man who broke into several stores monday night. he first grabbed money from registers then got more cash and broke into a safe in the stock room the person broke into five other stores in the mall the same night. the fate of president barack obama's health care law could be decided by the highest court in the land the supreme court will hear arguments next march the main focus deciding whether the individual mandate is constitutional it would require every american to have health insurance by the year 2014 or pay a penalty. justices will look at whether the rest of the law can survive on its own if the mandate is struck down. >> it will decide whether or not the rest of the act, which many americans support including the ban on insurance companies discriminating pre- existing conditions allowing expanded access to made canadian for individuals --

are you the most notorious. >> top five. notorious is one of the safer ones i could use some other ones i put on the back of the book but not on the front. the hard truth about washington corruption when did you learn that hard truth about washington corruption? >> i was engaged in it, i was enmeshed in the system, and eventually, when my career ended and i started to look at what i did, who i was and what i was involved in i started to analyze differently than when i was involved in it and started to realize, it is based in a corrupt system. >> talk a little bit about your dealings with this culture. you mention in the book, you talk about the first time that you realized, that these things would happen, when it came to -- you made a reference of trying to place a military facility in a certain district, political district in exchange for favours when that first happened what were your thoughts and as you progressed

through this culture were you constantly thinking about all of this, that was happening. >> so when that happened it was 10 years even before i became a lobbiest, i was a little shocked naive i guess, a young man, early 20s and i describe it in the book that congressman from texas, lined up boats for the amex missile in exchange forgetting a military base in the district. it shocked me. later when i became a lobbiest i became used to these thingthese trades what they call horse trading, unfortunately i became used to it and i think that is what happens in washington, at least to me, one gets slowly used to the system and unfortunately it starts to undo you. >> do you thing that is the problem with the system itself, a lot of people in washington have gotten used to that culture? >> i think so. the system is a consequence to the presence of money in the

system, certain corruption is inherent in the system and i think that in order to get rid of it one has to sever some of the ties, stuff i never would have said when i was a lobbiest but i have come to believe now. >> tack about realizations you had when you were in prison one thing you realized was the contributions -- i am quoting from your book contributions from parties with interest in legislation are nothing but bribes did you not realize that at the time. >> no, i really didn't. i should have, when you thing about bribes, one thinks about showing up at an office with a sack of cash handing it to a congressman and saying look if you will vote for x i will give you this sack of cash that is what is in everybody's mind is a clear bribe but the truth is any pro significance of gratuity or favour or gift of any kind, to a public servant in order to get them to do something with their power and position is a bribe. >> you say there is no way to eliminate corruption in human endeavors, removal of

temptation is a good place to start. how does that fit into the culture of the federal government how do you do that there. >> it gets back to the money. stopping those that are lob lobbiests and those that are favours from federal grants, that is a first step stopping the revolving door between public service and cashing in, is the second step these are popular prescriptions certainly not popular and i have started to be attacked a little bit about the book. but i had an opportunity walking the track in prison, that is the bottom of the rung and thinking about the system, i came to these conclusions. >> jack your profile was so high, your case got so much attention has anything changed in your opinion or in your knowledge whether it be on can toll hill, white house -- capitol hill, white house, k street because of the dealings you have had >> i liken myself to an auto accident when people were

driving by and saw this big crash on the side of the road they slowed down a little bit and looked at it they were a little scared, drove a little better for a quarter mile and sped up again. what has happened there has been a few changes, but i think mainly cosmetic not systemic changes i believe have to be implemented to change the system. do you think corruption still exists at the same level or a greater level? less level? >> i think it exists at the same level what is important to note there are two kinds of corruption, illegal corruption such as things that i did where you cross the line, and then there is legal corruption, where everything is just fine for example a lot of the insider trading, that has been lately talked about. >> that is something you talked about recently and of course this is certainly garnered a lot of media attention lately what is your take on that what is happening with insider trading or the possibility of it amongst members of congress. >> it is one of the great outrages these memberstaff can have insider information it is

worse than insider information. we traditionally thing of things the company knows about itself and people trade on within the company these are things the company even doesn't know these are things memberafter the will know, a hearing is coming up, a bill is going to come up and they are in a position and have been legally placed in that position by their own rules to make trade that is are very unfair in terms of the general public if anybody in the general public if you and i were to do it we would go to prison. >> let me get back to corruption for a minute p however we -- and however we categorize it whether it was in the year you were dealing as a part of this or now, are we talking about a few politicians or a significant percentage. >> in terms of the illegal corruption, people crossing the line you are probably talking about a very few in terms of participating in a system, inherently corrupt it is everyone, whether it is raising

campaign funds, accepting a gratuity, staying around in congress for the entirety of their lives pork barreling for their district there are various elements not just again taking that sack of cash. in the book you talk not just about what happened on the hill and k street but talk about your personal life and the time you did spend in prison, you did wrong were punished for it went to prison served your time does that serve as a deterrent? do you feel did it change you or made you act differently and do you think it could possibly help for some of these other people who may still be engaged in these practices. >> certainly effected me and changed me and humbled me and made me hope less arrogant, less of a fellow who is not willing to look at the lines in the sand and pay attention to rules i hope that is the case in terms of other people are they going to be the kind that drives by an auto accident for a few seconds thing i better behave or some body says look i don't want to be that guy at

the side of the road laying in the pile of blood i am going to change permanently how i drive. >> what is next for you? do you -- i don't mean to use the term lobby in a bad way do you try to lobby for the good and let people know what is really happening? >> well, i don't believe lobbying is bad it can be bad but inherently it is a right and a good thing people can do good things with it for me i had the book out i want to speak about these things, i have taken on a mission to inform america about what goes on inside osed doors and so called smoke filled rooms, and hopefully make a difference. jack i have to ask you do you still have the black cap. >> i do in the closet i haven't put it on since that day. >> was it a wise choice that day. >> no, a wardrobe malfunction what is done is done it was raining i put it on to get out of the rain but the rain started after i put it on. >> probably a few other things in your mind as well. >> this were.

our policy, to allow each individual school, if the board were to move forward, to determine if they wanted to have cameras in their individual school. it wouldn't be a blanket wide, decision but school based. >> this originated after several food fights broke out in the cafeteria, would the cameras keep an eye out for more than a food fight in the cafeteria. >> essentially they would be put in the cafeterias and hot spots, large gathering places maybe outside the gymnasium and stuff but important distinction to make here is that there is no one going to be behind the camera, if you will, watching footage on a daily basis the only time the footage would be reviewed would be if there was an incident and report to the administration, then they would go as they say in the sports, go to the video tape and take a look and see what happened to distinguish if someone had done

something or not. it could be used to exonerate a student or find the culpable student. maybe this does infringe on students rights to have cameras there. >> that was brought up yesterday there are one or two board members who do believe this is potentially an infringement because the argument is, because it is a requirement it is the law that students go to school, that there shouldn't be cameras watching so, it is your choice whether you want to go to a particular department store if there are cameras in there, you understand when you walk in there. no one is mandating you go to marshalls or wal-mart but the state mandates children go to school the argument is we shouldn't be watching everything they do in the building. >> what happens next as far as the board going forward with this when might cameras be in the school building. >> let me step back the board will take action on i think the

as soon as they get a court order to determine for the property owner to determine what will happen here, i guess to prevent another occupation, as we've seen now almost two months. let me walk you through what happened overnight just around 1:00 a.m. nypd ordered all the folks encamped here, out, this is quite a contrast you can see the police standing by on the perimeter, but on the other side of them, is the park, 33,000 square foot park that as of yesterday morning this time you couldn't even see the concrete you couldn't see the steps, couldn't see the planters it was just a maze of tents, tarps, sleeping bags, you know, equipment that had been set up, well, overnight nypd went in ordered everybody to take down their tents to clear out, 70 people we understand maybe a little more but 70 people were arrested according to nypd basically a group that locked arms formed a human chain refused to leave

when nypd went in. overall it was a peaceful -- people moved out peacefully they didn't resist too heavily there were squirmishes in a two block radius but nothing too intense. the reason the city cleared it out after almost two months, a couple issues, one health. two safety, three, quality of life. health issues of course, basic sanitation, safety issues fdny went in october 28th, removed generators, removed fuel tanks because of fire safety concerns, and quality of life noise complaints from the businesses and loss of business businesses say they are estimating they will see losses up to a million dollars not to mention the cost for tax payers more than close to $4 million in overtime costs for the nypd. so, after nearly two months, of the occupy wall street movement here, it looks for now it has come, the party is over and
