pay freeze, good morning. >> reporter: good morning this is not going to be welcome news to wake up to for many in our area, home to thousands of federal workers yes, indeed the gop pushed through a bill through the house that would extend the pay freeze that has been going on for two years into a third ye this is not without contentious debate but they managed to pass it through by votes over 300 to votes of 117 i believe the break down was. let me break down what this means to you. it would extend the federal pay freeze until 2013, congress would be included, meaning their salary for the rank and file, 174,000 would not increase. it does not apply to folks in the military and republicans say it would save $26 billion, the two year pay freeze is said to have saved already $60 billion, gop lawmakers are pushing farther wanting federal workers to increase their

contribution to the pension system all of this stems partly from the payroll tax cut debate on that payroll tax cut which allows average americans to pay slightly less, allows everyone to pay slightly less for their contributions of social security it was set to expire late last year, it was extended now congress must find a way to pay for it if they have growing to extend it again this is their solution president obama had hoped he would give federal workers a pay increase in 2013, of just one half of 1%, we will see with a happens, when it heads over to the senate. reporting live stacey cohan, back to you. >> thank you. new this morning, montgomery county public schools defending a flyer handed out to students in home room at einstein home room, the group parents and friends of exgays and gays, promotes div.ty for the exgay -- diversity for the exgay

but things are going to change it will get cooler 51 degrees dc we have 50 baltimore, 47 dulles, 52 frederiksburg, 42 hagerstown, 39 degrees cumberland. so this system is going to move its way out into the course of this morning behind it a ridge of high pressure will build in. a mixture of sun and cloud, a lot cooler than yesterday however, highs only going to be in the 50s. mid-50s pretty much for the most part across the mountains and allegheny front temperatures will be in the shenandoah valley into the 60s light showers, sunshine, much cooler this afternoon 56 degrees light northerly wind from 5 to 10 miles per hour and 5 day forecast shows you we get real dry run as we head through, friday to the beginning of the week a slight chance we might see a little bit of a shower sunday we are watching that but so far things are looking dry and as i said a little cooler but these temperatures are still warmer, than they should be for the seasonal average we really

in deficit spending while some call the report grim and alarming maryland congressman chris van holland took another approach saying deficits in growth would have been worse without the president's stimulus plan, the representative joins us live from capital hill. >> good morning good to be with you. i want to talk about the cbo report in just a moment first let's turn to what happened last night, with the vote, republicans got through the vote that will freeze the wages of federal workers for a third year you voted against this, why did you vote against it you and many other democrats >> i voted against this because federal employees have already seen a freeze for two years no cost of living increase that has saved the federal government $60 billion that was apro precrate federal -- appropriate federal employees are willing to do their fair share. it is below a cost of living adjustment a half percent still

less than what a cost of living would be 1.7%, and we thing it is unfair to be singling out a federal employees, they are willing as i said to do their share as part of an overall effort, but what we saw in congress yesterday was a little bit of what we have seen in state capitals, wisconsin ohio where governors are scapegoating, public servants, as we know, these are folks who are going to work every day, on behalf of the american people after all, some of the folks help track down osama bin laden, these are folks who helped protect the boarders our food safety, folks who do research, nih to help find tours and treatments for diseases i don't thing we should be scapegoating them again they need to be part of the solution but shouldn't be singled out as the only part of the solution. >> what about the republicans who say and even you just said well, it did save us money over the last two years some say it could save us another $26 billion this year or the next

year ahead, so they say that is a good reason to do it, your response to that. well, my response is, that we should start, stop singling out federal employees, republican colleagues have refused to ask folks who are doing very very well to get rid of some of their tax loopholes, and instead, they are focused on folks who are middle income, families, congressional budget office did a report, that has been in many ways, subject to a lot of misinformation one of the findings was that about 20% of federal employees get 23% less in wages, than their counter parts in the private sector, and then there are other federal employees paid a little bit more but it was a mixed report what we really need to do for people genuinely interested in this issue is to look how federal salaries and benefits compare across the board, in different kinds of work areas, different kinds of

educational attainment, and take a comprehensive response rather than hatchet approach. >> speaking of the congressional budget office and their report you said this in the hearing yesterday, you said that we are all entitled to our own opinions but not to our own facts what are the facts as you see them? well, the facts as reported by the congressional budget office, so, this is a nonpartisan independent group has been clear, which is that the recovery bill, the stimulus bill that was passed almost three years ago now, did prevent, the economy from going into essentially a great depression, type status, and helped stabilize things and has now helped us climb out we know the economy remains fragile, that is why it is so important that we extend payroll tax cut, in fact, today, the conference

committee will meet again to discuss that. i hope we will move very quickly to extend that for another ten months so people will have a little bit more money in their pockets that means they can spend it on goods and services, that means businesses can sell more goods and services and hire more people so i hope we will get that done, and i think today, we are going to hear from chairman bernanke, and his message will also be that we need to nurture this fragile economy don't do anything that would upset it or shock it. >> this is i believe the first time we have had a chance to talk to you since the super committee, and you know, nothing coming out of that unfortunately, what happened there? was the process too poll lit sized? just impossible to get any agreement between the two sides? >> well t charge was to try and achieve at least $1.2 trillion in deficit saving over the next 10 years, many of us actually hoped to achieve much more, over that 10 year period up to

3, $4 trillion in deficit savings. unfortunately, we were not able to get an agreement in my view, because, our colleagues were not willing to take the balanced approach other bipartisan groups have taken now when i say other bipartisan groups, simpson bowls, these are groups, republicans and democrats that came together and said if we want to tackle the deficit challenge, as we should, we need to take this balanced approach of both cuts, and we took about a trillion dollars of cuts already last year, but also revenue, again, closing some of these tax loopholes asking folks at the top to go back to paying the same rates they were during the clinton administration, ' period of great job growth -- a period of great job growth, we need shared responsibility our republican colleagues were proposing only cuts that would

lee ann evans the author of believing is seeing she joins in studio. so, i think the introduction gave viewers a look into what your story is about but could you tell us about your story and your loss. sure. it happened very late on a evening of january 22nd, 2010 we received a phone call from a friend of my daughters, he mentioned that he had passed an accident on burke lake road and the fire truck illuminated the word camry and he knew katie drove a camry but drove a two door camry as he drove by he noticed the car only had two doors and he thought it was really important if it was katie he get in touch with us he contacted friends of friends and finally got our home number, and called and said that the accident was just a few minutes from the house so my husband and i drove up there, and the only thing that was running through my head was

the word accident, and what hospital she might be at the thought that she had passed away never crossed my mind so when the officer said the word she is no longer with us, my world stopped. it became quite evident my brain shut down i couldn't speak i couldn't talk i couldn't even tell my husband what had happened and in that moment i had to dig really deep for my faith and believe everything happens for a reason, and that god was in control of even something as tragic as this and so i since that day have just put my foundation on him s the fact that he is going to have to see me through 24. >> we are seeing -- this. >> we are seeing this has wonderful family photos tell us about what kind of teenager katie was. >> she would be loving this number one she wanted to be a

journalist, a broadcaster she lit up a room as soon as she came in she always announced more presence and her smile was energetic and electric and she just had this bay of making everybody -- way f making everybody in a room feel comfortable i think that is what people miss most is the way she could connect with people. >> is that what you miss most about her as well >> i mess her energy i miss seeing her face, her interact with the other three children i have three teenagers they were all close and so grief, it is a very personal journey, not only is it personal for me but my children and my husband have had to go through it as well and i can only help them so much because it is so personal,. >> indeed. >> but you have to to be what i learned and read about in the book being open to what the journey of grief is, can bring you through the darkest times and it will take you to the lowest valley but also to the highest mountain top, to the

point where, you are laughing uncontrollably about something they did and at the same time crying on the inside because they are gone. you decided to journal everything about it and your involvement in your daughters life didn't end with her death there you know it is often called a transition from this world to the next tell us about your book and what you've learned, about yourself and about life after what we know it and how you have chronicled it. >> i began journaling a week after she passed away, for me it was a way to get the deepest emotions out of me being stuck inside my head was doing a lot of hurt and not helping anyone. so through journaling, i was able to see, the journey i was able to see that she was bringing me through the lord was bringing me through, just some very interesting times and we started to see signs of katie around us, as we were open to the possibilities and the belief that she is alive
