councilmember harry thomas was a? show it seems increasingly likely -- was a no show. it seems increasingly likely he will not return. he is negotiating with federal prosecutors to perhaps step down from his office as part of the deal. we have no official word that is just what we are hearing from sources at this point. thomas was being investigated for $300,000 they say he took out of a youth sports program and put in his own pocket in the form of luxury suvs. cars, trips, meals et cetera he did agree to pay back part of the money in a civil matter but in morning -- this morning on fox morning news, he said residents of fox 5 should not be worried. this body always stepped up to the table when a seat was

vacant whether it was mayor fente or chairman grey, ward 7 representative any time there was a special election we stepped up to the table to make sure, the residents get the services they need and continue to make things happen. we would like for these distractions to be put to bed and moved forward. remember one month ago the fbi and irs raided thomas' home searched his home and confiscated several things that is part of the criminal investigation. thomas did not admit wrong doing but agreed to pay back $300,000 in $50,000 installments he missed a second installment, last week. all right stacy thank you very much. meanwhile in the republican nomination race, three other candidates are joining rick perry. perry failed to get enough

9:08 am
in a good way. >> anthony has been in hiding since the summer and is serving aon a different charge. >> imagine this, paramedics sitting in their broken down ambulance waiting to be rescued themselves, this as gunshots ring out all around. >> that is what happened in detroit new years eve now it is raising questions about the city's promise to fix problems with its emergency service. fox's charlie le dove has the story. >> not enough cops not enough ambulances the politicians promise to make it better but it is a lie. watch this video, two paramedics and a broken down ambulance new years eve. >> truck broke down can't even move. radio this is medic 9. >> medic 9. 9:15 am
gabrielle giffords and killed six people including a preteen girl. nearly two dozen cities will be holding vigils sunday to mark that anniversary, including locations in downtown washington and baltimore. joining us with more on this, is caroline brewer, communications director at the brady campaign to prevent gun violence and colin good card a survivor of the virginia tech massacre. first thing i want to say, often when we talk about gun violence we talk about in the media in terms of a debate, you know, those who are pro guns those who are anti guns and all of that, for the purposes of this conversation we just want to talk about the vigilanniversary about what happened last year caroline let me start with you. they are called the too many victim vigils being held around the country. >> held all around the country we have more than 60 locations around the country in 22
9:16 am
states, we have people who are members of churches, community groups, members of gun violence prevention groups hosting these vigils, loved ones who lost someone to gun violence who are hosting vigils, it spans the spectrum, of you know individual vigils, to vigils held in churches where there can be as many as 500 or a thousand people. give me a sense of the numbers for example a year has gone by now, do we have a sense how many people, for example, during the course of the last year have been shot in the united states? >> on average, close to 100,000 people have been shot in the united states over the past year. >> wow. >> very grim number. >> and the i have sill, the purpose of the vigil is to mark this particular anniversary. absolutely, one of the most
9:17 am
important things americans need to understand gun violence is a uniquely american problem of all high income countries in the world the united states by far has the most victims of gun violence and takes a tremendous toll on families, communities, what we see happening in tucson this week, is a reminder of that, there are people who have lost parents and children and grandparents and the suffering goes on for quite some time so we want to go, even beyond the numbers and talk about what the families are experiencing, so that americans will have a greater understanding of how this effects us as a nation and our elected officials will also be aware of the need to do more. >> some times we don't have a face to put with that colin you are here to tell your story, you are at virginia tech on that day in 2007, and you yourself were shot can you tell us what happened to you? >> right in my french class,
9:18 am
9:00 a.m. monday morning, i was nearly killed. i was conjugating french verbs all of a sudden my french class turned into a murder scene i was one of the few people to make it out and still alive the day because of that you know i wanted to have this day to remember the other students and my teacher who didn't make it i am one of the lucky ones i want to at least have my voice speak for those who can't speak any more and remember them. >> tell us about the impact that it had on you and your family. >> i mean it changed my life completely i was like a lot of americans who thought as long as i lived in a nice area and did good things gun violence wouldn't effect me and there, in my nice school in my nice area i was nearly killed i think this day, january 8th, on sunday, will be a day where a lot of americans can realize there are victims of gun violence living in every single community in every state across this country this is one day we can all come together and say you are not alone other people
9:19 am
are suffering too there is a lot of benefit that comes from meeting other people who have been through similar experience. >> caroline what do you say to those because obviously it is an ongoing argument, ongoing debate, what do you say to those who say you know it is my constitutional right to have a gun, to protect myself and my home and my family s that if we have severe restrictions on guns then the people who have the guns are the criminals who shoot innocent people like colin >> i would say the issue is not whether or not you have a right to have a gun we as americans live in a right to live in communities free of gun violence. there are too many victims one is too many you may be aware christy than taylor green, the aunt of her has posted on our website she is doing it because of the loss of this one child how it has deeply effected her life and those of her brothers
9:20 am
and sisters and this happens ere day over and over across the country where a lost loved one has a tremendous impact there are too many victims in the united states our website is too many victims.org. we hope people will go there and see the toll the gun violence is taking. >> the astudenting number, 270 people shot every day in the united states, i thank you both for joining us we have information about the vigils in our area and these are two of the vigils happening you know you said 60 some happening around the country in the district, this sunday, at the shiloh baptist church 5:30 p.m., baltimore and 1:30 p.m. in the afternoon. thank you both for coming into talk to us colin thanks for sharing your story. >> alison back to you >> tony thank you intense moment for a family when a car lands on their roof we will show you this amazing video. what a few changes -- would a few changes to playgrounds

would run home with the broken leg. >> the tetanus shot. pepco receives a bad review yet its ceo gets nice perks, robert mccartney from the washington post joins us to talk about this situation. >> a mother frustrated with her fighting teens decides to get police involved, hear her 911 call next

9:31 am
>> well, there is i guess things that could be used as weapons they are throwing things at each other toys games. >> the son is charged with domestic assault, police say they haven't had to respond to the home prior to this incident neighbors maintain they consistently hear the kids yelling and fighting. thing that mom did what she had to do. >> yeah, could have been dangerous. >> you know, from the sound of it they are throwing toys and stuff at each other maybe 911 isn't the place to go. >> don't you think she has done so much before this. >> absolutely this is the last straw. right. >> because to call the police on your kids, that is a tough decision they are going to come and those kids could be leaving for a second. >> consequences to that. big consequences i feel like -- and the way she was on the phone like these kids are fighting >> my brother and i when we were kids used to fight all the time it got to the point --
9:32 am
>> when did you stop. >> we grew out of it although -- yeah, we grew out of it. >> my brother and i used to fight one day he was stronger than me and my father said don't ever fight again. my dad knew he could really -- if he wanted to he is four years younger >> my brother and i still fight on a regular basis. >> visibly. >> argue by text not the same i know. >> it is sad. >> it is the same idea. >> a modern world. >> let's kick off the forecast, show you a picture of last night did you see some snow showers look at that. yes, from our producer katie. in bel-air maryland. which is up 95, but this wasn't the only place that saw, a coating of snow. >> impressive >> yeah, there you go. parts of the area, enough on the ground. bwi marshall, so, no more snow in the forecast today in fact we will warm up last
9:33 am
couple days we have been seeing the snow flurries develop during the course of the day. sunshine, the rule slightly warmer temperatures we want to advertise tomorrow and saturday mild days today should feel better less wind, a little less wind than yesterday more importantly more sunshine and less cloudiness mild tomorrow temperatures back in the 50s weekend looks fine cooler sunday s clouds saturday but we should be dry temperatures 50s on saturday that part will be fine for you and our next storm next week, a lot of questions on the timing of it and will there be any cold air around at all a lot of maybes and ifs. we will get rain in here by middle of next week. these are your temperatures warming up 38 washington 35 quantico, off to the south, southern maryland, leonard town, 32 for you, 36 annapolis, 33 baltimore, temperatures still on the cold side nice relief after yesterday when we
9:34 am
were waking up and kind of enduring temperatures in the single digits and teens at this hour even yesterday at this hour temperatures 20s. here is satellite radar, clearing now starting to take place out to the west and we are losing this warm front pushing north and east we are clearing skies, sunshine and winds out of the south and southwest, should be in for a decedent couple days, today and tomorrow temperatures jump another 10 degrees here we go nice and warm, for the foreseeable future. 44 winds out of the west, 10 to 15, breezy plenty of sunshine and notably warmer than yesterday, yesterday we only got up low to mid-30s. partly cloudy seasonably cold nothing too extreme. much of the area at or below freezing tomorrow morning when you wake up, winds 5 to 10 your 5 day forecast, 55 tomorrow more in the way of clouds saturday and the weak cold front comes through cools us down sunday and monday again
9:35 am
temperatures in the 40s. okay that is a look at the weather forecast alison over to you. >> thank you tucker america's most hated company that is how survey last july ranked pepco, really low right there but despite poor results company ceo was just given a 3 year pay contract with bonuses. robert mccartney is the metro affairs columnist with the washington post. bob joins us to talk more about this situation it is like naughty or nice that is the question you raise about pepco. >> the week before christmas and one day he was fined a million dollars by the regulators and very strongly criticized, for bad performance over many years, and unacceptably poor service, but the day before that fine was issued they reached a new pay package, for joe rig by chairman and ceo of the holding company, pepco holding company and it was worth almost a 12%
9:36 am
raise to $985,000 a year base pay plus stock awards plus the possibility of bonuses. so, he is sitting pretty nicely, even though his company is being really very strongly criticized, for poor performance. >> right you mention he did at a certain point leave some money on the table, does he get points for this. >> yeah, he does get points for that. last year during february they announced he was going the forego a raise for the year, and bonus money, so that was worth about $900,000 he gave up $900,000 roughly in compensation last year, he is going to more than make up for that in the next few years under the new package but it is hard the justify giving some body a raise in their base pay, it is guaranteed there is a
9:37 am
possibility of bonus on top of that after basically the regulators not just the montgomery county government or customers or media but the regulator who is are professionally authorized you know the look at this company's performance and monitor it, they just gave it you know a failing grade. if you read this report that was accompanying this $1 million fine they rejected all of pepco's explanations, which they called excuses, for its poor service. and they says the just bad for years, they have neglected to trim trees, they have neglected to upgrade power lines, you know, put in new power lines ones that were more resistant to damage they have been basically saving money for years, by neglecting this and the results are the company's performance in terms of outages are in the bottom nationwide. this is not just the media, or
9:38 am
politicians saying this, this is regulators. >> for pus, people who report these stories say we are making -- for us, people who report these stories say we are making -- it costs money to trim trees. pepco would like to charge customers for all of the costs. >> right. >> of this -- you know they have stepped up to their credit again they have stepped up apparently, their tree trimming they have stepped up their upgrading and hardening of wires and transformers and other facilities, they would like basically to charge customers for all of that, the regulators maryland public service commission in baltimore said and this was the most important part of the report from the point of view of pepco's bottom line, the regulators said, we are not going to let you pass all those costs on to consumers we are
9:39 am
only going let you pass on to consumers whatever extra -- excuse me we are going the disallow, turn it around, disallow whatever extra you had to spend because of your past imprudent manage. , they were irresponsible in the past over many years which regulators found to the extent that you can't stick customers with that. pepco is already saying it is going to argue, that all the extra costs, were necessary, but we will have a litigation basically about that and find out in the summer, how much of those costs. we are talking millions of dollars, tens of millions of dollars possibly not just a million dollar fine but tens of millions are at stake how much they are going to stick customers. >> read about it today in the metro column this is bob mccartney of course a friend of the show, that is enough to make you pull your hair out we

years to see his painting in a museum he walked into the national museum and put it on the wall with other paintings himself. that is him heading into the museum. a friend shot video of it. not sure where the guards are it took museum officials three days to notice it didn't belong there. they were actually impressed with his initiative so they put the painting in the museum's cafe and it will go up for auction this weekend in poland's biggest charity sale. that is great. >> you like the painting? >> i didn't get the chance -- > looked like a fern on a white canvas. sitting on the side. it was cool that he did that. >> yeah. >> and didn't get arrested. >> what is your fern trying to tell you derek thomas explains. >> if you are looking to try new food don't miss out on restaurant week it is great every year. annie yu is live with more on some great deals when we get back

in this week's how does your garden grow, derek is answering the question, what is my plant trying to tell me. derek thomas is here. isn't there an album called the secret life of plants. >> there is. >> people talk about talking to their plants if you are astute to the cues, your plants talk to you not very wellly but signs what is going on with their -- not verbally but signs what is going on with their leaves. you have examples. >> this is an american box wood the greener foilage is the correct foilage this foilage is telling us, a couple things a,
9:49 am
there is a nutrient deficiency happening in the soil most likely lime, but, the fact that the soil has -- the plant has started to turn yellow, tells us, that this is what it should look like, this tells you that something is actually wrong. now, not all the time are yellow leaves something bad. we talked about this, earlier, these are -- this plant is experiencing a little bit of stress but this plant which has gone completely dry, has actually gone dormant the way you know that, is you see the really nice buds there, that is next year's growth. >> okay. >> if you see that happen if your late fall landscape, to a plant like this, don't fret the plant will come back there is the indicator strong healthy
9:50 am
bud. >> should we prune. >> you can. great question you can prune these off, for neatness and then what i like to do is actually reuse it as a mulch in the soil to help protect the plant in the winter, now, plants like this, philodendron, here is a healthy one this happens to be a lime green one, this has had a number of things go wrong. >> help me. please. derek. >> one of the things you are seeing here is yellowing leaves and that yellowing leaf is a sign the plant has been at some point under watered and if you look at the stems here, the stems have started to rot which tells me after under watering, the homeowner may have tried to over water which sent the plant into a second shock because you can have a plant that is doubly ill. >> can that plant be saved? >> this plant can be saved what you want to do is once again take away any of the rotted
9:51 am
stuff, clean it up, get it some -- a little bit of fertilizer and proper nutrients. >> all right. >> now, all of these other little guys have got other little things going on this gold dust plant basically what has happened here is one of the plants has died out, in said of letting that zap away all of the nutrients take it away and the rest of the plant is absolutely wonderful. you've also got some people like bonsai they are really difficult. >> i've heard. >> and you see all of this is nice and healthy green what is going on here, is this piece needed to be removed, see how it started to yellow, it is very hard and if you remove this, what the plant will do, all of this young growth that you see here, is going to be given energy that it needs to grow out, and lastly, a lot of
9:52 am
times people say, you know my plant i think it needs to be repotted i see roots coming all out of it this split leaf philodendron in fact, that is the way it would grow. in nature, this plant would use these aerial roots not only for oxygen, but also as a means of support, so cutting those roots away could hurt the plant. but, if you are astute to what your plant is telling you, you will see this new leaf that has come out it is very very weak, and the stem is super long, what that tells me is this plant is not getting enough light and needs to be moved into a better light situation. >> my goodness are they saying all that. >> they are saying all that >> i am trying to hear them but can want so we have to look at them. if in doubt consult a plant expert or look us up and like us on facebook. >> like you on facebook?
9:53 am
>> yep find us on facebook. >> this is derek thomas thank you so interesting thanks very much. >> thank you. restaurant week coming up annie yu cooking with three participating chefs this morning telling you everything you need to know before heading out hey, annie. >> yes, we have been hanging out with three chefs all morning long, finally we have executive chef here, jason joins us now. >> good morning to you. >> tell us about what you are offering for restaurant week. >> we are running lunch and dinner for one week one thing we will make is topariana. >> what is this. >> boiled idaho potatoes boiled with a little bit of flour and a little bit of garlic will mix it in after we boil the potatoes make a nice pocket, it is pretty much a stuffed potato so we will take this, made with olives, raisins, right here the important thing when you fold
9:54 am
it up you pinch see how i am pinching that. >> just like you are making a dumping. right. pinch it right here. so now you form it all the meat is inside roll it, all right, so right there, there you have it, then we will do a little bit of flour, pinch it down, because remember, water will make anything burnt if you put it in a fryer. >> one of the popular dishes here. >> this is, we will go eggs, do a little bit of bread crumbs important thing is after you put the bread crumbs on, if you are doing this at home because the recipe is on your website, plug it in. reform it and if you are an at home cook we use soy oil you can use vegetable. you have this nice breaded
