>> are you giddy and excited, tucker? >> pretty much. you got it, allison. >> we can tell. >> i am excited. tony is absolutely right. we're talking winds, colder temperatures. we got something to talk about, and this entire month we haven't had a whole lot of weather to talk about. we're getting a bit of a break. let's get to it and show you what's going on. i will show you on the maps what we get to look forward to. the cold front came through during the overnight hours bringing with it a lot of very gusty winds and cooler temperatures. want to point out a feature to your south and west, down in tennessee, see the rain breaking out? that's an area of storminess that's going to pass just to our south later on this afternoon and tonight. after a little sunshine now, we're going to cloud right back up in no time at all and some showers are possible for some of our viewers here across the southern tier, southern maryland, portions of central virginia and southeast shore might get some rain showers later this afternoon. temperatures have been tumbling. 49 at reagan national, 45 at dulles. mix in these winds out of the north and west gusting to about 30 miles per hour and it feels

9:02 am
they say they will get it done. the house is going to take up that compromise spending plan today, then it has to go to the senate and get passed there, all by midnight. the $1 trillion bipartisan funding deal comes after months of bickering. it would keep the federal government operating until next september, separately a deal on extending the payroll tax cut and unemployment insurance is also in the works. but rather than a yearlong extension, a secondary plan calls for just two months. both sides are confident the compromise plan will pass, but it won't likely happen until the final hours. >> thrts' no reason the government -- there's no reason the government should shut down over this and i expect all of us to do what's necessary in order to do the people's business and make sure that it's done before the end of the year. we're confident and optimistic we'll be able to resolve both on a bipartisan basis. reporter: there is no deal on that payroll tax cut, 160 million americans will see their taxes go up on january
9:03 am
1st. the sticking point on extending those benefits is how to pay for it. so in order to look at that, a number of tax breaks are on the table, and that includes a subsidy for mass transit for commuters. metro is warning that if that happens, we could see thousands of workers abandon metro, head into their cars and that is only going to make the congestion around here even worse. that's the latest here on capitol hill. back to you. >> not what we want to hear. sheri, thanks very much. appreciate it. meanwhile, a defense spending bill is on its way to president obama's desk. the senate approved the measure following weeks of political wrangling over the handling of terror suspects. it also reflects a decision to get tougher on iran and tighten limits on u.s. overseas funding and spending. allison. well, tony, a few fireworks in iowa. the republican presidential candidates faced off last night in their final debate before

next month's first-in-the- nation nominating contest. doug luzader wraps up the action. reporter: newt gingrich walked into this debate as the frontrunner, but as we saw last night, iowa is still pretty much up for grabs. the debate stage itself shows how the race in iowa has changed. the former house speaker newt gingrich front and center, leading the polls and oftentimes last night taking heat for, among other things, his work for mortgage giant freddie mac. >> you don't need to be within the technical definition of being a lobbyist to still be influence pedaling with senior republicans in washington d.c. to get them to do your bidding. >> and then to go to work for them and get money from them, it literally is -- it's literally coming from the taxpayers. reporter: gingrich kept his cool. >> i sometimes get accused of using language that's too strong. so i've been standing here editing. [ laughter ] >> and i'm very concerned about

not appearing to be zany. [ laughter ] reporter: for his part, former governor mitt romney held steady too. >> this is president obama we've got to be talking about. he has unvealed himself as a president that's not the right person to lead this country. [ applause ] reporter: he didn't directly attack gingrich, perhaps counting on the former speaker's recent surge to end on its own, but others here can't afford to wait much longer. while jon huntsman may be able to count on a stronger showing later in the new hampshire primary, ron paul, rick santorum, michele bachmann and rick perry need iowa badly, with perry looking for an nfl inprirration. >> let me tell ya, i hope i am the timtebow of the iowa caucuses. reporter: this is shaping up to be quite a horse race and not just for the republican nomination. a new ap poll out this morning shows that the president's chances of reelection are at about 50%. in washington, doug luzader,

since then, of course, things have gone rather downhill. how are they looking for this matchup with the g-men and does it matter? dave ross is here with a little friday football forecasting. >> normally, tony, i like to walk around with the junior welterweight champion, but you're stuck with me now. i'm not as intimidating. >> can i tell you what i don't like? >> yeah. >> i don't like the spoiler talk unless it's about the dallas cowboys. >> but, tony, that's what we're reduced to. this is what it is. as they say, it is what it is. because, yeah, the giants are stuck -- well, not stuck, they're tied for first place. they've lost four in a row and then they got a big win last sunday night at dallas, so i guess if they beat the giants they could be helping out the cowboys, so i don't know how you like that if you think of it that way, right? but that's what it boils down to at this point. you can't spell elites without eli. >> how many times have you used that? >> third time today i've used

infected person lives off campus, but they are not saying whether it's a student or staff or faculty member. about 35 people who have come in close contact with the infected person have been notified. allison. it's being called a political breakthrough, a new medicare bill that comes from lawmakers on both sides of the aisle. and joining us now to discuss the two parties working together on this issue is "washington post" congressional reporter feliciasonmaz. good morning to you. >> hi, allison, good to be with you. >> i gotta tell you, felicia, even a deal reached by a republican and a democrat right now is news in itself. >> absolutely. and while this wasn't coming quite to the high stakes of a government shutdown in the works, it's definitely a big deal. on capitol hill these kinds of compromises are really pretty rare and essentially what this plan would do -- it was put out there yesterday by a republican in the house, paul ryan and a democrat in the senate, ron widen. it would take the existing medicare system and it would also take parts of the plan that the congressman ryan introduced in the house which
9:16 am
passed overwhelmingly with republican support earlier this year and basically leave traditional medicare as is, but also include a system in which future seniors would be allowed to basically shop around for private insurance. you've seen the reaction from democrats right now has been not very positive to this. >> right. >> the white house came out yesterday and basically excoriated this plan and on the other side you're seeing republicans praising it, saying that it is a breakthrough. and i think that basically shows you where this stands politically. >> the white house indeed having harsh words for it, just as the plan would end medicaid -- medicare as we know it and it would cause the healthcare program for seniors to "wither on the vine." strong words. >> yes. and the reason for that is because going into this 2012 election year, one of the biggest arguments that democrats have been using against republicans, especially in congressional races is that they -- most of them in the house have supported this plan
9:17 am
by paul ryan. and as you mentioned, they've said that this ryan plan would end medicare as we know it. that's a matter of speaking because any changes that you would make to it would end the plan as it currently is. but most -- you know, politics aside, most people agree that the program as it is right now is unsustainable and the previous debt reduction talks that have happened several times throughout this year in the super committee and during the debt ceiling talks in the summer, in each of those times medicare reform has come up, and as we've seen those talks, none of them were successful in really reaching a grand bargain, part of that is because democrats were not willing to give up medicare as an issue. and so this development right now would seem to give republicans a break in congressional races going forward this year which is why you're seeing the white house and some other democratic groups coming out pretty strongly against it. >> big gop debate last night. mitt romney, of course, there in iowa, and a lot of folks are
9:18 am
saying this is very close to his proposed medicare plan. >> yes, absolutely. and some are saying this is in essence paul ryan giving mitt romney a break because by reaching out across the aisle and finding a democrat who's able to agree with part of this plan, that's essentially giving romney a little bit of a boost in some of these states. but, of course, it remains to be seen how democrats respond to that. and judging from the way that they've so quickly and so vocally come out against this so far, it seems that they are not going to be too on board with this this year. >> so what's next? >> well, both the numbers who introduced us yesterday say they don't have any immediate plans to produce legislation and that's a real important point here. while it was a big breakthrough for them to actually begin talking about this and to come together publicly, there won't be any real bill on this until at least the 2013 when the 113th congress comes in in
9:19 am
2013, this is according to paul ryan. so in the meantime the most important impact that this is going to have is really in more of a political way and less in a policy standpoint. but it has already changing the conversation a little bit on medicare and may well continue to throughout the next year. >> we will be following exactly where this plan goes. felicia sawmaz, "washington post" congressional reporter spending some time with us this morning. we do appreciate it. >> thank you so much. coming up today is the day for "ask allison." >> have you seen that walgreen's commercial that has the twins on it and they're, like, i had this first? there they are. so a viewer wants to know is it a screen effect because they look so much alike or are they really twins? the answer is coming up. also there's annie. she is with the cast of "billy
