west, should be sunny cold temperatures here to stay for next couple day, let's kick it off, regan national 44 degrees, temperature has been falling likely to be upper 30s and low 40s later this afternoon. humidity 43%, winds out of the north and west, 15, gusting at times, 25, 30 miles an hour so very blustery conditions not going to be like yesterday when we had temperatures upper 50s. low 60s. our frontal system, sliding off the coast and now we are dealing with a little lake- effect snow off portions of pennsylvania, a few snow showers slipping into northwest maryland and northern virginia, it is possible there could be a few flakes, particularly north and west, but then just sunshine and cold, temperatures as i mentioned, falling into the upper 30s by late this afternoon. here is your forecast, chilly, breezy, temperatures 47 degrees at 4:00 p.m.

measure whether to raise the nations debt ceiling, the proposal, lots of borrowing cap increase of $1.2 trillion the debt ceiling is automatically raised. 15 days after the president notifies lawmakers, they are close to the current $15 trillion cap unless congress says no. >> secret service says someone tossed a smoke bomb on to the lawn of the white house officers dispersed the crowd removed the device the president and first lady were at a nearby restaurant celebrating the first lady's birthday. there no arrests but earlier in the day u.s. capital police arrested four protestors, during an occupy congress rally. some protestors became unruly, standing up to officers, tearing down barricades. >> this is symbolism. this right here is their way of symbolizing they have a hold of

causes the ship to lift, forcing rescuers to temporarily abandon their search. >> reporter: rescuers suspended the search of the capsized cruise ship off the coast of tuscany. firefighters searched the above water portion but found nothing. tuesday, crews found 4 men, 5 women. >> to keep looking for people. in the same area where we found the 5 people today is the place where it is more possible to find other people. >> reporter: among the missing, a minnesota couple, in a blog posting family members say they have received no word on the couple the captain who allegedly abandoned the crippled cruise liner will be released from jail and placed under house arrest. his defense lawyer said they turned down prosecutors request to keep him in jail. the captain was on a lifeboat,

40 -- excuse me, 50411 or call (202)727-9099. district police also need your help tracking down two bank robbery suspects seen here the men on the right accused of a robbery last friday alabama avenue, southeast, the man on the left accused of a robbery september 16th, 1800 block i street northwest. alison, the hunt is on for a couple accused of leaving dozens of dead animals inside a maryland town house. the bodies of 40 animals were found in the house in columbia, dead birds, rabbits, cats and a snake were inside the house. some were stuffed inside a freezer. police say the animals were abandoned there with no food, water or heat a neighbor says a woman who lived at the house told her she was affiliated with an animal rescue group called the bailey foundation. >> she said oh, well, i want to

move to a family home because the neighbor keeps complaining about my parrot. i could hear it when i walked the dog as far as i knew they only had two dogs and a parrot. there was 19 in the freezer, 21 other dead animals throughout the house. fox 5 e-mailed and called the bailey foundation so far we have not received a response. animal control removed four live animals all of them, are said to be in bad shape. police in the district shot and killed a german shepherd after it attacked several people 6:00 p.m. last night 14th street, northwest the dog bit one person, she was taken to hospital as a precaution, that dog also went after the responding officer police are now talking to the owner, about this incident. mitt romney is changing course and now appears willing to release his tax returns he said he will probably release

them in april. the presidential front runner admitted he pays the lower rate of 15% because most of his income comes from investments the white house press secretary said his father may have been the first presidential candidate to release his returns. very standard tradition, and obviously we thing it is a good tradition and that is why then senator obama released his tax records i think it was a tradition initiated by then presidential candidate george romney in 1968 who released 12 years of tax records in 68. fox business reports that romney is worth as much as $250 million. and we can soon see president obama's first tv commercial for the 2012 election associated press is reporting obama campaign requested advertising rates in 14 key states, the list includes virginia, florida, ohio, pennsylvania, so far no word on when those tv ads will

hit the airways. >> federal appeals court rejected governor perry's bid to be placed onegin yeah's presidential -- on virginia's presidential primary ballot. mitt romney and ron paul were the only names on the primary ballot in that state. meantime some marylanders could face a tax increase in an effort to curb a $1 billion budget short fall. governor o'malley releasing his spending plan today. individuals who earn more than $100,000 couples making more than $150,000 would be limited to smaller exceptions and would face caps on personal deductions the governor plans to propose higher fees on most water and sewer bills and is backing a measure to promote offshore wind development and that would with increase electric rates. all right, it is now 10 minutes after 7:00 a.m. the calm before the storm. the pacific northwest preparing

google will work today but the company blocked out its own name it is all designed to get attention of congress and may be working. >> it is ironic a website supposedly provides accurate information is spreading miss information and promoting fear rather than fact. >> there are two bills in congress that try to crackdown on internet piracy especially when it comes to streaming movies the backers are content providers including news corporation which owns fox news saying it is necessary to stop foreign websites from rampantly stealing material. many website operators says the too broad and could be shut down for material they don't control. >> detrimental, to wikipedia, to free and open web. we want to make sure we send a message, potentially killing sopa sipa here in the united

states. >> balancing that free web with the rights of others is the trick and even when this black out ends the problem remains. again the black out of wikipedia is down until midnight it will be dark until then. other online resources sites have gone dark today, basically, showing their solidarity with what wikipedia is doing. this is what you will find when you log on to this. we talked about google let's look and see what google looks like again it is showing solidarity with wikipedia, see its google doodle section is covered in black. you can still search but basically they are taken their name out some of wikipedias backers are not happy saying the nonprofit should not be in the business of advocacy. they are trying to get this message sent to capital hill. wikipedia is urging users to

back now with some alarming news from fairfax county officials say they've seen a significant increase in reports of child abuse following the scandal at penn state. last month child abuse squad received 39 reports twice as many as a year ago. today, detectives will discuss an issue in an online chat on the county's website, 10:00 a.m. to 11:00 a.m. questions can be submitted now we will link you to more information. you will find that on our website myfoxdc.com. battle over the medical marijuana program in the district could be winding down. dc voters approved a referendum to make medical marijuana legal in 1998 after years of red tape the program is moving forward, but there is a hitch. ward 5 doesn't want to be home to where the marijuana is grown. yesterday, council members agreed to a compromise to limit number of growth sites in all wards, those who live in ward 5 will continue to fight. we are looking at our ward

through more than 17 debates, and he had a bad debate. tomorrow's debate will be the one that shows whether mitt romney, there is some -- a lot of rumbling he will be the nominee whether he -- if he continues to stumble it is a wide open race again the primary is on saturday than they go to florida. >> i want to agree with jim totally on how romney did in that debate he now had the worst press day of his life yesterday. with the follow up from the debate. >> exactly. >> but the trouble is, that these guys are all splitting the votes no one is going one on one with romney. so he could win this thing in south carolina, with 30% of the vote. >> no question. >> and you know, the difficulty is, if he keeps on winning and folks begin to drop and by the time you get to a one on one with romney, it is over. >> but you know --

>> we will see. >> look, this is up and down i think voters are still, trying to make up their minds. >> i think that's right. the other thing you have to understand at least from a republican side this year it is all proportional in terms of delegates he has won two primaries and probably got 12 delegates you need 1100 touring. if everyone drops out he is the nominee if people stay in for awhile and have the ability to raise money and get a message out it is not a lock for romney. >> there is a push now to release his tax returns what does this prove? does this prove something to the people who would vote to say what he is not paying his fair share? what does this do exactly, besides transparency. >> this is a problem first of all his answer to that question in debate was almost bizarre, are you going to aren't you i think i might most people do. >> flip flop on that one too. but again then yesterday, i don't know if this was pre-

emptive or whatever but because he is so wealthy and makes so much money on his capital gains his effective tax rate is 15% well, that is about what 35 to $50,000 a year people are paying their effective tax rate. second thing he said was oh, i made a little bit of money on speeches. a little bit of money, $375,000 >> isn't that the republican way jim? >> i think the problem is, he should have layed out his tax returns early on. this is a trap everyone does. i think the problem was, the way he handled it they had to know this was coming and they didn't handle -- here are my tax returns i can make money so what but he just kind of backs off. >> because it speaks to the push, you would agree the party says, that the money maker -- top money makers there is no need the tax more because they are the ones creating jobs, it would seem to contradict what

they are saying i am just trying to understand it. >> it is not really the substance of it, it is really how you handle it >> i see. >> really how he has handled it he should have said yeah, i made a lot of money so what. >> you are absolutely right, it is how you handle it. but the other thing it plays into the notion, that this is unfair and unequal when you take his tax plan and his tax returns and put those together you say here is a guy who is going to give average americans $58 guys like him, are going to get over $100,000 tax break for millionaires and billionaires that plays into that 99%, 1% stuff and my sense of this campaign, i maybe dead wrong my sense of this campaign it will be about who stands up to the middle class. who is fighting for those folks, whose house is under water, having trouble paying their kid's college tuition who lost a job really squeezed and

now. >> disgusted. >> reporter: that is how a lot of people living near this town house are feeling after a gruesome discovery there. 19 dead animals stuck in a freezer, and 21 other dead animals, including birds, rabbits, cats and a snake, in cages and loose inside this house. the renters were nowhere to be found. >> there were two dogs apparently they did come back i think 6 to 8 weeks ago and did take the dogs and i think they just left the rest of them. >> reporter: police say the water and electricity has been cut off and the animals were abandoned with no food, water or heat. the property manager called police after noticing a foul odour coming from the place. >> i couldn't sleep last night really. it was just really disturbing. >> darlene who rescued both of her dogs said she often talked with the woman now accused of unspeakable treatment of animals she told her she was

ballpark, want to locate in ward 5 no one is doing anything then when you look at the waste transfer stations, three of them, i mean that is a serious burden onward 5. >> tuesday councilmember orange, introduced emergency legislation to limit the number of cultivation sites in ward 5. a move some feared would delay the medical marijuana program. >> mr. chairman i heard concerns this would some how lead to greater crime et cetera i don't believe that it is true. >> in a compromise council members agreed to limit number of cultivation sites in all wards still, those who live in ward 5, say they will continue to fight. >> as i stated before we want none >> all right so what happens next? anc commissioners will hear from residents who live in areas where marijuana will be grown and sold there will be a report to committee, and then on to the full council some believe that marijuana, could be distributed in dc, by the end of the year.
