last night, until midnight that helped things cool off north and west, temperatures already bouncing near the freezing mark, 34 at dulles, 38 washington it will not take a lot of cooling to get these temperatures down to 32 that is why we thing a lot of what falls this afternoon particularly north and west of the city will be in the form of snow. there is our snow maker and we haven't had a lot of storm systems to talk about this winter this one not a terribly strong one as it pushes through later this morning early this afternoon we will see snow break out west, east and looks like timing on this one if you want to time it out you are fine this morning, late morning early afternoon just a few flurries it will rise by 1, 2 today and pick up in intensity later this afternoon. the national weather service has issued a winter weather advisory for counties here off to the north and west of

washington, where accumulations are likely to be 1 inch plus, maybe 2 inches if you are up well north and west up towards the pennsylvania border you can see 3 inches of snow here in washington i think we will see a brief mix and a transition to snow this afternoon and here, inside the belt way we can get an inch, maybe an inch plus in some spots. >> further south and east, no advisories you will get less as you get more rainfall down to southern maryland this will likely transition over to snow as it wraps up later tonight. your forecast lots of clouds that mix arrives by this afternoon lots of snow north and west, trace south and east of the city to 3 inches if you are well north and west, 40 your daytime high that temperature will fall as snow arrives later this afternoon your forecast tonight, snow showers continue early partly cloudy late want to mention overnight lows at or below freezing tomorrow morning there could be slick spots be ready

>> good to see you both as always. rick santorum man what a night. >> yes. >> is that an old beach boy song? frankie vallee. >> i will ask you jim to weigh in first. >> i think the surprise, there are two surprises here santorum and the size of his victories, especially in a couple states where i guess romney finished third in minnesota, tim an advisor to romney i think they have to kick him off the bus now he was the governor of minnesota, and i think the other surprise is newt gingrich what you see is that newt could have played in those states whether he has money or not i don't know but didn't and so it is really hard now because we don't have any primaries or caucuses until the end of the month, for anybody to pick up

momentum now the narrative becomes santorum, and romney. >> right. >> as opposed to santorum and gingrich so i think this was a good night for santorum, and a bad night for -- a little bit for mitt romney. i think gingrich said he is going to go try to make a stand in ohio i think he is in deep deep trouble after this. santorum is the new as we talked all year flavour of the month but the thing that shocked me about this, was not only did he win all three but by the size of his victories, i mean even missouri which was a beauty contest, 25 points he beats it. you know romney, jim says comes in third, in minnesota, 2.5 times as many votes santorum got in minnesota, colorado where he campaigned hard put money in, he lost that one by 5 points even. you know, this is gain, the

republicans are saying we don't like mitt romney. and if you look at this, four years ago republicans were saying democrats are killing each other this is a terrible thing to have all this going so long and then it turned out actually okay for obama, but at that time 80% of democrats thought they had excellent or good candidates now that figure is in the low 40s for republicans they don't like candidates independence, as washington poll shows us are going away from romney there is an opening here. >> i think that is not to say, you know romney is dead or santorum is going to be the nominee, i think this gives an awful lot of life to santorum he will be able to raise money but romney has a lot of money we are getting into a part of the campaign season, where you will have multiple elections on the same day that will be the

crucial thing. >> you have 400 delegates on super tuesday in march i think what we will see alison here, is mitt romney who has the money and the organization, he is going to win like he did in florida, he is going to win ugly if he wins he is going to go after santorum now all guns blazing after santorum and rip him and the question is, does it work and of course his negatives go up. >> right. rick santorum named to address c pac. 2012. what is that about? is that saying he is the conservative choice for us and how much of a boost is that? jim? well, they are all going to speak, the headliner is sarah palin she give it is final speech but mitt romney will be there, rick santorum will be there. newt gingrich, michelle bachmann, herman cain, rick perry i think this will be an

interesting dynamic to see what is happening, with them. >> i have to say jim, i call cpac the crazy people's annual conference. you know, huff and puff and threaten the blow the house down but in the end of the day, i think -- >> well, bottom line is, democrat controlled senate, hasn't passed the budget in over a thousand days, all right. so budget process we are talking about is really a joke. i mean, financial stuff. i understand they haven't passed a budget in a thousand days these guys up on the hill don't pay attention to budgets if they don't have enough money we raise the debt ceiling put ourselves more into debt. we just saw that a couple weeks ago i think that is where the frustration comes in just as you said before alison we are not happy about this why? because they talk out of both sides of their mouth. >> jim, what is so irritating to me is when republicans say we have to pay for it but they don't care about paying for the $4 trillion in temporary tax cuts bush put through in giving

some snow moving in early afternoon, stick around for that afternoon evening commute that could be a problem spot and quickly out of here during the overnight hours, there is your radar moving west, not terribly strong system a clipper system doesn't have a lot of moisture to work with but looks temperatures will be just cold enough that parts of the area here will get a snow event later today and there could be light accumulations and by light i mean, 1, maybe 2, maybe 3 inches of snow, if you are watching well off to the north and west into western maryland, southern pennsylvania that is where the jackpot will be. future cast this does a great job showing you what will happen here during the course of day 7:00 a.m., lots of clouds moving in, you are fine, morning commute, nice and dry there we are 2:00 p.m., notice we are not getting much mixing temperatures fairly cold, that is the big change overnight temperatures had an opportunity the bottom out, we are not going to get as much of a warm up most communities off to the north and west of washington it

said residents here have been pushing for this for some time they wanted a traffic signal but were able to get this speed camera in place. we are just looking out, for the safety of our residents here, in our community and also for the commuters, this helps everyone, slowing down traffic, is not the only problem i see in that, is the fine if you abide by the traffic laws there shouldn't be a problem. well, fines for speeding in dc are based on the number of miles per hour over the posted speed limit so if you are driving 1 to 10 miles for hour over the limit you will be fined $57 now most speed cameras only register a violation once you are around 10 miles per hourover the limit many people are receiving fines of $125 up critics says the too

vision about what they would like to see in the candidate that is selected i think this process is a good thing and obviously it shows how dynamic it is i believe it goes all the way to the convention at that time i believe the republican party will determine who the candidate will be. >> you actually thing it will get to the convention before we know who the nominee will be. >> i do i think with it being this dynamic i think it gets to the convention before we determine, a candidate. >> it would make the convention more interesting. typically, everything has been decided before that if romney is the eventual nominee do you thing he can beat president obama? >> i do i think that whoever our nominee is i do believe that the party will coalesce behind that candidate and believe that candidate will be successful in november >> want to talk about a couple things you are active in you voted recently in favour of legislation, that proposes to open new offshore areas for energy development including off the coast of virginia, what

would virginians get out of this? >> well, the biggest thing they would get is large number of jobs, we know that offshore energy development off virginia is critical to energy independence of this nation to security of our energy sources but also, it is intrical to economic development in virginia there is bipartisan support for this effort both of our senators are in favour of it as well as the virginia delegation and governor and others in virginia legislature we see a great opportunity to develop our energy sources for it to be an economic boon and for us to be leader on the east coast i think it has lots of possibilities there, great avenue for us to create jobs and also, for us to assure our energy independence. >> are there any concerns how any development might impact military activities or sight lines, virginia beach and hampton road area any concerns

about that? >> we have great conversations about the military about assures there is no conflict with the military the bill that passed out of the house natural resources committee, as sures those conversations take place whatever development happens does so in a way that doesn't interfere with military operations also we want to make sure things are taking place in environmentally responsible way i do believe technology is there we have learned quite a bit, from the deep water horizon i believe you apply those lessons learned off the virginia coast much of the area also vailable for energy development there is well offshore outside of sight lines for individuals i believe it is a win win situation the issues we have to deal with i think are reasonable issues that can be dealt with in a very thoughtful way to make sure there is no military conflict and we do it in environmentally responsible way that doesn't create unacceptable risk. >> i am running out of time i want to ask about some of your goals and congresses in the coming months.

>> well, i think the big thing is we hear from folks jobs in the economy congress has to get on track and make sure we are focusing on that. we have to make sure we get the payroll tax extension done that has to happen we hear a little bit of disagreement this week i want to see everybody come together and get this done it is critical for our economy. those are the things we have to get done i know folks back home as i talk to them are frustrated wanting to make sure congress gets things done that is the first of 34 things we can do, -- first of many things we can do to help folks struggling and make sure we can see a great future for economic growth and job development. >> representative rob whitman as always we appreciate you taking time to talk to us. >> thank you so much. >> see you again. >> 8:25 a.m., wednesday morning coming up in our next half hour we will look at the washingtonian cover story high society, washington's love affair with marijuana.

the city dc actually has one of the highst rates of marijuana use of any metropolitan region in the country, and that is very much spread across the city and in fact ward 1, ward 2, ward 3, more affluent parts of the city, has marijuana usage rates as high or higher than many less affluent committees. that is fascinating who are these people who talk to you anonymous or not how did you find out this was going on. >> the main characters of the story, if you will, is actually a marijuana baker, who is not unlike sort of washington's version of the characters from the tv show weed who sort of spends her days baking things like brownies, laced with marijuana and delivering them to very affluent customers all across northwest washington and the suburbs and you know, doing business in high end bars and

high end neighbourhoods and you know this is very much a part of life for at least one swath of washington >> i love her description because i could just see her, her banana republic sweater, joes jeans in her car distributing these illegal goods that is what it is, saying she is not nervous about it at all what is the back story here. she quit her job a couple years ago decided she would do this >> absolutely she is sort of she would be indistinguishable from many of the working mothers or housewives in washington, you know mid-career professional who decided she wanted to do something else at that point some people drop out and open cupcake shops and she just opened a slightly did i have aren't kind of bakery. >> -- different kind of bakery. >> a great quote our producer pulled out of your article was basically the executive director of normal saying in this town he could probably kill like 200 great careers, so
