hi, tony. >> good morning to you. temperatures not chilly, i'm going to say cold as temperatures are in the 30s. winds are blowing strongly and that's giving us wind chills in the 20s. actual air temperature in d.c. is 36 degrees, baltimore is at 35 degrees, dulles international airport 34 degrees, 37 in fredricksburg. ocean city is at 39 degrees, that's a cold start to the day. here's a look at the satellite and radar composite. here's the good news, the precipitation is out of here, it it was a fast-moving storm, dumping record amounts of rain at the area airports and pretty good snows out in extreme western maryland and portions of west virginia, but here nothing in the way of snow. we do have some high standing water in parts of the area. julie will tell but that shortly. but the has moved out of -- the precipitation has moved out of here. the forecast looks like this, mostly sunny skies, rather breezy with gusty winds this morning but those winds will die down as the day progresses. high today only about 46 degrees. we'll have more details on the forecast coming up in a little

kicked in for people going through the road closure signs and cut through. i don't know if you saw that spray that car kicked up turning into the entrance to the courthouse, but there is quite a bit of standing water. there are ways around. you can get to the courthouse via 301 or route 202 or conversely if you're coming from this part of upper marlboro and trying to get pennsylvania avenue, you can take 301. it'll take you a few extra minutes, but, hey, unless you have a boat you can't get around here. the bus is managed to slip around to the courthouse to maintain their current track, but that is about it. so road closed on water in the street in front of prince george's county courthouse there, is a sign, please believe it, you're not going to get through. reporting live, stacey cohan, back to you. >> stacey, thanks so much. our top story this morning, police arrested a 17- year-old, charged her as an adult -- before we do that, late get to julie wright and take a look at traffic. reporter: when you come up to these closure points, that's

brightening the nation's capital, but it only goes so far when it comes to taxes. republicans in the house are meeting today to figure out where to go next, democratic leaders will huddle at the white house to do the same thing. and from the president a warning shot. >> if the payroll tax cut is attached to a whole bunch of exrainious issues, it's not something that i'm going to accept. reporter: the tax cut has been pushing more money into all of our wallets since it was first passed as part of a white house stimulus plan. it expires at the end of the year. one problem with extending it, that tax is supposed to fund social security. >> the concern about the payroll tax cut is this, is that we're taking money out of the social security trust fund. we have a trust fund that we all know is going broke. real work needs to be done to preserve the social security trust fund. reporter: and even democratic plans to raise taxes on the wealthy to offset the tax cut don't replace the lost social security funds and republicans

on the richest americans. joining us this morning to talk about that and other political headlines, marty russo with russo capitol strategies. he's also a former democratic member of congress representing the great state of illinois. good to see you, marty. and also chris saxen, executive director of the virginia leadership institute and he served eight years in the virginia house of delegates and was the virginia state cochair of john mccain's 2008 presidential campaign. chris, welcome to the show. >> good morning, good to be with you. >> let's start with john mccain. some articles are calling him the possible kingmaker, expected to make an endorsement for one of these contenders. tell me what you think about that, chris. >> i wouldn't classify senator mccain as the king maker of this campaign. could he make a difference in, say, upstate, downstate south carolina politics in the primary, in new hampshire, absolutely. i think you're going to look at more of a mike huckabee, marco rubio as far as the base coming out, making a more dramatic impact on the election in
7:34 am
florida. as far as king maker, is it great to have that john mccain endorsement? absolutely. >> would you think that he would come out for mitt romney as a former rival? >> the rivalry back in '08 wasn't that intense. there was more of a huckabee rivalry with senator mccain. i would imagine from the days when speaker gingrich was in the house and senator mccain was in the senate, there might be more of a rivalry there, more of a personality difference there. so i would probably lean towards romney getting the endorsement, it definitely would help out the foreign policy as well. >> what do you think as far as the weight that john mccain carries now? >> he's a highly respected member of the u.s. senate. he's run for president, he knows the issues, he's been in the war zones so to speak, he's had to fight it. i agree with chris, i don't think he's the king maker, but certainly his endorsement would mean something. i think mitt romney has a serious problem in the states where he needs to win, he's now trailing in those key states.
7:35 am
he's way down in florida, he's way down in south carolina and so in the first four states, the only state he may pick up, chris, is probably going to be new hampshire and that's narrowing. so all of a sudden you have this huge momentum going and it's almost like what happened with barack obama and hillary. in the early stages the president was winning all those primaries. in the end she'd win the rest. by that time it was all over with. so it could be a significantly serious problem. i saw chris christie on tv this morning, and, boy, he came out really strong for romney. he's rolling a so-called icon of the republican party and he was pushing romney really hard but doesn't seem to be translating into the polls. but i'm not an expert on republican politics. my guy is uncontested right now. >> let me ask you, marty, as a former member of congress, newt gingrich, his frontrunner status now, how long do you think that will last?
7:36 am
is he a true contender for the white house? this is someone as an insider that i'm sure you know well. >> he got there in 1978 and i got there in 1974. newt's biggest problem is that you don't know what he's going to do tomorrow or the next minute or the next hour, and he's kind of volatile. i find it really interesting, chris, that the key 10 abilities in his takeover in 1994, none of them are form and they're pointing out, they, former house members are saying, look, we were there, we were with him, we were part of the revolution, but he blows up, he's not stable, and, you know, democrats just sit back and say we don't have to say anything because these republican members are just knocking him. but i think, you know, he's going to be -- he's in this thing. my good friend bob walker told me a long time ago, he said, marty, watch it, we're going to be coming up late, when we get close to iowa, we're going to start making a move.
7:37 am
bob was right. now is the time to peak. >> now is the time to peak. let me ask you, chris, when you served in the house of delegates, you served as chairman of the house cost- cutting caucus, a bipartisan group, imagine that, that works hard to find cost saving measures in government. so now we're looking at this payroll tax and we're looking at sort of a congress that's been deadlocked and in a fight with a lot of battling right now, seems not a lot of things are getting through. how hopeful are you that the votes on the hill will -- the folks on the hill will get something passed and that will satisfy the american people such as it is? actually, some action maybe and maybe that would satisfy the american people somehow. >> i think they'll get something done before christmas, i think everyone is committed getting something done. you can't go home empty handed during christmastime and have the narrative saying we didn't get the payroll tax extended, that's a bad nairive, especially with unemployment so high, when you had 300,000
7:38 am
people come off the payroll last month. times are still tough for people and saying we're going to increase your taxes, the payroll tax not being extended, that's a tough message to come home too, even though most people will be paying attention to holidays, it's still going to carry into the new year right as you're coming into those primaries, the iowa caucus is january 3rd. you have to be very mindful of that. marty and i were talking before we came on about how we got things done in virginia and how they got things done when he was in the congress and they seem to be able to kick the can down the road further and further and the can gets bigger and bigger. that's a bad narrativeitive for either party going into the 2012 cycle. >> i have to rely on your past experience with the debt super committee. you sat on a body similar to that, were you surprised? >> no, i wasn't surprised. things don't get done in washington. but was i surprised that senator warner took a forward
7:39 am
position in that? not at all because mark warner was a leader when it came to those issues in virginia. we had deadlines in virginia that were not extended. you had to get something done in virginia, that's our legacy, governing in virginia is our legacy, we're very proud of that. >> i'm a member of the coalition for a fiscally sound america which is a combination of about 50 to 60 former members of congress, democrats and republicans who are getting together, going around the country talking to the american people, explaining the seriousness of the debt and how important it is that we do a big deal, not a small deal. and i think the key is, just like your bipartisan committee puts something out, we're trying to do the same thing from the outside as former members saying, look, we've been there, we've seen it, we worked together. even if we didn't agree on a lot of things, america comes first. right now it's politics all the time. and, again, everybody agrees you ought to extend the payroll tax cut, i have my own problems with it because it affects social security. everybody on the hill, now it's a question of what do i stick
