in german town. lanes are open headed south to middle brook road. that is a check of your fox 5 on time traffic. our big story, president obama will today mark a major turning point with a visit to the pentagon. >> he will join top defense officials in announcing billions in spending cuts along with troop reductions. good morning this is happening later on this morning president obama will make a rare appearance in pentagon briefing room. here is what they will do, outline a new framework that focuses on shifting wars in the middle east and the wake of 9/11 to keeping the u.s. in a more dominant role in asia pacific region where china is rapidly building up capabilities. how to do that in the wake of spending cuts is the big question. the pentagon budget is set to

be around $266 million, $43 billion less than last year and 47 billion less than the president recommended. pentagon officials are charged with finding a half trillion dollars in cuts over the next 10 years that came out of the congressional budget show down that happened this last summer. some of those are coming from drawbacks in weapons buying and likely delay in purchase of aircraft but cut backs in personnel the size of the army will be reduced by 45,000 troops in the next five years and marines will be reduced by as many as 20,000 then, there is that always touchy issue of military pay and benefits obama administration is expected to form a commission to study scaling back retirement benefits including a delay in when retired military can get their exceptions and a cut in how much they -- pensions and a cut in how much they get. there is talk about getting military retirees to pay more for their health care.

among our other top stories, harry thomas could be out at dc council there are multiple reports he is negotiating a plea deal. stacy cohen has the latest details from the wilson building. good morning. >> reporter: good morning council had quite a bit of work to do yesterday, they had several votes on ethic legislation, harry thomas was a no show that may be because he is negotiating a plea deal that could include resignation from city council. thomas has been talking with prosecutors by several sources here about negotiating this deal he is currently under investigation for $300,000 that the city said, he used instead of using for sports programs for kids he used for his own personal gain including purchasing a luxury suv and taking lavish trips the news of this possible stepping down from his job coming a month after the fbi and irs raided his home in northeast

washington. makes sense, that someone in mr. thomas' condition would be negotiating at this point for simple reason when you reach a civil settlement with the city where you basically admit you should not have taken the money at that point when the money is that big, $300,000 k inevitably, the federal government is going to have to look that the and treat it as a criminal matter it is simply too much money. in july, thomas did reach an agreement on civil action taken against him in regards to that money he did not admit wrong doing but agreed to pay it back in six installments of $50,000. last week he missed his second payment of $50,000. coming up in the 8:00 a.m. hour council chair kwame brown will be on fox morning news, we will discuss what is happening with councilmember harry thomas. thanks also speaking of council news marion barry filed a run for his third term as

but a lot of people are going to be talking about far as gene elections, could he go head to head with president obama? well, some of his position are a bit extreme democrats say whether it is on birth control or he rallied to try to save the life of terry shivo many years back. from the right he is a social conservative and fiscal conservative does he have the money to beat mitt romney, that remains to be scene. >> it was painted as a bit of an upset there were only 8 votes, separating these two candidates do you think rick santorum went in strong with an idea he was going to do well there or was he surprised. >> he must have been somewhat surprised we all were he went from back of the pack mid- december to almost winning this thing, but, he peaked at the right time, politics is about peaking at the right time he did so. mitt romney did twin state he is not in bad shape he is going

money for personal use. >> well, this situation surrounding harry thomas has been on ongoing story for months yesterday the councilman did not show up here for work at the wilson building that may very well be because he is not planning on returning to work. sources inside the wilson building tell us he spoke to his staff last week and said it would be advised for them to start searching for other jobs as he may step down from his post as a city council member as part of a deal to settle the criminal investigation. you remember in july he settled the civil suit against him seeking $300,000 that city alleges he took from youth sport programs and used for his own personal purposes including buying a very fancy suv and some luxurious trips and various meals he had, now although thomas never admitted to wrong doing he did agree to pay back the money. >> apparently what the feds are looking at is that there was an

health care atlanta launched a campaign this summer called strong for life and it put up billboards and started running these black and white ads all over the television in this area. this week, the criticism has started building for some reason with critics coming out hitting hard one saying this campaign is horrible, children's health care says it is trying to with this campaign break through some of the denial parents feel about their weight you talked about that 75%, statistic that is kind of scary but i think the problem is, parents may see another child who is over weight and recognize the problem but when they see it in their own child and seeing that child day today they may not recognize they are struggling with their weight. these ads are trying to shock or be a wake up call to parents to take another look at their kids. >> this is a series of ads so we will check out another one now. >> okay. being big runs in our family as her mom i never

noticed her eating differently than the rest of us. she likes junk food what kid doesn't. when the doctor said she had type 2 diabetes i never thought what we eat made her sick i just always thought she was thick like her mama. >> all right so, you talked a little bit what is the main criticism of these ads. >> the criticism is that it is restigmatizing kids already stigmatized because of their weight. they are saying yes, the problem is graphic these kids are struggling but you are not giving parents the resource to help their kids in its defense children's said it started the strong for life program it has camps going involving parents and kids and trying to reach out to kid s with wellness clinics and help these children who are obese get control of their health but critics say parents need resources, more than anything, they need to know there are solutions out

there and they need to have access to those solutions. want to check out another one now beth hold on. >> i don't like going to school because all the other kids pick on me. it hurts my feelings. why does the hospital feel like it needs to take this step? >> i think the hospital feels like it needs to be drastic because the problem is so huge we are talking about 30% of americans that are now over weight that is a third of kids going to school struggling with their weight we are seeing it in younger kids the problem is if younger children begin to grow older and are over weight they are likely, probably have an 80% chance of not breaking out of that cycle of growing up and becoming over weight adults and having all the health problems that come with that it is a serious issue, the question about this whole campaign is whether it is really doing enough to help
