get in some type of strong position but doesn't have the money. mitt romney has not only the money but has that infrastructure and condensed primary season, helps strong front runner like him. i hope that santorum does well you want a good contest but it looks hard at this point. >> definitely seeing a different style as opposed to moving things around. santorum trying to do this. mitt romney coming out all guns blazing and john hunts man skipped over iowa to put everything into new hampshire but still not getting much attention. is he pretty much done. >> debates were probably his farewell from the gop presidential election because mitt romney is still up by a commanding 20% as you know john hunts man banked his campaign on new hampshire skipping iowa, hasn't really campaigned in south carolina, if he does

really well in the new hampshire primary he could maybe pull away some of mitt romney's support but he and mitt romney are very very similar and he is not going to be the answering romney candidate, no body knows who john huntsman's base is this is probably the farewell. >> is there anyone who should just step away. we will probably see that happen after south carolina, the only way that you have an anti mitt romney candidate able to forge ahead if gingrich, santorum or forry drops out of the race and -- perry drops out of the race. if you have all three candidates in it vying for south carolina you will have a fractured vote, mitt romney probably wins and goes on to be the gop nominee. you will have people drop out after that, before florida. >> we still have a couple states early in the process. new hampshire, south carolina,

florida, best strategy, attack the other candidates or white house is this. you have to do both, because you have to have a contest that is what primaries are for. listen the gop primary base wants to defeat barack obama so mitt romney's strategy, to pointedly go after barack obama is a good one however, he is not aligned with many conservatives on a variety of issues he has taken different position for the last decade or so. if you are santorum or gingrich you have to make sure voters understand that and make sure you can't come across as whiney, vindictive, mean, the gop candidates went after mitt romney pretty sharply, in sunday mornings debate. the problem is it is less than 48 hours to the new hampshire primaries if you are going to take out the knives on mitt romney and actively show his record in the past and talk about his past statements you

i don't think the thoughts of 2012 just happen on january 1st. you have been planning this for a long time. >> that is how you have to do it for dc and 2011 at first didn't give dc a lot to be hopeful about. the district began 2011, engaging in civic disobedience, but look how we ended the year, i was able to stop two attempts to reimpose the needle exchange, that of course is the rider that has been responsible for so many deaths and sickness from hiv aids, we were able to keep a rider that would have -- able to keep two more riders on a promise to eliminate our gun laws. and that was a bill that had 160 cosponsors and then there was a third promise, a promise

to eliminate american equality law we were able to drive all of that back. if you look at 2011 signature issue was budget cutting and yet, dc got its three top priorities, the dc tag bill that is sending thousands of our children, to colleges all over the united states, the department of homeland security construction was funded is we got the $5 million extra, for hiv/aids in the district to help us bring down that terrible rate which is certainly beginning to happen. we got the southwest waterfront bill through i expect that to get through the senate, through the house now. and for the first time, ever, in its history we now have bus service inside bus service at union station so it wasn't a bad year for dc even though it came out terribly, i predict next year, we have the best chance ever to get budget

autonomy because the chairman of the committee who has jury diction over the district, -- jurist diction over the district, i was very impressed outside, they testified, that the process inside the district looked better than did most jurisdictions. and so, with a lot of back and forth, daryl isa introduced a bill that would give the district, something close to the very budget autonomy bill i had introduced of course it is a little different, but it would get us a long way so i am hopeful, about 2012, that is the only way to be in congress. >> well, delegate let me ask you this. you talk about 2011 how do you ride that wave of momentum into the new year you mention the budget what else do you prioritize for 2012. >> for 2012, we find ourselves

in the middle of an election year. and we recognize that that presents both opportunities, and it presents problems but i believe it presents opportunities for example i think that the house and the senate will have to get a surface transportation bill through that is great for dc terrific for the country, because we've had no bill now for a very long time, to deal with your roads, and your rapid transit, i do think i should say in all candour i think this region and this city will begin to feel the pinch of budget cuts we will get program cuts that the whole nation will get but also be cuts that effect this city and this region, specifically, and individually and those are cuts for our federal workers who feed our

economy, cuts for contractors who feed regional economy, but i don't want to paint a rosie picture here but i think the only way to begin 2012 is build on successes of 2011. for example i think the fact that dc went into the streets, and didn't simply take the possible close down of the dc government and riders helped me in congress to keep riders off that were promised. >> delegate norton final question for you this is more procedural but there has always been the challenge of the dc government of working in unison with congress. when you look at problems existing right now in dc government when it comes to councils such as resignation of harry thomas and charges that are there, some ethics questions that are in dc government does that hurt efforts to try to translate this to congress?

>> that is the pro verb i can't like wisdom but -- proverbial wisdom but congress did look like it separated out the bad acts of some members of the council, from the people of the district of columbia, i am going to ask them to continue to do that because they have already failed us in a very important way i had a bill that got through last congress that would allow replacement of a member of council who resigned and half the time it now takes got that bill through the house there was an anonymous hold put on it in the senate and that is the reason why the district will probably have to spend an additional, $300,000 for a special election to fill the seat of harry thomas. that was a noncontroversial bill the anonymous hold probably didn't have anything to do with us as part of the games that senators play with one another but look how it has hurt the people of ward five.
