worker stacy cohen is live outside the courthouse in rockville. >> reporter: good morning alison seems they whittled down the jury pool yesterday, they have a smaller pool a few dozen people we expect that process to finish today prosecutors did get a ruling from the judge they will not be able to use all the graphic images they once planned to use when they make those opening statements and address the jury. 29-year-old brittany norwood is on trial charged with killing her coworker. norwood used as many as 8 objects including a hammer and a clothing rack from the store to kill murray and the judge says some of the crime scene photos are so gruesome he would not permit the jury to see them during opening statements. door jury selection yesterday one of murray's college

gear arrested 80 people. >> oakland california, similar situation police took down a camp in front of city hall early yesterday, but protestors marched back. in maryland the transportation trust fund has been a go to for officials when there are short falls, in general fund budget and tapped one too many times now it needs some propping up. new plan to increase it, involve steep fees for drivers. >> this commission was created by maryland lawmakers and governor martin o'malley as they endorse a plan to help pay for a backlog of transportation projects among the recommendations raising the state's gas tax by 15¢ per gallon the tax will go from 23.5 to 38.5¢ with increase phased in over 8 years then it

saxophone more people said i am voting for that guy after he did that than when he laid out any economic plan that is how you get elected folks who don't pay attention but vote, they want to vote for the guy they can drink a beer with. >> right someone they might want to sit down with. >> let's talk about some of the more serious moves, the president is making in the past week or so, forcing change in federal policy, without approval from congress. the first one basically, relief for homeowners with the second phase of harp now making it easier to refinance and secondly, the student loans restructuring a loan program, the give folks a break paying back student loans what do you think about these moves and i guess the way he is doing it. >> he is doing what he can do, congress is locked up at this point, i do think it is late, motivated by campaigns, more than housing and i think the real problem with the housing market is we need economic

growth until we get some housing market will not recover and the other thing, the real problem with the housing market is no bank loans without a federally backed guarantee that means no bank really loans anybody who bought a new house in the last three or four years will tell you the loan process is ferociously difficult that does nothing to help the housing market. what do you think about this approach david. >> i don't think you can really oppose it, i mean i know a young man in my neighbourhood who found out about this, consolidating student loans, capping 10% of your income he was ecstatic i don't know how you can oppose something like that and keeping people in their homes, instead of foreclosing, people who can't refinance because they are upside down on your home, if you can refinance you can stay in your home i don't know that it is a bad idea almost a win win for anybody except maybe the bank making a lot of money

here, is that they have studied this a lot and are going to try to give better information try to set up a new office and it will provide better real time information, to the people, making the decision, the bad news is, there is no change, no structural change in who is making the decisions or the fact that basically lots of different groups are making decisions on their own, i think some bit of progress, they seem to understand, now, better than they did before, that in some cases, especially if a storm develops suddenly in the afternoon, on a work day, so threatening the afternoon rush, that the main thing you want to avoid is what happened on january 26th the storm -- that is the terrible storm remember where people took 8 to 1 hours to get home -- 12 hours to get home. >> stuck on the gw parkway overnight. >> what went wrong then is that

everybody left at the same time, the federal government in the morning, told people, that they could leave early but the weather was good so no body did then when the weather got bad and everybody could leave early, they all left at the same time so they all left right as the storm was hitting then there were other problems as well but basically, you want to avoid that and what i think they do understand better now, is that in a situation like that, you want to tell people, leave by such and such an hour leave by noon, or don't leave until after 5 or 6 and basically stay off the roads for 5 hours, in there, or four hours in there, so that the plows can get out and do their job and everybody isn't trying to get home at the same time in a storm now they are going to try to do a better job of honing that message and presenting it, that is a pretty tough message to sell to the public any way, especially for people who have got kids they

our approach says look, let's look at the waste, fraud abuse gao says can amount to $70 billion a year those are real savings we have planned to recommend how to get rid of. >> tell us exactly how this money is being siphoned off we are talking about -- you mentioned it things like fraud and waste tell us where the billions are going. >> well, we know for example that there are a lot of fake claims just identifying you have a real doctor, patient, medical experience going on instead of a fake one we know for example in home health, half the fraud in the country occurs in two counties, one in florida, miami-dade the other in texas. we know today because we have incredibly dense data and analytical capabilities we didn't have four, five years ago, today you can stop the dollars from leaving so you don't have a recovery problem you got a preventative cure.

>> senator let me ask, the things you are proposing here can enough money really be saved to help with not tightening the belt further, of programs like medicaid and medicare can this make a real difference? >> of course the number of $70 billion, is going out because of fraud and waste and abuse, tighten the number -- the qualifications for the people coming into these programs, number two, set threshold levels if a company is charging higher than that flesh hold make them come in and justify, those charges, to the federal government, and also give the government authority to restrict people, coming into the program simply not qualified in the first place. >> congressman seems to be a lack of cooperation right now on capitol hill speaking as an every day american now, can the flag that you are raising, can -- will this be heard in this

climate? do you thing this has a chance of being heard? >> well, the good news, 83% of americans, says we are right that is the way to go bipartisan approach it doesn't mean cutting or slashing senior benefits doesn't imply raising taxes on the sickest, poorest people in america, the oldest seniors suffering chronic disease a simple way of achieving savings in a way americans generally support democrats republicans, why not go after those fraud dollars first before you damage essential program for seniors. >> the next meeting of the super committee is scheduled november 1st, tuesday, do you believe your recommendations will go before this committee by then is this. >> we've already presented recommendations to the super committee they have it they are looking at it, analyzing and i just got to say republican or democrat i think members would much prefer getting rid of was, fraud abuse to the tune of $70 billion a year than

askingseniors to pay more or cutting benefits i think they will look at this and say thank goodness an industry has come forward with a real solution. >> congressman, this is one of the things medicaid and medicare have been targeted for cuts what would our society look like if those cuts were put into place who would really hurt from this? >> well, i want you to thing about the fact well over half of seniors who would get cut on these copays or these reduction in services, are living under poverty the oldest, sickest, weakest, most vulnerable people in our country, veterans who served us in wars moms and dads who took care of us and sent us to school they are the ones who get hurt here once you start taxing them or cutting their services their health declines dramatically once you say you can't have home health services you got to go to an institution you know how much damage that does to these folks look we are giving congress a way out of that awful dilemma you go after

pleasure to introduce to you the curator of that exhibit. good morning. >> thank you for having me. >> reporter: thank you for coming to the makeshift stable it is quite the scene. >> it is great seeing all these horses here. >> reporter: we have the park police breakfast going on, they are here and people are coming up and greeting the officers and spending time with the horses meanwhile the competition is going on inside so we've seen some competition horses come back to their stables some with ribbons on them they are fairing well and what you are hoping is that people will come out and see this wonderful new exhibit you have going on. >> exactly, this weekend we are opening our exhibition called a song for the horse nations which will talk about the impact of horses on native cultures of the northern hemisphere, between 120 historic and contemporary objects but talking how horses impacted native cultures through hunting, through warfare, travel, spirituality and feature many of the horse objects from our collection and

we also commissioned an artist, to create new pieces. it is interesting when we thing of native americans we automatically thing of horses, that being a part of their lifestyle maybe we don't understand all the levels like you said, to which the horses are really a part of the community. >> well, one thing people don't understand also is the fact that horses died out here, there were many horse species here but they died out 10,000 years ago and they come back with columbus, on this second voyage and diffuse throughout the north america and many of the different tribes and the impact these horses had, completely changed native culture. >> and you have very nicely brought over two special things from the exhibit to kind of give people an idea of somethings we will see explain to me what we have. >> these are from my personal collection, i created these and this is a horse mask we have

several horse see in the exhibition now this one represents the buffalo horns, white angora represents the white buffalo very important in our culture when a horse wars something like this, you want it to be able to have the strength and the power of the buffalo, when you are wearing a mask like this. >> that is gorgeous. >> i am assuming that is all hand done. >> it is all done with glass beads, and the feature holding it is a blanket all created with an old style of bad called pony beads they were the first beads introduced, glass beads, they are called pony beads because they were brought in on pack ponies, they were introduced roughly the 1800s early 1800s. >> how long is the exhibition running? >> the exhibition will run until january 7th, 2013. >> wow so we have a little bit of time for you to see it but you are having shuttles this
