ups on the top stretch of the belt way outer loop approaching 355 where i had the accident activity callers tell me only one lane to the left is getting by. outer loop of the belt way, before you commit to 270, at 355 only one left lane is getting by. it is bumper to bumper slow as you work your way around from college park. wall to wall traffic, as tony was doing weather i saw another fire truck and police officer heading around this outer loop to assist. big delays on the outer loop slowing from i-95, your average speed here down to 20 miles for hour as you travel in towards 270, that is a check of your on time traffic. our big story new video on the web that has the marine corp. in damage control mode. >> it allegedly shows marines desecrating the dead. stacey good morning. >> united states marine corps

is wasting no time, responding to this incredible video it hit the internet tuesday night. we have blurred out a large part because of content. four men appear to be marines in combat gear they are urinating on what appears to be the corpses of taliban fighters they are clearly aware a camera is rolling. one checks to make sure the act is being recorded. another looks down at the corps and says have a good day buddy. the marines say this is not indicative of the characters of the marines they are promising a swift investigation. council on islamic relations is expressing outrage in a letter sent to the defense secretary and declare the actions

years since the devastating earthquake in haiti still the country remains in shambles. >> aiynsley ear hart takes a close look at the rebuilding efforts and where things stand today. two years after the anniversary up to a half million people are living in camps in haiti. >> january 12th, 2010, haiti devastated by a massive magnitude 7 earthquake the severe tremor left 250,000 people dead and more than 1 million others homeless. the country is still trying to rebuild many say not enough is being done. >> i've lived here since january 2010. since we have been here no one has come to talk to us, no one has come to discuss what can be done to help us. >> in the capital port-au- prince the area remains filled with rubble, still to this day, hundreds of thousands remain homeless and living in tent camps. >> i see no difference we have the same problems nothing has changed. >> billions have been raised in

another clipper coming through saturday night into sunday, monday, we are still cold, or cool i will say with a high only 40 degrees. that is what is happening with weather now to julie and get an update on traffic. >> it has not been easy for folks out here on the belt way this morning the good news accident which caused all of this mess has cleared outer loop of the belt way, 355. you are inching along on the top side of the belt way headed westbound to 355 the earlier accident, finally clear that had caused this delay. travelling southbound, out of laurel, trying to merge on to the belt way and head west, braddock road an 18 minute ride all your lanes here are open if you are travelling northbound, 395, leaving duke street accident activity out on the roadway moved over to the shoulder our lanes are open once again no problems to report on the inner loop of the belt way but it too is slowing

class, unemployment compensation, medicare doctor reimbursement all those things expire february 29th if you add to that the president's holiday comes in february, we don't have a lot of time to get really big things done, that will carry us through the end of the year and it is important for people especially those going to work every day. >> we ended 2011 with a payroll tax cut extension probably the biggest thing we got the most attention end of 2011 we will have to address that end of 2012. >> the fix we did end of 2011 before we left on holiday expires february 29th, so that means between now and february 29th, we've got to extend that for the remander of the year. it is actually really important for the stability of the economy people understanding what their check is going to look like in the next month, if we get that done now, not extend it through the end of the year and get it out of all the politics and then we need

to move on to somethings that are really big like creating lots of jobs in the economy. our economy is recovering we saw new unemployment numbers, it is really great, housing starts up and those sort of things but we need to get people back to work the best way you do that is make the investment we need to in our transportation. >> so if you want to talk about that we can lead into what you see as a priority for 2012. both in what you would want to see that can best help the people in maryland but i guess, priority in dealing with the other side, trying to get congress to work the other side. >> historically, transportation has been one of those things republicans and democrats, work on together, i mean, you know if you have a bridge that is falling apart no one says oh, that is a republican bridge or democratic bridge we have $2 trillion worth of infrastructure deficit around the region. there is the markers, the

transportation around the belt way, repairing roads, water main systems, a lot of infrastructure needs and the states are really struggling and need a federal partner. getting that done should be something that should be easy and i hope that we can accomplish it because maryland for example our general assembly just started in maryland, and the governor and our leaders need to know what the federal commitment will be so they can match that with our statement. >> do you make new years resolutions as an elected official. >> i always do i like to have personal goals but i like to try to meet them too. one of those goals really is try to work as well as we can across the aisle even in a tough political environment, the job creation i have been really supportive of doing things like expanding research and development we have been hearing how many companies want to bring jobs back to the united states one of the ways to do that is enhancing

domestic manufacturing credit so we can start manufacturing in this country those are things we should be able to find common ground on between democrats and republicans we will fight out the political battles i am interested in doing that i want democrats to retain the house that would be the best thing for the country i am excited to work on those too. >> for you i am sure another goal would be to make sure you continue to represent the people of maryland you have a challenge coming up this year as well as your colleagues. >> i did i have a primary election coming up april 3rd, personally in my race, 4th congressional district our district has been changed because of redistricting i am getting to know the people of anne arundel county and prince georges county to run for elections i think most people have heard that one of my primary challengers dropped out of the race, quit the race, former state's attorney, glen ivy it still means i have a primary election get to know

the voters i will win my race but my real goal is to work with democrats in congress, i cochair our red to blue program our signature program to get the house back for democrats i will work for democrats all across this country so we can have a democratic controlled house and keep the senate, win the white house and get somethings done for the american people. >> when you go back in session if you were the number one person in the entire house and say this is what we are going to do first what would be it. expend the payroll tax cut for middle class americans people need the money they can take that money and put it right into the economy then we will see a jump start in our economy number too. we have to make sure our medicare doctors are paid so seniordisabled can go to doctors and not worry about payments and unemployment compensation people want to work but can't work we want to make sure they have unemployment compensation until

temperatures and we will look at the future cast. okay. let's look at temperatures first now future cast i want to say this, we have done a good job this week capturing changes in our weather. right now, 45 degrees here in washington, 50 degrees right now in annapolis, not bad there, 52 salisbury, 43 manassas, dulles airport, frederick maryland, 39 degrees. here is future cast. the rain is capturing some of the clouds we have now. it is doing a good job it does show partial clearing more clouds coming through this is indicating off to the east there may be a fair amount of sunshine. that is a possibility. we will have to keep our eyes on that. rain tonight look at that rain snow line it is now drawing it much closer to, in fact it is drawing it inside the belt way to overnight tonight, we have been talking about chance for snow, rain changing to or mixing with snow, to our north and west this is indicating

are on the same page trying to get to some of these issues. >> absolutely part of what i am excited about this year i think we will present a united front, in annapolis we are clear about what the priorities are including the budget i think the budget is tops on everybody's list we must bring back to prince georges county enough to accomplish a public safety objective, education is always a priority i met with many legislators yesterday and everybody is fired up and ready to represent. >> you must have gotten a sneak peek at my notes that was my next question. does the office hamper efforts some times how frustrating is that? >> absolutely this is our chief frustration we do not have the number of prosecutors we need we don't have as well the money we need to pay prosecutors to retain them that is always a priority for us. we have 80 prosecutors handling 40,000 cases per year,.

>> wow. >> and it is really, a struggle. >> all right let's talk you hit on some of those issues let's start with what you said domestic violence you are looking to put in place, something that has to do with strangulation tell me why. >> there is legislation to support a bill that would allow us to charge the more serious first degree assault charge in the case of strangulation what we have currently is inability in many cases to charge strangulation because injuries are not always apparent. we've seen these cases increase and we want to have an opportunity to file first degree assault charges in the case of strangulation, this bill was proposed last year we are going to be there again this year supporting it. >> you hit on it a little bit it is frightening to thing about handguns in the hands of the mentally ill you are tackling that. >> we saw a number of cases last year that were shocking we had mentally ill individuals, who had handguns, they called police officers to their homes

said i want to commit suicide police would respond the individual would come out and shoot into a public area. this of course posed a threat to the law enforcement officers who were there but caused loss of life for many of these individuals suffering with mental illness we want to do something about it. >> commission of a crime in front of a minor you are looking at. >> this is close to my heart this effects children what we are seeing is a number of individuals who are defendants in the course house now, charged and convicted of violent crimes including homicide all of them say you know what i also witnessed domestic violence as a child and this was you know, had a major impact on me. we are seeing a trend of individuals who witnessed violence and repeat it as adults they are twice as likely when you witness domestic violence to repeat it. you are a states attorney for prince georges county here

trying to rebuild two years later. let's head live to haiti and check with david with the american red cross. good morning. paint a picture for us two years later as to what you see in haiti. >> reporter: two years later we see dig progress, where 1 -- significant progress where 1.5 million people were living underneath tarps and tents today there are 500,000 people. while we are happy in progress of moving 1 million people out from underneath the camp we are focused on the half million people living in difficult circumstances. i know david that you have spent a lot of your time dealing with helping around the world, folks suffering from disease, et cetera that has been a big problem in haiti. what do you see as priority now moving forward, is it physical construction, continuing disease prevention that needs to get the attention where do you rank priorities? >> well, continuing the needs are great in a number of

different areas we are very much focused open shelter getting those last -- focused on shelter getting those last 500,000 people into housing. there are 2,000 haitian construction workers, repairing homes, 200,000 people live in new homes because of the red cross effort to put people in safe conditions. >> one of the great things in hind sight if you have to look for the silver lining, that came out of this was the world's attention financially that was given to try to help out the folks in haiti a great deal of that went through the red cross. something close to a half billion dollars in donations how has that been used helped and how much more help is needed. well, very much the generosity of the american people and people in washington dc area, has been unbelievable, single largest response internationally for one country we have ever seen. we have been focussing on a

number of areas, getting people into housing, we have helped construct two new hospitals and are keeping two additional hospitals open, we are very much focused on getting people into jobs, and helping train them and helping provide micro finance loans and finally water and sanitation this is a country where unfortunately, it was desperately poor before the earthquake we saw well under half the people had access to clean water and sanitation. the red cross is bringing clean water to hundreds of thousands of people who did not enjoy that access if people want to learn more about our efforts what we are doing and our plans please i encourage them to go to red cross.org/haiti. >> how impar at no time is it for -- important is it for people to get updates two years later to realize the work is not all done this is not something we should forget about. that's right and recovery takes a long time in fact, what

takes decades to build and often seconds to destroy does not get rebuilt in a matter of months or even two years as we know from experience around the world including our own country recovery takes years and haiti is going to need our support for many years to come. >> we can still see physical scars in the video we are able to show this morning. one last question one of the things that changed in how we give because of haiti, with so many people who stepped up was the text donations through their cell phones text even $10 at a time how have we seen that movement change over the past two years. >> well, it really was an amazing response over $30 million came to us through $10 text messages we see similar donations following disasters, japan tsunami and even disasters that spring storms in our own country what is great about texting it introduces our youth to the benefits of philanthropy. >> we appreciate the insight from haiti, good to see so much
