some schools, virginia and west virginia are delayed. prince william county, stafford, warren and winchester public schools are all delayed, 2 hours. berkeley, jefferson, morgan county schools also on a 2 hour delay this morning. all right we are going to turn to tucker barnes to get the latest on what is going on. a couple different problems across the region. he has the latest right now hey, tucker good morning. >> good morning. freezing fog, a little freezing mist, drizzle in spots we are not quite done with it yet. by mid-morning temperatures should bump above the freezing mark. several hours here where it will be touch and go. most of the light freezing rain, the freezing drizzle has not been picked up on radar you can see we are getting a few echos out to the west, front royal and south and west of hagerstown starting to pick up freezing rain but generally speaking, we are getting reports of mist and again, some

freezing fog, particularly north and west of the city, that will be with us for several more hours. freezing rain advisory in effect until 9:00 a.m. this morning, counties off to the north and west, including, montgomery, you are under that. much of the area, at or below the freezing mark. 33 washington. baltimore, dulles 31 degrees, win chester, hagerstown 30. a few more hours here eventually this will turn to rain showers this afternoon temperatures in the mid-40s. frontal system out to the west. more details on the system. julie. we have accident activity, travelling southbound along the rock creek parkway. it is the right side of the roadway locked off.

to school however anybody hitting the roads, you might want to hit a little bit of caution. jurisdictions were prepared for what might be a slick, slippery day many trucks and road crews out and about, several on the highway, side roads i have seen one here in arlington that we are prepared to treat the roads for whatever happened to fall, icy patches or sleet. even though roads seem clear federal government is giving workers a break because do you remember what happened last year. look at pictures from january last year when a storm hit and the government did not react quickly, folks were out in the snow and ice and got stranded some for 10 or 12 hours, sleeping in their cars it was a disaster, so office of personnel management made the decision last night federal workers do not need to report to work on time they were urged to stay off the roads until 9:00 a.m.

history died yesterday morning from lung cancer at the age of 85. his death comes just 2 months after being fired amid-the child sex abuse scandal that rocked penn state. we will go live to state college on how fans are remembered joe paterno. gabrielle giffords will resign this week she is stepping down to focus on her recovery. she was shot in the head last january, outside a super market in tucson meeting area residents. six people were killed 13 others wounded her office is saying this morning she will finish that meet and greet later today. giffords announced a resignation in a video message to her constituents. i will step down this week. >> i don't remember much, from that horrible day. but i will never forget the trust you placed in me, to be

the search is on for a man who got into a fight with police, this happened sunday morning in the 2600 block, heating street, temple hills when police responded to a domestic violence call. 30-year-old joseph, quorum threw a punch at an officer he was pipper sprayed and tasers -- pepper sprayed and phaserred but reached for that officers gun the suspect managed to runaway and take off in a car. a lawmaker in maryland, is proposing legislation to publicly embarrass those found guilty of animal abuse he wants

to create a registry for animal abusers including the list of nameaddresses of anyone found guilty of harming animals. he is calling the bill heidi's law after the golden retriever puppy hot and killed in middle town maryland earlier this month. >> this is just a vicious, senseless killing just a beautiful little puppy an indication of a problem. senator young does not think the plan will cost maryland tax payers any extra money instead offenders should pay $50 a year to keep the site up and running. >> one year after a fairfax county high school student took his own life after getting punished at school. lawmakers are considering changes to disciplinary activities. they will discuss the changes in richmond. also in virginia new life for the so called tebow law.

tucker road, they are doing just the same, joining me now to tell me about it natalie paul the manager of the figure skating team here. but you can give us a general good overview of this month. well, it started in 2002 united states figure skating association began the event, and it celebrates technically, the national competition that is how it started so we are letting the entire world know it is our competition, but instead of narrowing it to figure skating we are opening it up to all ice sports. here at tucker road we are giving, super saver for the entire month, so anybody that comes into our public skating, events, we have them, friday, saturday and sunday, they skate for half price for the entire month. >> that is very nice and you were telling me off air, michelle kwon lives in the area and actually at the competition this week which is why she couldn't join us today.

things, one, focus on a low performing schools in district of columbia, one is focus on low performing schools, the bridge to our high schools to make sure every middle school grade child is high school ready and three, make sure we increase the graduation rates and increase level of expectation of our children. make sure every child, if they want to, have every opportunity to go to a post-secondary educational school or college. >> does moving touchers from the schools performing well to under performing schools, will that negatively impact the schools that they are leaving? >> well, first of all we want to strengthen and give more to those teachers that are performing. we have those that are performing in low performing schools we want to keep them there. and then second, to incentive vise teachers who want to teach, some want to leave, two or three at a time to help

change that school and turn it around there will be incentives, some will be the first in the county it won't be about a $10,000 bonus, housing incentives, tax incentives a number of incentives bundled together to ensure those there, keep them there and those highly effective get them to teach in our lowest performing schools the idea is make sure every school succeeds, the best way to do that is have better principals, better teachers and make sure we hold our parents accountable this is a three tier approach. >> these are tough times where you know the natural question is where does money come to achieve this when you talk about financial incentives. if there are tax incentives does that bring lower tax reeve news into the -- revenues into the city? >> we have to stop thinking about building new beginning, a jail for our children and

invest in education the best way out of poverty is improve the educational system. you have to focus on the lowest performing schools, once we make sure they are performing that takes away from making sure other schools continue to excel. that is the best way out of poverty. we have 1.1 billion dollars budgets in dc public schools the real question, how we make it a priority to focus on the areas that need it the most. my grandmother used to say, you need to sweep where the dirt is. we want to clean it up go get where the dirt is not saying our students are dirt by any means of the imagination but make it a priority to focus on our lowest performing schools. >> now we says the a public hearing indeed it is however it is too late at this point to sign up for it, people have been signing up for it how has the response been. the overwhelming question, some call it ice outside by 10:00 a.m. hopefully that will melt up, people can still come if you
