general assemblies in maryland and virginia head back to do the people's work. stacey cohan is breaking down top issues facing lawmakers. >> good morning alison the neighboring states may start their legislative session on the very same day but there are big differences on their agendas in maryland, lawmakers are tasked with budget cutting. o'malley wants to increase spending on school construction and tons portation projects . -- transportation projects. options for raising revenue include hiking the gas tax by nearly 16¢s to 38s o'malley wants to trouble the monthly flush tax to $5 a month that would pay for sewer system upgrades, lawmakers might consider expanding gambling. meanwhile all the talk in virginia is about the huge gains made by the gop republicans control 68 out of 100 house seats and half of the

maryland soldier charged with attempting to join a terror group in somalia. the 24-year-old of laurel made his first court appearance monday and will return today for a detention hearing he is accused of leaving the united states for somalia in december with the intention of providing material support to al-shebab the fbi stopped him in kenya that was not the correct video but he does face up to 15 years in prison if convicted. an emotional home coming for a fallen soldier from frederick county maryland, killed in afghanistan. his remains due to arrive in woodsboro today, from dover airforce base his family will hold a viewing tonight. funeral service tomorrow he died last month after his truck was had the by an ied his daughters, laid a wreath while he joined the army.

it has been ten years since the nation as been detaining terror suspects in guantanamo bay. >> it is an anniversary that will be protested around the world. >> ten years ago today the first captives in the war on terror arrived at guantanamo bay from afghanistan. president obama promised to close the facility but a deadline set for the white house to do that came and went two years ago. george bush endorsed closing before he left office but congress and the courts kept the doors open and 170 prisoners there. no detainee has left in over a year,. what the obama administration tried to do was go person to person through each one of the files to decide whether to try them, release them or transfer them or whether they want to open up

change in response to the abuse of the plaque card. people who are disabled will have to pay for parking. >> with these new red top meters we will be providing reserved parking for person's with disabilities. the new meters with the red stops give those who park there double the time than a normal meter they are expected to be operational next month. >> gay and lesbian couples who tied the knot in the district could soon have an easier time untieing the knot. dc council is looking at a bill to allow gay couples to divorce even if they no longer live in the nations capital. currently, one member of the couple has to live in the district for six months before divorce proceedings can begin. dc council chair brown, making sure, ward 5 residents will know they are represented.

a new study shows binge drinking on the rise. according to the cdc college age drinkers down an average of nine drinks when they get drunk overall 1 in 6 adults surveyed said they had an episode of binge drinking in the previous month. more common for those ages 18 to 34 the report is based on telephone surveys of 450,000 adults. college bound students in fairfax county getting a warning about the dangers of drinking too much on campus. a forum tonight at mcclay high school will feature a documentary and panel discussion the county's attorney and police chief will be on hand as well as an

emergency room doctor and a father of a student who died drinking at a college party. a new study high lighting the safest surgeons french researchers focused on thyroid surgery patients faired better when their surgeon had been out of school between 5 and 20 years the possibility of permanent complications increased when surgeons had been practicing more than 20 years unknown factors may have explained the variation, and complication rates and they are urging further research to better define this link. hundreds of medical schools around the country will start training doctors to better street veterans, suffering from mental illness, michelle obama will make the announcement today. it will help future doctors learn to help military personnel with post traumatic stress disorder or traumatic brain injury. it is part of the first lady's joining forces campaign to do more to support military

you didn't lose a dog did you? really unusual rescue in florida a kayaker was fishing near siesta key not far from st. petersburg florida when he spotted a dog swimming a half mile offshore. he did a little research it was a sad story a drunk driver struck and killed the dog's owner while the two were on a walk the dog got really scared and jumped into the gulf of mexico and started swimming away when he swam off to the kayaker the dog was injured had a few cuts and bruises but will be okay and police had a microchip so they were able to notify the victim's family the

>> let's address the romney thing he was there six years the rest of the field some of them in the field made some mistakes rick santorum in particular thought he could compete, you cannot compete in seven days with a guy who has been running six years they know him he lives there all the rest of that stuff. his victory was fine i think what you are seeing now is a splinter of the anti romney crowd, i mean what did he get, 35, 37% of votes, 60 to 65% of republicans still don't like mitt romney, they are not really ready, no, i can't do that. i think that is his problem of going forward if they were to coalesce. if this was a head to head mitt romney against another republican, that is what you have to look at. if they coalesce. they will be behind one consensus conservative. >> what is your take especially in a state where president obama carried him in 2008. >> i agree with jim he should have done much better in

actually can choose from, because they know about these. we are looking at what parents will see when they log on and get their school and also, miss henderson was telling me they went home in backpacks too so a paper copy is home with students in the district, it is hard to read but goes through as you mentioned, things like student performance, academic enrichment but talks about wellness and fitness it is truly comprehensive can you go into more detail what parents will see. >> sure parents make choices about schools not just based on test scores, they want to know whether their kids are in a safe and nurturing environment, they want to know whether schools are progressing they want to know, all kinds of things that haven't previously been available, and this is our attempt to provide parents for example as they go into the out of boundary lottery at the end of this month, with real information, they can actually compare schools next to each
