if you are one of the millions of people who use wikipedia you might have come across this message. in fact you did. imagine a world without free knowledge, wikipedia along with hundreds of other websites have shut down, for 24 hours, as a protest against legislation designed to stop online piracy. this morning, haley sukiyama joins us to talk about the stop online piracy act. thanks for joining us good to see you, first, if you can, summarize what do these bills do and how are they different from the digital millennium copyright act, congress passed in 1998. >> sure these are aimed mainly
9:16 am
add foreign websites that post copyrighted material in the u.s. what people are worried about with these bills as opposed to digital millennium copyright act, they will be held accountable for people use this for their sites if you are wikipedia and someone links to a site that uses pirated material they will be held accountable for having a link to that site. >> so wikipedia could be held accountable for someone else possibly linking them to something else. >> right that is what they are worried about or that they will have to police every single link that comes through their site now people who have written these bills says that is not the case but wikipedia and these other firms are worried the language is vague enough they may be held accountable. >> the writers of the bills said that is not our intent but i guess wikipedia and others are saying that might not be your intent but could happen based on how these bills are now written. >> right they would like to see a little more specific language
9:17 am
there are some other proposals out there, how best to deal with online piracy, most people agree it is a problem. >> from a practical stand point, for me and millions of us that log on every day some home pages aol. comcast, x finty you go it has news items, maybe you see a clip from jimmy kim mel, something some body sent in, would these bills impact that? >> um, it depends where those groups are getting their clips from. generally speaking you know, a lot of networks, they post clips of their shows for public consumption but if you are looking at a news aggregate tore that is where you run into problems with maybe these clips are not exactly above. some of these companies protesting the bills say the bills threaten, in fact, free speech are they likely to win
9:18 am
on that argument? do they threaten free speech? >> that is up for a lot of debate as well, they are basically, their argument is that if you can take down a site based on some copyrighted material, claim that you may be limiting free express because of views expressed in that material, that is for legal scholars to discuss. we know that you know, piracy on internet does exist people upload copyright material they shouldn't upload how big a problem is this? do we know? are there accurate figures to gauge how much money movie studios and the like lose. >> they estimate they lose over $100 million a year, it is difficult to track down because of the piracy sites being so scattered it is difficult to say how many people are looking at content they shouldn't be
9:19 am
looking at but can be a sizable number. >> you say bills are aimed at foreign companies that are doing this, so, does that mean american companies would be out of the loop on this? they don't have to worry about it or do they still have concerns. >> their concerns are from groups like wikipedia, that because the way, that this bill would be policed is to look at search engines, or internet service providers say you are providing a link to this website you need to shut that down to prevent traffic from going there. >> what do we thing is likely to happen on the hill? i know one bill has already been approved, what do we thing is going to happen now? >> well, they will resume mark up on the piracy act, that is the bill on the house probably in february and then, senate bill as you say, is moving closer on january 24th, scheduled. there will be a lot of debate there has already been
9:20 am
amendments floating around out there, some measures that have been really controversial, have been stripped from some of these bills a lot of debate going forward, we will just kind of have to see what happens. >> i know you will stay on top of it we will do the same. thank you for joining us this morning, and making it more understandable. speaking of all of this that brings us to today's trivia question according to its website which you can't check right now, wikipedia has additions in how many languages? 237, 265, 270, 283? the answer coming up later if you want to guess now head to our facebook page which is up. >> coming up more flights coming to bwi marshall where you will soon be able to escape to. homeless teenager is making huge strides against all odds,
