limit if you are driving 1 to 10 hours over the limit $75, now it seems most of the speed cameras only register a violation once you are around 10 miles per hour over the limit many people are receiving fines of $125 up critics say that is too steep especially during tough financial times how much cash do these cameras bring in to the city the daily caller released results of an investigation and found in 2011 speed cams are brought in more than $33 million, 12 million, pure profitryily there has -- recently there has been controversy over a camera on fox call road, they said residents there has complained about speeding it is doing its job. mayor grey said this is about safety and traffic flow if you look at blogs and postings online there are menty of supporters they say if you don't want to pay don't speed but of course there are plenty of critics as well we are

momentum now the narrative becomes santorum, and romney. >> right. >> as opposed to santorum and gingrich so i think this was a good night for santorum, and a bad night for -- a little bit for mitt romney. i think gingrich said he is going to go try to make a stand in ohio i think he is in deep deep trouble after this. santorum is the new as we talked all year flavour of the month but the thing that shocked me about this, was not only did he win all three but by the size of his victories, i mean even missouri which was a beauty contest, 25 points he beats it. you know romney, jim says comes in third, in minnesota, 2.5 times as many votes santorum got in minnesota, colorado where he campaigned hard put money in, he lost that one by 5 points even. you know, this is gain, the

republicans are saying we don't like mitt romney. and if you look at this, four years ago republicans were saying democrats are killing each other this is a terrible thing to have all this going so long and then it turned out actually okay for obama, but at that time 80% of democrats thought they had excellent or good candidates now that figure is in the low 40s for republicans they don't like candidates independence, as washington poll shows us are going away from romney there is an opening here. >> i think that is not to say, you know romney is dead or santorum is going to be the nominee, i think this gives an awful lot of life to santorum he will be able to raise money but romney has a lot of money we are getting into a part of the campaign season, where you will have multiple elections on the same day that will be the

crucial thing. >> you have 400 delegates on super tuesday in march i think what we will see alison here, is mitt romney who has the money and the organization, he is going to win like he did in florida, he is going to win ugly if he wins he is going to go after santorum now all guns blazing after santorum and rip him and the question is, does it work and of course his negatives go up. >> right. rick santorum named to address c pac. 2012. what is that about? is that saying he is the conservative choice for us and how much of a boost is that? jim? well, they are all going to speak, the headliner is sarah palin she give it is final speech but mitt romney will be there, rick santorum will be there. newt gingrich, michelle bachmann, herman cain, rick perry i think this will be an

vision about what they would like to see in the candidate that is selected i think this process is a good thing and obviously it shows how dynamic it is i believe it goes all the way to the convention at that time i believe the republican party will determine who the candidate will be. >> you actually thing it will get to the convention before we know who the nominee will be. >> i do i think with it being this dynamic i think it gets to the convention before we determine, a candidate. >> it would make the convention more interesting. typically, everything has been decided before that if romney is the eventual nominee do you thing he can beat president obama? >> i do i think that whoever our nominee is i do believe that the party will coalesce behind that candidate and believe that candidate will be successful in november >> want to talk about a couple things you are active in you voted recently in favour of legislation, that proposes to open new offshore areas for energy development including off the coast of virginia, what

would virginians get out of this? >> well, the biggest thing they would get is large number of jobs, we know that offshore energy development off virginia is critical to energy independence of this nation to security of our energy sources but also, it is intrical to economic development in virginia there is bipartisan support for this effort both of our senators are in favour of it as well as the virginia delegation and governor and others in virginia legislature we see a great opportunity to develop our energy sources for it to be an economic boon and for us to be leader on the east coast i think it has lots of possibilities there, great avenue for us to create jobs and also, for us to assure our energy independence. >> are there any concerns how any development might impact military activities or sight lines, virginia beach and hampton road area any concerns

about that? >> we have great conversations about the military about assures there is no conflict with the military the bill that passed out of the house natural resources committee, as sures those conversations take place whatever development happens does so in a way that doesn't interfere with military operations also we want to make sure things are taking place in environmentally responsible way i do believe technology is there we have learned quite a bit, from the deep water horizon i believe you apply those lessons learned off the virginia coast much of the area also vailable for energy development there is well offshore outside of sight lines for individuals i believe it is a win win situation the issues we have to deal with i think are reasonable issues that can be dealt with in a very thoughtful way to make sure there is no military conflict and we do it in environmentally responsible way that doesn't create unacceptable risk. >> i am running out of time i want to ask about some of your goals and congresses in the coming months.
