to work with. we'll have more rain showers come through here during the course of the day today. can't rule them out. i would not rule out a thunderstorm or two popping up as well. >> current temperatures around the region, here we go.

66 degrees, have been stuck there for a few hours right now. forecast for today, a mix of clouds and sun, mostly clouds showers are likely. look for highs around 73 degrees. for tonight, we really cool off under clearing skies. our low in town about 51 degrees. that means many of you outside of town will have your lows in the 40s tonight. five-day forecast not a bad day. the thing about tomorrow is that it will be breezy still, 70 for the high. sunday, sunny, nice, 71 degrees. fed ex field, going to be great for the football game. tuesday, late showers work their way in. that's a look at what's happening with the weather. now we go to julie wright for an update on traffic. >> i know you are talking about the football but what about those capitals, baby.

that's where we have the accident activity. southbound 95, from 198 to the beltway, that's about a 90 minute ride. republican president deption candidate herman cain is getting a lot of buzz because of his 999 plan making big headlines. it's actually a 9% flat tax on individuals and businesses. and the national sales tax of 9%, too. sounds like a simple concept, right? but will it work or just a catchy phrase? >> joining us now with his analysis is dr. clifford rossy with the robert h. smith school of business at the university of maryland. what are your thoughts? a little too simple? >> it is creative in its simplicity. it has a little bit of good and a little bit of bad in there. you kind of disect it. the first thing that you realize is that on the personal

income side, the flat tax proposal that he has in there is a little more regressive for low-income. 50% of people in the country don't pay taxes. all of a sudden, they would pay taxes on their income. >> as we look at individual business and the sales tax, let's talk about how it affects business. good thing for business? >> i think that's going in the right direction. what we need to do is wiped down some of the manualal tax -- is wind down some of the marginal tax rates. from that standpoint, it's important. the thing that i say there is that about 2% of businesses, i believe, pay or have incomes over a million dollar and that's going to really hit them more and help them more but i do think that will spur economic investment and capital formation which will help increase jobs. >> a lot of talk about the middle class shrinking, almost becoming a part of the lower classes.

what does this do to that family that's hanging on? >> well, a couple of things and we have not talked about the national sales tax yet. it's the new revenue generator, if you will. and out of that, that will simply increase the cost and price of goods and services for us by 9%. that's going to hit families hard on top of, again, as i said before, the families that are in the lower income stat. that sales taxis a little regressive from that standpoint. >> sales tax for businesses, sounds like a pretty good deal for them. >> yes. a large part of this is to bring stimulus. i do believe he is on track with this and we have to give it its due and take a little bit closer look at it because one of the things that we'll find it that there are some good aspects of it but, at the same time, more needs to be known about this.

>> the irs is so huge and employs so many people. what does this do to people like cpas, people who work with the government with the tax office. what does this do to them and has this been figured in. >> sure. certainly with the simplicity on this, putting it on a postcard and sending it in, cpas and folks closely aligned to the tax system, i'm sure that will have an impact. again, if you look at this in its totality, what you will find is that from the broad economic aspect, it will increase jobs and perhaps some of those positions will open. >> how about this debt? we are talking about the national debt ticker every time we go visit new york city and it's on everybody's mind. how far does this go to decreasing the national debt? >> actually, there are some studies that have studied this.

we are $4.2 billion shy of the money. another says we are right on the mark. i think this is a trial balloon for mr. cain to actually get out there and the stump and be able to position himself to be d from others who have a much more complicated tax system. from that standpoint, we need to step back and disect this thing and look at it a little bit furthermore than he has been able to put up so far. >> you with all of your vast knowledge in economics -- i'm sorry, i'm going to ask you. if you were on herman kaine's team, would you have proposed this? would you have said it is a good thing for america? >> i would have proposed it with a couple of tweaks. i'm concerned about the regressive nature of the income tax as well as the sales tax. i would have proposed something a little bit different that might have reduced the impact on the lower income population a little bit more and i would have probably adjusted the sales tax and maybe nudged up the corporate income tax rate a

checking headlines this morning. the u.s. military admits to a 67-year-old burial mixup. this week a staff sergeant's family learns that his remains were not in a new york cemetery but it is actually in bosnia. the military confirms that the remains found by yugoslav officials in 1944 and his remains were maintained by locals in bosnia. his remains will be brought back. the top civil rights lawyer

the father was arrested in north carolina but the 11-year- old remains missing. fox 5's sherrie lee joins us live with the latest on. this good morning. >> good morning, al some police had hoped to find william with his stepfather when he was arrested in north carolina. but william was not with him. the 11-year-old is now the subject of a massive manhunt. police are hoping to find him and find him alive. his mother, 51-year-old was found dead. police say she had been dead 10 to 12 days. they found her murdered inside her germantown condo.
