believe the accident is along northbound gal owes road. traveling west of the beltway, activity tying up most of the roadway. follow police direction to get by. some traffic is able to get by to the right here in each direction along gallows road. eastbound along 66, lanes are open. no incidents to report, from manassas towards centerville, traffic slows there. on the other side of town, southbound 270 on the brakes leaving rockville headed to the split. no accidents, just volume delays at this time. traveling northbound on i-95 in the area of fredericksburg, accident activity tying up the two left lanes. delays from route one, and southbound 270 the commute coming in german town, approaching 118, about 63 miles per hour, then you slow a bit

south of 124. that's a check of your fox 5 ontime traffic. libyan celebrating the death of a dictator. around the world, even in front of the white house, a crowd of libyans danced, sang songs, thrilled that moammar gadhafi is dead. he was killed by fighters in his home town of sirte. >> they killed him after a nato air strike targeted his convoy. >> it is a new day for libyans. moammar gadhafi's rein of terror is over. now the task is to bring the country back together again. >> reporter: libyans celebrated throughout the night the death of ousted dictator moammar gadhafi. in his final moments, he died much like he lived, violently. [sound of gunfire] >> reporter: after fleeing a nato attack on his convoy that included an american drone, the

dictator was pulled from this sewer pipe in the town where he was born. >> wow. >> reporter: secretary of state hillary clinton stopped short of a victory dance. >> we came, we saw, he died. >> reporter: while the u.s. worked with libyan rebels to get rid of gadhafi, it's unclear if the goals of the two countries will mesh as well moving forward. >> libya will travel a long road to full democracy. there will be difficult days ahead. >> reporter: the acting prime minister in libya says he will step down to make way for new leadership. but it's unclear who will take the reins, as fears of a civil war among libya's various factions threatens the country's future. >> but looking ahead we should do whatever is necessary to make sure the successor regime

doesn't slide back into anti- western authorityism. >> reporter: he was expected to be buried today under islamic tradition. but now leaders say that will be delayed to allow for an investigation. allison, steve? >> thank you. gadhafi was hated for a lot of atrocities against his own people, and he ordered the -- >> still to this day, how many years later? i still -- one can't believe we went through this. i'm very happy to say it may be the end of this vigil that we've had.

>> she says a portrait of her son on a money town was a sign he would be okay. a bus i late night in the senate last night. lawmakers rejected a republican effort to ban terror trials in civilian court is somewhat of a victory. biological terror gripped the d.c. region 10 years ago this weekend as the first of the anthrax victims died. >> two postal workers were killed and the way we get our mail changed forever. sarah simmons back with more. >> it has been a decade since the anthrax attacks delivered fear to many americans and delivered because of the method used to spread it through the mail. ground zero for the attacks in our area, the brentwood mail processing facility in northeast. this morning, workers gathered for a prayer vigil to remember

their colleagues who died. it was there that letters laced with anthrax came through on their way to lawmakers' offices on capitol. the facility has since been renamed in the victims' honor. later on today, 9:30 this morning and 4:00 p.m., services held at the basilica in northeast. the two men were exposed to the agent when anthrax laced letters, including one to senator tom dash el passed through brentwood. the facility was closed for weeks. you may remember, anthrax letters were sent to several news organizations. in all, five americans were killed by anthrax in the fall of 2001. in recent years the fbi claimed they were able to pinpoint dr.

bruce ivans as the suspect. he committed suicide before charges could be brought against him. last week the "new york times" reported on scientists who cast doubt on whether i vans had a high enough skill to make the anthrax in 2001. allison, over to you. new this morning, a man dies before being stabbed in the ear. that's what investigators say happened in the 1100 block of eaten road southeast. police were called to the scene around 11:00 last night. no word on the victim of any suspects. a possible break in a deadly shooting on a metro bus. surveillance cameras caught two alleged suspects moments before the shooting. it happened on a w 4 bus early yesterday near the 23rd street and alabama area area. the victim, a 22-year-old, killed while on his way home from his fiance's house. the historic d.c. farmers market in northeast d.c. is closed today following a fire.

crews had a hard time getting in because the building was locked. once they got in, the names were contained to two stalls. it will take a few days to air out. no word on when the market will reopen. today d.c.'s mayor will ask fema for a disaster declaration for the district to help pay for the damage from the august earthquake. he is asking for $22 million. $15millionwould go towards repairs at the cathedral. the race for the white house now, after sharp criticism over his tax plan, cain is redefining his 999 plan. today he is set to prose exemptions for businesses investing in opportunity zones as a way to give an economic jolt to run down neighborhoods. he's prosing new tax brackets to reflect different income levels. his original plan would have

meant tax increase for more than four-fifths of americans. president obama having trouble getting his $446 billion jobs bill through congress. the teacher hiring measure failed on a 50-50 test vote. fell short of the 60 needed to break a filibuster. three democrats broke with the president and two more who voted with him said they could not support the underlying plan unless it's changed. republicans called it another ready to fail stimulus. maryland republican leaders calling on the us justice department to investigate a redistricting bill. the governor signed the legislation yesterday, laying out a new district map. the biggest change comes for district 6, now held by republican bartlett. used to cover western and northern maryland with a little bit of montgomery county. the new law adds a huge portion of heavily democratic montgomery county to district 6. opponents say that's in an effort to oust bartlett.

preserve who killed him after freeing dozens of exotic animals. court records show terry thompson was deeply in debt. he and his wife owed at least $68,000 in unpaid taxes to the irs and county. he had just gotten out of prison for possessing unregistered weapons. two earthquakes in the san francisco area while a mock earthquake drill was happening. the first, 4.0 hit yesterday. and a 3.0 aftershock struck about six hours later. no reports of damage or injuries. they come almost 22 years to the day after the deadly earthquake struck the bay area in the 1999 world series. >> did you say the world series? >> i did. >> it's even at a game a piece. rangers rallyed to giver them the 2-1 victory. game three tomorrow night in texas.

friday morning. >> they're all standing out there going, man, where are all the other kids today? >> don't think that can't happen. >> on the roads now, you're going to find lanes are open traveling northbound on i-95 leaving woodbridge. getting there will be the tough ride. the accident activity tying up the two left lanes on 95 at route 3 in fredericksburg. delays in route one. problems eastbound on route 3 at i-95. right lane getting by. try to get past the central park and continue over towards 95, that's where you'll find this accident activity. single filed to the right to get through. meanwhile, other side of town, traveling in towards college park, southbound 29 about 27 to 30 miles per hour, leaving randolph road headed to white oak. southbound 95, lanes are open, about 60 miles per hour headed to the capitol beltway. route one around georgia

avenue, 21 minute commute now. it's definitely slow going on that outer loop. traveling southbound along 270, accident activity reported in the local lanes at 28. i don't see anything from this camera, but the main line slowing out of rockville headed to the lane divide. that's a check of your fox 5 ontime traffic. thank you. all eyes on john beck this weekend as the redskins take on the panthers, the game is in carolinaful carolina a 1-5 team that is favored in this matchup. >> they were favored before. monday when it came out and grossman we thought was still the starting quarterback. you get that home field, you get that 3-points. it will be interesting to see what happens with john beck, because he's got some things working for him. one, the panthers are terrible. defensively, everybody scoringpoints at a rapid pace

a new tell all on steve jobs will be published monday. it reportedly portrays the late apple cofounder as a skeptic all his life. giving up religion because he was troubled by starving children. calling executives who took over apple corrupt. and delaying cancer surgery in favor of cleansing and herbal medicines. says jobs regarded android as a

stolen product that copied apple technology. the author of the book conducted more than 40 interviews with jobs over two years. premature babies are known to be slower than average picking up language skills. researchers wanted to know how much the newborns hear during the day. they found it was surprisingly little. though when they hear adults, especially their parents, they become more vocal. they urge further research to see if the sound affects language development later in life. >> i know that feeling so well. changes coming to the bike share program. details on the changes coming up. word this morning that muammar qaddafi's burial has been delayed for further investigation into his death. the latest on postqaddafi libya is coming up. let's take another look

route 3 fredericksburg. delays from route one. eastbound 3 at i-95, the right lane only getting by. past the central park, expect delays in this area. 66 in manassas coming east, 35 miles per hour. the pace does improve working eastbound, only to slow again vienna. that's a check of your fox 5 ontime traffic. a day after libya's leader, muammar qaddafi was killed, nato officials plan to meet today to discuss how to wrap up the seven-month bombing campaign over that country. as libya enters a new era, is the turmoil over for the nation? we have a project analyst at the american enterprise institute, and you caught us talking on camera. first off, good morning to you. we were talking about how the end of qaddafi's life happened. we heard about a con joy, and

we saw that video of what it looked like almost him being dragged through the streets a bit. can you tell us about his final moments? >> actually, one of the problems is his final moments are still so unclear, and that's one of the reasons they're delaying the burial. there were reports of a convoy leaving sirte, a nato bombed nearby washington a warning shot and a gun fight between qaddafi loyalists and rebel fighters. somewhere along the way he was wounded, but captured alive. then we saw the video of him being dragged through the streets and the video of his body. it's unclear what happened in between those two pieces of footage. it's still murky as to exactly how his end came about. >> when you're watching that video, it's hard to watch, first of all. but the way that he is treated, does that come at all as a surprise? and my part two to that, did

you think it would be even more severe? because this is the man who was the center of either the angst or the loyalty. what did you think about when you saw that video? >> not surprised at all. this man ruled and brutalized libya 42 years. to say whether it should have been more severe, can't really tell. it's mob rule out there once they got hands on him. you can definitely understand the anger and resentment towards him. >> quite an ending to a man who so used to seeing so decorated in his dress. quite an ending to his life. we talking about the loyalists and rebels. what happens with all that fighting now? >> the rebels have taken the town of sirte, which was the last main qaddafi stronghold. the killing of him and the taking of sirte are the cap

stones in the revolution. provides them to opportunity to move forward. the national transitional council, which is the recognized rebel leadership, declared once sirte had fallen, they were going to declare libya free. once they would do that, they would step down and bring in another interim government and they would oversee libya untilc now. the death of qaddafi, the fall of sirte provides the opportunity for libya to start its transition process to hopefully a stable democratic country. >> do you think that will happen? >> you know, it's difficult to say. there are a lot of power brokers that have emerged. initially the ntc was the main voice of the opposition. but since the fighting has dragged on, we've seen other rebel leaderships raise their voices, and separate themselves and not really recognize the ntc's authority. depends how they come to the table, how much of a voice, how much representation they're able to afford each other. i think that will be the key

determining factors in the next months to come. fingers crossed. >> what happens to those qaddafi loyalists now? are they in a difficult position? >> they are, definitely. it remains -- i think a lot of it comes down to the opposition, the ntc and their cohorts and how they treat the qaddafi -- the fighters who continue to fight for qaddafi and tribes men, because whether or not they're brought into the fold after the fighting has ended, as it seems to be winding down, will determine i think whether or not they make the decision to give up their arms and become part of the transition process or whether they choose to take this fight to the desert and start an insurgency. >> will legitimacy come to libya? >> hopefully. ntc is making the right sounds

making headlines, scary scene down under. dramatic moments for a mother and her baby. that's an out-of-control car that slams through the window

into the baby's stroller with the baby inside. amazingly, the baby is just fine. just a little scared. controversy over a high school play in connecticut. some students, mostly football, walked out after a scene featuring two male actors kissing. the principal says he was bombarded with e-mails saying the play was politically motivated. but he says it was meant to bring awareness and acceptance of homosexuality. a teenaged boy was able to get one of the dogs outside. but the heavy smoke kept him from finding the other. firefighters found the dog. they did mouth to snout resuscitation and she is expected to be okay. great job. >> that's incredible.

vienna. that's a check of your fox 5 on- time traffic. changes to the capital bike share program including new prices for casual members and a three day pass. it will cost 7 bucks for a 24- hour membership. it's doing away with the five- day membership. it's adding a new 3-day membership to better match the average stay of visitors to the region. good news and relief at a food pantry in virginia. it will reopen tuesday instead of the previously estimated date of november 1st. action and community through service had to close the center this past monday after the shelves ran empty. officials cited increased demand and lack of donations. when the news got out, the donations poured in. and they can serve folks once again. it serves about 4,000 people a month with a weekly ration of goods. still looking for something to do over the weekend? holly has a good idea for you.

was shot and killed after 10:00 last night. police believe the suspect may have boarded the train at the braddock road station, but the search turned up empty and the suspect remains on the loose. a nato air strike hit a convoy carrying muammar qaddafi and he died after rebels arrested him. sherri ly is here are more. >> president obama told libyans you have won. the death of muammar qaddafi marks a turning point for libyans and ends decades of tyranny. libyans took to the streets, jubilant over his death. he was killed by rebels two months after he was ousted from power. people danced and waved flags in tripoli. it's a day many libyans had long waited for. rebels killed qaddafi after he escaped a convoy under nato fire. they dragged him from a drainage pipe. he was killed by a gunshot to

the head. u.n. officials are calling for an investigation now. he was initially captured wounded but alive. he died begging for his life, and his sons, and celebrations erupted world wide, and president obama told libyans you won. >> we can definitively say the qaddafi regime has come to an end and a call for help from the libyan people. the united states and our friends and allies stopped qaddafi's forces in their tracks. we see the strength of american leadership across the world. we've taken out al-qaida leaders and put them on the path to defeat. >> qaddafi was expected to be buried later today according to islamic tradition, he must be buried within 24 hours. libyan officials now say that will be delayed to allow for the investigation into his death. qaddafi will reportedly be buried in an unmarked grave.

allison? >> sherri ly, thank you. senate worked late into the night and one of their votes rejected the latest jobs proposal from president obama. he wants parts of it voted on separately. the bill is aimed at helping local governments avoid layoffs of teachers and firefighters as well. it bailed on a 50/50 vote with republicans voting against it. ron moten is becoming a republican so he can run for the d.c. council. he has criticized mayor gray in the past as well as the council. tomorrow he's expected to announce a challenge. maryland outline for a new congressional map. the governor signed the legislation yesterday on redistricting. the map was redrawn in response to the census in 2010. it reflects population growth some say, but many republicans

say it's an attempt to get more democrats elected. joining us representing the maryland republican party is prince george's county republican chairman mike harris. thank you for being with us. >> thanks for having me. >> this has been a heated debate. what is the republican take? >> basically the take is, at the end of the day, this is all run by legislation. the civil rights act is specifically designed to make sure minority representation is accounted for. in maryland, you have a population of african- americans, they make up the bulk of the democratic party. probably arguing they are the most loyal constituency and have grown in numbers. the way they have drawn that map under the governor's proposal dilutes the african- american representation. they've done what's good for the party, but not good for the african-american communities. for instance, you have a large number of african-americans let's say in charleston county, prince george's county, those votes are being diluted to help

in other areas and as a result those communities don't get the representation closer to home that they want. >> the growth, when we say this 2010 census, the majority of that growth came from minority populations to increase that. what would would you have seen as a better solution? >> basically people want government that's closest to them that responds to them. for instance, you would rather have someone living in your congressional district that drives on the same roads that may get snowed under, goes to church or attends the same parish you do. they're impacted by the same environment. you don't want a leader down the way around the corner so to speak. so when things happen in your neighborhood, he can't do a town hall meeting. you want representation that sees the same environment as you do, so when you complain, they say yeah, i noticed that, they're familiar with the problem. that's what redistricting ought

to be about. always going to be partisanship. at the end of the day, we elect people who represent us. you have to turn to a person who represents you and we want a map that keeps that leadership inside your neighborhood. >> are you looking at things personally as a republican leader in prince george's county, looking at things from a geographic standpoint because of that, or as a party standpoint? >> to be honest, we have our own partisan perspective, but that has to be to good government. donna edwards represents my area. for instance, when they had the debates on the insurance, she held a town hall meeting in my neighborhood, right down the street from me. i was able to go down there, question her about the bill, express the fact i wasn't in favor of it. she was able to hear from me. regardless of the fact i'm a republican, she is my elected representative. the party wants a structure whereby other citizens can do the same.

it is 8:24 now on this friday morning. as we check stories making headlines, d.c. mayor vince gray asking for a federal disaster declaration. he's requesting $15 million. the cathedral was damaged in the east coast earthquake in august. it's due to reopen november 12th, but repairs could take more than two years. he says he'll seek $7 million for government buildings damaged during the quake. the epicenter of the quake was in virginia, and fema has rejected virginia's request for aid for people there.

couple small earthquakes jolted san francisco yesterday. one of them a 4.0, it hit the berkeley area yesterday afternoon. then a 3 .8 aftershock struck about six hours later. no reports of damage or injuries. some delays on the bart transit system. if you want to judge the character of high school seniors, look no further than this school. >> reporter: it's thursday night lights with the hawks playing host to frederick high school. part of spirit week here. aspect of this game. i know there's anybody out there that's mentally tougher than you, because of what you've had to deal with. people that don't know your story, it's a fascinating story. tell people how you grew up. >> at a very young age we had to endure a whole lot as kids. had to grow up really, really fast. fend for ourselves at the age of 6, 7 years old. it helped me out a lot as far as boxing. boxing is tough, as tough as the streets and anything else. you have to be mentally prepared for those -- for the let downs in boxing, the tough times and tough training. being disciplined to make sure that you're eating right and living right. all that comes into play and helps out at the end of the day. >> when you talk about tough circumstances, you and your brother literally the age of 6 and 7, left to fend for yourselves, living on the streets of d.c., that's not something everybody deals with.

it proportioned. >> reporter: a lot of your patterns, you don't cut all the way through, right? shaving them? >> the advantage of these is you can -- this pumpkin was carved a week ago. people ask how long will they last? if you scrape the rind off, they'll last a couple of weeks. then come halloween, you hollow it out, and you can cut this out with your carving tool, and then your face comes through. >> reporter: any given halloween season how many pumpkins do you carve? >> about 250. >> reporter: really? then you display them at your house? >> yes. >> reporter: you have an understanding wife. >> yes. and neighbors. >> reporter: and neighbors, right. >> we like fall things. this was cabbed two week -- carved two weeks ago. >> reporter: what's the tools, if we want to take our carving to the next level. >> wood carving tools. the gouges, which are really sharp.
