it will be very blustery. much colder day than yesterday, yesterday's daytime highs in the upper 50s. today we'll struggle with 40 degrees and it won't feel that warm. radar overnight, bringing in the colder air and a few snowflakes now well off to the north and west. now we're left with some cloud cover and bright sunshine across parts of the area. generally going to be a partly sunny afternoon and we should be dry. let's switch maps. want to show you the wind advisory now in effect, just moments ago off to the north and west of the city, so montgomery county, howard county in maryland, north central maryland, much of virginia, including loudoun county under the wind advisory where winds could gust to 50 miles per hour. and already this morning out in martinsburg we had a wind gust of 43 miles per hour, so we're getting close. let's do current temperature at reagan national. we'll do a bonus, reagan national currently 40 degrees. there's your five-day. i'll have more details on the weekend forecast in a minute. allison, back to you. >> tucker, thank you. our big story now, occupy protesters asked to relocate.
9:01 am
it's because of a rat infestation at their tent city. >> d.c. mayor vincent gray wants police to remove them from mcpherson square. fox 5's sheri lee is live at the square with the latest. good morning, sheri. reporter: good morning, tony, good morning, allison. the occupy d.c. group here at mcpherson square does not have a permit, but they have been allowed to stay. so far we have not seen any attempt to move them out of here, but the mayor says the situation here is dangerous, it is a health hazard and he wants them out. the encampment has tents but in the weeks they've been here, the health department says it's been infested with rats, posing a risk of disease. a report blamed improper disposal of trash and human waste. mayor gray sent a letter to the park police, asking to get rid of the occupiers at mcpherson square. the park service had no comment except to say that the protesters have a right to freedom of speech. mayor gray wants the mcpherson protesters to join another group at freedom plaza which does have a permit through the
9:02 am
end of february. occupiers see no reason to go, but will if they are forced out. >> there's always been a rat problem in the parks. thrts' not been any reports of any rat bites or anything like that. i have seen some rats around. we have garbage collection everyday and the people who live in the park, they do a good job of cleaning up. >> everyone will look over. if they tell us we have to go over there, we'll go over there, i'm sure. reporter: now, congressman darrell issa who chairs the committee who oversees the district accused of park service of making excuses and demanded an explanation on why the protesters have been allowed to stay without a permanent. -- permit. so far, no attempts to move the people here at mcpherson square. last week the group did go to court seeking a court order to prevent them from being evicted and to make their point, some of the occupiers told me today, look, there have been rats here in this park before they
9:03 am
arrived, and if you go to a four-star hotel in the city, you'll find rats outside. so why should they be any different. that's the latest from here in mcpherson square, back to you. >> sheri, thanks very much. here to talk with us is mayor vincent gray. we'll talk about the one city summit taking place in february. mayor, thanks for joining us this morning. you were shaking your head during that report and one of the words we are hearing kind of bandied about is eviction. are you in fact trying to evict these protesters? >> no, we absolutely are not. we are looking at this from a health perspective. we know that the accumulation of trash and garbage down there has led to some additional rodent infestation. and what we're suggesting is that the two occupy movement areas be consolidated, mcpherson be moved over to freedom plaza. we've worked closely with the people at freedom plaza, we've had a good relationship with them. we have had other kinds of problems at mcpherson, but this is not an eviction. this is an effort to try to
9:04 am
recognize the health hazards that are associated, increasing health hazards and to do something to address those. >> to have that happen, does the national park service have to make that happen or do you or the police have any jurisdiction in making that happen? >> we don't have any jurisdiction, tony. mcpherson as well as freedom plaza both are run by the national parks service, so the national parks service, the u.s. park police are the ones that have jurisdiction. so we're outside of that on d.c. property. >> i know you just sent this letter to the director of the national parks service, mr. jarvis yesterday, so has there been a response yet? >> no, we haven't heard anything. in fact, we sent a letter earlier indicating to the national park service of the costs that had been incurred by the district of colombia, asking them to help us because we're obviously in tough budget times. we haven't gotten a response to that one either. e in the letter from yesterday, is there some friction there or something or why do you think you haven't gotten a response yet? >> no.
9:05 am
there's nothing that i would cite as friction at this stage. as a matter of fact, we're trying to work closely with the park service through all of this. but we would like a response not only to the letter yesterday, but the one that preceded it. >> so the hope is that you'll be able to move the protesters at least temporarily, clean that up and then they may be able to go back there. >> we don't know about going back. we're just trying to figure out what the best and safest way is to continue to have them do what is guaranteed by the constitution and that is protest. again, if you look at freedom plaza, it's a very different kind of environment, and we want to make sure that people who are exercising their constitutional rights can do it in a way that is safe in terms of their health issues. >> speaking of exercising your constitutional rights, you've got something going on on february 11th. it's called the one city summit kind of under that banner of one city, and this is a meeting that is open to all d.c. residents. tell us about it. >> it is. it's an opportunity -- i talked about this during the campaign, something that's been done in the district of colombia in the
9:06 am
past. it really is the quint essential town hall meeting. it's bringing people from all over the city together to really talk about the city's future. we focused on a number of priorities the last year, we focused on stabilizing the district's finances, helping people feel safer in their own city, working on education and getting people back to work. now we want to bring the citizens together to look at our progress, but even more importantly, tony, to get people engaged with helping to set the course for the future. >> we've -- we have the information on screen there, it's taking place on february 11th at the convention center. and my understanding is this is a pretty interactive event, residents can come out, they can ask questions, they can offer opinions about different things, what they want to see done in their areas. >> absolutely. it's interactive throughout the day, 9:30 to 4:00 on february 11th at the convention center. we expect well over 1,000 people to come out. but there won't be a lot of talking to people, there'll be a lot of interaction where
9:07 am
we're litching to people and the things that are important to -- listening to people and things that are important to them. >> i want to ask you, you just came out of 2011 i'm sure in some ways a more difficult year than you had anticipated going into it. are you concerned -- you know, the news this week, this d.c. resident fredrick butler initiating this effort to have you recalled and council chairman kwame brown, are you concerned about that effort or the impression that that effort gives to other people about what's going on in washington? >> well, first of all, i'm continuing to do my job and people should know this is a gentleman who support the previous mayor -- supported the previous mayor, fenty, was very involved in his campaign, he was involved in his write-in campaign that occurred even before the general election over a year ago, so i think it's important to put it in context. frankly, when you read the two paragraphs that you submitted, it's gibberish, it's very difficult to even understand what it is that he's even
9:08 am
talking about. tony, we're going to continue our work, the work we set out to do. we've made a lot of progress. the city's audit will be coming out in just a couple of weeks, i think people will be pleased with that, unemployment is down, we saw an 18% reduction in homicides in calendar year 2011, education efforts are moving forward, we've got a lot of efforts going on on the health front. so i think we can cite the progress. we've put out an accomplishments document which cites with specificity, all those things. what we'll do is continue on focusing to move the city forward and it is moving forward. >> we have the resignation of harry thomas, you know, kwame brown has his own issues, as you know, and mr. butler, trying to have him recalled as well, do you still have faith in the city council and specifically in mr. brown? >> well, i worked closely with the council as a chairman, as you know, and with the exception of vincent orange who wasn't on the council when i was chairman, but certainly has a distinguished record of service prior to that, these are the same members that i
9:09 am
worked with, a very talented group of people. i have confidence in them. we work well together and i'm confident that together we can move the city forward. >> mr. mayor, we thank you for coming in. we want to mention once again the one city summit taking place february 11th at the washington convention center. it is open to all d.c. residents. thank you, sir. good to see you this morning. allison. >> thanks, tony. thank you, mr. mayor. more fallout from the harry thomas, jr. scandal. the head of a nonprofit is expected to plead guilty today to a felony charge in connection to the money scheme. marshall banks is accused of knowing that thomas was stealing. a court document filed yesterday says that banks was aware the former d.c. councilman was taking grant money, but he never reported it. thomas pleaded guilty last week to embezzling more than $300,000 in city funds. tony. it is a story that is shocking everyone, a virginia couple accused of barricading their three children in a room behind drywall. but what may be more surprising is their sentence.
9:10 am
christina moore and john robey, the couple charged with child neglect will spend no time behind bars. yesterday a judge suspended robey's nine-year sentence, giving him three years active probation instead. robe -- moore was released from jail after completing a drug treatment program. moore was ordered back to drug treatment and will be sentenced in may. it's a move that leaves neighbors feeling sad for the children. >> it's heartbreaking for the children. that's my first thought, the kids come first and any parent's first responsibility is to their kids and to look after them and to protect them and to see something like that happen, you know, it's a tragedy. >> the commonwealth's attorney says the drywall incident is a clear result of extensive drug abuse. this isn't the first time christina moore has had parents problems. she previously lost custody of her 22-month-old twins after they were found wandering down a virginia highway in diapers. army private bradley manning should be court martialed, that's the recommendation from an army

hearing officer. manning is accused of giving classified information to wikileaks. thursday a hearing officer ruled that manning should be tried on all 22 counties, -- counts, including aiding the enemy. he's accused of causing the biggest leak of classified information in u.s. history. the recommendation now goes up the chain of command for a final determination. a worker in clinton, maryland finds himself in let's say a sticky situation. the man was trapped in waist- deep mud. the lake there had been mostly drained. rescue crews laid down large pieces of plywood to reach that man. he was able to climb out with the help of a rescuer and a shovel. check it out. you see he is up to his waist there in that stuff. we're still not sure why he was out there in the first place, but we know that he has been rescued. >> i'm sure he's a little embarrassed by the whole thing. >> when i was a kid, i had a fear of quick sand. >> yes. because it was depicted in movies and tv all the time back then. not anymore. coming up, thousands of women diagnosed with a serious

approximately 11.000 women will be diagnosed with cervical cancer this year. if caught early, cervical cancer is highly treatable, but there has been a lot of controversy over one of the preventative measures that can stop this illness. joining us this morning is dr. angela marshall, director of comprehensive women's health. dr. marshall, happy new year, good to see you again, welcome back. >> good to be here. >> let's talk about another startling statistic, some 4,000 women will actually die of cervical cancer too. that's amazing. it is. and i think january is cervical cancer awareness month, so i think it's really important to raise the awareness about cervical cancer because the true tragedy is this disease --
9:16 am
of this disease is that there are screening tests and vaccines that can prevent virtually every case. >> what aren't we doing? is it we're just not going to our obs? what's happening? >> we know that early screening and vaccines can help prevent the disease, and like many cancers, if caught early, cervical cancer is highly treatable with excellent survival rates. >> so we just need to make the appointment. >> make the appointment. >> and get there. who should be screened, how often and starting at what age in your opinion? >> the general consensus is that all women should have an annual pelvic exam starting at age 21. >> that's what it is, right? >> yeah, it's 21. or sooner if they've had any reproductive issues. but the american college of obstetrics and gynecology now recommend that women have their first pap test to screen for cervical cancer starting at age 21 as well. >> again, this is caused by a virus. we talk about it. can you explain a little bit of that to us, hpv? >> yes.
9:17 am
studies have shown that most cervical cancer is caused by a virus, the human papillomavirus or hpv. now, hpv is a virus that is sexually transmitted. so waiting to have sex until you're older, using condoms with sex and also limiting the number of sexual partners can help a woman avoid cervical cancer and hpv infection. also the fda has approved two vaccines, servoex and gardasil for the prevention of hpv and cervical cancer. >> i can't help but think it is tied up with sexual activity leads to maybe that stigma attached to it. do you find that, do you battle that? >> yes, we do. and i find a lot of mothers are concerned about giving their young daughters because it's actually recommended for girls 11 and 12 years old, so there's a lot of trepidation about giving young girls a vaccine that protects against a sexually transmitted infection. but i think it's important. >> and you say that one doesn't necessarily mean the other.
9:18 am
>> correct. i think at the end of the day -- i mean, there have been some concerns that giving the vaccine or starting the discussion too early may promote promise cuity or -- prmiscuity or making girls think about sex earlier. women or girls who are vaccinated are no more likely to start having sex earlier and they're no more likely to have more sexual partners than girls who are unvaccinated. >> the vaccine does come with its share of controversy, that probably is one of the main points there. but there are some things that cannot do, right? you shouldn't take this and think you're going to be protected from sexually transmitted diseases. >> yes. thank you for bringing that up because there has been some misconception among young girls that the vaccine protects against other stds and it absolutely does not. it only helps to protect against human papillomavirus and cervical cancer. it does not protect against any other std. >> are there safety issues also
9:19 am
that have been sort of i guess vetted and now we know that the vaccine is safe or there's still issues out there? >> yeah. current research has demonstrated both vaccines are very safe, and they are both recommended by the centers for disease control and prevention. however, as with anything, i think it's important for parents and women to consider it on a case-by-case basis, have a discussion with their healthcare provider and try to determine whether or not it's appropriate for them. >> we showed you risk factors on your screen there. if you'd like to see those closer and look at the risk factors, major risk factors for cervical cancer, we invite you to do so, myfoxdc.com is where you'll find that information. this is dr. angela marshall, the director of the comprehensive women's health. thanks for coming in today on this important topic. >> thanks for having me. >> tony. >> thank you both very much. the first lady is scheduled to appear on nickelodeon. we're going to tell you why just ahead. plus where you can submit your application if you're looking for work. also metro riders, listen

gusts. and look at that, here we go, winchester just had a wind gust of 41 miles per hour. 33 in martinsburg, so it's really starting to kick up there. 31 out in hagerstown, 23 in washington, 25 in annapolis. i'm seeing these numbers for the first time niez here too. leonardtown 38. very blustery conditions. going to be a lot of wind around here and much, much colder as well. i'll show you why in a second. this is the wind one more time, 50 miles per hour in the counties to the north and west, that's all the counties in brown, montgomery county, north central maryland, much of virginia and west virginia under there wind advisory through 6:00 tonight. then the winds will start to lessen here during the evening hours. area of low pressure here, and really deepening, and you can see the snow starting to break out across north central pennsylvania and upstate new york where they're going to get several inches. most of the snow missed us. we got shower activity with a cold front, but, again, that colder air really moving in from the north and west, and with high temperatures only in the upper 30s and winds gusting to 40 to 50 miles per hour, it's just not going to be a

9:35 am
relationship with instead of a friendship. now, this viewer wrote that she's known this man for three years now and that although they are friends, she writes that she thinks she's in love with him. here's a bit in her own words, i sort of paraphrased it, it was a little long. she writes he does not know how i feel about him because i have a problem expressing my feelings. we have this friendship that i could have never imagined. you would think if we were together, we see each other everyday, we talk to each other on the phone everyday. we basically are around each other all day when we're not working. he doesn't show his feelings at all. why? i don't know. maybe it's a guy thing. i'm afraid i might lose out something good if i let him go. here's my advice, and, again, feel comforted in knowing that a lot of us have been here before. but i think you gotta tell him how you feel. you told me in the e-mail you spend a lot of time together, you talk everyday. really, you could be considered best friends and it sounds like that you are very close in that relationship in and of itself is very special, but your heart is saying, hum, i think it could be more, tugging you in a
9:36 am
different direction. so i say follow your heart. you're a young person, you're 20 years old. what do you have to lose. let me play devil's advocate. you ask why your friend doesn't show his feelings, but you admitted in the e-mail that you have a problem expressing yourself too. that's not too hard to understand. i don't think we're really that different, males and females or people who are in love. you need to break the ice and you need to address your feelings. here's my other thing, though, you said that he's told you that he doesn't really want a relationship right now but that he enjoys spending time with you, basically you guys are in a relationship of sorts, maybe he senses your feelings already, trying to let you know how he feels, you just don't want to hear it. i'm just going to say that, girlfriend. maybe you're not ready to hear it. consider that before talking to him because if he doesn't want a relationship, then it could be a little awkward for a while. my sense is that uneasy feeling won't last long because of how close you say you are. i don't want you to regret not making your feelings known. two of you could be really great together, that's my
9:37 am
other. we've all been there, right? >> absolutely. >> i must say i have had the fortune of not being the one who wanted -- >> it's always been someone else? >> right. but as a person who has said we have a great friendship, maybe it could be more. i just say, you know what, i don't really feel that way. >> you don't risk a lot in at least exploring that possibility or raising the issue. >> sure. >> and if it's not going in that direction, then it's not, just go back to being as it was. >> and it can happen. it's happened to me. >> that's what they say to me. >> tony, no. if you have a ask, send it to me. head to myfoxdc.com and click on the morning show. i told you it doesn't really happen to me, it happens the opposite and i would never ruin our friendship of by doing that which is the opposite of what i just said, plus we're married. i'll answer a question every friday morning and hopefully it'll be not a wise acre
