will head to governor mcdonald for his signature it requires women who want an abortion to under go an external ultrasound. the governor is catching a lot of heat for his stance on this piece of legislation from both sides joining us is metro affairs columnist for the washington post, robert mccartney, good to see you. >> the latest things to come out of this legislative session what is the very latest. well, i wrote my column for this morning, but i said it could happen last week but the big news yesterday out of virginia was that the democrats in the senate blocked approval of a budget it means very likely this legislature will adjourn. without having passed the budget and there will have to be a special session later this year to approve it and possibly a government shut down this summer what happened is the
7:36 am
democrats basically only have one lever of power in richmond right now and that is that they have 20 votes out of 40, in the state senate. now, most things that gives republicans a yes because if there is a tie the lieutenant governor, bill bowling will cast the deciding vote but he can't vote on the budget so if just 20/20 if all those democrats stick together they can basically prevent anything from being approved on the budget. >> right. >> that is what they did and there is much argument over what is really motivating them but it does seem as though the main thing that is motivating them they are not happy about the committee assignments they got they basically want to get better committee assignments they also have objections to the substance of the budget but it does look as though this is a lot about law political politics in the assembly. >> all right let's talk about what you did write about basically about the difference

7:38 am
rights this is an outrageous violation of women's liberty but mcdonald who has tried to get the really hard core conservatives in the general assembly to sort of down play the social issues, he made them amend the bill to be optimal to have a much more obtrusive invasive ultrasound and that is now optional and that actually displeased the really you know, sort of hard core you know super committed anti abortion folks they felt he had gone squishy on them and they weren't very happy about that. >> interesting we only have about 30 seconds left i want your opinion on how does this hurt him moving forward. >> well, i think it hurts him mainly you know he has had hopes of being vice president, mitt romney is gop presidential nominee and he is supporting
